What is Covenant capaCITY?

Covenant capaCITY is a 3-year training project for local governments and their supporters.

The project started in June 2011 and runs until May 2014. It is co-funded by the Intelligent En-ergy Europe programme of the European Com-mission.

The main aim is to support the development of more Sustainable Energy Communities across Europe.

This is done by building capacity on topics rele-vant to a Sustainable Energy Action Plan (SEAP) – from motivation, planning, implementation, to monitoring and evaluating.

Who can benefi t?

• Easy learning programme off ered to local government representatives – local leaders and municipal staff

• ‘Train-the-trainer’ programme – to enhance support for municipalities – off ered to:• local government associations & networks• energy agencies • NGOs

• Active support for 92 selected cities and towns with their step-by-step SEAP devel-opment / improvement. Twelve (12) country support teams engage in these activities.

How can you engage?

Training Programme Focus

Eight inter-connected topics are explored(presented as online modules):

• Greenhouse gas inventories • SEAP development • Stakeholder involvement• Procurement • Buildings• Transport• Waste • Water

Per topic two levels are addressed:

• start-up level municipalities without a SEAP• intermediary / advanced communities with a SEAP

that needs to be improved

Each topic is addressed as follows:

• Brief introduction (“the basics” – what, why and important information)• Key issues (identifying the relevance to local governments)• Recommended steps• Processes (dealing with people, policy, and fi nances – with tips for municipal staff and local leaders)• Guidance (project recommended tools, wider policy context, tips and links)

Multi-country focus:

The programme off ered is practical and mul-ti-lingual, using a sound learning approach for professionals. Initially a generic European version (in English) will be off ered – relevant to local governments across Europe. This will be followed by 13 country versions to address country-specifi c aspects in the national lan-guage for: Bulgaria, Croatia, Cyprus, Estonia, Finland, France, Greece, Italy, Poland, Roma-nia, Slovenia, Sweden, United Kingdom.

Award system

• We know busy professionals have limited time. The programme has been structured in simple sections (each would roughly take 10-15 minutes to work through).

• After each section the user can collect a point (“carrot”), collecting points throughout the programme – with a certifi cate off ered to those who complete the training.

• And perhaps also collect a reward …
