Natural Disaster Monthly Highlights for June: 01 July to 24 July 2018

Natural Disasters Update:

Drought IDP Overview in Herat:

During the month of May, as per the initial reports obtained from ANDMA and DoRR, over 3,000 families were reportedly displaced from Ghor and Badghis provinces to Herat

province. A joint assessment team consisting of IOM, WFP, IRC, ANDMA and DRC initiated assessment on 30 April that concluded on 08 May. 2,600 families were verified in

need of humanitarian assistance that were assisted by IOM, WFP and UNICEF with provision of NFIs, tents and hygiene kits. Following the distribution, additional families

started arriving to the IDP location. As per the decision of the PDMC and request from Badghis DoRR, the assessment was paused due influx of IDPs who were coming from the

provinces after they got aware of the assistance in Herat.

Last week, a joint inter-cluster mission visit the IDP location and following the coordination at provincial level with government and humanitarian partners, it was decided that

all the assessment should resume and all in the reported locations should be assessed. As per the initial reports from ANDMA, approx. 11,000 families have newly arrived that

have settled in various locations in Herat, these families have reportedly migrated from Ghor and Baghis provinces. Following coordination, joint assessment teams consisting

of IOM, DoRR, ANDMA, UNICEF, DRC, IRC, NRC, UNV, RRD, DACAR, WFP, OCHA, WV, Shelter NAW and UNHCR with 80 teams initiated assessment on 17 July. The initial plan

was to complete the assessment in one day by assessing all the families in the reported locations including those 2,600 families that were already assisted however the team

was not able to complete all the assessment.

A coordination meeting was held on 18 July to assess the preliminary findings of the assessment. As per the initial reports from the teams, so far around 7,000 families have

been assessed that includes 2,600 families assisted in May 2018. The coordination team decided to initiated the assessment in the areas that were not completed on the first

day, 15 teams have been formed and all agencies involved in the initial assessment will be take part in the assessment of the remaining families. The assessment of the re-

maining is tentatively planned on Sunday, 22 July where reportedly 2,000 to 2,500 families in 5-6 locations have remained. The assessment is concluded while the data is being

compiled, so far approx. 10,000 families have been verified for which ERM partners have initiated distribution cash of assistance (AFN6,000) which is meant to cover the food

needs. The assessment conducted was specific to cash assistance while multi-cluster needs have not been identified in the assessment. The distribution of cash will relief the

families to cover food needs while the ES/NFI cluster is aiming to conduct ES/NFI rapid assessment to identify needs. Tentatively the assessment is planned next week which

will be led by IOM. Additional resources including redeployment of 10-15 IOM staff from other regions to Herat and mobilizing NFIs for 1,000 families from Kabul is initiated.

The planned assessment is being discussed at Herat as well as with ES/NFI partners at national level which will be finalized by this week.

Natural Disasters Update:

Ghor:

As per the initial report obtained from ANDMA, 83 families were reportedly displaced by drought from various districts to Feroz Koh on 22 Jun. A joint assessment team con-

sisting of DORR ANDMA UNICEF and ACF conducted assessment on 27 Jun. 46 families were displaced and found eligible for humanitarian assistance. IOM distributed NFIs

and ACF distributed cash for food.

Wardak:

As per the initial information from ANDMA; 932 families were reportedly affected by flood in Sayeed Abad district on 19 July, A joint assessment team consisting of IOM, WFP and ANDMA conduct assessment on 20 July. 659 families were found affected (35 houses completely destroyed, 624 house severely damaged) and one persons killed. Besides destruction to houses and household items, the livestock, agricultural land, irrigation canals and weirs were also impacted. The team recommended NFIs, food items, emer-gency shelter and cash assistance. The PDMC meeting will be held on 26 July to coordinate response.

Paktia:

As reported by ANDMA; 25 families were affected by winds storm in Ahmad Abad district on 14 July. A joint assessment team consisting of IOM, IRC, ANDMA and ARCS con-duct assessment on 19 July. 16 families were identified in need of humanitarian assistance. IOM distributed NFIs, emergency shelter and family tents while food needs of the

affected families were covered by ANDMA.

Paktika:

As reported by ANDMA; 10 families were affected by flood in Sharan district on 17 July. A joint assessment team consisting of ANDMA, RRD and ARCS conduct assessment on

19 July. Six families were identified in need of humanitarian assistance. RRD distributed NFIs while food needs of the affected families were covered by ANDMA.

Disaster Risk Reduction (DRR):

The second round of the community based disaster risk management (CBDRM) training workshop initiated in two community of Nangrahar and Khost provinces.

Nangarhar: Kuz Kuner district, Lamatak village: The training workshop commenced on 22 July and will continue for five days. 40 members of the community (20 male and 20

female) including a staff from ANDMA participated in the training. The second round of the training focuses on early warning, search and rescue and first aid basics trainings

Khost: Ismail Khil Mandozai district (Dadwak village): The training workshop commenced on 22 July and will continue for five days. 40 members of the community (20 male

and 20 female) including a staff from ANDMA participated in the training.

Zabul: Qalat city (Azari village): The training workshop commenced on 22 July and will continue for five days. 40 members of the community (20 male and 20 female) including

ANDMA Capacity Building Training Program on National Disaster Management Information System (NDMIS)

The Humanitarian Assistance Programme, through funding from OFDA initiated capacity building training program on Computer, NDMIS, IT and Database to ANDMA HQ and 15 provincial ANDMA offices (Kapisa, Panjshir, Wardak, Logar, Paktiya, Khost, Ghazni, Laghman, Nangarhar, Kunar, Zabul, Kandahar, Samangan, Badakhshan and Parwan).

The training program (Computer, NDMIS, IT and Database) is designed for 15 official working days in ANDMA main office located in Kabul. This program is aimed to enhance the capacity of ANDMA personnel in the mentioned field that will enabled them initiate the use of NDMIS in the provincial ANDMAs. The training is composed of basic com-puter concepts and essential MS Windows features, introduce participants to NDMIS and enable them to effectively incorporate NDMIS in their daily work, intermediate level computer concepts such as trouble shooting common problems and essential MS Office (MS Word, MS Excel, and MS PowerPoint) features and network concept, basic under-standing of software engineering techniques and technologies.

In order to ensure effective delivery of the training, and addressing the problems of the participants timely, IOM planned to conduct the trainings in two separate but consecu-tive rounds.

The first-round training started from 30 June 2018 and successfully ended on 18 July 2018 (15 Day sTraining Program). Provincial ANDMA personnel form Paktia, Parwan, Ka-pisa, Panjsher, Kunar, Zabul, Samangan and Nangarhar provinces attended the training. This training covered 15 trainees from the above mentioned provincial ANDMAs and 3 staff from ANDMA Head-Quarter.

The Second round of training program for Faryab, Kandahar, Wardak, Logar, Laghman, Ghazni, Khost and Badakhshan provincial ANDMA personal was initiated on 21 July 2018, that will continue for 15 days until 8 August 2018 in Kabul. This round is covering 16 staff from the mentioned provincial ANDMAs and 2 staff from ANDMA HQ.

Conflict IDPs Update:

Nangarhar:

DoRR reported displacement of 300 families from various locations. ARCs initiated assessment of the reported displaced families. So far 208 families are found eligible for hu-

manitarian assistance while the assessment of the remaining families is on-going.

In the separate incident reported by DoRR; 324 families were displaced from various location to different districts due to AGS and ISK threats, A joint assessment consisting of

NRC and IRC will initiate assessment.

Laghman:

DoRR reported displacement of 139 families from Bad Pakh, Alishang and Mehtarlam districts to Mehterlam center. A joint assessment team consisting of IRC and DoRR initiat-

ed assessment, So far; 22 families identify and eligible for humanitarian assistance while the assessment of the remaining families are on-going.

Kuner:

DoRR reported displacement of 500 families from various location of Chapa dara district to center due to recently clashes between ANSF and Taliban/ISK. A joint assessment

team consisting of PU-AMI, WFP, DoRR, ADA, DACCAR, RRD and DG initiated assessment. So far; 102 families found eligible for humanitarian assistance in Chapa Dara district,

04 families in Sarkanow district and 10 families in Asad Abad district. PU-AMI distributed 16,000 cash to 51 families in Chapa Dara district while food needs were covered by

WFP, ICRC distributed NFIs and food items to the remaining 51 families,

In the separate incident reported by DoRR; 110 families were displaced to various districts due to AGEs threats. A joint assessment consisting of PU-AMI, APA, WFP, DACAAR

and DoRR will be initiated by next week.

Kunduz:

1,254 families were reportedly displaced due to conflict in Chardarah district. The families were displaced to Kunduz city and within Chardarah district centre currently ab-

sorbed by the host community. 434 families have been assessed of which 85 families verified for assistance while the assessment of the remaining families are on-going.

Takhar:

Reportedly 436 families displaced from Khoja Ghar/ Qarluq, Ming Choqor, Zard-Kamar different districts to Takhar centre and deferent districts.987 families have been as-

sessed of which six families have been verified for assistance while the assessment is on-going.
