The Adriatic Sea stretches over 820kilometres from northwest to south-east and covers an area of 132,000square metres offering a water play-ground par excellence. Montenegro’swater holds great potential and its diverse choices lie adjacent to theneighbouring Adriatic nations of Italy, Slovenia, Croatia, Bosnia-Herzego vina and Albania. In terms of diversity and natural wilderness, italso com petes very favourably withthe rest of the world.

The waters of the northern AdriaticSea are characterised by numerous lagoons and pretty sheltered bays. The eastern coastal area that stretchessouth is characterised by hundreds of islands. South of Croatia the watersof Montenegro open up. The superbBay of Kotor, with its 30 kilometres of protected water is the only fjord in the Mediterranean. This stunningboating paradise is dominated by adramatic mountain range that includesthe dark mountain of Crna Gora or Mountain Lovcen, that gives Montenegro its name.

A broad lowland with many partly un-touched sandy beaches stretches alongthe coast south to Shkodra in Albania.In some bays extended lagoons haveformed over thousands of years. NearVlora the Adriatic coast ends andmerges into the Ionian Sea.

The climate of the Adriatic Sea ischaracterised by very warm, dry sum-mers and mild, partly rainy winters. However, only 30km from the coast,in winter an extended ski season pro-vides ample activity for boating crewsand visitors during winterisation. During the summer, stable weatherconditions prevail. The tidal range inthe Adriatic Sea is of minor impor-tance for boats and yachts. Currentsrun towards the north on the easternside of the Adriatic and along thewestern side, the currents run south.

Montenegro

Montenegro’s sunny shoreline is linedwith Mediterranean trees and sandybeaches. These and the massive mountain ranges in the bay of Kotorframe the perfect scenery for a mag-nificent yachting area and for nauticaltourism in general.

During the time of the Roman Empire,the bay of Kotor was used as a stra te-gically important base for navalforces. For centuries the Bay of Kotoralso formed a concessional border between Christianity and Islam.Nowadays it is valued for its naturalbeauty and its historical and culturalsites. The towns of Perast and Kotor as well as the tiny islands of Our Lady of Rocks and St. George arelisted as UNESCO World HeritageSites. These beautiful scenes nowform the backdrop for some of themost exciting racing regattas for sailing yachts in Europe.

Montenegro has been an independentparliamentary country, since 2006.This young but stable demo cracyplaces a strong emphasis on tourismand warm hospitality. Being only afew hours flight from most Europeancapitals, Montenegro today is an accessible, friendly and astonishing attraction.

Historical sites and untouched natureare not the only things that can be admired in Montenegro. New attrac-tions are also being developed. In the bay of Tivat “Porto Montenegro”,one of Europe's most prestigious and well-designed marinas is forminga unique and world-class complex.The initiator of this innovative projectis Peter Munk, one of Canada's mostsuccessful industrialists. Apart from a giant modern marina with close to700 berths, an 18-hole golf coursenearby, an exclusive housing and business complex and comprehensiveinfrastructure are also planned.

Montenegro is continually extendingits offerings in nature and activity-based tourism. These include confer-ences, congresses and incentive tours,wellness holidays to compliment citysightseeing and shopping. Visitors arebeing welcomed to environmentallydesigned “Wild Beauty” resorts with a traditional ambience on the bound-aries of Montenegro's four NationalParks. Just outside our National Parks,innovative holiday villages, integratedinto the natural environment, areplanned. Montenegro has much to offer to thenautical tourist. Apart from manysmall private moorings in front of taverns and hotels, the larger marinasoffer an increasingly large number of berths. This is in response to the international boating public’s morediscerning tastes. Presently Monte -negro has 2,000 berths for boats,yachts and mega-yachts. The demandfor moorings is predicted to double in the near future (within two years)due to increase demand for permanentand visitor berths. Yacht charter com-panies boat hire stations are includedin this demand and are located in Bar,Budva, Kotor and Herceg Novi.

The Adriatic Sea is a water paradisewith three typical meteorological con-ditions: humid weather with warmsoutherly winds, dry weather withcooler northerly winds and clear stable weather with north-westerlywinds. The southerly winds in theAdriatic Sea are called Scirocco orJugo. On the coast, strong katabaticwinds from the northeast, known asthe Bora, can occur for several hoursor occasionally even for several days.

In the glorious summer months thewind on the coasts of Croatia andMontenegro are mainly characterisedby local conditions that bring land and sea breeze circulation. Thereforeduring the day moderate northwesterlywinds develop that decrease to wardsthe evening. The Burin at night andthe Meastral (Mistral) or the Smoracduring daytime belong to the fairweather winds. The Burin is a landbreeze (the mainland air cools down at night quicker than the air out atsea.) The Meastral or Smorac is a sea breeze (the mainland air heats up quicker that the air out at sea).

An indication for deterioratingweather conditions (the Jugo) are cir-rus clouds coming from the west, theabsence of Burin and Maestral, denseclouds in front of the sinking sun andpale, yellowy or yellow-green sunsets.Another indication for the Jugo is adark horizon to the southeast and aslow falling of the barometer. A signfor the Bora is the Bora cloud rotor.The Newera is one of the thunder-storm winds in the Adriatic region, but these are rare in the summer. Likeother parts of the world, Montenegrois not without unpredictable water-spouts, and these can develop fromlow clouds with a dark underside.

A multitude of bays can be foundon Montenegro's coast many withnumerous small mooring facilities.These are always idyllically lo-cated, inviting the sailor to makefast. The following descriptions arerestricted to the Montenegrin mari-nas and harbour facilities that alsoprovide land-based tourist services.The order of the harbour sites listedcorresponds to the numeration inthe charts.

Herceg Novi was founded in 1382 and has an attractive historical towncentre. Two market places, severalchurches, a thriving culture, the mari -na and its boardwalk, and the oldfortress are the main attractions of thetown. Worth seeing is the Clock Towerbuilt by the Turks in 1667 which nowforms part of the city charms on themain square and the abbey of Savina(with a small church built in 1030 aswell as a large church) which also runs a hostel with a museum. Onlyabout 6 nm away the Blue Grotto isanother attractive place for excur-sions. Not far from Herceg Novi is the internationally renowned Spa Igalo that is a 20 to 25 minute walkalong a thriving boardwalk full ofcafes, restaurants, bars, shops, tavernsand tourist gift outlets. For guided and well-serviced kayak experiences, contact Kayak Montenegro. Racing regattas can be viewed at close quar-ters from anywhere on the waterfronteach summer weekend.

Nautical Information

A speed limit of 12 knots is in effect in the bay of Kotor. In the narrows ofKumbor the speed limit is 8 knots. Aminimum distance of 50 metres has tobe kept from the shore of Kumbor. InChannel Verige the speed limit is also8 knots and stopping is prohibited.

The harbour of Herceg Novi is a popu-lar destination for nautical tourismwith more than 1,000 yachts visitingHerceg Novi annually. A sailing clubuses part of the harbour privately andanother part of the harbour is used ex-clusively for traditional fishing boats.Additionally a show basin for publicevents such as swimming and water

polo is integrated into the harbour. On the inner side of the historicalbreakwater, moorings are provided foryachts allowing room for approxi-mately 20 to 30 visiting yachts up toabout 25metres in length. The pier isequipped with electricity and freshwater supply. Both utility charges arecalculated separately to marina berthcharges. All other supply facilities,such as supermarkets and retail shops,can be found in the town above theharbour. Fuel is available at the inner-most part of the port. A busy restau-rant is located on the south breakwaterand additional restaurants are nearby.In southwesterly winds berthing in the harbour is disturbed due to the formation of a short chop. The fetchhere is about 1 nautical mile so con di-tions only become unacceptable inwinds over 15 to 20 knots. Customsclear ance is possible at a pier 1.5 nmfurther into the bay in Zelinika. A shipchandlery is located on the waterfrontnear the sailing club.

Zelenika is the most recent built smalltownon the Riviera of Herceg Novi. It developed 100 years ago around the most southerly train station of the former Austro – Hungarian Empire.Zelenika is a lively small town and offers the possibility of private accommodation. The village Meljineis close to Zelenika and offers a time-honoured Venetian military hospitaland a small hotel on the beach. The region of Zelenika and Meljine is thequiet alternative to Herceg Novi,which is frequented by many tourists.

Zelenika is one of several places forcustoms clearance. In adverse weatherconditions, a special arrangement ispossible for clearance from Zelenikadue to exceptional circumstances.Making fast at the customs pier at Zelenika, which is open to the south-west, is not possible in south andsouthwesterly winds. It is possible to obtain permission to continue toHerceg Novi, Kotor or Porto Mon-tenegro after conferring with thecustoms office at Zelenika by phone.

Porto Montenegro is located at theforefront to Europe’s “southernmostfjord” - within the Bay of Kotor, nearthe town of Tivat and is easily accessi-ble by air from anywhere in Europe.This development is spearheaded byCanadian gold-mining entrepreneurPeter Munk in partnership with a consortium of international entrepre-neurs (and yachting enthusiasts) thatincludes Lord Jacob Rothschild,Nathaniel Rothschild, Bernard Arnault,Oleg Deripaska and Sandor Demjan.The development is on the easternshore of the bay and runs almost onekilometre along the coast. It occupies a site that from the 1880’s until 2006was used as a base and shipyard for theAustro-Hungarian, and then Yugoslavnavies. That it has been used as a navalbase for more than a century is testi-mony to its ability to provide a safehaven for vessels of all types and sizes.The project will transform a defunctnaval dockyard into a state-of-the-artmarina and residential community centred on nautical lifestyle.

The vision for the development isgrand indeed: to rival Antibes, Monacoand Porto Cervo as the premier port for luxury yachts. As an official port ofentry, Porto Montenegro will representthe pivotal point of maritime leisureand living in Montenegro and TheAdriatic. Central to the rest of theMediterranean, it will also be a majorfocal point for yachting. The amenitieson offer comprise the most extensiverange conceivable. From lodging toshopping to entertainment and culture,Porto Montenegro has been designed to provide an unique and prestigiouslifestyle based on proximity to the sea.This marina will transform Tivat intoan international centre of nauticaltourism and put Montenegro on themap for all aspiring travellers.

Located between Venice and Corfu, in the heart of the Mediterranean and in the centre of one of the most com-pelling cruising destinations in theworld, Porto Montenegro is expected tobe a must-visit destination for yachts

during its soft opening in the summerof 2009 and is sure to be home to someof the most magnificent yachts afloat inyears to come. To date, the refurbish-ment of two massive jetties has beencompleted, and 85 berths are available.Ground has already been broken on the first residential building, „Teuta“,scheduled for completion in the sum-mer of 2010.

Perhaps the most significant of PortoMontenegro’s offerings are its berths.With the first phase of constructioncompleted, the port is well on the wayto providing over 650 berths on 20metre-wide jetties, for yachts rangingfrom megayachts (150m) to productionyachts. Over 130 of these berths will behome to yachts greater than 24-metresin length, the most coveted in Europe.Depths vary from 4.5 to 16 metres. The harbour is very large with a well-protected entrance and is completelysheltered from wave action by break-waters. Its position within the Bay of Kotor means that yacht owners canbe assured their asset is perfectly pro-tected from the elements, year round.

Facilities include fuel berths, marinaberths, a marina club, megayachtberths, superyacht harbour. Electricityand water to cater for the largest yachtsto smaller boats, complete wifi accessand all communication needs are onhand. Porto Montenegro is located tenminutes by boat from the state-of-the-art Azalea Maritime Training Centre,which offers basic and advancedSTCW95 courses year round, includingthose on safety, medical response, engineering and the English language.

The services planned within the portare truly second to none and this levelof service will be reflected in theamenities delivered at the marina resi-dences. Adding weight to the PortoMontenegro offering will be a brandedfive-star hotel with 150 rooms on PortoMontenegro’s waterfront and is sure tobring an additional level of sophistica-tion to the development. These will in-clude residential townhouses and villas

accommodation, an internationalschool, nautical museum, shoppingcentre, fresh food markets, restaurants,bars, cafés and a casino. Luxury retailstores and designer boutiques areplanned around Venice square. A su-peryacht refit and repair facility are inclose vicinity to the yacht harbour.Porto Montenegro will have a vibrantand exciting nightlife along the quay-side next to the marina, in its townsquares and along its main street. Resi-dents will have also access to a plannedprivate yacht club, tennis courts andplanned championship 18-hole golfcourse nearby. The village’s masterplan also includes. This is the vision ofcreating a nautical community com-plete with every imaginable necessityand desire for yacht owners.

Designed in a style that is sympatheticto the architecture of the historic vil-lages that line the Bay of Kotor, PortoMontenegro promises to maintain adistinctly local aesthetic, reflecting thecharm of the neighbouring towns ofPerast and Kotor, with their small piazzas, enchanting alleys and windingcobblestone streets. Porto Montenegrowill also feature a contemporary pro -menade of seaside restaurants, cafes, bars and boutiques.

The nearby town of Kotor is wellknown for its youthful energy andpacked bars, and the Budva Riviera, 13 kilometres to the south is home toseveral nightclubs. For more of a night-club experience, Maximus, in Kotor, isquickly earning a reputation as one ofthe best clubs in the Adriatic and fea-tures well-known international DJs andsouthern Europe’s most popular bands.With a capacity of 3,000 patrons, it isinvariably full each night during thesummer season and on weekendsthroughout the year. Porto Montenegro can be reached byplane within a two hour flight frommost European capitals to one of thethree international airports (Tivat, Podgorica and Dubrovnik). The private Marina Prcanj is locatedapproximately two nautical milesnorth of Kotor on the west shore of the fjord. The marina provides a new lybuilt concrete jetty for 35 yachts. Middle sized yachts up to 15 metrescan moor here with electricity andfresh water supply provided. Three-phase power is available for a limitednumber of berths. Behind the pier is a small basin in which only smallyachts can berth. The water depth is 4 m quickly decreasing towards theinner basin, although some outerberths have depths up to 6 m. The marina provides an 18 ton travel lift.Sanitary facilities are in the marinabuilding. Winter berthing for 6 - 8yachts up to 30 m is also available.Two excellent hotels with qualityrestaurants are close to the marina.

The 2,000 year old town of Kotor isthe pearl of the Kotor bay and one of many beautiful costal towns alongthe foot of the majestic mountainranges of Mount Orien and MountLovcen. The origins of Kotor dateback to the 7th century. Over the cen-turies Saracens, Turks, Venetians andItalians have left their footprints.

Kotor has been a cultural centre aswell as a centre of seafaring since time immemorial. Under the influenceof the Republic of Venice importanttrade routes crossed here for centuries.The town is protected by the moun-tainous hinterland. A mighty defencewall jutts from the cliffs, built duringthe Byzantine period. Many historicalbuildings, affected by an earthquake in the 1970s, can be found in the town. The maritime museum in the old town harbours many importantartefacts from ancient seafaring times.Here documented evidence of the im-portance of harbour towns such as the neighbouring town of Perast, the most important Mediterranean harbour town of the 18th century are displayed.

The harbour is located at the end ofthe Kotor bay and provides berthingon the south side of the main pier. The harbour of Kotor is a populartravel destination for tourists. The harbour is operated all year-round and provides electricity and freshwater. The main pier provides good facilities for large cruise ships.

In the southeast of the harbour, behindthe floating jetty of the MontenegroCharter Company, berthing exists for 30 yachts in a maximum depth of 3 m of water. The annual Kotor BoatShow underscores the claim of theharbour town as a nautical centre fortourism. The northern pier is desig-nated as customs pier. It also servesfor commercial shipping and cruiseships. The southern part is the yachtpier. Mooring lines are available aswell as pillars for electricity and freshwater supply. Opposite the entrance to the old town the Montenegro Charter Company runs a floating jetty with fresh water and electricity

supply. Visitors can berth here for aharbour fee after consultation with the company. Despite autumn or fallwinds from the mountains berthing at the pier is safe and calm. A fillingstation is located in the northern partof the pier. Good shopping facilities as well as numerous restaurants can be found in the town. In the earlymorning hours the eclectic town wallmarket is held, primarily with freshfruit, vegetables, eggs and meats in-cluding fresh poultry and fish.

A supermarket is situated about 300metres south of the market. Many further small piers or harbours suitablefor yachts are situated on the southernshore of the bay.

Budva is the unequivocal touristcenter of Montenegro. Over thecenturies the former diocese of Budvawas under the rule of the ByzantineEmpire and under Roman, Turkish,Venetian, and Austrian rule.Stari Grad - the old town of Budva - is beaming with boutiques, cafesand restaurants. A defence wall hassurrounded the town since the endof the 15th century. It has had a land-side gate as well as a seaward gate.The Cathedral St. John Baptist trea-sures Italian-Cretan icons and paint-ings of the Venetian school. Theother churches and abbeys also keepnumerous art treasures safe.

Budva is a safe, well equipped andvideo monitored marina which iswell frequented during the summermonths. Berths for yachts up to65 meters are located on the northpart of Stari Grad of Budva.

Bar is also called the MontenegrinPompeii and accommodates approxi-mately 600 interesting historical andcultural sites and objects from all periods. Furthermore Bar is a fashioncity with many music, theatre and literary events. The palace of KingNikola in Topolica, the former sum-mer residence of the Petrovic royalfamily, now accommodates the mu-seum of local history. In the palacehall exhibitions, receptions and concerts are also held.

One of the world oldest olive trees,more than 2,000 years old, can be visited in Bar. The market offers themost diverse range of the country'sproducts with friendly farmers happyto barter. The largest underwater cave on the Montenegrin Rivera, theMikoljic Cave, is in Volujica and attracts scuba divers.

Marina Bar, at present Montenegro'sonly full service marina, is a year-round Port of Entry. It offers safemooring to yachts. The harbour is divided into two areas. The largersoutherly area, which is the industrialharbour of Bar, services general cargo, bulk cargo and containers. Ferries especially from Italy, regularlyaccess the industrial harbour. Part of the southerly harbour area is used for storing yachts (storage hallsand open space with approximately250 storing places).

The harbour area that borders to thenorth is used as a marina and offersapproximately 410 berths. It isequipped with a mobile: 250-ton travellift and a 50-ton crane. The marina isopen all year-round and has 8 jettieswith the 5 furthest east offering moor-ings, electricity and water. Local boats(some of them fishing boats) occupythe eastern part of the marina.

Customs and police offices are located in the ferry terminal that separates theindustrial harbour from the marina.Apart from the marina reception, thetoilet and shower facilities are also located in the ferry terminal. The harbourmaster's office is located in aresidential house east of the harbour.The filling station is on the head of the northern breakwater. The Port Authority is located approximately500-metres from the harbour.

Entry requirements for EU-Citizens

EU-Citizens who travel to Monte negro need a passport and they are entitled to stay for up to 90 days with-out a visa. Passports and child's traveldocuments must be valid for at leastthe duration of stay. If the stay islonger than 90 days a stay permit hasto be applied for.

Entry by Sea/Vignette

Beginning in 2009, vessels may pur-chase a vignette that allows unlimiteduse of Montenegro’s navigable watersfor periods from one week to one year.Under a vignette, a captain may suc-cessively alter its passenger list up to four times.

Entering Montenegro a foreign flag ged yacht must directly approach the closest port of destination (Zele -nika, Kotor, Budva from 1st May to 1st November and Bar and Porto Monte negro all year-round) for clear-ance. In strong south or southwestwinds it is not possible to make fast in Zelenika. In this case it is possibleto proceed to Herceg Novi, Kotor orPorto Monte negro with the approvalof the customs in Zelenika.

According to this newly enacted YachtLaw, the skipper must present a crewlist with detailed information on allcrewmembers aboard, valid ship's papers, Captain’s boating licence andthose of the crew in accordance withthe regulations of the state of theyacht's flag, proof of insurance andproof of ownership or a charter con-tract for the yacht. People who are notlisted on the crew list are not allowedon board when cruising. After success-ful clearance a vignette is issued andshould be clearly displayed on theyacht. With the purchase of the vig-nette the yacht has permission to sailthe territorial sea, inland sea area,rivers and lakes of Montenegro for periods varying from a week up to one year. The Vignette counts as proof

of clearance, as proof of the yacht’sseaworthiness and that the lighthouseand administration fees have beenpaid. It is valid from the date of issue.

Exclusions

Yachts that call up a harbour or otherlocation for repairs, that participatein a regatta or are on display andparticipating in boat shows do notneed a vignette, if the organizers havenotified Harbour Master’s Office orBranch Office at least 48 hours priorto beginning of the competition or fair.

The Vignette fees are differen-tiated according to the period of validity required and the size of the foreign yacht (prices in Euros, updated in 2009):

The skipper or captain of a foreignyacht that has been cruising Montene-grin waters has to obtain clearancefrom a harbour that is open to interna-tional traffic before leaving Montene-grin waters. The crew and passengerlist has to be confirmed by the authori-ties. After outward clearance the yachtand passengers and crew must leaveMontenegrin waters within 24 hours.

Cruising restrictions

Following cruising restriction apply to the Gulf of Kotor:• In the Kumborski Tjesnak

(The Narrows of Kumbor) thespeed limit is 8 knots. A minimumdistance of 50 m has to be kept to the shore of Kumbor

• In Prolaz Verige the speed limit is also 8 knots and additionallystopping is prohibited.

Swimming

Swimming outside of marked bathingzones is strictly prohibited. The sameapplies for a distance greater than 100 m from natural banks.

Compulsory Insurance Coverage

The “Law on Yachts” which has beenin force from 2008 requires the proofof third party (personal and property)insurance when applying for a vig -nette. The amount of the insurancesum is not specified. Onboard ding -hies are included in the insurance ifthey are listed in the ship's papers.Otherwise a separate insurance policyis needed for dinghies. For yachtsunder foreign flag, the “Blue Card”(Germany) or similar policy hasproven invaluable. This is an in-surance certification issued for yachtssailing abroad.
