Invitation for Bids

1. The People’s Republic of China has received a loan from the Asian Development Bank

(ADB) towards the cost of Hebei Small Cities and Towns Development Demonstration Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Zhaoxian Solid Waste Treatment Equipment and Installation (Contract No.: HB-ZXLJM1) for Zhao County Solid Waste Treatment Subproject (Hereinafter referred to as “the Goods and related services”).

2. Instrimpex International Tendering Company (the Procurement agent, CNIITC),

authorized and on behalf of Zhao County City Construction Investment Co., Ltd. (the Purchaser), now invites sealed bids from eligible Bidders for the supply of the goods and related services. The main equipment are: HDPE geomembrane, geotextile, GCL, pump, submersible mixer, porous gas distribution, aeration fan, tubular MBR unit, nanofiltration membrane unit, disctubereverseosmosis membrane unit, spectrophotometer, ion exchange purifier, box-type transformer, garbage transportation truck, road sweeper, sprinkler, sewage suction truck. The whole time of delivery is 90 days. Please refer to the Bidding Documents on detailed qualification requirement

3. International Competitive Bidding will be conducted in accordance with ADB’s Single-

Stage: One-Envelope procedure and is open to all Bidders from eligible source countries 4. Interested eligible Bidders may obtain further information from CNIITC, and inspect the

Bidding Document at the address given below during working time: 9:00-16:00 (Beijing time).

5. The Bidding Document, in the English language, may be purchased from CNIITC by

interested eligible bidders on submission of a written application to CNIITC at the address below and upon payment of a nonrefundable fee of CNY 1200.00 or USD 200.00 by cash or bank transfer to the account for each contract

For mail order, the document will be sent by EMS at additional cost of CNY100.00 (for domestic delivery) or USD20.00 (for overseas delivery). No liability will be accepted for loss or late delivery.

6. Bids must be delivered to CNIITC at the address given below at or before 9:00 a.m.

(Beijing Time) on October 29, 2015. All bids must be accompanied by a Bid Security as specified in the Bidding Document. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the 3rd floor meeting room of CNIITC at the address given below immediately after deadline for submission of the bids at 9:00 a.m. on October 29, 2015.

7. CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by

bidders in connection with the preparation or delivery of bids. 8. Zhao County Solid Waste Treatment Subproject belongs to the Hebei Small Cities and

Towns Development Demonstration Sector Project. Debt Management Center of Hebei Provincial Department of Finance is responsible for monitoring the bidding process.
