ISA President & CEO

Welcome to the sign industry’s premier

event—the 59th Annual Interna-

tional Sign Expo!

It’s all here—the events, the networking,

the seminars, and of course the fabulous

exhibit hall in the Mandalay Bay Convention

Center, where the newest, most-impressive

technologies and products await your attention.

And it’s all here in Las Vegas, America’s

playground. Business opportunities rarely come

as excitingly packaged as this.

And how about this exhibit hall? Nearly 600 exhibiting companies beckon

to you from more than 1,600 booths on the show floor. That’s more compa-

nies than ever to exhibit at the International Sign Expo. You’ll find dozens of

vendors offering what you need to be successful in business this year. You

won’t know what’s out there until you stroll the aisles of exhibitors at this

year’s show. The exhibit hall is open Thursday and Friday starting at 9:30

a.m., and on Saturday starting at 10 a.m.

Also, take time to attend one of our Discovery Seminars to learn about the

and improve your business.

On the certainty that you’ll strike up a new business relationship at Expo

2005, make sure you attend the free end-of-show party on Saturday, April 2,

from 4 p.m. to 6:30 p.m., in the Mandalay Bay Ballroom. That’s your

Look around and it’s difficult to miss

the variety of signs of all types and sizes

dotting the Las Vegas Strip.

Those were the words with which Dr.

Richard Flaherty opened the National

Signage Research Symposium Wednes-

day morning.

“Signage surrounds us everywhere we

go,” said Flaherty, dean of the business

college at the University of Nevada, Las

Vegas (UNLV). “In Las Vegas, it’s obvi-

ous. We’re so accustomed to it that we

often take it for granted.”

Symposium Leaders Seek toEducate About Value of Signage

Tom Hornig, Richard Rothfelder, Alan Weinstein and Don Large were among Wednesday’s panelists.

“Today,” he continued, “we’re going

to take a more in-depth look at how

regulation impacts the use [of signs] to

ensure a sign can be seen and read. Our

goal is to use the information gathered

at this meeting to help regulators.”

Legal issues associated with signage

were discussed during the symposium —

in its third year and sponsored by the

Signage Foundation, UNLV, U.S. Small

Business Administration, the Small

Business Development Centers, and ISA.

“There’s no other place in the world

where you can walk out the door and

simultaneously see the Eiffel Tower and

the New York City skyline,” Flaherty told

the 100 people who attended the

session.

Signs, however, have not always

enjoyed the legal protections they do

today, he said, adding, “It wasn’t until

ISA Introducesthe H.O.T. Zone

Visit ISA’s newest opportunity to bring education to the

industry—the ISA H.O.T. Zone. Located on the Exhibit Hall

Floor in Hall B (across from Booth #5578), the H.O.T. Zone

will provide hands-on training and discussion on vinyl applica-

tion, vehicle wrap, gold leaf application and gilding, and the

screenprint process.

the early 1900s that commercial speech

began to be protected.”

A group of experts have been

studying the issues surrounding sign

regulations and fees. One of the

common reasons given for restrictions,

Flaherty said, is that signs cause traffic

problems. “But no verifiable research has

been presented to back that up,” he

said.

Another common reason given for re-

strictions is to “remove sign clutter,”

Flaherty said.

“Business signage is treated as a

nuisance,” he said. “What we are help-

ing regulators to understand is that signs

are necessary for the success of a

business.”

Four sessions within the symposium

focused on the value signage adds to

businesses, federal and constitutional law

regarding signs, science and sign

strategies, and public policy.

Illinois Attorney Richard Bass, a

panelist who talked about storefront

signage and its benefits, said that

valuing signs — which he described as

an important component of regulation

— is simple: “If you can add, divide, sub-

tract or multiply, you can value a sign.

We’re trying to educate appraisers on

how to do it as a standardized

technology.”

Taxation of signs has recently come

to the forefront as municipalities continue

to assess commercial signs, said

Wisconsin attorney Tom Hornig.

“When politicians talk about

increasing the tax on cigarettes, that’s

wonderful because I’m not a smoker,”

Hornig said. “If they want to raise

gasoline taxes, I scream bloody murder.

Raising fees for signs isn’t so unpopular

for the public, but it is for the businesses

that own the signs.”

Charles Ray Taylor, professor of

marketing and a senior research fellow

at Villanova University in Pennsylvania,

said signs function as “marketing

devices.” When regulators charge

excessive permit fees, it hurts business

owners financially. He told a story about

an auto shop owner who rebuilt a sign.

“A regulator contacted him about it,”

Taylor said. “At times you wonder if the

regulators don’t have enough to do.”
