While the window of opportunities continues to widen for the Oil and Gas industry, creating immense and substantial prospect for African countries to utilise prevailing hydrocarbons resources to transform regional economies and create growth opportunities. Recent exploration success rates and findings of hydrocarbons resources in Eastern Africa have raised investor’s interest and drawn attention of International Oil Companies (IOCs) into the region. However, the development of facilities and performance of Oil & Gas industry continues to lag behind and present major growth challenges. In addition, overall regional production in the last decade has declined, revealed abject performance and depleting production facilities in West Africa continues to affect output. To date, development or upgrade of crude oil processing and Liquefied Natural Gas (LNG) infrastructure whether in mature fields such as West Africa and issuing of new E&P licenses in the frontier markets lags behind as the global energy market landscape shift. These projects to expand or develop new facilities are habitually late or way over budget, fail to deliver their production promises or remains on papers. Production shortfalls, changes in regulatory policies, low appetite to harness sustainability, local beneficiation and inclusiveness; rising environmental issues due gas flaring and oil bunkering; rising risks and poor Health, Safety and Environmental (HSE) management records; in addition to inadequate local professionals to drive industry growth are all too common factors.
