Invitation for Bids
1. The Peoples Republic of Bangladesh (the Borrower) has received financing from the Asian Development Bank (ADB) towards the cost of Railway Rolling Stock Project and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB. 2. The Bangladesh Railway (the Purchaser) under Ministry of Railways, now invites sealed bids from eligible bidders for the Procurement of 2 nos. Meter Gauge & 2 nos. Broad Gauge Accident Relief Crane, Related Services, including Installation & Commissioning, Trial run and Training of BR Engineers.
3. International Competitive Bidding will be conducted in accordance with ADBs Single Stage, Two - Envelope bidding procedure and is open to all Bidders from eligible source countries of ADB. 4. Only eligible Bidders with the following key qualifications should participate in this bidding:
No conflicts of interest in accordance with ITB Sub-clause 4.3.
All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50% percent of the Bidders net worth calculated as the difference between total assets and total liabilities.
If Bidder is represented by the Supplier, the Bidder must demonstrate:
(i) The Bidder shall have a minimum of 5 (Five) years of overall experience in the supply of goods and related services.
(ii) The Bidder should have experience of satisfactory completion of supply of similar goods (Meter & Broad Gauge Accident Relief Crane) of minimum US$ 25 (Twenty Five) million under maximum 05 (five) contracts in the last (Five) years, comprising of at least one contract valued at minimum US$ 10 million and not more than four contracts valued combined at minimum US$ 15 million with

The Bidder shall demonstrate that it has;
(i) The manufacturer of the Meter Gauge & Broad Gauge Accident Relief Crane (Hydraulic Breakdown Railway Meter Gauge & Broad Gauge Crane) shall have a minimum of 10 (ten) years of overall experience in manufacturing Accident Relief Crane and 5(five) years of specific experience in manufacturing of Railway Telescopic Breakdown Accident Relief Crane and related services.
(ii) The manufacturer of the proposed Railway Breakdown Crane shall also have experience of manufacturing at least 100 (one hundred) Numbers Accident Relief Crane (Hydraulic Breakdown Railway Crane Meter Gauge & Broad Gauge) of which at least 40 (forty) Numbers should be Telescopic Boom Railway Breakdown Crane having Load movement capacity of minimum 1200 (One thousand and two hundred) M. Ton, out of which 20 (twenty) Numbers have been exported. Years counting backward from the date of publication of IFB. The Crane manufacturer should submit relevant document of manufacturing providing manufacturing capabilities of MG & BG Crane in terms of workshop facilities, ISO Certification, proper technical staffing for design and manufacturing Meter Gauge & Broad Gauge Crane.
The manufacturer should have a minimum yearly production capacity of manufacturing 10 (Ten) numbers. Meter Gauge & Broad Gauge Accident Relief Crane (Hydraulic Breakdown Railway Crane Meter Gauge & Broad Gauge)
Submission of audited financial statements or, if not required by the law of the Bidders country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Bidders financial position. As a minimum, the Bidders net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
Minimum average annual turnover of US$ 24 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 5 years.
Availability of or access to a liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is US$ 32 million.
The above requirements are indicative. Bidders should refer to the bidding documents for detailed qualification requirements. In case of any discrepancy between the information provided in this IFB and the Bidding Document, the Bidding Document (and addendum, if any) shall prevail. 5. Interested eligible Bidders may obtain further information from Project Director and inspect the Bidding Document at the address given below from 10 A.M to 04:30 P.M on all working days up to 16 January 2017.

6. The Bidding Document, in the English language, may be purchased by interested Bidders upon payment of a nonrefundable fee of BDT 15000.00 (Taka fifteen thousand) and upon submission of a written application to the address above for Contract No.: BR/ADB/MG & BG Accident Relief Crane; Procurement of 2 nos. Meter Gauge & 2 nos. Broad Gauge Accident Relief Crane,, Related Services, including Installation & Commissioning, Trial run and Training of BR Engineers during office hours (10 A.M to 4.30 P.M.) on all working days till 16 January 2017. The method of payment will be in the form of Pay Order or Bank Draft in favor of Financial Advisor & Chief Accounts Officer/Project, Bangladesh Railway, Kamalapur, Dhaka. No liability will be accepted for loss or late delivery. 7. Bids must be delivered to the address below on or before 11:30 A.M (Bangladesh Local Time) of 17 January 2017. All Bids must be accompanied by a Bid Security of in the form and amount as described in the bidding document. Late bids shall not be accepted. Bids will be opened in the presence of the Bidders representatives, who choose to attend at the address below at 12:00 Noon. (Bangladesh Local Time) on 17 January 2017.
