Introduction
PPRD East Project
The overall objectives of the PPRD East project are:
• To contribute to the development of the Partner Countries‘ civil protection capacities for disaster prevention, preparedness and response;
• To bring the Partner Countries progressively closer to the EU Civil Protection Mechanism and improve cooperation among them.
Definitions
Geoportal: «Web site that provides a view into a universe of spatial content and activity through a variety of links to other sites, communication and collaboration tools, and special features geared toward the community served by the portal.» (OGC 2012)
Spatial data infrastructure (SDI) 1: «computerised environment for handling data that relate to a position on or near the surface of the earth » (CEN/TR 15449:2011)
Spatial data infrastructure (SDI) 2: “the metadata, spatial data sets and spatial data services; network services and technologies; agreements on sharing, access and use; coordination and monitoring mechanisms, processes and procedures, established, operated or made available in an interoperable manner.” (INSPIRE, European Parliament 2007).

Interoperability: «capability to communicate, execute programs, or transfer data among various functional units in a manner that requires the user to have little or no knowledge of the unique characteristics of those units»
Interoperability: « within the context of European public service delivery, is the ability of disparate and diverse organizations to interact towards mutually beneficial and agreed common goals, involving the sharing of information and knowledge between the organizations, through the business processes they support, by means of the exchange of data between their respective ICT systems. »
Interoperability GoalsInteroperability addresses the need for:• cooperation among public administrations with the aim to establish public
services;• exchanging information among public administrations to fullfil legal
requirements or political commitments;• sharing and reusing information among public administrations to increase
administrative efficiency and cut red tape for citizens and businesses.
The result is:• improved public service delivery to citizens and businesses by facilitating
the one-stop-shop• delivery of public services;• lower costs for public administrations, businesses and citizens due to the
efficient delivery of public services.
