Introduction

Swallow Acoustic Consultants Ltd. (SACL) presents this memorandum to outline the preliminary

noise control recommendations for the proposed U-Haul Burlington facility on Mainway,

Burlington. A Noise Impact Study was completed by SACL in April 2018. It is our understanding

that new mechanical system design for the building has been available since then. The noise

control recommendations in this report are based on mechanical drawings for Phase 1 dated

August 13, 2018 and for Phase 2 dated October 5, 2018.

This memo is an update to the previously submitted Preliminary Noise Control Recommendations

dated November 13, 2018, and includes further assessment of breakout noise that may occur

from the auto repair shop. A summary table of the sound levels at each of the PORs has been

included (Table 3), as well as more detailed tables with the contribution of sound from each source

at the facility (Tables 3, 4, 5 and 6) in Appendix B.

Noise Sources

The stationary noise sources associated with the proposed U-Haul facility include rooftop

mechanical equipment, outdoor mechanical equipment at grade, truck movement and idling, and

open overhead door.

New outdoor mechanical equipment is listed in mechanical drawings in Appendix A. It is our

understanding that the existing cooling towers, chillers and air-handling units will be removed. In

addition, truck movement to the auto repair shop on the north side of the building has been

included in the calculation. Locations of noise sources are shown in Figure 1.

Noise from within the auto repair shop is not expected to be a concern, as typical conditions

include the overhead doors being closed except for vehicle movements. Air conditioning is

included in the ventilation system for the auto repair shop (RTU-5), which is expected to

On occasion, the auto repair shop noises generated inside may break out through the overhead

doors, if they are left open. Typical shop equipment includes an air compressor, 4 – 6 air tools,

and a lift. The lift is not expected to make noise; however, the lift operates on air pressure from

the air compressor/tank. The air compressor sound power level was obtained from SACL

database for a typical 2-6kW air compressor. The air tool noise level was obtained from a

representative Ingersoll Rand impact wrench sound level specification, presented in Appendix C.

Each air tool is expected to be used approximately 5 – 7 minutes per truck. Typical service levels

are for 10 trucks or trailers per day in the shop. It is assumed that 2 trucks are being serviced

within any worst-case predictable hour. The auto repair shop only operates during the daytime

period.

As the auto repair shop noisy equipment is located within the shop, the breakout noise from the

open overhead doors was calculated based on an assumed relatively-open shop room with metal

walls and roof, and concrete floor. The noisy equipment is expected to be located or in use 12 m

or further from the open doors. The noise model was updated to include the noise sources and

equipment operating parameters as detailed in Table 1.

Critical Noise Receptors

The nearest residential area is immediately north of the site. Due to the new rooftop equipment

on the north side of the building, the houses and backyards along Consort Crescent may be

impacted by the U-Haul facility. Critical noise receptors are shown in Figure 1.

Sound Level Limit

The Ontario Ministry of Environment, Conservation and Parks (MOECP) Noise Publication NPC-

300, Environmental Noise Guideline, Stationary and Transportation Sources – Approval and

Planning states that:

“For sound from a stationary source…, the sound level limit at a point of reception, expressed in

terms of the One Hour Equivalent Sound Level (Leq) is the higher of the applicable exclusion limit

value given in Table 1, or the background sound level for that point of reception.”

The residential area along Consort Crescent are considered to be in a Class 2 Area since they

are located in a subdivision more than 150 m from Mainway and other major arterial roads. The

MOECP exclusion limits are used to assess compliance in this report.

Preliminary Noise Control Recommendations

A combination of noise barriers and reduction of sound power levels of individual mechanical

equipment are required to meet the MOECP sound level limits. Our preliminary noise control

recommendations are outlined as follow:

Install a 1.8 m high noise barrier along the north property line near the parking area. The

noise barrier should start at the northwest corner of the site and terminates on the plane

of the west façade of auto repair shop. See Figure 1. Surface density of noise barriers

should be minimum 20 kg/sq. m. There should be no holes or gaps on the surface of the

noise barriers.

There is an existing wood fence and a concrete noise barrier along the north property

line. The concrete noise barrier, about 3.8 m high, meets the noise barrier requirements.

However, the existing wood fence does not meet the height or surface density

requirements. A new 1.8 m high noise barrier, which can be made of wood or cement as

long as it meets the surface density requirement, should be installed from the northwest

corner of the site to the end of the existing cement noise barrier.

An existing 3 m high concrete noise barrier is also located on the northeast corner of the

site, and has been included in the modeling.

Noise control for RTU-5 (Trane model YZCO48F3)

o Re-select RTU-5 (Trane model YZCO48F3) such that the sound power level is 3

dB lower i.e. sound power level reduced from 87 dBA to 84 dBA.

o Alternative, install a noise barrier around RTU-5 to break the line of sight from the

noise receptors. For example, assuming the height of RTU-5 is 1.4 m, a 1.8 m

high noise barrier on the roof at 2 m away to the east, north and west of RTU-5

can achieve the required sound attenuation. The noise barrier should have a

surface density of minimum 10 kg/sq. m. There should be no gaps or holes on

the surface of the barrier. If a noise barrier is preferred to a quieter rooftop unit,

the roof structure must be sufficient to support a noise barrier.

Exhaust fans EF-1, EF-2, EF-3, EF-4 and EF-5 do not operate during evening and night-

time (19:00-23:00).

Auto repair shop does not have operable windows.

Auto repair shop overhead door remains closed except for vehicles coming in and out.

Auto repair shop compressor and air tools do not exceed sound power levels as detailed

in Table 1, and are expected to be operated indoors located 12 m or more from the

overhead doors.

50% duty cycle for HVAC equipment during evening and night-time i.e. HVAC equipment

operates 50% of the time in any given hours between 19:00-23:00.

Noise levels predicted at the nearby sensitive receptors due to the U-Haul facility with the

proposed mechanical system design are presented in the summary in Table 3, which shows the

predicted sound levels at both Plane of Window (POW) and Outdoor PORs. Note that both the

unmitigated and mitigated scenario results include the Auto repair shop noise sources breakout

from the SW and NE Doors open during the daytime period, as described in Table 1. Table 4

Table 7 in Appendix B present the daytime and nighttime mitigated sound level contribution,

respectively, from the noise sources.
