GARY COMMUNITY SCHOOL CORPORATION OFFICE OF INNOVATION AND IMPROVEMENT
As stated in Policy 316 “Student Involvement in Decision-‐Making”, a total of 14 students will be selected per year as Student Representatives to serve on the School Board of Trustees. Seven Student Representatives will be Board members of the Intra-‐City Student Council and seven students will be selected at-‐large from area high schools. The Student Board Representatives calendar will begin Fall 2014 (November) through Spring 2015 (May). SCHOOL BOARD REPRESENTATIVE 2014 – 2015 PROCESS
1. In September 2014 information about the application process for serving as a Student Board Representative for the 2014-‐2015 school year will be sent to high school building Principals, Counselors, and Intra-‐City Student Council members.
2. Application materials and the due data information for submission will be available in the principal’s office of all high schools.
3. Application materials should be returned to Dr. Albert J. Holmes, Executive Director, Innovation and Improvements/Federal Programs and Grants, from principal’s office on due date.
4. Dr. Holmes will submit applications materials to the School Board of Trustees. 5. School Board members will submit applications materials to the School Board of Trustees. 6. All selected Student Representatives will be notified with a letter from the President of the School
Board of Trustees. 7. Student Representatives will attend an orientation. 8. Student Representatives will receive an Orientation Manual including expectations and school board
committee meeting dates, times, and locations. 9. At the end of the school year, Student Representatives will have a service award recognition.
SCHOOL BOARD STUDENT REPRESENTATIVE EXPECTATIONS
1. Complete an application process by: (A) submitting a Letter of Interest addressed to the School Board of Trustees; (B) provide one Letter of Recommendation from principal, teacher or community/church leader and (C) submit signed permission slip from parent/guardian.
2. Attend an Orientation meeting with parent(s)/guardian. 3. Attend School Board meetings on a rotating basis. 4. Attend selected committee meetings. 5. Be prepared for committee and/or school board meetings by reading and studying any required
materials. 6. Demonstrate leadership skills and scholastic achievement. 7. Inform and/or solicit input from students.

ROBERT’S RULES OF ORDER Basic Principles
• Parliamentary procedure exists to facilitate the transaction of business and to
promote cooperation and harmony.
• All members have equal rights, privileges, and obligations.
o The majority has the right to decide.
o The minority has rights, which must be protected
• A quorum must be presented for the group to act.
• Full and free discussion of every motion considered is a basic right.
• Only one question at a time can be considered at any given time.
• Members have the right to know at all times what the immediately pending
question is, and to have it restated before a vote is taken.
• No member can speak until recognized by the chair.
• No one can speak a second time on the same question as long as another wants
to speak a first time.
• The chair should be strictly impartial.

PARLIAMENTARY PROCEDURE “LINGO”
MOTION A proposal or resolution by a member that the assembly take a certain action or express a certain view. A motion is considered out of order if it conflicts with the constitution or by-‐laws of the group MAIN MOTION A motion to introduce a principal subject. Only one main motion may be considered at a time and must be disposed of before another main motion may be considered. MOTION TO LAY ON THE TABLE (OR TABLING) A motion to lay aside a pending question for an indefinite amount of time. MOTION TO TAKE FROM THE TABLE A motion enabling the assembly to resume consideration of a previously tabled item. POINT OF ORDER To object to a proceeding as being in conflict with the rules of procedure. The chair must recognize the point. PREVIOUS QUESTIONS A motion to end debate, which requires the assembly to vote on the issue at hand. The motion must be suspended, requires a 2/3 vote, and is not debatable. FRIENDLY AMENDMENT A small change to an original motion. Those who made and seconded the original motion must agree to the amendment. MOTION TO ADJOURN A motion made at the conclusion of a business meeting or at the final business session. MAJORITY VOTE More than half of the votes, or 50% +1. QUORUM The number of members required in the by-‐laws to hold a legal meeting.

HANDLING A MOTION Three Steps By Which A Motion Is Brought Before The Group
1. A member makes a motion 2. Another member seconds the motion 3. The chair states the question on the motion.
Three Steps In The Consideration Of A Motion
1. The members debate the motion (unless no member claims the floor for that purpose).
2. The chair puts the question to a vote a. The chair restates the question b. The chair takes the vote:
i. “All in favor of the motion, say aye.” ii. “Those opposed, say no.”
A vote passes with a simple majority (except in cases of Suspending the rules, previous question, limit or extended debate & amend a previous adopted motion), which requires a 2/3 vote. 3. The chair announces the result of a vote. A complete announcement should
include; a. Report on the voting itself, stating which side prevailed (and giving the
count if a count prevailed). b. Declaration that the motion is adopted or lost. c. Statement indicating the effect of the vote or ordering its execution. d. Where applicable, announcement of the next item of business or stating
the question of the next motion that consequently comes up for a vote.

Student Representation At School Board Committee Meetings And School Board Meeting
A student representative is not a member of the board, and shall not have voting rights,
attend executive sessions, or receive an honorarium. Said participants shall provide for a
student perspective to be heard at the table and for feedback to students regarding
Board discussion and decisions.
A total of fourteen students will be selected per year as student representatives to the
School Board. Seven students will be selected from the Intra-‐City Student Council and
seven students will be selected at-‐large from area high schools. Assignments to
committees will be based on student interest. Two students will be assigned to each of
the Board committees with the exception of the Personnel Committee. Students will also
be assigned to each of the Board meetings on a rotating basis (each student will attend
two Board meetings per year). The student representation calendar begins September
1st and ends May 31st of each year.
The Assistant to the Superintendent will work with schools to develop the schedule
