Who are Hounslow Highways?
Hounslow Highways is a partnership between the council and the new service provider that consists of VINCI Concessions, Barclays Infrastructure Fund and Ringway. These companies are well established, experienced organisations in UK construction and highway maintenance and the provider has worked within the Borough for many years.

Barclays Infrastructure Fund have worked with UK public and private sector organisations for many years, providing financial support for many infrastructure projects from; hospitals, schools and rail networks, to communications systems, social housing and environmental facilities.BIF work closely with VINCI Concessions in the overall financing arrangements for the new investment in the borough’s roads, footpaths and street lighting.

• A principle of “worst first”. We want to try to make sure that the streets that are in most need get replaced earliest
• The borough will see the quickest overall improvement in quality
• There is also a principle that all Wards will see regular activity on their streets. We are not starting at one end of the borough on Year 1 and finishing at the other end at the end of Year 5

• All of the things we do need to meet clear quality standards that will be checked by the council
• The quality has to stay at the same level then for the whole of the contract (25 years) – across the whole borough

• There is a lot of work to do• Main roads completed at night, residential streets during
the day• Roads re-opened at the end of each days work• All works have to be carried out to an agreed programme
and we are limited to the time we can stay on a site• We work closely with the borough Traffic Officer to make
sure our programme does not cause major difficulties

• Because we need to treat the poorest streets first, we may not complete all of your roads or footpaths at the same time
• This will also reduce any long-term traffic disruption and long-term parking problems for you
• Where we can work with communities to combine some streets into bigger programmes of work we will
• We have to develop the annual programmes well in advance and publish them on the web

• We are also working closely with other parts of the council to make sure we can all benefit from the works that go on
• If there are, for instance, new plans for town centres or new cycle amenities within the council, we are developing our plans to make sure we all improve the areas together
• The Super Cycle Highway is a good example of this

• Asphalt provides consistent surfaces for wheel chairs, buggies and pedestrians
• More flexible to increase strength for vehicle crossings and on-pavement parking
• Recycled asphalt can be taken from the roads we are excavating and re-processed to construct the bases of the new asphalt footpaths
• Better sealing around street furniture and edges

• Smaller slabs (400x400 mm size) that provide greater strength in smaller sections
• Safer to handle and install for operational teams• Flexibility for developing local commercial areas and
