Zimele Managing Director,Hlonela Lupuwana, said the Se-benza fund was established lastyear to offer an economic injec-tion to the communities wherethey mine and also to the labour-sending areas in the EasternCape in particular.“We have set aside an amount

they have managed to open shopinMatatiele and theywould be at-tending a business managementworkshop next year, courtesy ofthe Sebenza fund.Young entrepreneurswere also

assisted by Anglo American dur-ing the roadshow.

PEP Stores East London recently embarkedon a mission to change the lives of the learn-ers at the Zikolokotha Junior SecondarySchool (JSS) in Elliotdale, when they donatedschool uniform and sports kit.

Itwas a big day for 26 learnerswho receivedschool uniforms and members of the school’snetball and rugby teams who received kit.School Principal, Fundile Sigwili, said this

was the second time the store had supportedthese learners.“In 2011 we noticed that our children were

struggling since they didn’t have uniforms.We thendecided towrite letters requesting as-sistance from various shops, including PepStores. We were very happy to receive posi-tive feedback from Pep,” said Sigwili.He said in 2012, Pep Stores donated school

uniform to 84 learners. He said Elliotdale isknown as the poorest of the poor and PepStores was trying to uplift the standard of liv-ing.“We appreciate the support we get fromPep

Stores. Our children now will have confi-dence when coming to school.”Deputy chairperson for the School Govern-

ing Body (SGB), Tamsanqa Jamela said they

THOUSANDS of Eastern Cape learners facebeing without textbooks next year as the De-partment of Education has allegedly usedfunds for Learner Teacher Support Materi-als (LTSM) to pay teacher salaries and buyschool furniture.

The Publishers Association of South Afri-ca (PASA) has warned that it would take le-gal action against the department if it failsto meet its obligations to order the agreedtextbooks.The legal threat and funds diversion are

contained in two harshly worded lettersfrom PASA to Premier Phumulo Masualle,Education MECMandla Makupula and Act-

ing Head of Department, Ray Tywakadi.The funds diversion is also mentioned in

a memorandum by finance MEC SakhumziSomyo, dated August 11, informing the de-partment that R200-million of its LTSMbudget would be used to pay the salaries of502 teachers.“About R100-million must be allocated for

compensation of employees for the fundingof 502 teaching posts in critical subjects likemathematics, physical science, Afrikaans,geography, agriculture and accounting.”“A further R100-million [must] be allocat-

ed for the provision of school furniturewhich is procured by National Treasurythrough their chief procurement officer,”Somyo wrote. Somyo confirmed the diver-sion of funds, saying it was necessitated by

the available resources were more thanenough to provide for a top-up.However, in a letter dated October 24, PA-

SA’s provincial representative, WarrenKliphuis, wrote that publishers had still notreceived orders.“Any further delays in the release of or-

ders will place the possibility of textbooksand other resources being delivered beforethe academic year in jeopardy.”Cilliers also informed Masualle and

Makupula that PASA had been informedthat the department may cancel some of theoutstanding orders.

“Should theorders be can-celled, pub-lishers willsuffer sub-stantial dam-ages arisingout of the com-mitments andexpenditurepursuant tothe indicativeorders,” Cil-liers wrote.“If, howev-

er, the depart-ment intendsto cancel theoutstandingorders, it isPASA’s viewthat such con-duct wouldconstitute un-fair and un-reasonable ad-ministrativeaction, and thepublisherswill have nooption but toseek legal ad-vice, whichcould result inlegal action.”

A NEW substation at Nonkobe in Mthathawas opened recently by Eskom to strengthenthe electricity backbone in the Eastern Cape.

This R392 million project consists of twotransformers and six 132 feeder bays that sup-ply power in the Southern region of the East-ern Cape, being OR Tambo, Amathole and Al-fred Nzo Districts.

The Vuyani Substation was officiallyopened by the Deputy Minister of Public En-terprise, BulelaniMagwanishe, alongside theSpeaker of the Legislature Noxolo Kiviet.

Magwanishe said this power boost in theprovince would assist it to do away with pow-er outages and strengthen electricity trans-mission.

PEOPLE living with disability who partici-pated in the Spar Wheelchair Race 2014 insupport of Disability Month, were overjoyedto receive hampers from Elliotdale Spar.

The hampers were handed over at Mad-waleni Hospital in Elliotdale last week.The race was divided into three categories,

namely 5 km, 2,5 km and 800m (for disabledchildren).Elliotdale Spar Manager, Samuel Xulu,

said they were pleased to see that their eventwent as planned and was very successful.

“We are trying to make people who are liv-ing with disability understand that they cando so muchmore than just sitting in a wheel-chair,” said Xulu.He said from the beginning of next year

they want to start planning for the 2015event. He said the great number of peoplewho participated in the race showed thatthey were impressed with it.“We thank all the people who showed their

support for this race and we are looking for-ward to get their support in future races tobe hosted since this is an annual event. Weare doing it to plough back to our communi-ties and to thank them for their support,”

said Xulu.Mbhashe Municipality Mayor, Councillor

Nonceba Mfecane, said it was the first timeshe attended the event. “As from next yearwe, as the municipality, want to make surethat we support it as much as we can.
