SUBJECT OF THE COMPETITION

The purpose of the competition is to develop architectural and urban planning concepts for the integrated development of Saratov’s city centre, including the following 5 sites:— the territory of the former Saratov-Tsentralny

Airport— Park Pobedy— Glebuchev Ovrag— Zeleny Island— Pokrovskie Peski island

SECOND STAGE

The five participants selected in the first stage of the competition will develop architectural and urban planning concepts for the integrated development of the central part of the municipality of the City of Saratov. Based on the results of the second stage, the professional jury of the competition will rate the projects and select two finalists.

TECHNICAL BRIEF

The technical brief will be provided to the five participants of the competition selected at the end of the first stage of the competition, and will also be published on the competition website.

ANONYMITY

The architectural and urban planning concepts are to be submitted anonymously to the jury for review. The projects should not contain any indication as to their authorship. Concepts that do not meet this requirement of anonymity will be excluded from the competition.

COMPETITION TYPE

Three-stage, international.The competition will be held in three stages. The competition is open to Russian and foreign architectural and landscape design firms as well as urban planning companies, which can participate individually or as part of interdisciplinary teams.

THIRD STAGE

An exhibition of participants’ projects and public vote will be organised in the third stage of the competition. The Government of the Saratov Region will select the winner based on a public vote and jury selection.

JURY

The jury’s tasks include coordinating the competition’s technical brief, reviewing applications in the first stage of the competition and reviewing the architectural and urban planning projects during the second stage, as well as selecting the two finalists of the competition.

COMPETITION LANGUAGE

Russian and English.All competition information will be provided in English and Russian. If there is a discrepancy between the Russian and English versions, the Russian (English) version shall prevail. To ensure anonymity, applicants and contestants must submit all materials in English.

FIRST STAGE

Applicants submit applications online only through the competition website. The application includes:— an application form that includes information

about the company/consortium and other documents;

— a pportfolio of the company/consortium: detailed information about 5 projects relevant to the competition’s objectives;

— the vision: a presentation featuring the approaches and general concept of the development of territories. For additional information about the required documents, see page 6.

During the first stage, the jury will review the applications and select five participants for the competition.

APPLICANT REQUIREMENTS

The collaboration of architects, landscape architects and urban planners is a prerequisite for participating in the competition. It is recommended that a consortium include specialists in the fields of transport, sustainable development, and environmental issues. The participation of Russian specialists in a consortium is encouraged.

REMUNERATION

— For the creation of an architectural and urban planning concept, each of the five participants in the competition will receive prize money in the amount of 5,500,000 rubles, including all taxes and fees.

— The winner of the competition will receive 4,000,000 rubles, including all taxes and fees.

— The participant who will take second place in the popular vote will receive 2,000,000 rubles, including all taxes and fees.

The Saratov region and the city of Saratov

Saratov is a regional capital in the European part of Russia. The Volga River, one of the largest in Russia, flows through the Saratov Region. The region has established transport links with Moscow, including airline service and federal highways and railways, allowing for quick transportation between the two cities. The region has a long border with Kazakhstan.

Saratov is located in the centre of the region and is its largest city. Saratov is also the region’s main transport hub: its largest port and exit roads to the federal highway are located here. The route is part of the European route network and connects European countries with Central Russia and the Urals. The second largest city in the region, Engels, is located on the opposite bank of the river from Saratov.

Saratov is connected with the city of Engels by the Saratov Bridge. Together, these cities form the core of the Saratov agglomeration: over the course of several years, strong transport, economic and social ties have developed between the cities. The areas under design consideration are located near the cerent of Saratov. The total area is 688 hectares. The areas are part of the agglomeration’s green belt.

Key stages in the development of Saratov

The city was founded in 1590 near a fishing town with a small fortress. Within the fortress, streets ran parallel to the Glebovka and Volga Rivers in the direction of Sokolovaya and Lysaya Hills. In the late 18th and early 19th centuries, the city expanded beyond the territory of the fortress. In 1812 the city received a new master plan, according to which streets were to be organised in a a rectangular grid.

The industrial sector actively developed in the city and new residential areas formed around them. The city continued to grow, and new build-ings were 2- to 3-storey apartment buildings located along the pe-rimeter of blocks. The Stalinist Empire style was characteristic of that period. In 1931, the first airfield was founded in the northern part of the city on Sokolovaya Hill and began to serve passenger traffic.

At the end of the 1980s, the first microdistrict made of 9- and 12-sto-rey buildings was created. These buildings featured improved standard sections and were greater in length, with increased variety of layout and building height. The number of stories of buildings gradually in-creased and by the 2010s, there were buildings up to 25 storeys. The central part of the city was made increasingly dense by multi-storey residential buildings, which impinge on the appearance of the histori-cal built environment.

Since the 1980s, there has been discussion about moving the airport outside the city limits due to the impossibility of lengthening the run-way. In 2008, a decision was made to build a new airport, and in 2019, it was opened. At the same time, the old airport was closed.

In the 1960s, the practice of building 5-storey panel residential build-ings became widespread and the planning structure of new districts was changing: large blocks, flexible arrangement of buildings inside them, lack of links to street frontage and a large amount of greenery. By the mid-1960s, the first full-fledged microdistricts emerged on the periphery, mainly made up of standardised 5-storey apartment buildings

In 1965, a road bridge was built connecting Saratov with Engels. As a result of the construction of this bridge, an island in the middle of the river was permanently formed, which is called Pokrovskie Peski (Pokrovsky Sands).

Until the beginning of the 1960s, the main type of housing construc-tion were settlements near factories. A typical situation is the build-ing up of the inner part of the blocks with standard panel residential buildings, with buildings in the Stalinist Empire style remaining along the perimeter of the block. Despite the emergence of panel residential buildings, construction is carried according to a block principle.

In 1956, the construction of the Saratov hydroelectric station began, which had a significant impact on the shift in hydrological indicators, the microclimate and the relief of the floodplain systems of the river, especially on the islands.

In 1871, the Tambov-Saratov railway was opened, which led to the city’s linear development and created the necessary conditions for economic growth. The city became an important trading point and at the begin-ning of the 20th century, Saratov was the third-largest city in Russia. This led to active development and building in the city. The buildings are stone or wooden 2- to 3-storey houses, whose main facades faced the streets. Along the central streets, stone houses were primarily built for nobles or wealthy merchants. Other streets were mainly populat-ed by wooden houses, belonging to smaller merchants and common people.

A new stage in the development of the city center

The city of Saratov was formed between two hills - Lysaya Gora and Sokolovaya Gora, and these hills determined the key spatial directions of the city’s development: towards the north and along the Volga River, to the northeast and southwest. Despite this, up until the beginning of the 20th century, only a tiny part of the built environment went beyond the boundaries of the city.

In the 20th century, the industrial sector developed along key areas and residential areas were built. In the late 20th–early 21st century, new buildings were erected farther and farther from the city centre. Because of this, the load on the existing public facilities and recreational areas in the historical centre increased significantly.

The project sites for the development of architectural and urban planning concepts are a unique chance for the city to stimulate new development:

— to expand the city centre, developing its public and business functions;

— to create new opportunities for leisure activities in the city centre;

— to integrate recreational areas into the structure of the built environment.

The best designs for the development of the urban environment in the Volga region will be implemented in Saratov. The new district on the site of the former airport will serve as an example of a comfortable environment for the residents of the largest regional Russian cities. Working with green areas is an example of the harmonious existence of people and nature while preserving its biodiversity.

Description of the areaThe territory of the former Saratov-Tsentralny (Saratov Central) Federal International Airport is located 3 km from the city centre, on Sokolovaya Gora (Sokolovaya Hill). The airport was closed in the summer of 2019. The new Gagarin International Airport opened north of the village of Saburovka, 20 kilometers from the old airport. Today the site is a vacant area with a preserved airfield and a passenger terminal building. The territory of the airport is surrounded by residential buildings, parking lots, car services and warehouse complexes.

Description of the areaGlebuchev Ovrag (Glebuchev Ravine) is located 1 km from the city centre and was the natural border of Saratov until the second half of the 18th century. The Glebovka River flowed along the bottom of the ravine, and it was enclosed in an underground canal in the 1960s. Today, part of the territory of Glebuchev Ovrag is built up with individual houses, including pre-revolutionary ones, as well as sports facilities and parking lots.

Description of the areaPark Pobedy (Victory Park) was built on Sokolovaya Gora in 1975 in honor of the 30th anniversary of the victory of the USSR in the Great Patriotic War. Today on the territory of the park there is a landmark memorial complex «Cranes» with a 40m height stele, museums of military and labor glory, as well as an exposition of military and aviation equipment. The park is popular with residents and visitors of the city. Its slopes offer unique panoramic views of the Volga river.

Description of the areaThe island (whose name translates as Green Island) acquired current borders in the 1960s due to the creation of the Volgograd Reservoir after the construction of the Volzhskaya hydroelectric power station. There are remains of oil production infrastructure on the island, which was active until recently. Today the island is used for recreation, with many camp sites and yacht clubs. The island is accessible only by water transport.

Description of the areaThe creation of Pokrovskie Peski (Pokrovsky Sands) Island is linked with the extraction of sand from the Volga River during the construction of supports for the Saratov bridge, opened in 1965. Most of the island territory is occupied by the City Sands beach. It is one of the most popular leisure destinations in Saratov and Engels. There is practically no infrastructure for beach recreation on the island. It can be reached by a staircase down from the Saratov Bridge, next to which there is also a public transport stop.

Each of the five sites for which architectural and urban planning concepts are to be developed will open up new opportunities for life and leisure.

The development of recreational areas will increase the diversity of leisure activities, and the development of a new city centre will allow people with different opportunities and needs to find a comfortable place to live.

Concept development areas are unique in size and importance. Park Pobedy (Victory Park)The second most popular city park in Saratov. Located at some distance from the city centre. It has the potential to become a key element in the natural framework of the city.

Lipki ParkLocated in the central part of the city, this is one of the oldest parks in Saratov, it was founded in the early 19th century. Together with Kirov Avenue and Volzhskaya Street, it is part of the most popular walking route in the city centre.

Due to their proximity to the historic centre of the city, all projected areas, with the exception of Zeleny Island territory, have good transport accessibility:

• The territory of the former airport is located at the intersection of important urban transport corridors that connect the city with the Saratov ring road. There is also a functioning tram line near the territory of the airport.

• The territory of Glebuchev Ovrag adjoins Bolshaya Gornaya Street, with high transport activity and an exit onto the Saratov Bridge that connects Saratov and Engels. The territory also has access to the passenger pier and river port.

• The territory of Pokrovskie Peski Island is accessible by public transport thanks to a descent from the Saratov bridge. The territory of the island is equally well accessible both from the side of Saratov and from the side of Engels.

Pavel Kuznetsov House MuseumIt is a wooden two-storey house built in the 1870s. The famous russian painter Pavel Varfolomeevich Kuznetsov was born here in 1878. Then he lived and worked in this house.

Relief

The central and southern parts of the city are located in a structural basin (50-80 MASL), surrounded by three low mountains along the Volga Upland: Lopatina Gora, Lysaya Gora and Sokolovaya Gora (165m), where Park Pobedy and the former Airport are situated. Despite the natural uplands, the city relief is formed by many ravines, located basically perpendicular to the Volga river. The largest of them is Glebuchev.

After the Volga hydroelectric station was built, the water level rose by more than 6 m and defined the new shorelines of the Volga Islands.

Sokolovaya GoraPark Pobedy and the former Airport are located on Sokolovaya Gora (Sokolovaya Hill), characterized by the various relief and spots with splendid city views.

Glebuchev OvragGlebuchev Ovrag (Glebuchev Ravine) is situated at the bottom of Sokolovaya Gora. Earlier, the Glebovka River flowed at the bottom of the ravine, which was enclosed in an underground tunnel in the second half of the 20th century.

IslandsZeleny Island took on its current form to-date borders after the Volgograd Reservoir was created, along with the Volga hydroelectric station. Pokrovskie Peski (Pokrovsky Sands) Island is artificial, and was formed when the Saratov Bridge was built.

The water system of the Volga River basin consists not only of the Volga itself, but also of canals, streams, springs and dry channels that fill with water only after heavy rainfalls. The channel network must be considered while projecting the networks of sewerage, creating bioswales and other filtering systems for the surface runoff.

• The main part of the surface runoff from the former Saratov Airport goes to the north. This area can be used for gathering and filtering water.

• The main part of the surface runoff from Park Pobedy also goes to the northern side the mountain. The runoffs which go towards the south of the park can cause erosion of the slope.

• The territory of Glebuchev Ovrag is historically one of the main city watercourses, flowing into the Volga. Soil slip and slope erosion can be observed within the territory of ravine. The map of the channel network can help to find problem areas.

• The islands are exposed to shore erosion due to the wakes caused by passing boats and ships.

Standards for the integrated development of territories

According to Standards for the Integrated Development of Territories, the area of the former airport should be analysed regarding the criterias of Central and Mid-Rise models of urban environments.

The central model is focused on creating new city life centres. Nowadays, such centres in Saratov are located in the historical centre, alongside the basic cultural and busi-ness sites of the city (business centres, theatres, museums, etc.). The first floors of such buildings are often occupied by cafes, restaurants, shops and other businesses.

The goal of the central model is an assortment of large social and business centres near residential districts. Such areas are characterised by good pedestrian and transport accessibility.

The mid-rise model is mainly based on building residential districts, forming human-fit areas and lowering the average height of buildings while situating residential buildings more closely together. The social and business centres are located based on the ‘close to home’ principle and are highly diverse due to the multifunctional use of buildings and surrounding areas.
