TC106 Overview
Purpose :
To prepare international standards on measurement and calculation methods to assess human exposure to electric, magnetic and electromagnetic fields (0 Hz to 300 GHz).
note: establishment of exposure limits is excluded
New Strategic Business Plan
TC106 November Plenary aconfirmed a 5 year Strategic Business Plan to 2020 which will see Wire Power Transfer, the internet of things, 5G and a truly connected world
Market relevance
TC106 standards will touch nearly every aspect of the domestic, industrial, consumer and business world by 2020 making our SBP very important to ensure we deliver efficient compliance assessment standards for the future technologies

Key themes & initiatives
To ensure TC106 continues to deliver quality standards in a timely and efficient manner, the chairman introduced 3 key themes as a focus to help guide the new work program.
▪ Developing new ideas and initiatives in TC106

▪ TC106 will also participate in the IEC Young Professionals
development program

▪ IEC 62209-1 Edition 2.0 Procedure to determine the specific absorption rate
(SAR) for hand-held devices used in close proximity to the ear (frequency range of 300 MHz to 3 GHz)

▪ IEC 62209-2 Edition 1.0 Procedure to determine the specific absorption rate
(SAR) for wireless communication devices used in close proximity to the human body(frequency range of 30 MHz to 6 GHz)*

▪ Next Steps
- Unification of Parts 1 & 2 in 2017- FDIS of Unified standard by end 2018- MT1 will prepare the request document with the technical background and rationale for adual logo standard in due course. Dual logo is already voted in favor in ICES TC34 for IEC62209-1, -2 & -3 standards.
▪ IEC 62209-3 Human models, instrumentation, and procedures –Part 3: Vector
probe systems (Frequency range of 100 MHz to 6 GHz)
Next Steps
- Significant interest from SAR instrumentation manufacturers towards this activity- IEC 62209-3 CD/CDV and PAS by mid 2017- FDIS during December 2019 at the latest- PT62209-3 will consider writing a proposal for Dual logo standard

2.0 W/kg averaged over a 10 g of tissue volume, the limit in a

TC106 – Ad Hoc Groups
AHG6 – EMF Guide
▪ Purpose – to provide guidenace for developing consistent and quality
standards for the assessment of human exposure
▪ Initial PlansTC106 Ad Hoc Group 6 has been active to prepare base draft. The team
met on 8th Oct 2015 where the draft the generic approach of the Guide
and structure of the Guide were discussed. The first draft was shared
within AHG6 in May 2015 and the second draft in Oct 2015.
▪ Work program (draft by August 2017)There are four focusing groups in the team, Low frequency range, RF
frequency range, uncertainties aspects, and medical applications. The
contributions are mostly discussed within smaller groups and
incorporated in the darft after being discussed in the team. Most of the
discussions are carried out during telcos and next face to face meeting
is planned for May 2017.
▪ ACEC has agreed to own the guide

TC106 – 5G & mmWave Technology
Overview
Given the rapid development of the 5G technology, it is recognised that
compliance assessment procedures will be required before the 5G technology
specifications from 3GPP are finalised in 2020.
IEC 62209-1 covers the frequency range 300 MHz to 6 GHz for SAR assessments
from devices.
A new standard for device compliance assessment is required for the mmWave
frequencies that will be used by 5G
Strategy - To achieve this, TC106 agreed on the following strategy
▪ Technical Report in 2017 that specifies the generic high level measurement
requirements for devices.
▪ Full International Standard by 2019 for devices using the Technical Report as
the starting point.
▪ Networks and Base Stations – the revised 62232 ED2 extends to 100GHz, and
MT3 will prepare a TR with 5G case studies demonstrating assessments

Purpose – Prepare a Technical report for the Measurement procedure for the
evaluation of power density related to human exposure to radio frequency fields
from wireless communication devices operating between 6 GHz and 100 GHz
▪ Convenor – Mr Davide Colombi (SE)
▪ Current Status - established in December 2016
- membership of 25 experts
- 3 face to face meetings and 6 teleconferences scheduled in 2017
- will deliver TR in October 2017
This is an example of TC106 developing a new collaborative
strategy to meet the ’speed to market for standards development’
