IQM wishes all members a prosperous 2018. ere will be a few celebrations in the second half of 2018 namely aipusam on 31 January, Chinese New Year on 16-17 January, Ramadhan which begins 16 May, Wesak on 29 May, Pesta Keamatan for Sabah on 30-31 May, Hari Gawai for Sarawak on 1-2 June and Hari Raya Puasa 15-16 June. IQM wish to convey best wishes to all members. e second half of 2017 was a busy period where IQM organised a number of courses as below: i) Shotfirer Refresher Courses were conducted in July, 10-11 and 26-27 at IQM Puchong, July 31 to August 3 in Bukit Mertajam, September, 11-14 in Kuching and November 27-28 at IQM Puchong. ii) Occupational Health And Safety course was conducted in July, 17-20 at Bukit Mertajam. iii) Environmental Management course was conducted in August, 14-17 at IQM Puchong. iv) Basic Legislations course scheduled in September, 18-19 was cancelled due to insufficient participants. v) Shotfirer course was conducted in November, 13-18 at IQM premise. Hopefully there will be a few new courses in 2018 one of which is Quarry Economics on 27-28 February. Please refer to fliers in due course. On October 31 and November 1, IQM organised CONNEX 2017 with very good participation from the industry. Datuk Haji Sahar Effendi, the Director General Minerals And Geoscience Department officiated the opening ceremony. JMG is drafting a new syllabus for underground blasting especially for shaft sinking and tunnelling. Once finalised JMG will inform the industry on its requirement. ere will be a course and exam on shaft sinking and tunnelling. Happy belated New Year! From 2018 onwards, our Academy of Quarrying (AOQ) will be fully operational in our renovated buildings. AOQ aims to be the mainstream quarry training centre in Malaysia and will auger well with our on-going acquisition of ISO status which has well past its half-way mark !

I am pleased to inform you that there are radical changes happening in IOQ globally. Resulting from the 2017 International Presidents (IP) Meeting in Birmingham, IOQ UK Council has finally agreed to be also an affiliated body. Thus, together with the current Affiliated National Institute of Australia, South Africa, New Zealand, Malaysia and IQ Hong Kong Branch, the Global Institute of Quarrying (GIOQ) has been proposed. GIOQ will be formalised in the next IP Meeting in New Zealand. However, each national IOQ will continue to be autonomous.

The current practice of contributing respective affiliation fees to IQ HQ in UK will now be transferred deposited into a IP Trust Fund (IPTF) account to be set up in Commonwealth Bank of Australia in Melbourne. IPTF will be managed by IQA. Operational details of IPTF for mainly educational purposes is being discussed and formulated.

Finally, another interesting development of GIOQ is for each IOQ to expand into respective neighbouring countries. The principles and spirits of IOQ will continue to be upheld and propagated. IQM has made useful contacts with Singapore. Hopefully, we will achieve some results soon !

Anugerah berprestij ini merupakan satu pengiktirafan dan penghargaan kepada individu dan organisasi oleh pihak Kerajaan terhadap pencapaian mereka yang cemerlang di dalam mengamalkan budaya kerja selamat dan sihat di tempat kerja. Untuk mengenalpasti individu dan organisasi tersebut, MNKKP telah melantik panel penilai yang membuat pengauditan. Sijil Pembedil yang dikeluarkan oleh Jabatan Mineral Dan Geosains Malaysia dan Sijil Juruletup yang dikeluarkan oleh Polis Diraja Malaysia telah diganti dengan Lesen Pembedil. Hampir 500 pemegang sijil telah dibaharui. Mulai Julai 2017, semua pemegang lesen dikehendaki mengikuti kursus ulangkaji selama minima 8 jam. Pada 20 September 2017, Kementerian Sumber Asli Dan Alam Sekitar dengan resminya melancarkan Lesen Pembedil di Hotel Silka Cheras. Mockup Lesen Pembedil telah disampaikan oleh YB Datuk Ir. Dr. Hamim Bin Samuri, Timbalan Menteri Sumber Asli dan Alam Sekitar kepada wakil JMG, PDRM, IQM, MQA dan MCOM. Tuan Haji Mustapha Lip telah mewakili IQM. Disamping itu Lesen Pembedil yang telah dibaharui juga disampaikan kepada 40 orang peserta Kursus Ulangkaji Pembedil. Timbalan Menteri dalam ucapannya berkata Majlis Peresmian Lesen Pembedil bertujuan untuk menghebahkan kepada industri perlombongan dan pengkuarian khasnya dan orang ramai amnya bahawa Lesen Pembedil telah menggantikan Sijil Pembedil dan Sijil Juruletup bagi kebenaran menjalankan kerja-kerja peletupan di kuari, lombong, tapak pembinaan dan lain-lain. Lesen Pembedil ini merupakan suatu pemerakuan kompetensi (certification) bagi melayakkan seseorang untuk menjalankan kerja peletupan. Lesen Pembedil baru mampu meningkatkan kredibiliti industri pengkuarian, perlombongan dan pembinaan khususnya mengawal selia bahan letupan supaya tidak disalahguna untuk aktiviti keganasan. Dengan senario global yang semakin mencabar penekanan yang lebih mendalam terhadap aspek keselamatan daripada ancaman keganasan dan langkah keselamatan dalam menjalankan tugasan peletupan dan penggunaan bahan itu perlu diberi perhatian. Ini berikutan dengan terdapat kes yang mana bahan letupan yang digunakan untuk industri ini dijumpai Polis Diraja Malaysia (PDRM) tertanam di belakang sebuah rumah. Menurut YB Timbalan Menteri, atas sebab itu, kurikulum kursus Lesen Pembedil baru itu bukan sahaja ditambahbaik, malah turut menekankan aspek kawal selia bahan letupan supaya tidak berlaku kebocoran kepada pihak tidak bertanggungjawab.Institute Kuari Malaysia (IQM) telah mengadakan beberapa kursus ulangkaji iaitu pada Julai 10-11 dan Julai 26-27 di Puchong, Julai 31 hingga Ogos 4 di Bukit Mertajam, September 11-14 di Kuching dan November 27-28 di Puchong. Tempoh masa kursus yang dianjurkan oleh IQM ialah 10 jam (1.5 hari)

berbanding keperluan minima 8 jam. Ini adalah kerana IQM berpendapat ada beberapa perkara penting yang perlu diterangkan kepada peserta.

In early 2017 an accidental or premature detonation of an electric detonator injured a blasting crew whose left hand palm was severely injured and damaged which required grafting of muscle tissue. The information received was scanty, that the worker was pulling the detonator leg wire when it exploded. The blasting crew had just received the explosives and detonators. Luckily the detonator was not inserted into the explosives and no other person was injured. The workers were reluctant to reveal more detail description of the incident. That made identifying possible causes for premature detonation very difficult. A shotfirer also shared his experience with premature detonation of electric detonator which was attached as a starter detonator to the blasting circuit. That detonation caused the whole blasting circuit (nonel initiation system) to be initiated and blasted. Luckily nobody was injured. In his investigation he noticed that the shotfiring cable was not short circuited as per instructed. His worker forgot to short circuit the shotfiring cable when laying the cable. These two examples of accidental or premature detonation of electric detonators should be an eye opener to all shotfirers. Accidental or premature initiation of electric detonators can cause great harm, damage, injury and even death to persons. Electric detonators are widely used in Sabah and Sarawak in production blasting and as starter detonators nationwide. This paper discusses possible causes of accidental or premature initiation of electric detonators and good practices to reduce the risk.

Possible Causes Of Premature Initiation Of Electric Detonators1. Radio Waves From Handphone And Walkie TalkieCellular telephones, citizens band (CB) radios, AM and FM radios, radar and television are radio frequency transmitters. These transmitters create powerful electromagnetic fields which decrease in intensity further away from the transmitter antenna. Mobile cellular telephones or handphones transmit RF energy during sending and receiving. Tests conducted overseas have demonstrated that electric detonator wires, under particular conditions and circumstances, may absorb enough electrical energy from such fields to cause premature explosion. If the electric detonator wires are located in a strong RF field (near a transmitter that is radiating RF power), the insulated but unshielded leg wires or circuit wires or shotfiring cable will act as an antenna similar to that on a radio or TV set. This is true whether the wires are connected to a blasting machine or not, or whether they are short circuited or not. This antenna will absorb RF energy from the transmitter RF field and the electric current transmitted to the detonator wires will flow into the detonator. Depending on the strength of the RF field and the antenna configuration formed by the detonator wires and its orientation, sufficient RF energy may be induced in the wires to fire the electric detonator.Handphones and walkie talkie pose unusual problems because they are widely being used even at blast sites. Very little or no safety instructions are given to the blasting crew where usage of handphones during handling of explosives is strictly prohibited. Imagine if there are five workers at the blast site and all are using handphones, then there are 5 transmitters in the blast site. In such situation the probability of premature detonation is very high.

2. Static ElectricityStatic electricity occurs when two suitable materials rub each other. The most common is when we wear polyester clothing in air-conditioned environment such as in a car or office. The rubbing of our skin onto the cloths will generate static electricity. We will experience this when we drive over long distances. A mild shock can occur when we exit the car and close the door or touch metal surfaces. Hot and very dry weather with reduce humidity can also generate static electricity in our body. Static electricity can trigger initiation of electric detonators.

3. Bad WeatherLightning from bad weather generate millions of volts of electricity. A person standing with the legs one or two feet apart can get killed if the lightning hit the ground nearby. It is not deniable that there many cases of premature initiation of electric initiation systems due to bad weather. With the present unpredictable weather today, it is best to use non-electric initiation systems. If in any case where electric detonators are used, extreme care must be taken and the blasting operation must be stopped if there is any sign of bad weather.

Good Practices Shotfirers must take all necessary precautions to ensure safety of blasting crew and safety of blasting operations. With regard to safety in handling of detonators especially electric detonators, below are some suggestion on good practices. 1. Handphones And Walk TalkiesAlthough the power (maximum 5 watts) generated from walk talkies and handphones is low, safety precautions must be taken on their usage during blasting operations. These devices must not be operated or use by anyone at the blast site during explosives handling and load-ing operations. In areas close to public roads where it is impossible to control their usage, quarry or mine operators or blasting contractors should use non-electric blasting system.Since handphone is a necessity and almost everyone have one, it is necessary to prohibit its used during explosives handling and loading operations. It may be very difficult to ask and remind all blasting crew to shut down their phones before going to the blast site. One way to prohibit handphone usage at the blasting site is that before handling any explosives at the blast site, everyone including the shotfirer must put their handphones into a carton box or plastic box which is placed inside the 4WD vehicle. The vehicle is parked at a distance away from the blast site. This will ensure there is no radio transmitters ie the phones near the blast site. The safe distance recommended by Institute of Makers of Explosives (IME) is 20 feet away from the blasting site.

2. Detonator BoxAlthough detonators must be carried inside their original containers or inside the detonator box, it is a common practice that many shotfirer do not follow this safety rule. Many times,

explosives and detonators including electric detonators are transported in plastic bags side by side as shown in the picture below. It is a very dangerous situation. Please ensure that all explosives and detonators are transported in their original containers or inside explosive box and detonator box respectively. This will ensure their safety and security.

3. Grounding OneselfWe may generate static electricity in air-conditioned environment. Wearing cotton clothing can reduce static electricity generation. The easiest way to discharge static electricity from our body by grounding. When entering the blast site, it is good practice to ground oneself by touching the ground which will discharge the static electricity.

4. Precautions When Tie-Up Extension Wires And Shotfiring CableIt is common practice in Malaysia to use extension wires in electric initiation system. It is recommended that the extension wires are cut with same length for every blast hole. This will simplify the tie-up as well as calculation of resistance since every detonator set has the same resistance.All necessary precautions must be taken to minimise premature initiation of the electric detonators. It is recommended that:- all the extension wires are short-circuited at both ends;- the electric detonator is inserted in the blast hole when doing tie-up the leg wire with the extension wire. If there is premature detonation, the explosion is contained inside the blast hole which minimise injury;- subsequently a primer is made and the hole is charged and stemmed accordingly;- the proses is repeated for other holes; - when all the holes are charged and stemmed, the wires can be connected in series.Shotfiring cable must be short-circuited at both ends before laying the cable from blast site to safe place. The shotfirer must check the resistance of the cable after being laid. If there is no reading, then the other end is not short-circuited.

5. Electric Detonator As Starter DetonatorIt is highly recommended that shotfirers use nonel trunkline delay (or surface delay) detonators at the starting point in the nonel initiation system to ensure a good contact for initiation. When using electric detonator as a starter, first hook-up the trunkline delay to the starting point of the nonel circuit. Place the end tube as far away from the blasting area. Then attached and taped the electric detonator to the trunkline tube and covers the electric detonators with drill dust or stemming material. This to prevent any shrapnel from cutting the nonel tubes which will cause misfire. Pull the detonator leg wire to the shotfiring cable. When everything is ready (“can fire” signal is observed), the shotfirer finally tie-up the leg wire to the shotfiring cable. If by any chance a premature initiation of the detonator occurs, the shotfirer is safer since he is further from the blast site and the risk of injury is reduce.Some shotfirer tie-up the shotfiring cable to the electric detonator which is then attached to the end tube of the trunkline delay. When “can fire” signal is observed, he finally hook-up the connector block to the starting point of the nonel circuit. Should by any chance a premature initiation occurs at this stage, the risk of injury is higher since the shotfirer is in the blast site. Please take note that a shotfiring cable will act as a very long antenna even it is short-circuited. ConclusionElectric detonators are sensitive to bad weather, handphones, radio frequency transmitters and static electricity. Sufficient safety precautions must be taken to ensure their safe use. It is the responsibility of the shotfirer to ensure that necessary precautions are taken to ensure safety of workers and public.
