    The InternationalOrganization forMigration (IOM)hasworked inPakistan

    forthirtyyearsandtheGovernmentofPakistanhasbeenamemberstateof

    IOMsince1992.Asanintergovernmentalorganizationweareproudtohave

    been a partner in this governmentled humanitarian response. This

    partnership also includes the United Nations, other IASC members, and

    many localorganizations. These strong relationshipsallowus to currently

    deliver large scale assistance as we have done before when the resilient

    people of Pakistan faced other hardships due to impact from natural

    disasters.

    IOMteamsarestilldiscoveringisolatedpocketsoffloodaffectedfamiliesin

    greatneed.One suchexample isMrsPiyariKhatoon, awidowwith seven

    children, who had moved to higher ground with her children when her

    village in Jacobabaddistrict, Sindh,was flooded in September. She lostall

    her livestockandherhousewascompletelydestroyed.When contactwas

    firstmade,herfamilywaslivinginahutmadeofgrassandsticks,andtrying

    tofindmudtomakebricksandrebuildtheirhouse.Herassetswerelostbut

    her determination was strong and spirit unbroken. She was given plastic

    tarpaulins,blanketsandakitchensetprovidedbymultiplegenerousdonors.

    The team isnowhelpinghercommunitybuildasafeanddisasterresistant

    shelterfor

    the

    family.

    IOMsresponsetothefloodscrisishasincludedshelterclustercoordination

    servicesatthedistrict,provincialandfederal levels,emergencyshelterand

    nonfooditem(NFI)distributions,healthservices,masscommunications,aid

    worker security training and support to the governments disaster

    managementauthority.Asmanyareasmoveintotheearlyrecoveryperiod,

    IOMissupportingsustainablereturnwithnewlongertermprogramming.

    Thisbooklet is dedicated to the spirit and perseveranceof the citizens of

    Pakistan who have been affected by the floods and the Government of

    Pakistan

    IOMwasrequestedtoleadtheShelterClustersresponseto the floodsby

    both the National Disaster Management Authority (NDMA) and the

    humanitariancommunity.ItsextensivepresenceacrossPakistan,experience

    leading the cluster following the 2005 earthquake and close relationships

    withgovernment counterpartsmean theorganization iswellpositioned to

    providethisservice.

    IOMcoordinatestheshelterandnonfooditemresponsebothnationallyand

    in three provinces affected by the floodsPunjab, Sindh and Pakistan

    administeredKashmir

    (PAK).

    The

    support

    provided

    includes

    coordination,

    informationmanagementandtechnicalexpertise.

    TheShelterClusterhasproducedanddisseminatedanumberofstrategies

    and reports including the Shelter Strategy, Winterization Guidelines and

    TechnicalGuidelines forEarlyRecovery.TheClustergathers informationon

    who is doing what and where and uses this to producemaps of shelter

    clustermembersareasofoperation.Clustermembersreportplannedand

    actual distributions of emergency shelter and non food items,aswellas

    planned and completed early recovery shelters to theCluster. TheCluster

    disseminatesneedandgapanalyses,bothasnumericaldataandasneedand

    gapmaps.

    Sixmonths after floodingbegan, emergency shelterhasbeenprovided to

    over824,000households, representingcoverage of 47%of the estimated

    numberofhousesdamagedordestroyed.Coverageisexpectedtoincrease

    to62%.Alsodistributedareover1.9millionblankets,521,000kitchensets

    and56,700toolkits.

    Over127,000earlyrecoverysheltershavebeenreportedascommittedby

    Shelter Cluster members and over 7,000 have been completed to date.

    These

    commitments

    represent

    coverage

    of

    19%

    of

    the

    number

    of

    destroyed

    houses and increased funding is therefore urgently needed to meet the

    unprecedentedneedformoredurablesolutions.

    Priorities for the Shelter Cluster in the early recovery period includes

    ongoing advocacy to address unmet needs; improving coordination and

    formalizingagreementswithdistrict coordination focalpoints; refining the

    ShelterClusterstrategytoensureprovincialownership;improvingtargeting;

    engagingwiththeprivatesector;anddevisinganexitstrategy.

    IOManditspartnershavedistributedemergencyshelterandnonfooditems

    (NFIs) to over 265,500 households, mostly in Punjab, Sindh and Khyber

    Pakhtunkhwaprovinces.Oncefinaldistributionshavebeencompleted,IOM

    expects to have reached over 394,000 households. In line with Shelter

    Clusterguidelines,emergencyshelterandNFIkitscan includeplasticsheets

    ora tent, aswellasblankets,kitchen sets, ropes andpoles. IOMhasalso

    distributedbuckets,jerrycansandhygienekits insupportofthewaterand

    sanitation (WASH) cluster.Many of these items were received as in kind

    donationsfromdonorsincludingDFID,OFDA,ECHOandtheGovernmentof

    Japan.Others

    were

    directly

    procured,

    either

    locally

    or

    internationally,

    by

    IOM.

    Itemsissuedfordistributionbyimplementingpartners(Jan2011):

    IOMworksthroughanetworkof implementingpartners ineachprovincial

    suboffice. These 150 international and national non profit organizations

    (NGOs) are responsible for carrying out need assessments and organizing

    distributions. Their local knowledge and experience is invaluable to IOMs

    effectivenessintheprovinces. Afewofthepartnerscurrentlyworkingwith

    IOMasimplementingpartnersincludeActed,SavetheChildren,Goal,Indus

    Rural Development Organization (IRDO), Muslim Hands, Youth Front

    PakistanandSanjh.

    WayForward

    IOM is distributing large numbers of blankets in response to the Shelter

    Clusterswinterization strategy.Over70,000blanketsarebeingdistributed

    in northern Khyber Pakhtunkhwa including districts Shangla, Kohistan and

    Swat.QuiltsandraisedbeddingarebeingdistributedinPunjabandSindh.

    The National Disaster Management Authority (NDMA) has declared that

    emergencydistributionsshouldendon31stJanuary2011,except incertain

    areas of Sindh province which are still flooded. IOM will continue to

    distributeemergencyshelterandnonfooditemsintheseareas.

    IOMs teams in southern Punjab and southern Sindh have provided life

    savingmedical treatment toover66,000patients in fixedclinicsandover

    2,500patients inmobileoutreach clinics. In September2010, IOM setup

    two clinics in Punjab, Rural Health Center (RHC) Shehr Sultan in district

    Muzzaffargarh andRHC KotMithan indistrictRajanpur. Four clinicswere

    established inSindh:RHCGharoandRHCChohar indistrictThattaandRHC

    JharracandIOMClinicJuhiindistrictDadu.

    IOMprovidestransporttoreferseriouslyillpatientstotertiaryhealthcare

    centers.This

    referral

    assistance

    has

    been

    provided

    to

    829

    patients

    in

    Punjab

    andSindhtodate.IOMsmedicalteamshavebeenraisingawarenessofthis

    serviceandthehealthservicesavailableatthetertiaryhealthcarefacilities.

    IOMsmedicalteamisfocusingparticularlyonprovidingprimaryhealthcare

    services towomen and children,both in fixedclinicsaswellas inmobile

    outreach clinics. Patients are treated for a range of diseases, including

    diarrhea,suspectedmalariaandeye,skinandrespiratoryinfections.

    In addition, teams disseminate information about disease prevention.

    Hygiene kits are distributed by the teams in the fixed clinics andmobile

    outreachclinics.

    In

    October,

    Hand

    Washing

    Day with a large campaign to teach adults and children about the

    importance of clean hands in preventing diseases. The team distributed

    mosquitonetstoaffectees inSindhandPunjab inresponsetoanoutbreak

    inDenguefever.

    IOMmedicalteamswillcontinuetoprovidehealthservicestofloodaffected

    communities in southern Punjab and southern Sindh through the early

    recoveryperiod.

    In addition, a preexisting innovative telemedicine and teleradiology

    service

    will

    be

    extended

    to

    new

    clinics

    in

    southern

    Punjab

    to

    allow

    for

    remote specialist consultations. This service allows specialist doctors to

    diagnoseandtreatpatientsataremotelocation,allowingpatientsaccessto

    awiderangeofserviceswhich

    IOMs teams areworking closelywith district health officers in Rajanpur,

    Muzaffargarh, Thatta andDadu to discuss needs for infrastructure repair

    andupgrade.Manyofthehealthfacilitieswerebadlydamagedbythefloods

    andareinneedofinfrastructurerepairandprovisionofequipmenttomeet

    theneedsofthefloodaffectedpopulation.

    Over the last decade, Pakistan has become an increasingly hostile

    environmenttoworkin.ThePakistanmilitaryoperationsundertheUSled

    waronterrorismhaveincreasedtheprospectsofreprisalsbythemilitants

    against soft targets. In addition, the current floods crisis has caused

    additionalsecurityrisks,includingviolenceduringdistributionsandlooting

    ofrelieftransportvehicles.

    PakistanSecurityAwarenessInductionTraining(PSAIT)isasecuritytraining

    providedbyIOMforhumanitarianaidworkersworking inPakistan.PSAIT

    isbased

    on

    asimilar

    course

    provided

    in

    Jordan

    for

    UN

    staff

    deployed

    in

    Iraq.

    The Pakistan version is tailored to meet the specific needs of local and

    internationalnongovernmentalorganizations(NGOs)operatinginhighrisk

    areas.

    Thecurrentfloodscrisishascausedalargeinfluxoflocalandinternational

    humanitarianaidworkersintoareaswheremanydonothaveexperienceof

    workingandliving.

    Increasingly,reports

    are

    being

    received

    of

    robberies

    and

    looting,

    violence

    at

    distributionpointsandtowardsNGOvehicles,crowdcontrolproblemsand

    threatsof targetedviolence including kidnapping.A coursehas therefore

    beendesignedspecificallyforhumanitarianworkersinfloodaffectedareas.

    SAIT provides staff with a mission specific security training including a

    comprehensive understanding of the security environment. Participants

    learn criteriawithwhich to assess their abilities and limitations to react

    whentheirownsafetyand/or thatof theircolleaguesmaybeatrisk.The

    trainingaimsto instill instaffagreaterdegreeofconfidence inmanaging

    seriousandpotentiallylifethreateningsituations.

    The practical training involves simulations of realistic situations an aid

    workermightencounter,inwhichparticipantsmustworkasateamandput

    theirtheoreticalknowledgeintopractice.Participantsalsoreviewbasicfirst

    aid skills and learn techniques for dealing with stress when working in

    intenseandriskyenvironments.

    Womenareparticularlyencouragedtoparticipate inthetraining.Training

    for NGOs is subsidized to allow staff who are often on the frontline of

    humanitarianassistanceactivitiestoparticipate.

    A

    The National Disaster Management Authority (NDMA) was established in

    2007 and is mandated by the Government of Pakistan to oversee and

    coordinatealldisasterresponseactivities.IOMisprovidingsupporttobuild

    NDMAscapacity to respond to the floods.NDMA identifiedgaps including

    expertsforstrategicplanning;foodandtentprocurement;andtransportof

    reliefsuppliestooperationalhubsintheprovinces.

    IOM isprovidingdirectsupporttargetingprioritygaps identifiedbyNDMA.

    Todate,thisassistancehasbeenusedtorecruitexpertstobolstercapacity;

    procurefood

    packages

    and

    tents

    for

    flood

    affected

    families;

    and

    provide

    supporttotheNDMApipeline.

    NDMA is being supported to establish a Strategic Planning Unit (SPU) in

    Islamabad.SixtyfourstaffhavebeensecondedbyIOMtoNDMA.TheSPUs

    mandate includes developing disaster management guidelines and

    principles; spearheading resource mobilization for disaster management;

    and developing national response plans and monitoring and evaluation

    systems.

    IOM acted as consignee for inkind donations of emergency supplies to

    NDMA.Todate,39flightsandoneoverlandshipment fromvariousdonors

    have been received and processed. In addition, IOM provides logistics

    supporttotransportNDMAsreliefgoods.Todate,412 truckloadsof relief

    goods have been sent to various locations including Peshawar, Multan,

    Sukkur,Swat,KohistanandGilgit.

    Wayforward

    The human resource support component of the program has significantly

    enhancedNDMAscapacitydue tothecreationof theSPU, logisticscell, IT

    cell(includingacallcenter)andamediacell.Thishumanresourcecapacity

    will enable NDMA to effectively implement and monitor early recovery

    initiativesduring2011.

    AsNDMAisthefederalleadagencywiththemandateofconductingdisaster

    management inPakistan, ithasrequestedIOMtoextend itssupporttothe

    programuntil31stDecember2011.

    Aseriesofcommunityrestorationandrehabilitationactivitieswillsupport

    the recoveryprocess in sixtypriority areas inPunjab and Sindhprovinces.

    These activitieswill restore livelihoods,with a focus on small businesses,

    agriculture and restoration of productive assets; and restore basic

    communityservices.

    Access to essential services will be restored through laborintensive

    rehabilitation of basic and critical infrastructure of floodaffected

    communitiesandhouseholdsat risk. In implementing theseactivities, IOM

    aimsto

    reduce

    environmental

    hazards

    and

    disaster

    risk

    exacerbated

    by

    or

    resultedfromthefloods.

    IOMscommunityrestorationactivitiesaimtocatalyzetherecoveryprocess

    with debris removal, restoration of community infrastructure and

    livelihoods that enables or supports the return of flood victims. IOMwill

    support populations with restoration and repair to key community

    infrastructuredamagedordestroyedduringtheflooding,suchaswaterand

    sanitation systems, public administration buildings, link roads, flood

    protectionwalls,irrigationandharveststoragesystems.

    Inaddition

    to

    directly

    working

    through

    local

    contractors,

    IOM

    will

    also

    engage local Non Governmental Organizations (NGOs) to rehabilitate

    community infrastructure,withaview toaugmenting the capacityof local

    organizationsinthefloodaffectedarea.

    Households will be engaged in repair and restoration activities through

    labourintensivecashforworkinitiativesthatwillassistthemtomeettheir

    postreturnbasic survivalneeds.Allpurpose agricultural andhouse repair

    tool kits will be distributed to flood affectees. Additionally, a grant

    mechanism for restoration of assets for small businesses will be

    administered to revitalize these key sectors of the economic and social

    environment.

    Finally, female community groups (such as school teachers, craftswomen

    andgardenfarmers)willbeprovidedgrantstoaddresssomeoftheirpriority

    needs in the recovery process. The financial supportwill aim to advance

    beneficiaries economic and social wellbeing, privacy, protection and

    dignity. Community advisoryboardswill be establishedwithparticipation

    from representatives of different interest groups and local leaders. These

    boardswillprovide input into the selectionofbeneficiaries for the grants

    programsandinfrastructurerestorationactivities.
