1. INTRODUCTION

1.1 BACKGROUND

The American University of Beirut (hereinafter referred to as ‘AUB’ or the ‘University’) (http://www.aub.edu.lb) is a private, independent, educational not-for-profit corporation, founded in 1866, established under the laws of the State of New York, U.S.A., including a Campus and a Medical Center, in Beirut, Lebanon, and an office in the U.S.A., in New York (NY), U.S.A and is governed by an autonomous Board of Trustees.

AUB serves over 14,000 users. It consists of more than 6,000 faculty and staff, and has an enrolment of approximately 9,000 students, more than 1,200 of whom reside on Campus.

2. PROVISION FOR AUB is requesting offers from qualified suppliers for the provision of : 1. Liquid Chromatography (UPLC) Qty = 1 eachas specified under Section 2.1.

2.1 SPECIFICATIONS

Liquid Chromatography - High Resolution Accurate Mass Spectrometry Specifications

Ultra-High-Pressure Liquid Chromatograph System (UPLC)

Solvent Rack:- System should have at least 4 vacuum degasser channels solvent rack. Indicate exact

number of channels.- Should accommodate flow rate per channel of 8mL/min or better. Indic ate exact

value.- Eluent bottle capacity: Minimum of four 2.5-L reservoirs (should be able to also

accommodate 5L, 1L, and 0.5L reservoirs sizes).

System pump:- Quaternary gradient separation pump, with low pressure proportioning- Pressure range: ≥ 1000 Bar. Indicate exact range. - Flow range: 0.05-8 mL/min or better. Indicate exact range.- Flow accuracy: 0.1 % or better. Indicate exact value.- Flow precision: 0.05 % RSD or better. Indicate exact value.- Pulsation: < 0.2 MPa. Indicate exact value.- Automatic solvent compressibility compensation.- Delay volume: < 1ml. indicate exact value.- Pump should be equipped with a seal wash system.- Pump should have an easy access to all fluidic components for routine maintenance

and quick replacement without disassembling the instrument.- System should be equipped with qualification tests and predictive performance

indicators.- Should have self-diagnostics and preprogrammed test routines.

Temperature Controlled Column Compartment (can be integrated in auto sampler):

- Wide temperature range; 5 °C - 80 °C or better for reliable separations at elevated, ambient, and sub ambient temperatures. Indicate exact range.

- Automatic column switching valves for at least 2 columns (indicate number of columns that can be switched and cost of different options).

Indicate exact value.- Temperature stability: 0.2 °C or better. Indicate exact value.- Temperature precision: 0.5 °C or better. Indicate exact value.- Heat-up/Cool-down Time ≤ 15 min between 20 °C to 50 °C. indicate exact values.

DAD Detector- Wavelength range: ≥ (190-800 nm).- 8 channels of single-wavelength data collection. Indicate exact value.- Wavelength precision: 0.5 nm or better. Indicate exact value.- Wavelength accuracy: 1 nm or better. Indicate exact value.- Light sources: deuterium lamp and tungsten lamp, temperature control for both

lamps.- Full UV-Vis spectra data acquisition.- Built-in holmium oxide filter for wavelength verification.- Should preferably have a variable slit.- Should have lamp identification and life span monitoring. - Should preferably have a built-in LCD display.- Should have easy access to cells and lamps for maintenance.

Autosampler:- Sample capacity: 100 x 2 ml vials or better. Indicate exact configuration.- Precision: 0.25% RSD or better. Indicate exact value.- Sample viscosity range: 0.2- 5 cP or better. Indicate exact range.- Sample carry-over: 0.004% or better. Indicate exact range.- Injection range: 0.1-100 ul or larger range.- Integrated sample cooling: down to 4 °C or better.

Columns:- At least two analytical columns: one standard C18 column (25 cm) and one High-

pressure C18 column, with corresponding guard-columns offered with the system.

Hi-Res. MS specifications: Research grade benchtop high-resolution accurate mass spectrometer

- System should enable high resolution qualitative and quantitative analysis.- No tradeoff between high sensitivity and mass resolution.- System should be equipped with a high-performance collision cell for MS/MS

fragmentation.

- Resolution: should be better than 40,000 on m/z range 100 – 1000 m/z.- Mass range: should be 50 to 2,200 m/z or better; indicate exact range.- Sensitivity:

o Full MS: indicate sensitivity standard, mass of standard and S/N ratioo SIM: indicate sensitivity standard, mass of standard and S/N ratio

- Scan speed: 12 Hz minimum; indicate maximum possible scan speed.- Linearity: Intra-scan dynamic range > 5000:1. Provide dynamic range vs. different

scan speeds.- Mass accuracy: should be better than 1 ppm; indicate exact accuracy.- Polarity switching: System should allow polarity switching, preferably within the

same run. Indicate time required for polarity switching.- Provide chart of resolution vs. mass range at different scan speeds (lowest, mid and

highest scan speeds).- MS/MS with CID should be standard. Provide chart of resolution in MS/MS mode and

variation with respect to scan speed.- Simultaneous detection of at least 5 precursor ions, and their full MS/MS spectra.

Calibration:

- The system should easily and frequently allow internal and external calibration. Provide recommended calibration frequency. Ion sources:

- ESI, APCI, APPI (combined APCI/APPI source is preferable).- Transfer capillary preferably metallic for improved ruggedness.- Indicate technology used to enhance ionization and reduce noise during ionization.- Provide all available ion sources options.

Vacuum System:- Indicate number and types of pumps used (rough, oil, oil-free, turbo, etc.).- Indicate number of vacuum zones.

Gases: - System should be delivered with required Gas generator (Indicate Brand, Model and

Gas type).- System should operate fully with the delivered Gas generator preferably without any

additional external Gas sources, without compromise of functionality, sensitivity, resolution, etc.

- In case additional gases (besides the delivered gas generator) are needed (or for certain operation modes), they should be clearly mentioned.

Data Acquisition:- Software should allow quantitation and qualification experiments.

Acquisition modes: Instrument must have the following high-resolution operation modes:

- Full spectral MS and MSMS data.- Selected Ion Monitoring (SIM).- All Ions Fragmentation.- Data Dependent decision making.- Data Independent Acquisition (MS/MS all).- Timed SIM for scheduled data acquisition of the targets of interest.- Parallel Reaction Monitoring (PRM) for improved screening and quantitative

confidence.- Possibility to re-interrogate data post runs, for unanticipated compounds.

PC and Software specs

- Latest configuration branded PC. Indicate brand.- Minimum 1 TB HDD, 16GB RAM. Indicate specs.- Minimum of 22” LED monitor. Indicate specs.- Minimum operating system: Windows 7 64-bits (Windows 10 64 bits is

recommended).- Equipment control and analysis software and license should be included with the

system for possible re-installation.- At least 2 copies of offline analysis software. Indicate exact number of copies.- Mandatory equipment control and analysis software upgrades and bug fixes should

be offered free-of-charge during the lifetime of the equipment.- Equipment firmware upgrades should be offered free-of-charge during the lifetime

of the equipment.- Libraries: Indicate the different available options for MS and MS/MS libraries, and

open libraries that system can integrate.-

Warranty, Installation:

- A minimum of 3-year full warranty - including all parts and labor.- On-site Installation, commissioning, operation-qualification and performance

verification should be conducted by manufacturer service-engineer.- On-Site Application training session for AUB users should be conducted by

manufacturer application- or service-engineer.- Manufacturer/supplier should guarantee availability of spare parts for at least 10

years following commissioning.

- Manufacturer and supplier should offer free application-support by phone/e-mail/remote support (TeamViewer or similar) for at least 5 Years, following commissioning.

- System should be delivered with a full set of user and service manuals and all necessary service passwords and service software for all parts of the instrument.

- Supplier should guarantee a maximum downtime of 15 working-days per breakdown during the warranty period, after which warranty extension for the excess downtime should be granted. Excessive or recurrent breakdowns will warrant immediate warranty extension.

- Should include all Accessories, Consumables, Lamps required to operate the instrument for 3 Years.

Training:

- Include official application-training for one AUB staff at the manufacturer’s site - including air-fare, accommodation and training fees.

- Include official service training for one AUB service-engineer at the manufacturer’s site - including airfare, accommodation and training fees.

- Trainings can be taken anytime during the warranty period.

Consumables/Spare Parts:

- List of required consumables (after the warranty period) should be provided with prices (including PM kits, etc.).

- List of major spare parts including expected frequency of replacement (after the warranty period) including their current prices should be provided.

General Conditions:

- System should operate on 220VAC, 50 Hz.- Only renowned US, European and Japanese brands are acceptable.- Please provide list of installed-base references (local/regional) for same or similar

equipment.- Prices for all units/options/trainings/software/libraries should be itemized.

- Supplier should send 5 samples (5 small test tubes) provided by AUB end-users for analysis on same instrument as offered and provide the official test results for each sample on hard and soft copies. These results will be evaluated by analytical chemistry experts at AUB and considered as an integral part of the suppliers bid evaluation.

4. REQUIREMENTS PROCESS

4.1 PARTICIPATION TO REQUEST FOR PROPOSAL

Suppliers willing to submit their offers should confirm by sending an Intent to Respond through an email to Bid GS-18-16 Liquid Chromatography (UPLC) (Email ) within 3 business days of receiving the Request for Proposal.

4.2 INQUIRIES

Inquiries related to specific parts of this Request for Proposal should be addressed to [email protected] .

4.3 APOLOGY

In case the requested services are not available, or you do not want to participate in this bid, you are kindly requested to respond by submitting a written apology to [email protected] indicating the reason and the bid reference number.

4.4 PRICING

Please use Appendix A (Bill of Quantity and Price Form) for submitting your financial offers. Prices are to be quoted excluding VAT, and currencies used are only USD or LBP.

4.5 PAYMENT

AUB Standard Payment Terms for goods procured is 100% 45-60 days after delivery, installation and following the end user satisfaction written confirmation.. Advance payments for large contracts are authorized on exceptional basis and after receipt of Bank letter of Guarantee in the same amount of the advance payment.

4.6 SUBMISSION DATE AND TIME

Offers must be submitted on or before:

In the event that AUB offices are officially closed on the date the proposals are due, the deadline for submission shall be automatically extended until the next business day.

4.7 SUBMISSION ADDRESS

Offers submitted by hand or via post mail shall be enclosed in a sealed envelope clearly marked as indicated in section 3. However, the confidentiality of electronic submissions through emails cannot be guaranteed by the University. Your email should follow the requirements as indicated in section 3.

4.8 CONFIDENTIALITY

All information included in this Request for Proposal are confidential and only for the recipient knowledge. No information included in this document or in discussions connected to it may be disclosed to any other party. AUB may require bidders to execute a Non-Disclosure Agreement before being provided with some or all of the information included in the tenders.

4.9 INSUFFICIENT DATA

It is the responsibility of the person submitting the proposal to ensure the completeness of the information submitted. Failure to do so may result in the elimination of the proposal from consideration.

4.10 REQUEST FOR PROPOSAL AWARD & EXECUTION

AUB reserves the right to cancel the Request for Proposal without giving the reasons, at any stage prior to the execution of the contract whether before or after the selection of the successful Supplier. AUB reserves the right to reject any proposal without giving the reasons for such rejection. Unless otherwise stipulated, the Request for Proposal and proposal of the selected bidder will become part of any contract initiated by AUB. The contract form will be provided by AUB upon selection of the successful bidder. AUB will not incur any liability to any bidder as a result of using its rights hereunder or any other right provided for by law.

4.11 VALIDITY

Proposals submitted shall be valid for 6 months from the date of submission. Proposals will be treated as final and binding offers and may not be amended or withdrawn without the written permission of the University.

4.12 PROPOSAL OWNERSHIP

All materials submitted in response to this Request for Proposal shall become the property of AUB. Selection or rejection of a proposal does not affect such right.

4.13 COSTS

The University will not be liable for any costs incurred by Suppliers prior to issuance of or entering into a contract. Costs associated with developing the proposal, preparing for oral presentations, and any other expenses incurred by the Suppliers in responding to this Request for Proposal are entirely the responsibility of the Supplier, and shall not be reimbursed in any manner by AUB.

4.14 LIQUIDATED DAMAGES ON LATE DELIVERIES

If the supplier fails to supply the specified goods/services within the lead time stipulated by its proposal, or within a period specified by an order or a contract, AUB shall, without prejudice to other remedies under the purchase order or contract, deduct from the purchase order or contract price, as liquidated damages, a sum equivalent to 1% of the delivered price of the delayed goods/services for each commenced week of delay until actual delivery, to a maximum deduction of 10% of the contract value.

4.15 RESTRICTIONS

The University will not be liable for any costs incurred by Suppliers prior to issuance of or entering into a contract. Costs associated with developing the proposal, preparing for oral presentations, and any other expenses incurred by the Suppliers in responding to this Request for Proposal are entirely the responsibility of the Supplier, and shall not be reimbursed in any manner by AUB.

Individual foreign suppliers working in Lebanon need to provide a copy of work permit for non-Lebanese.

AUB is a tobacco free university; as such Tobacco companies and/or their subsidiaries are not allowed to participate in this Request for Proposal. Contractors and/or suppliers should ensure that their workers and staff comply with AUB’s non-smoking policy while on site.

4.16 DISCLOSURE

Supplier represents and certifies that the offer has not been knowingly disclosed directly or indirectly to any competitor or AUB staff or other Supplier before the opening of proposals by AUB. Supplier represents and certifies that the financial terms have been established independently without consultation, communication, or agreement for the purpose of restricting competition or any matter relating to such prices with any competitor or other Supplier. Supplier represents and certifies that no attempt has been made to induce any other company or person to submit or not to submit a proposal in response to this Request for Proposal for the purpose of restricting competition.

4.17 GOVERNING LAWS

The laws of Lebanon shall govern the validity, interpretation, construction, performance, and implementation of this Request for Proposal. Any dispute arising out of this Request for Proposal shall be exclusively settled by the courts of Beirut, Lebanon.
