INVICTUS is supporting David Evans and Associates, Inc. in a FTA Indefinite Delivery/Indefinite Quantity (IDIQ),
task order‐type contract to provide Project Management Oversight (PMO) services. INVICTUS has several Task
Orders to provide oversight CPM scheduling services for The Oculus Transportation hub at the World Trade Center
in New York City. The Grantee is the Port Authority of NY & NJ. In FTA Region 9, INVICTUS has Task Orders for
the San Francisco Central Subway Project and the Sacramento Bus Rapid Transit Project.

PROJECT DESCRIPTION The San Francisco Municipal Transportation Agency (SFMTA) is implementing the Central Subway Project, an
extension of the Third Street light rail transit (LRT) line. From a portal south of Market Street, the alignment will
descend below grade and extend northward under Fourth Street and Stockton Street into Chinatown in the San
Francisco central business district. One surface station and three underground stations are being constructed.
Four light rail vehicles will be purchased to augment the existing fleet. When completed, the combined Third
Street LRT/Central Subway project will provide a continuous seven‐mile light rail route connecting the heavily
transit‐dependent communities of Bayshore in the south with Chinatown in the north.

PROJECT DESCRIPTION U.S. Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) is a customer of the
USACE to construct new facilities and rehabilitate existing facilities along the U.S. – Mexico border in California,
Arizona, California, New Mexico, and Texas. CBP and ICE have a wide array of facility types to fulfill their broad
and evolving mission. This work is being performed with MBP, Inc. in a subconsultant role to Invictus. This
assignment is through January 2013 and is expected to continue well into 2013.

The PANYNJ is proposing to replace the existing roadway with one that is 65 feet higher. The steel arch will be
retrofitted and strengthened and both approaches will be replaced with box‐girder, reinforced concrete
segments. There are multiple stages and traffic alignments. Traffic flow will be maintained. This major regional
project will modernize the bridge while preserving the historic design of the 80‐year‐old facility.

In support of a comprehensive constructability review, Invictus
created a detailed, independent CPM schedule for all construction
work on the arch span. The Port Authority of New York & New
Jersey (PANYNJ) required to Program Manager to validate the
design team’s construction schedule and assess schedule risks
within the context of established project milestones.

PROJECT DESCRIPTION
The scope of the work involves the rehabilitation of the Roosevelt Avenue bridge and vehicular and subway
viaduct over the Van Wyck Expressway and Flushing Bay. The bridge is a double‐deck, double‐leaf bascule
movable bridge. The 1,400‐foot‐long bridge, which connects downtown Flushing with Willets Point and Citi Field
across the Van Wyck Expressway and Flushing River, was built between 1925 and 1927. The bridge is in need of
major work as its deck is rutted with potholes, some of its welding points have deteriorated and rusted and its
sidewalks need to be widened. The city is planning to replace the bridge’s entire road deck, repair and paint its
steel structure, expand its sidewalks from 8 to 10 feet wide each with painted bike lanes, restore concrete work
and remove the abandoned station house. The forecast duration for this project is 48 months. The construction
contract has been awarded to Tully Construction Company, Inc., of Flushing, New York.

INVICTUS is reviewing the contractor’s project CPM schedule and
monthly updates (Primavera P6®) for the Resident Engineering and
Inspection team on this NYCDOT project. The CPM has
approximately 2,000 activities and several major phases of
temporary traffic re‐alignments. Specifically, Invictus is monitoring
the critical path(s) and identifying potential delays. Information is
presented to the NYCDOT in a detailed and comprehensive monthly
narrative report that also analyzes the contractor’s overall progress,
potential delays or impediments.

INVICTUS is supporting Kimley‐Horn in a Federal Transit Administration (FTA) indefinite delivery/indefinite (IDIQ)

SKANSKA is the Construction Manager the construction of two new life science buildings for the City University
of New York (CUNY). The 389,000‐SF ARSC complex will provide space for state‐of‐the‐art research and
development laboratories and supporting spaces. This facility will provide 200,000‐SF of space for state‐of‐the‐
art research and teaching laboratories predominantly in the areas of Biology, Chemistry and Physics. The
buildings will contain R&D labs, cafeteria and lecture halls. The project is currently qualifying for LEED®
certification.

impediments, and forecasted completions milestones and dates.

The New Community Facility of the New York Law School is a 9‐story, 235,000 square foot facility. It is a new
glass‐enclosed structure consisting of classrooms, an auditorium, conference rooms, libraries, a cafeteria,
administrative, event and operations space for the New York Law School community. A construction feature of
this building was a perimeter slurry wall, with varying depths of almost 100 feet, along with load bearing
elements (column footings). “Top‐Down” construction method was used to build four below‐grade floors.

Invictus analyzed contractor delay claims and performed an
exhaustive review of over 80 owner back‐charges and disputed
change orders. The work required analysis of 3 baseline & 26
progress CPM schedules to perform a forensic CPM schedule delay
impact analysis as established by the AACEI Practice No.52R‐06.
Invictus also performed a productivity analysis of site contractor’s
slurry wall operation and prepared expert’s reports in support of
anticipated litigation. Invictus also provided contractor closeouts
and facilitated negotiation of all disputed costs as part of a
mediation settlement.

As part of the MBP‐McKissack JV team INVICTUS performed quality assurance reviews of storm damage and
repair cost estimates of private residences produced by field inspectors. There were approximately 1,300 homes
located on the south shore of Nassau and Suffolk Counties on Long Island in New York. Cost estimates were
performed for all aspects of demolition and reconstruction to include, but not limited to, MEP systems, carpentry,
structural repairs, finishes, and appliances, and site improvements.

INVICTUS, provided QA audit and document control for estimates
and documentation from the ISI inspections. Reviewed documents
produced by the field team to insure compliance with HUD and
FEMA guidelines. Used Xactimate ® 27.5, reviewed Allowable
Activities (AA) and the Estimated Cost of Repair (ECR). The team
reviewed a total of 1,233 estimates over a two month period to meet
the tight timelines established by the NYS Governor’s Office.
