What is a “Road”?“The word ‘roadless’ refers to the absence of

roads which have been improved and maintained by mechanical means to insure relatively regular and continuous use. A way maintained solely by the passage of vehicles does not constitute a road.”

What is a “Road”?


A road by any other name… “wilderness inventory road” “road”

If not a road… “primitive route” “not a road” “way”



A route which has beenimproved and maintained

by mechanical meansto insure regular and continuous use

=wilderness inventory road



“Improved and maintained” physical action taken to keep road open

to vehicle traffic “improved” construction not necessarily

formal “maintained” not necessarily annual “maintained” not necessarily regular “maintained” as necessary to keep

“Mechanical means” power machinery hand tools NOT just hands or feet



“Relatively regular and continuous use” vehicular use has occurred and will continue to occur E.g., access roads to stock tanks,

NOT a road if: established by the passage of
