DEADLINE FOR FULFILMENT OF CORE CAPACITIES:
15 June 2012 – subject to first extension June 2014
Deadline for fulfilment of core capacity requirements is 15 June 2012
Option for an initial extension for 2 years, with relatively simple procedures
Key IHR text (Arts 5, 13):
Following the assessment referred to in Annex 1A.2 “a State Party may report to WHO on the basis of a
justified need and an implementation plan and, in so doing, obtain an extension of two years in which to
fulfil the [core capacities] obligation in paragraph 1 of this Article."
"the State Party that has obtained an extension shall report annually to WHO on progress made
towards the full implementation."
The IHR put the responsibility for initiating and fulfilling the procedure on the State Party. WHO
is not mandated to make any determinations regarding which States require an extension.
