1. Introduction

This RFP is issued by KBZ Bank Ltd to obtain information about a solution that contains the following: Highly available SLA backed IP VPN Network and dedicated internet connections for all KBZ Bank branches and ATMs spread across all 15 states of Myanmar. Vendors are expected to provide proposals in response to this RFP no later than 16th Oct 2017 4:30 p.m. MST. (see section 5.1.6 for full schedule). Questions about this RFP or the process for responding to it may be directed to [email protected] only.

2. Executive Summary

KBZ Bank is the leading commercial Bank licensed to operate in the country of Myanmar and the bank with the largest network in the country with 400+ branches and 900+ ATMs all over Myanmar. KBZ Bank always prefers quality to quantity of products & services issued. KBZ Bank has strong brand equity in its core customer segments affiliation with MPU, VISA, MasterCard, UPI and JCB as part of its portfolio.

KBZ Bank intends to select a supplier/vendor cum maintenance and service provider for IP VPN network infrastructure where private routes packets traverse over the public network with strong security and powerful encryption that protects all connections and also for reliable internet connectivity with minimum two international gateways. The vendor provided solution must have high quality performance, secure, reliable and robust IP VPN solution together with 24/7 technical assistant services.

3. Overview

3.1 Purpose of RFP

This purpose of RFP is to select vendors to provide IP VPN, Internet connectivity and technical support of VPN network and Internet. It is interested to engage reputed Bidders for providing COMPLETE MANAGED CPE TO CPE, MPLS IP VPN and Internet services at all branches/ offices and ATMs. This RFP does not claim to contain all the information each bidder may require. Each bidder can raise questions and request for more information in the attached format, the answers to questions will be sent to all interested bidders, for last date of submitting questions, refer to Proposed Schedule part of section Administrative Requirements

3.2 Overview of KBZ Bank Co. Ltd. Objectives

KBZ Bank Ltd provides its services through a network of branches/offices and ATMs located across Myanmar and certain international representative offices. KBZ Bank Ltd is planning a comprehensive upgrade to the network infrastructure and expansion to approximately 400+ branches and 900+ ATMs. Due to the availability of WAN connectivity all over the country, it is expected that the vendor will provide the reliable SLA backed solution. Branch location will be shared with all parties who reply with intent to participate in the RFP process and sign the NDA.

3.3 Overview of organization(s) affected by the solution, including their goals

The goal of this proposal is to provide constant access to centrally located information at the corporate DC and DR, satisfactory experience for enterprise applications, VoIP and teleconferencing, and the mandate to traverse over highly secure channel without degrading service availability, integrity, confidentiality and performance.

3.4 Current Environment

KBZ Bank Ltd has centralized setup with DC & DR sites. All enterprise applications are hosted at Data Centre, Yangon area for now are accessed by all branches/offices over ADSL, E1 Fiber, Metro Internet, MPLS, Wireless Backhaul and C-Band satellite connectivity.

A. Wide Area Network

The above diagram highlights presence of KBZ Network in all 15 regions (7 States and 7 Divisions and 1 Union Territory) of Myanmar.

B. Local Area Network

KBZ Bank Ltd office LAN is based on integrate service routers, Layer2/3 switches both of managed and unmanaged. Mostly those are Cisco networking equipment and variety of vendors and different models as well.

C. Applications / Internet / Intranet

KBZ Bank Ltd has Enterprise level applications hosting spread over DC/DR site. KBZ Bank Ltd has internet bandwidth from different types of services from different service providers. Mainly used for Internet browsing and other web based services.KBZ Bank Ltd has implemented web caching at some branches/offices. KBZ Bank Ltd has hosted multiple bunches of servers in DC/DR site. Bank’s

internal LAN comprises of around 7,000 computers and growing at the rate 150 additional desktop units per month.

3.5 External Factors

3.6 Expected Benefits

The IP VPN services include network designing, providing all related network hardware on lease for connectivity, last mile, bandwidth, installation, configuration, hardening, maintenance support, integration with LAN/WAN, proactive monitoring and reporting, change management, migration, training etc., with SLA binding the Bidder to uptime and application/service quality commitments.

3.7 Vendor’s Existing Relationships

Please list any existing relationships your company already has with KBZ Group, and describe the nature of those relationships. If you do have existing relationships, you may alert them that you are responding to this RFP. Nothing in this RFP precludes your pursuit of existing opportunities or undermines your existing relationships.

3.8 Scope & System Capabilities

Vendors are expected to provide the following capabilities: 1) Selected vendor will provide a turn-key solution.

2) Selected vendor will have proven deliveries in the same area of expertise.

3) Selected vendor will need to provide project structure with dedicated named resources (to be included in the bid).

4) Selected vendor must provide detail step by step upgrading and migration process to meet customer requirements of rolling out 10-15 branches per month.

5) Selected vendor to provide multiple CoS for real time traffic/ non-real time traffic /business traffic.

6) Selected vendor to undertake maintenance of MPLS IP VPN routers at all branches/offices of KBZ Bank Ltd.

7) Selected vendor have the ability to provide all items provided in the solution. Vendor will be a recognized and certified reseller of the solution proposed and have certified staff (or access to certified personnel through the core manufacturer)

10) Selected vendor to upgrade bandwidth from the initial contracted value to higher/lowervalue based on operational requirements.

11) Selected vendor to shift the equipment and provide MPLS connectivity at new location, in case of shifting of existing premises at any of the present or future KBZ Bank Ltd location as per contracted rate.

12) Selected vendor to execute activities related to network performance tuning so that KBZ Bank Ltd network is free from performance issues and its equipment & structure is IPv6 ready.

13) It may also be noted that all the activities in the IT operations are subject to audit /inspection by Security Auditors. Selected Bidder must take same into consideration while delivering the desired services.

3.9 Proposal Evaluation

Following bid submission, KBZ Bank Ltd will evaluate each proposal and select a slate of candidates for final consideration.

The initial evaluation will be based solely on vendors’ proposals and will include, but not necessarily be limited to, the following criteria: Alignment with the Critical Success Factors listed below Quality, usability, stability, and flexibility of proposed vendor product(s) Demonstrated ability of the vendor to deliver a solution which meets the business requirements

within the desired architectural framework Depth of experience on similar projects, particularly those involving large, complex and selective

research institutions with Qualifications of project personnel, if applicable Costs for the full life-cycle of the solution, both for implementation and for post-implementation

support Selected vendor PoPs should have redundancy at all levels, Power, Cooling, Network, Infrastructure

etc. A list of such MPLS PoPs with detailed address shall be submitted to KBZ Bank Ltd. (may be verified by Bank official).

The vendor shall have at least 2 International Internet Gateways. Consistency of the vendor’s long-term vision with KBZ Group long-term vision, including the vendor’s

long-term technical roadmap

KBZ Bank Ltd reserves the right to reject any or all proposals if none are found to be sufficient.

3.10 Critical Success Factors

The vendor must acquaint himself with the local conditions and factors, which may have any effect on the performance of the contract and/or the cost. KBZ Bank Ltd may, if deemed necessary, conduct verification of reference installation to satisfy themselves on the performance of the equipment/ services offered with reference to their requirements. Online Customer Service portal have functionality of raising online ticket for complaints related to MPLS services provided at all KBZ Bank office locations. To meet KBZ Bank Ltd’s requirements, as spelt out in the RFP, the selected Bidder must have the requisite experience in providing services in the field of Information and Communication Technology, the technical know-how, and the financial wherewithal that would be required to successfully set-up the required infrastructure and provide the services sought by KBZ Bank Ltd, for the entire period of the contract.Time and quality of the services are the essence of this agreement. The vendor must strictly adhere to the delivery schedule of all the links at all branches/offices. Failure to do so will be considered as breach of the terms and conditions of the contract.

1.1 Terminology/Glossary

“Class Of Service (CoS)” means the standard of service which determines different prioritization ofVPN traffic on the Vendor backbone and hence determines packet delivery guarantee, latency

guarantee and jitter guarantee. The different class of services can be Business, Premium Non Real Time (NRT) and Premium Real Time (RT). If the Service is not allocated a CoS then it shall be Business. “CPE”, means any router (including cables, connectors and software) supplied by service provider as part of the MPLS IP VPN Service and installed at Locations. This also includes any other hardware installed for connectivity purpose.“Jitter”, means the inter packet delay variation between CPE to CPE. Jitter is expressed in milliseconds(“ms”). “Normal Business Hours”, or “KBZ” means KBZ Bank Ltd normal business hours, which are generally from 9:00 A.M. to 9:00 P.M., unless otherwise specified in the Agreement.“Outage”, means the non-availability of the MPLS IP-VPN Service at a Location, which prevents KBZ Bank Ltd location from sending or receiving data using the MPLS IP-VPN Service.“PLR” or “Packet Loss Ratio” means the ratio between the number of IP packets sent by source router and the number of packets actually received by the destination router. The Packet Loss Ratio is expressed as a percentage.“LATENCY” means the elapsed time taken for the two-way transmission of a packet between two CPE routers. The LATENCY is expressed in milliseconds.“Site Availability”, means the virtual communication link availability, expressed as a percentage,between a Location and a PE Router to which the CPE Router is connected, including Access Circuit and the part of service provider Network that provides connectivity for the Location.“Scheduled Maintenance”, means maintenance scheduled by service provider to occur during lowNetwork traffic basically after office hours to implement generic changes to, or generic version updates of, the Network.“SLA”, means this service level agreement for the MPLS IP-VPN Service & Network Performance

4. Proposal Requirements

4.1 RFP Completion Instructions

The vendor will cover the term required for completing to successfully deliver all identified requirements to successfully complete the project. The KBZ Bank may cancel the project at any time if established performance criteria are not met or for any other reason that the KBZ Bank deems appropriate. Vendors are requested to supply complete and accurate information and submit fixed price proposals to provide the equipment and supplies that is determined to best meet our needs. No binding legal relationship will exist between any of the Respondents and KBZ Bank Ltd until execution of a contractual agreement. The RFP document will not form part of any contract or arrangement, which may result from the issue of this document or any investigation or review, carried out by a Recipient.KBZ Bank Ltd may seek additional information or material from any Respondents after the RFP closes and all such information and material provided must be taken to form part of that Respondent’s response.Respondents should provide details of their contact person, telephone, fax, email and full address(s) to ensure that replies to RFP could be conveyed promptly.

4.1.1 Vendor Information

Potential vendor should be included: a) a corporate profile, b) a list of the company’s management team, c) a list of other clients outside KBZ, d) other partnerships that may be of interest to KBZ, and e) any references or other Due Diligence items. A vendor questionnaire is included as Appendix A.

Rapid growth of corporate branch office as a major center of business activity presents big challenges to support all employees work in remote sites, and effective collaboration has become challenging. The users and customers in branch offices demand consistent application and end-user experiences, independent of geography and the size of the organization along with the secure data transmissions. They also require service integrity and consistency on par with that at headquarters.

As a result, branch offices face two challenges present days:

● Embrace technology and deliver a transparent secure and collaborative experience to employees, customers, and partners in the branch office● Achieve the first objective while focusing on the cost aspects;

To meet these business demands, vendor needs to provide a better scalable and manageable solutions to establish secure private channel between DC/DR sites and remote branches/offices. KBZ Bank Ltd would require an infrastructure that supports:

● A robust network equipment capable of delivering real-time collaboration experiences to any device and employee in the branch office● Security for devices both on the local network and across on-premises cloud services● Sustainability and reduced energy costs for efficient and cost-effective business operations● Optimized application performance for rich-media applications in the branch office● Compliance with current and future government and industry regulatory requirements

4.1.3 Functional Requirements

Vendors must complete the Functional Requirements Questionnaire with detailed information about how their proposed solution aligns with KBZ Bank Ltd’s functional requirements for this system. Functional requirement includes network designing, providing network hardware on lease, last mile, bandwidth, installation, configuration, hardening, maintenance support, integration with LAN/WAN, proactive monitoring and reporting, fault update through SMS and Email alert, change management, training etc., with SLA binding the service provider to uptime and application/service quality commitments. Vendor to provide a complete portal for proactive monitoring of sites, health check up and report generation.

4.1.4 Security and Privacy Requirements

This program is deemed as confidential for the organization, critical information will be shared with the vendors that could potentially damage the organization. Utmost confidentiality is requested from all vendors.

4.1.5 Technical Requirements

Vendors must answer all questions included in the Technical Requirements Questionnaire.

Bandwidth : Initial bandwidth of 100 Mbps or minimum 50 % for the total sites of bandwidth, it has to be

able to expand at bank’s increasing requirements on demand and expandable to 1,000 Mbps or beyond at DC and DR sites on a going-forward basis.

Last Mile : Last mile on Fiber in Ring architecture backed up by FIBER/ wireless/Microwave/VSAT. Primary and backup links to be extended from two different Point of Presence (PoP)’s to

ensure PoP level redundancy. To support Multiple CoS for real time and non-real time traffic. Last mile to support bandwidth of at least 100 Mbps or more as per need.

Integration Integration of WAN with LAN at DC End-to-End QoS applicable international route to Cloud Hosting Service e.g AWS, Azure

Uptime 99.99% is the desired with link level, hardware level and Pop level redundancy. However, if

you are not able to meet the same mention your current SLA and credit structure along with future plan to meet 99.99% (Projected Timelines) this can also be different for different regions

DR Network (Category B)

Bandwidth :• Initial bandwidth of 100 Mbps or minimum 50 % for the total sites of bandwidth, it has to

be able to expand at bank’s increasing requirements on demand and expandable to 1,000 Mbps or beyond at DC and DR sites on a going-forward basis.

Last Mile : Last mile on Fiber in Ring architecture backed up by FIBER or other acceptable circuit. Primary and backup links to be extended from two different Point of Presence (PoP)’s to

Last Mile : Last mile can be any media i.e. Fiber/Copper/RF. MW is acceptable as long as it meets

Uptime, Jitter and Packet Loss guarantees Last mile to support bandwidth of at least 4Mbps Primary and backup links to be extended from two different Point of Presence (PoP)’s to

ensure PoP level redundancy.

Network Hardware To provide enterprise level WAN/PE router with all requisite interfaces and with advanced built-in security encryption features. To provide any additional hardware (WAN Port) if necessary for connectivity. The router should support at least 100 Mbps bandwidth The router should have all necessary hardware/software to enable it to provide the requisite

information to NMS for reporting. The router should not be End of Sale of End of Support. Any other hardware i.e. modem etc., required for connectivity to be provided.

Integration Integration with existing LAN at the site location/office.

Last Mile : Last mile can be any media i.e. Fiber/Copper/RF. Last mile to support bandwidth of at least 256 Kbps

Network Hardware To provide enterprise level router with all requisite interfaces and with advanced built-in

security encryption features. To provide any additional hardware (WAN Port) if necessary for connectivity. The router should support at least 100 Mbps bandwidth The router should have all necessary hardware/software to enable it to provide the requisite

information to NMS for reporting. The router should not be End of Sale of End of Support. Any other hardware i.e. modem etc., required for connectivity to be provided.

KBZ Bank Ltd.

4.1.6 Reporting and Analytics

KBZ Bank Ltd will review and discuss the performance of network monthly for the first three months after acceptance. Thereafter review meetings would be held quarterly during first week of every month. The vendor should submit Minutes of Meeting after the meeting.Vendors shall submit detailed list of network equipment required replacement or upgrading for ensuring readiness for industrial standards, IPv6 transition and improving network efficiency both internally and externally.

Vendor shall provide a Web-based online Customer Service Portal for providing detailed information of the links (location-wise) on under-mentioned parameters :

Site Status : Real-timeBandwidth Utilization : Daily, Weekly, Monthly, YearlyService Uptime : Daily, MonthlyLatency Statistics : MonthlyJitter Statistics : MonthlyPacket Error Statistics : Real-time

4.1.7 Implementation Schedule and Project Team

Given the scope of the requirements and based on their experience with similarly scaled systems, vendors must provide a suggested implementation approach. Vendor resources may augment KBZ Bank Ltd project team. KBZ Bank Ltd will provide overall project management.

Vendors must: Present a suggested implementation approach and high-level project plan, with an estimate of

total person-hours. Identify functional and technical resources that the vendor believes are critical for product knowledge transfer and implementation. Vendor should assume KBZ Bank Ltd will provide overall project management and supply expertise in functional knowledge and the underlying technologies. Please include estimated duration, level of participation, and representative resumes for vendor resources.

Project Monitoring Committee would be formed with representatives of KBZ Bank Ltd and project manager of the selected vendor. The role and responsibility of the committee would be to resolve all the issues during implementation/ commissioning / acceptance / payments etc. The committee meeting on weekly basis or whatever period deemed to be necessary till all the

branches/offices are migrated and acceptance carried out. Subsequent to acceptance the PMC will meet monthly to review the performance of the network.

Supply the name of vendor representative(s) who will have overall responsibility for the solutions (in the case where a local Myanmar provider is representing, reselling, distributing for an out of country vendor). Partnerships with other vendors will be considered with the proviso that one (1) vendor assumes the role of prime contractor. Responses should indicate the name of the prime contractor where appropriate.

Provide an explanation of the vendor’s quality assurance program and the methodology that will be used to achieve overall project goals. Note that KBZ Bank Ltd’s methodology will provide overall structure for the project.

Vendor to implement the MPLS IP-VPN and Internet service at all the branches/office based on contractual agreement where there is scope of delay for providing the connectivity within timeframe, vendor may commission interim connectivity through standby CISCO routers/MPLS USB dongle as application, however, the maximum time for commissioning of MPLS services will not more than additional two weeks stated in the contractual agreement.

KBZ Bank Ltd would carry out acceptance testing and will run the network in parallel to the existing network for a period of one week two branches in the region which service provider is proposing

In the event of non-implementation at any branches/offices as proposed in the response to RFP, the vendor to provide temporary connectivity till the proposed connectivity is implemented. In parallel the vendor to ensure that the proposed connectivity is provided within one month of providing temporary connectivity.

KBZ Bank Ltd reserves the right to alter the proposed location(s) specified and also reserves the right to add/delete one or more location(s) from the list specified.

4.1.8 Training and Support

Vendors must provide information about available training courses and representative costs for users in the multiple roles required for the implementation and support of the proposed system. The vendor shall provide complete training on MPLS, VPN and advanced routing and switching to the network administrators of KBZ Bank Ltd [two persons]. The training shall be provided at KBZ Bank Ltd, ICT office location. Training will be completed within 5 working days post commissioning of services. The training shall also cover usage of Customer Service Portal as mentioned above.

Vendors must provide information about the range of support services available and provide corresponding price points. This section should include information about the availability and modes of access to help desk support, how the support service is staffed, the method for determining level of urgency of issues, response time guarantees to inquiries and service calls, and the level of on-site service and support that the vendor will provide during implementation and roll-out of the product.Although service window has been defined as 9 A.M. to 9 P.M., service provider must provide services on beyond the above time in case of urgent requirement of the KBZ Bank Ltd without any extra cost.

4.1.9 Pricing

Vendors are required to supply a fixed price bid for the service and, if applicable, rate structure for proposed resources. Vendors must supply two sets of quotes if they are responding with a multi-module solution: one assuming delivery of the entire solution and one broken out on a per-module basis.

Where applicable, vendors should price software, third-party software, annual maintenance and licensing options separately and should include hourly rates and other billable charges for consulting or training that would apply, broken out by roles (e.g. team leader, site preparation, layout design, etc.). Prices must remain firm for 90 days from the proposal due date.The prices quoted shall be inclusive of all transportation and insurance costs i.e. on CIF basis, till the time of installation and commissioning at the respective designed locations, in respect of all the equipment, software and training to the IT staff members of KBZ Bank Ltd.One time installation charges will be paid after successful commissioning and acceptance.Vendor will be paid in quarterly equal installments after end of the quarter.Payment of any quarter will be made after deducting applicable penalty pertaining to the quarter.Payment of first installment will be release only after submission of performance guarantee applicable for the project.Billing cycle will commence after successful completion of acceptance testing for all locations. The date of sign-off shall be treated as the start of date of billing cycle and renewal thereafter. All cost towards providing temporary connectivity has to be borne by the service Provider.

Payment in case of Termination of contract

In case the contract is terminated payment towards services will be made on pro-rata basis, for the period services have been delivered, after deducting applicable penalty.

4.1.10 Additional Expenses

Proposals must define any additional expenses that apply to the project. This includes charging procedures and billing rates for any unforeseen modifications or enhancements to the software, proposed services or project scope. This information must also detail how the vendor will handle reductions in scope for any work deemed unnecessary by KBZ Bank Ltd.

4.1.11 Contract

Proposals must include a standard contract for KBZ Bank Ltd to review. This proposal may include: a) basic support agreements, b) Service-Level Agreements (SLAs), including system performance expectations for each environment, c) termination agreements, and d) escrow arrangements. The Period of contract will be for three (3) years with annual review and renewal.

Performance GuaranteeThe selected vendor will be required to provide a 10% margin of the total cost of project as PerformanceGuarantee, in the form of bank guarantee from a scheduled commercial bank. The performance guarantee should be valid till at least three months period beyond the expiry of the contract period of three (3) years. For the subsequent support period (as applicable) vendor has to provide PBG for the equal value for the advance payment for that year/period (as applicable).

Timely availability of Support ServicesThe vendor should have proper and adequate support mechanism in place at all KBZ Bank Ltd’s locations, as mentioned in the scope of work, to provide all necessary support under this project. The vendor will provide escalation matrix for MPLS to enable KBZ Bank Ltd to avail support services during three (3) year period of contract. The vendor will actively inform the KBZ Bank Ltd if there is change with regards to support contact numbers/personnel etc.

The vendor shall provide complete technical and other documentation/s for the equipment supplied along with the diagram(s) of the proposed solution. All the manuals shall be in English and the drawings should be clearly indicative of equipment supplied & solution proposed.

AcceptanceThe acceptance test will be carried out as per mutually agreed Acceptance Test Plan [ATP], which will finalized after PO is issued. The network will be accepted only after acceptance testing is completed as per the agreed plan and is duly signed/certified by the KBZ Bank Ltd and the service provider.

Termination & Penalty

KBZ Bank Ltd reserves its right to terminate the contract partially or fully in the event of one or more of the following situations :

Vendor fails to install and commission the links within the stipulated time as per contract or within any extension thereof granted by the KBZ Bank Ltd

Shortfall in achieving the Service Level Requirement successively in two quarters or any three quarters in a financial year.

Vendor fails to perform any other obligation(s) under the contract. Vendor fails to complete the activities with regards to their service and network performance

guarantee Any threat is perceived or observed on the security of KBZ Bank Ltd’s data /property out of any

action by the staff deployed for monitoring/configuration etc., by service provider. However either party, in the case of termination, will give 3 months’ notice to the other party. Penalty will be charged as 2% of the total contract cost for the entire project, per week delay in

completion of project(Delay will be counted after 5 weeks of the commencement of project schedule) and network performance degrading (have to be rectified within a week) with a maximum of 10% of the total contract cost for the entire project. If the delay exceed 2 months and/or service degrading last long for a month, contract/order may be cancelled without any liability to KBZ Bank Limited.

During the entire contract period the vendor should guarantee uptime during normal business hours as mentioned in SLA on monthly basis. Bank will impose penalty as per below chart:

The location is said to be down if both primary and backup link fails. In case one line is working fine and other link fails, the failed link should be made operational within 4 hrs. In the event of non-operational of the link, penalty of USD 50 per each hour downtime will be levied. In case of both the link fails at DC & DR, Yangon, all branches/offices connected will be treated as down and penalty as defined for various categories will be applicable till the link is restored. In case of network hardware fails the location is said to be down and penalty as given in the above table will be levied. In case of Latency and Jitter degrades the service provider network performance, the half price of penalty shown in the above table will be levied.

The location is said to be down if primary and backup (optional) link down or network hardware fails. In that case penalty as given in the above table will be levied. If downtime/no connectivity period is more than 8hrs then penalty as given in above table along with USD 20 per hour will be levied.In case of Latency and Jitter degrades the service provider network performance, the half price of penalty shown in the above table will be levied.

4.1.12 Proposal Inclusions

All equipment, accessories, training, software, hardware, labor and materials must be furnished for the installation in a bill-of-material format. Any additional material or equipment necessary for installation and operation of the system not specified or described herein will be deemed to be part of these specifications.

4.1.13 Proposal Exhibits/Attachments

Vendors should provide any exhibits or attachments that will enhance KBZ Bank Ltd’s understanding of the system being proposed.

4.1.14 Related Products

Include any information about other related products that the vendor may offer.

5. Administrative Requirements5.1 Proposal Delivery

5.1.1 Proposal Delivery

To be considered, vendor proposals must be received by KBZ Bank Ltd by a specific date. Please refer to section 5.1.6 for the RFP schedule. No other distribution of proposals will be made by the vendor. Proposals must be signed by an official authorized to bind the vendor to its provisions. For this RFP, the proposal must remain valid for at least 90 days from the date received by the KBZ Bank Ltd.

Vendors must submit a complete response to this RFP. Each proposal must be submitted in 2 hard copies and e-mail copy and directed to: KBZ Bank Ltd.

5.1.2 Acknowledgment

Vendor is asked to acknowledge receipt of RFP by the date specified in the RFP schedule given below in section 5.1.6.

5.1.3 Intent to Respond

All vendors intending to submit proposals to KBZ Bank Ltd for this project are asked to send notice, via e-mail or by hard copy to Phyu Hnin Aye, [email protected] no later than the date specified below in section 5.1.6. Vendors should be sure to include their email address in order to be included in the distribution lists for vendor queries.

5.1.4 Intent to Refuse

If a vendor chooses not to respond to this RFP, all material must be returned, together with a statement of intention not to respond, to: KBZ Bank Ltd no later than the date specified below in section 5.1.6.

5.1.5 Presentation and Demonstration Environment

Vendors selected for final consideration will be asked to make one or more presentations of their solution to KBZ Bank Ltd. Each vendor should be prepared to provide a structured and in-depth demonstration of their solution, based on defined scenarios, to KBZ Bank Ltd’s selection committee.

Following the presentations, vendors are requested to make a demonstration environment of their solution available, if possible. This will allow KBZ Bank Ltd staff to gain hands-on knowledge of the application.

5.2 RFP Terms and Conditions

5.2.1 RFP DispositionAll materials submitted in response to the RFP will become property of KBZ Group of Companies. A copy will be retained for official files. All formal bids will be opened privately by KBZ Bank Ltd.

Confidential information submitted in support of the requirement to demonstrate the vendor's financial solvency will be returned upon request.

5.2.2 ConfidentialityAny vendor engaging in services to KBZ Bank Ltd that requires the vendor to come into contact with confidential company information will be required to maintain the confidentiality of any such information that is made available to the vendor. Each vendor is required to sign the Confidentiality Statement provided and submit it with the final proposal.

5.2.3 Costs IncurredKBZ Bank Ltd is not liable for any costs incurred by vendors prior to the award of a contract.

5.2.4 Price GuaranteeVendors are asked to guarantee the price offered for a period of 90 days from the date of submission of the response to this RFP.

5.2.5 PublicityThe vendor will not publicize any information regarding this procurement without prior approval in writing from KBZ Group of Companies.

KBZ Bank Ltd reserves the right to amend this RFP prior to final vendor selection. If it becomes necessary to revise any part of the RFP, addenda will be provided to those vendors who received the RFP.

5.2.7 Disclosure of Proposal ContentAll information provided in the vendor's proposal will be held in strict confidence, and will not be revealed or discussed with competitors. All material submitted in the proposal becomes property of the Kanbawza Group of Companies Limited or its affiliates and may be reviewed and evaluated by any individual other than competing vendors at the discretion of the company. Kanbawza Group of Companies Limited or its affiliates have the right to use any ideas presented in any reply. Selection or rejection of the proposal does not affect this right.

5.2.8 RFP DiscrepanciesIf a vendor discovers any ambiguity, conflict, discrepancy, omission, or other error in this RFP, the vendor will immediately notify the KBZ Bank Ltd of such error and request clarification or modification of the document. If a vendor fails to notify KBZ Bank Ltd of an error known to them (or an error that reasonably should have been known to them) prior to the due date for submission of proposals, the vendor will propose at their own risk. If that vendor is awarded the contract, they will not be entitled to any additional compensation by reason of the error or its subsequent correction.

5.3 Legal Requirements

5.3.1 Contractual InformationThe final proposal must be complete, including all cost information and signatures on a cover letter. Any substitutions or insertions must be approved by KBZ Bank Ltd. Terms and conditions that do not comply in substance with all material requirements of the RFP or are contrary to the best interests of KBZ Bank Ltd or its policies will not be accepted.

This proposal does not constitute an offer or contract. Oral communications of KBZ Group of Companies officers and employees or agents of the company concerning the RFP will not be binding on KBZ Group of Companies and will in no way excuse the vendor of their obligations as set forth in this RFP. We reserves the right to withdraw or cancel this RFP at its sole discretion at any time in the process prior to a signed contract.

5.3.2 Contractual CommitmentThe chosen vendor must agree to a contractual commitment that their products and services provided will meet or exceed their responsibility as set forth in their response to the RFP. All proposals, information, and responses submitted for consideration may be made part of any final agreement or contract between KBZ Bank Ltd and the selected vendor.

If the chosen proposal includes third party suppliers, KBZ Bank Ltd will hold the primary vendor responsible for performance and enforcement of all terms under the contract unless previously agreed upon between both parties.

Vendors must include a signed statement (or cover letter) that the vendor understands and will accept the terms and conditions stated in this RFP. In addition, vendors must identify any specific requirements for which they are unwilling or unable to comply.

5.3.3 Contract ModificationThe contract that is executed as a result of this RFP must bind itself to amendment by mutual consent of KBZ Bank Ltd and the selected vendor.

Proposals must be complete in all respects as required by all sections of the RFP. A final proposal may be rejected if it is conditional or incomplete, or if it contains any alterations in form, or other irregularities of any kind. A final proposal will be rejected if any such defect or irregularity constitutes a material deviation from the RFP requirements.

Proposals that contain any false or misleading statements, or provide references that do not support an attribute or condition claimed by the vendor may be rejected. If, in the opinion of KBZ Bank Ltd, such information was intended to mislead the company in its evaluation of the proposal, it will be basis for immediate rejection.

5.3.5 Vendor ResponsibilityIf, during the evaluation process, the vendor cannot assure KBZ Bank Ltd of its ability to perform under the contract, the company has the option of requesting from the vendor information that KBZ Bank Ltd deems necessary to determine the vendor’s ability to meet its responsibility. If such information is required, the vendor will be notified in writing and given three (3) working days to submit the information requested. If the information submitted by the vendor is deemed insufficient to satisfy KBZ Bank Ltd as to the vendor’s contractual responsibility, KBZ Bank Ltd may ask for additional information or reject the proposal.

5.3.6 OtherKBZ Bank Ltd reserves the right, prior to awarding any contracts for this project, to reject any and all proposals and may resubmit this RFP for bid.

Appendix A – Vendor questionnaire-answer-evaluation sheetThe attached document is to be used for the questionnaire, the solution provider answers and also the evaluation of the solution. It can be adjusted according to your needs and your RFP but the structure is to be kept as is.
