So What Is The Problem From The Sport Side
• A confusing approach exists to the importation of horses in very many countries – highlighted by the sports rapid expanison
• Often no concept of the temporary importation of equines that will
leave the country soon after competing and that must be healthy to compete
• There is often no consideration by Governments of the high levels of supervison of these performance horses
• Where quarantine or disease testing is required, it is often very variable and does not understand the needs of performance athletes
FEI Sports Forum, 8-9 April 2013, IMD Lausanne
So What Is The Problem From The Government Side
• There has been a failure by the sport horse industry to explain how it protects the horse • Hence there is little understanding of government officials about high performance sport
horses and they have no official category for them to be put in • There is no recognised industry wide approach to biosecurity and planning for disease
outbreaks - NO CLEAR COMMON APPROACH
In order to protect the competing horse In order to protect the investment in events In order to protect the national herd of a countries horses
• There is a mistrust by governments of horse ID and movements that are not easily traced
• There are few equine disease tests officially recognised by the OIE for the purposes of trade
• There has been a lack of a unified approach that has allowed confusion to appear
FEI Sports Forum, 8-9 April 2013, IMD Lausanne
Biosecurity
Biosecurity measures are designed to reduce the likelihood of introduction of a disease on to an establishment, to an event, to a training centre, a region or indeed a country. Biosecurity refers to the very simple management practices and procedures that can reduce the risk of infectious disease outbreaks. Biosecurity is about reducing the risk of disease and its impact on your business and the health and welfare of your horses. Examples
Not mixing new horses to a yard until after a period of time – isolation stable Avoiding shared water troughs Ensuring vaccination Separate staff looking after sick horses Hand washing after handling a horse that is not yours

What Needs To Be Done?
• There must be a clear unified approach is needed to the movement of the
high performance horses under a high degree of veterinary supervison
Need for OIE guidelines that create an official category that best describes the high health high performance horse (HHP)
There must be an agreed supporting culture of biosecurity that protects equine sport at all levels
• There must be investment in providing official OIE tests for the purposes of
trade between countries • But most of all there must be much greater levels of understanding by
governments by having closer working together with National Federations
