1. This Invitation for Bids follows the General Procurement Notice for this Project that
appeared in this IFB on January 19, 2016.
2. The Islamic Republic of Afghanistan has received a Grant from the Agence
Francaise Developpement toward the cost of North and Northeast Agriculture Support
Project and it intends to apply part of the proceeds of this Grant to payments under the
Contract for Procurement of Goods for Supply of Fertilizer (Urea & DAP)

3. The Ministry of Agriculture, Irrigation and Livestock now invites sealed bids from
eligible and qualified bidders for Fertilizer (Urea & DAP) to DDP Poza-e-shan Farm
Baghlan as follows:

The Bidders shall quote for the complete requirement of goods and services
specified in the schedule of requirements on a single responsibility basis, failing which
such bids will not be taken into account for evaluation and will not be considered for
award.
4. Bidding will be conducted through the National Competitive Bidding (NCB)
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and
IDA Credits- Current edition January, 2011, and is open to all bidders from Eligible Source
Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from, Procurement
Officer, North and Northeast Agriculture Support Project and inspect the bidding
documents at the address given below from 9:00 hrs to 14:00 hrs on any working day
from Saturday to Wednesday.
6. Bidders must furnish documentary evidence that they meet the Qualification
Criteria which includes the following:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following
financial requirement(s):
Bidders shall include a letter from a reputed bank indicating their
financial status which will indicate their ability to perform the contract of
the magnitude equivalent to the quoted price. Alternatively, the bidder
may attach bank statement for the last six months which should have
enough credit balance to cover the quoted price
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets
the following experience requirement(s):
Bidders must provide evidence of having completed at least one contract
of equal or larger magnitude in supply of Goods within the period of last
five years.
7. A complete set of Hard copy of Bidding Documents in English may be obtained
free of charge by interested bidders on the submission of a written application to the
address below.
8. Bids must be delivered to the address below at or before 14.00 Hrs (local time)
on February 15, 2016. Electronic bidding will not be permitted. Late bids will be
rejected. Bids will be opened in the presence of the bidders’ representatives who choose to
attend in person at the address below at14.00 Hrs (local time) on the same day. All bids
must be accompanied by a bid security as given below or an equivalent amount in a freely
convertible currency.

9. Two stage of sampling required, first during the bid opening process & on delivery.
Variation between the samples or the specification given in the NCB would result the
rejection of goods and will confiscate the performance security.
