IRCA MEMBERSHIP:

International Risk Control Association Ltd is Asia’s peak professional body for Risk Management

International Risk Control Association (IRCA) was initiated by Mr. Frank Bird, a famous American safety expert, in 1993. In its early ages, IRCA consisted of an informal alliance consisting of three risk management consultant companies from US, Australia, and South Africa. In the late 1990s, along with the growing international demand for international professional risk control services, IRCA developed rapidly forming alliances throughout Africa, Australia, Chile, Columbia, Brazil, Hong Kong, China, Indonesia, Mexico, Peru and the United Kingdom. In twenty-first Century, the International Risk Control Association decided to formalize the informal alliances and organizations and officially transformed into a risk association. In 2004, IRCA established relationship and cooperated with the China State Administration of Work Safety (SAWS) to design, develop and promote China work safety standardization. In 2016, IRCA once again cooperated with SAWS to assist with the implementation of dual prevention mechanism construction (risk classification management and control and potential hazard identification and treatment) in China to prevent the occurrence of major accidents.

SHE Day

SHE day is organized by IRCA regional Chapters with members taking turns to host the activities for the day. The hosting company will oversee the design and implementation of the activities with the members in the relevant region applying to participate in the abundant activities. The activities include theme based activities, interesting sports, games and other games. Through these activities, a SHE communication platform is provided to members to improve the SHE awareness and understanding of their risk assessment capabilities.

IRCA License Accreditation - Courses

IRCA has diversified its international risk management transfer of knowledge capability by introducing accreditation courses for licensees. The system includes IRCA independent accreditation for individuals and mutual accreditation by IRCA in conjunction with other international associations. The recognition of qualifications licensees covers all risk management areas and at all levels of industry. Accreditation courses are taught by the qualified independent training institutions. IRCA invites risk professionals and partners to cooperate on the development of curriculum to maintain relevance and practicability of the content.

People working at a professional level in Risk within Government or Companies who consider themselves Risk practitioners or professionals, and who provide Risk advice at various levels as employee’s, consultants and advisors;

Managers and leaders in Government or Companies who work across a wide range of areas such as HR/IR, and who have Risk, Process Safety, OHS/WHS, Quality and or Environmental responsibilities or who head relevant departments - See page 17 for more detail.

Students can apply to upgrade their membership to that of General Individual Member on completion of their studies. Applications must be submitted using the offline application form and evidence of enrolment in the Risk, Process Safety, OHS/WHS, Quality or Environment course is required

to be approved as a Student Member. Student members can retain their student membership if they submit evidence of course enrolment every 6 months while studying full-time – See page 17 for more detail.

Code of Ethics Nothing in the Code will require professional members of the IRCA to contravene any obligations under any relevant occupational health and safety legislation or other relevant legislation, regulations and codes. Professional members will act in accordance with the following requirements:

It may be referred to by the IRCA when dealing with complaints about work or conduct of professional members.

This Code specifies standards of ethical conduct for professional members of the IRCA. It places obligations on them to practice and work in an objective manner; follow recognised Risk principles as specified in the relevant federal or state/territory legislation; and realise the lives, health and welfare of individuals may be dependent upon their judgement.

Initially, the professional member should discuss the problem with management at the highest level and point out the problem, potential consequences, and professional member’s ethical (and perhaps legal) responsibilities.

If there is no action on the part of the organisation and the only way of reducing the risk is to disclose their knowledge of the risk to a third party, the professional member should do so. Before doing so, the professional member should seek advice from senior colleagues, the IRCA or other relevant parties, and should inform management of the organisation of his/her actions.
