Invitation for Bids

1. India has applied for financing from the Asian Development Bank (ADB) toward the cost of Delhi Water Supply Improvement Investment Program - Tranche 1. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB. 2. The Delhi Jal Board (the “Employer”), represented by the Project Manager, DWSIIP, invites sealed bids from eligible Bidders for the Distribution Network Improvement in UGR Command Areas C-02 and C-03 Targeting Continuous Pressurized Water Supply and DMA Based NRW Reduction and Providing House Service Connections. The detailed scope of work is provided in Section 6, Employers Requirement. The scope of work also includes design-build period of 4 years and operating and maintaining the system for a period of 10 years, post construction. 3. Only eligible bidders with the following key qualifications should participate in this bidding:

A) One UGR of capacity shall not be less than 3.5 ML

Design, supply, installation, testing and commissioning of the pumping systems for water

supply projects in a single contract in last 10 years

Cumulative capacity of 185 KW and in which one shall not be less than 75 KW

Experience in operation and management of DMA/Zone based urban water distribution system

in a project area or town serving a minimum of 65,000 house service connections for a minimum

period of 2 years over the last 5 yearss.

Bidders should have experience in SCADA controlled water supply projects with flow meters, level transmitters, etc.

Experience in design, construction and commissioning of trenchless technology works in

a single or multiple contract/s in last 10 years 7 Km

*The similar projects must pertain to one of the categories defined as follows:

(i) Distribution Improvement with DMA formation and NRW/UFW reduction contracts : The

contract shall include substantive work in asset database development and management, district meter area (DMA) formation, non-revenue water (NRW) / unaccounted-for water (UFW) measurement, reduction and monitoring, and active leakage control, leakage detection and rectification (LDR) and implementation of capital works like pipeline replacement, house service connection replacement, meter replacement covering an area of comparable size.

(ii) Water Supply Contract: Design and implementation of pressurized water supply systems

covering an area of comparable size. The scope of work should include construction of reservoirs, pumping stations, pipeline laying, house service connections, metering, etc.

4. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 5. To obtain further information bidders should contact:

6. A complete set of the original Bid Documents in English, may be purchased & collected by interested bidder(s) on the submission of a written Application to the address above and upon payment of a non-refundable fee of INR 50,000 (Indian Rupees Fifty Thousand only) or

USD 800 (US Dollar Eight Hundred only). The non-refundable fees for bid documents shall be paid in shape of Demand Draft issued by any Scheduled Bank of India approved by RBI or any scheduled foreign bank with business in India in favour of Delhi Jal Board. The bidding document may also be sent through courier services upon request at no cost but under no circumstances will the Delhi Jal Board be held responsible for loss or late delivery of documents sent out. 7. Interested bidder(s) may also obtain further information and inspect the bid Documents from the DJB Web site (www.delhijalboard.nic.in). In the event of any discrepancy between the downloaded copy and the original purchased, as per stipulated in Para 6, the original shall prevail.
