INVITATION FOR EXPRESSION OF INTEREST (EOI) - Tender Services for

Cruise Vessels (October to December).

1. INTRODUCTION

1.1 The British Virgin Islands Ports Authority (herein referred to as “BVIPA” desires to

engage an experienced person or company to carry out tender services to the Cruise lines for period during October to December, 2014. These services are sought to assist in the expedition of the marine construction works of the Cruise Pier Development Project.

1.2 The BVIPA hereby seeks proposals from qualified and experienced persons or companies to provide these services.

2. SCOPE OF WORKS

The BVIPA desires to contract with an experienced person or company to provide tendering services to tender cruise passengers disembarking and embarking on anchored cruise ships during a period of the upcoming tourism season.

5. PROCUREMENT PROCESS AND SCHEDULE

This procurement process entails two consecutive stages:

The Expression of Interest;

Persons or companies are invited to review this expression of interest document and respond

in detail in writing.

Evaluation and Selection:

Each proposal will be reviewed and evaluated by the BVIPA, and the BVIPA will determine

and award a selection.

Implementation: October, 2014- December 2014.

6. ELIGIBILITY CRITERION

This Expression of interest is open to persons or companies that can meet the following

official qualifications required to operate as a tender vessel in the domestic waters of the

Virgin Islands:

Owner/Manager:

1) Must possess a valid Trade Licence for the Virgin Islands

2) Must have valid insurance certificates for vessel and general liability

Vessel:

1) A Blue Book/ Virgin Islands Registered Vessel(s)

2) A certificate of Inspection provided by the Virgin Islands Shipping Registry

Master and Crew:

1) A Boatmaster licence for the person in command



2) Certification of Standards of Training and Watch Keeping (STCW)

3) Crowd Control Certification

4) Crisis Management Certification

7. SUBMISSION OF EXPRESSIONS OF INTEREST

7.1 Each submission of Expressions of Interest should include:

7.2 Expressions of Interest must also, in addition, be submitted with the following

supporting documentary information:

(i) Detailed personal profile or detailed company profile and capability, and

(ii) General information on the firm including main business, country (ies) of

establishment and operation and duration of business activities as per attached

Form I: General Information.

(iii) Trade Licence or Certificate of Incorporation

(iv) Certificates of Good Standing (Inland Revenue Department and Company

Registry)

(v) Financial History of company (Form II.)

(vi) Valid Insurance Certificate(s) ; AND

(vii) Proof of:

For Vessel:

i. A Blue Book/ Virgin Islands Registered Vessel(s)





ii. A certificate of Inspection provided by the Virgin Islands Shipping

Registry

For Master and Crew:

i. A Boatmaster licence for the person in command

ii. Certification of Standards of Training and Watch Keeping (STCW)

iv. Crisis Management Certification

7.3 Expressions of Interest must be delivered in a sealed envelope to the following address

latest by 3:00 pm EST, on Monday, 8th September, 2014 and be clearly marked

“Expression of Interest for Tendering Services for Upcoming Tourist Season”.

BVIPA shall not be responsible for the loss or non-receipt or delay in the receipt of

any Expression of Interest application sent by post or courier.

8. EVALUATION AND SELECTION OF PROPOSAL.

The BVIPA shall determine which proposal shall be finally selected, based on its

combined evaluation and assessment of all deliverables.

9. OTHER CONDITIONS

9.1 BVIPA reserves the right to accept or reject any or all EOI without assigning any

reasons and is not obliged to correspond with the Applicants in this regard. Further,

BVIPA reserves the right to change and/or cancel the pre-qualification and tender



process or review/revise the pre-qualification criteria at any time without prior notice

or without assigning any reasons whatsoever and without prejudice to its right to re-

tender at any time in the future and in such case no bidder/intending bidder shall

have any claim arising out of such action.

9.2 BVIPA reserves the right to invite revised responses from the Applicants by issue of

an addendum, at any stage, without liability or any obligation for such invitation and

without assigning any reason. This request for EOI does not give rise to any rights and

is not an offer or an invitation to offer.

9.3 The BVIPA, by this process, does not intend to assume any legal obligation

whatsoever, including any binding relationship of any kind, with any Applicant, nor

will the BVIPA accept any liability howsoever arising, in relation thereto. By this

document, applicants are so informed, and unconditionally acknowledge that they are

fully aware that through an expression of interest, no entitlement whatsoever vests,

or will vest in them.

9.4 Participation by any party in this EOI pursuant to the invitation by BVIPA shall be

considered to be an acceptance of all the terms and conditions of this invitation by

such party and no claims or disputes raised by it during or subsequent to the award

process shall be entertained by BVIPA.

9.5 All documents and other information supplied by BVIPA or submitted by an

Applicant to BVIPA shall remain or become the property of BVIPA. BVIPA will not

return any application or any information provided along therewith.

9.6 Scope of the requirement and qualification criteria may be modified at Request for

Proposal (RFP) Stage.

9.7 The applicants shall bear all costs associated with the preparation and submission of

its EOI. BVIPA will in no case be responsible or liable for these costs, regardless of the

conduct or outcome of EOI process.
