Invitation for Bids

1. The Lao People’s Democratic Republic has received a loan from the Asian Development Bank (ADB) toward the cost of the Greater Mekong Subregion – East-West Economic Corridor Towns Development Project, and intends to apply part of the proceeds toward payments under the contract named above. This contract will be jointly financed by ADB and the Lao People’s Democratic Republic. The eligibility rules and procedures of ADB will govern the bidding process.

2. The GMS – East-West Economic Corridor Towns Development Project, Department of Public Works and Transport (DPWT), Savannakhet Province, now invites sealed Bids from eligible Bidders for construction and completion of Phine Urban Roads, Contract No. ICB-4.3. Principal quantities of the Works:

Excavations 16,000 m3

Double Bituminous Surface Treatment (DBST) 66,971 m2

pavement roads (main and access roads) (9,978 m)

Sidewalks 12,000 m2

Box concrete drainage channel 2,470 m3

Concrete curb 19,685 m

Street lighting poles 316 nos Pavement marking 2,200 m2

Roundabout (Provisional Sum) 1 nos. The implementation time is 24 months and the Defect Liability period is 12 months.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.

4. Only eligible Bidders with the following key qualification should participate in this bidding:

Financial Situation: As a minimum the Bidder must have a positive net worth.

The bidder shall submit at least last 3 (three) year’s audited financial statements

for this purpose.

Average Annual Construction Turnover: The minimum annual average

turnover shall be:

KIP 49.2 billion or US$ 6.1 million within the last 3 (three) years.

Financial Resources: KIP 6.1 billion or US$ 0.8 million.

Contractual Experience: Participation in at least 2 (two) contracts that have been successfully or substantially completed within the last 5 (five) years and that are similar to the proposed works, where the Bidder’s participation exceeds KIP 39.4 billion or US$ 4.9 million.

Construction Experience in Key Activities: Key experience in road and

culvert construction and double bituminous surface treatment.

The Post-qualification is based on pass-fail qualification criteria.

A complete set of Bidding Documents in English language may be purchased by interested Bidders upon submission of a written application to the address given above and upon payment of a nonrefundable fee of Lao KIP 2,430,000 (Two Million Four Hundred and Thirty Thousand Kip) or US$ 300 (Three Hundred US Dollars). The method of payment will be Demand Draft or Pay Order in favor of the “Implementing Agency (DPWT), GMS – East-West Economic Corridor Towns Development Project. The method of delivery shall be hand to hand at the purchaser address above and the delivery by courier can be arranged upon request by bidders for an additional fee of US$50 (Fifty US Dollars). No liability will be accepted for loss or late delivery.

7. A pre-bid meeting will be held at 9:00 am on 23 February 2017 in Phine District of Savannakhet Province (detailed address is specified in the Bidding Documents)

On or before 02:00 pm. on 15 March 2017.

Together with a Bid Security as described in the Bidding Document.

Bids will be opened at 02:30 pm. on 15 March 2017 in the presence of bidders’

representatives who choose to attend at the address above.

Late bids will be rejected and returned unopened to the bidders. 9. The GMS – East-West Economic Corridor Towns Development Project, Department of Public Works and Transport (DPWT), Savannakhet Province will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
