William O’Neill

Director of the Confl ict Prevention and Peace Forum (CPPF) in New York, William O'Neill has specialized in humanitarian law, human rights and refugee law. Having worked on the areas of judicial, police and prison reforms in Burundi, Liberia, Sierra Leone, South Sudan, Timor Leste, Nepal and Bosnia-Herzegovina, O' Neill has written extensively on peacekeeping and peace-building. He has also developed and taught courses on human rights, rule of law and peacekeeping for several peacekeeping training centers at various

institutions including United Nations and government-sponsored training centers chiefl y participated by senior military, police and humanitarian offi cials from different countries. In 2008, O'Neill was appointed as the visiting professor of law and International Relations at the ScuolaSant’Anna, Pisa, Italy’s premier graduate faculty in public affairs to teach a course on civilians in peacekeeping operations. He has also published widely on rule of law, human rights and peacekeeping, including, Kosovo: An Unfi nished Peace and Protecting Two Million Displaced: The Successes and Shortcomings of the African Union in Darfur.

Marc Limon

Presently, Marc Limon is executive director of the Universal Rights Group (URG) -- a think tank on international human rights policy. Notably, he holds an experience of serving as a diplomat at the United Nations Human Rights Council from 2006 to 2012. Before his entry into the diplomatic service, Marc worked as a government relations consultant in Brussels, advising a range of corporate and public clients on EU external relations, human rights, trade and environmental policy. He has also written extensively

on the international human rights system. He holds Masters degrees from the University of Cambridge (UK), Katholieke Universiteit Leuven (Belgium) and the Libre Universite de Bruxelles (Belgium).He negotiated agreements and resolutions in the context of the United Nations Framework Convention on Climate Change (UNFCCC), the Economic and Social Council (ECOSOC), the World Trade Organization (WTO), the United Nations Conference on Trade and Development (UNCTAD), and the Global Platform for Disaster Risk Reduction (UNISDR).

Ashley William Gois

Mr. Ashley William Gois is the Regional Coordinator of the Migrant Forum in Asia (MFA), a regional network of migrants' organizations, NGOs, advocates, grassroots organizations and trade unions. The network promotes rights and wellbeing of migrant workers and members of their families. Mr. Gois also chairs Migrants Rights International (MRI), an international non-government organization with consultative status with the UN Economic and Social Council (ECOSOC). He has been working closely with UN Treaty Bodies, with the Offi ce of the High Commissioner on Human Rights (OHCHR) and the Committee on Migrant Workers and other special mandates. Over the last twenty years, he has been at the forefront of international advocacy efforts engaging and infl uencing international and multilateral organizations to promote equitable and fair migration and development policies, one of which is engaging the Global Forum on Migration and Development, the only annual global platform that brings governments together to discuss migration and development.

Priscilla Hayner

Priscilla Hayner is a member of the United Nations Standby Team of Senior Mediation Advisers, focused on transitional justice and process design. She has worked in the fi eld of transitional justice for many years, co-founding the International Center for Transitional Justice in 2001 and publishing widely on truth commissions and other justice issues. She published her fi rst book, Unspeakable Truths: Transitional Justice and the Challenge of Truth Commissions, in 2001, with a second edition in 2011. She is now focused on justice and accountability in the context of peace negotiations. She previously served as transitional justice adviser to the Centre for Humanitarian Dialogue, the Norwegian Ministry of Foreign Affairs, and the Kenyan National Dialogue, and has provided support for peace negotiations in the Central African Republic, Colombia, Cyprus, Kenya, Yemen, and elsewhere. Her second book, The Peacemaker’s Paradox: Pursuing Justice in the Shadow of Confl ict, was released in early 2018.

Dr. Sev Ozdowski

Since 2006, Doctor Sev Ozdowski is a director for

Equity and Diversity in Western Sydney University

and adjunct professor for Centre of Peace and

Confl ict Studies at University of Sydney. He was the

Australian Human Rights Commissioner and Disability

Discrimination Commissioner at the then named

Human Rights and Equal Opportunity Commission

from 2000-2005. He has also headed the Offi ce of

Multicultural and International Affairs in South Australia for fi ve years, and

since 2006 is the President of the Australian Council for Human Rights

Education. Dr. Ozdowski graduated with a Master of Laws (LLM) and Master

of Arts (MA) in Sociology from Poznań University, Poland and with a Doctor

of Philosophy (PhD) from the University of New England, Armidale, New

South Wales. In 1984 he was awarded the Harkness Fellowship for post-

graduate work at Harvard, Georgetown and Berkeley Universities in USA

(1984–86).

Sona Khan

Sona Khan is a former judge and now practices as

an Advocate before the Supreme Court of India.

She is a distinguished legal scholar, especially on

Islamic jurisprudence and is an advocate of women's

empowerment through the law. She was instrumental

in the landmark Shahbano case, which raised the issue

of how to weigh a woman's rights to maintenance after

divorce against India's separation of civil and religious law.

Khushi Kabir

In 1972, immediately after the liberation of Bangladesh,

Khushi joined one of the fi rst Bangladeshi NGOs and

became the fi rst woman to be based in the fi eld to live

and work with rural marginalized women and men,

in some of the most remote areas of Bangladesh. In

1980 she joined NijeraKori as Coordinator, a national

level NGO working with 2,37,787 rural women and

men in 1366 villages. NijeraKori believes in creating

strong autonomous organizations of the rural poor to assert their rights and

ensure their entitlements as citizens. Khushi is passionately involved in

promoting gender equality, rights of women, indigenous peoples and other

marginalized communities; land and water rights, secularism, environmental

justice, food sovereignty, ensuring democratic values and accountability at

all levels. Khushi is a graduate from Dhaka University in Fine Arts (Painting

and Drawing). Khushi coordinated OBR in Bangladesh in 2013.

Vrinda Grover

Identifi ed by TIME magazine as one of the 100 most infl uential women in 2013, Vrinda Grover is a lawyer and human rights activist and has made signifi cant contributions to the women's rights movement in India. She has actively dealt with domestic violence cases and cases involving sexual minorities. Grover has also represented victims in the SoniSori rape case, and has been infl uential in the drafting of the Criminal Law Amendment of 2013, the POCSO Act 2012 and the Prevention of Torture Bill, 2010.

Raja Devasish Roy

Raja Devasish Roy, is a Bangladeshi politician, lawyer

and activist. He is a member of the United Nations

Permanent Forum on Indigenous Issues as well as

being the current titular Raja of the Chakma Circle,

Bangladesh's largest indigenous community. Devasish

Roy is a Barrister by profession and served as a Special

Assistant to the Chief Advisor of Bangladesh (Head of

the Interim Government). He has been practising law in

the Dhaka District Court since 1988 and in the Supreme Court of Bangladesh

(High Court Division) since 1991. Raja Devasish Roy holds membership of

many international, national and local voluntary organizations dealing with

indigenous peoples’ rights, human rights, development and environment.

He has conducted research on human rights, indigenous peoples’ rights,

constitutional and administrative law, land rights, forestry, environment,

culture and development.

Hon. Justice Sapana Pradhan Malla

Justice Sapana Pradhan Malla is the Judge at the

Supreme Court of Nepal. In 2008, she was the joint

winner of the Gruber Prize for Women’s Rights. She

has been appointed as a member of the Committee

Against Torture (CAT) 2014-2017 term. Before her

appointment as judge of the Supreme Court of Nepal,

she was involved in almost all leading public litigation

in that country, including cases as legalization of

abortion, criminalization of marital rape, and equality in marriage and family

law. Justice Malla has worked as the president of the Forum for Women, Law

& Development and vice president of the Legal Aid Consultancy Center, and

has served as the National Coordinator for the South Asian Women’s Law

Association.

Prof. Dr. Yubaraj Sangroula

Dr. Yubaraj Sangroula is the executive director of

Kathmandu School of Law (KSL). Has been teaching

Jurisprudence (from human rights and development

perspective), Human Rights, International Law, and

Professional Ethics and Trial Advocacy at Kathmandu

School of Law and Nepal Law Campus for last 26

years. In 2011, he was appointed as Attorney General

of Nepal. Also he has experiences of having worked

as Convener of the High Level Taskforce for Reforms of Security Agencies

of Nepal, 2009, the body constituted by the Cabinet in order to remodel the

policing system in Nepal, including criminal justice system. He also headed

the Bar Council of Nepal in 2011.

CK Lal

Mr. CK Lal is a columnist for the Republica and the Nagarik Dainik newspapers. For over a decade, he has been writing regularly for the Nepali fortnightly newsmagazine Himal Khabar patrika. He has also contributed to the Himalaya Times, the Kathmandu Post and several other newspapers including Indian publications. In 2006, he was voted the most infl uential columnist of Nepal. He was an Asia Leadership Fellow in 2008 at the International House of Japan and a Poynter Fellow at Yale University in 2013. Lal’s current areas of study include the notion of nationality, functioning of the media, democratization of society, and institutionalization of inclusive democracy in multi-ethnic countries.

Prof. Dr. Surya Dhungel

Dr. Surya Dhungel is a senior advocate and has served

as a constitutional legal advisor to the President

of Nepal. He has served in the United Nations

Offi ce of the High Commissioner for Human Rights

(UNOHCHR) in Cambodia from 1999 to 2006. In

2004, he was seconded to the United Nations Mission

in Liberia for two years as Rule of Law Adviser. He

has also contributed to the constitution building

support program of UNDP Nepal as Senior Project Manager for 18 months.

He has co-authored two leading books on the Nepalese Constitution and

legal system in English, and published several articles on contemporary legal

issues. He is the member of Kathmandu University School of Law Planning

Advisory Committee.

Dr. Bipin Adhikari

Dr. Bipin Adhikari is an expert of constitutional law

and Dean of Kathmandu University School of Law. He

teaches Constitutional Law and Federalism. Adhikari

is involved in numerous legal reform programs and

institution building issues in Nepal. He is also set to

implement the Masters by Research Programme of

Kathmandu University School of Law in the area of

Corporate Law, International Trade Law, International

Investment Law, Intellectual Property Law and Energy and Infrastructure Law.

Adhikari is a member of Supreme Court Bar Association. He was conferred

the title of "Senior Advocate" by the Supreme Court in August 2017. Adhikari

is also a member of Nepal Bar Council Legal Education Committee.

Dr. Bhaskar Gautam

Dr. Bhaskar Gautam is a PhD from Kyoto University,

Japan. He is also the member of Research Committee,

Masters in International Relations and Diplomacy,

Tribhuvan University. He is a visiting Faculty,

Masters in International Relations and Diplomacy,

Tribhuvan University. Dr.Gautam has been working

as a researcher in Martin Chautari, Nepal for past ten

years. He has edited and co-edited several books and

has contributed articles in various books and journals. Social movements,

revolutions, livelihoods, sociology of knowledge, and media are his areas

of studies.

Dr. Renu Adhikari

Dr. Adhikari is a founding chairperson of Women

Resource Centre (WOREC) and the National Alliance

of Women Human Rights Defenders (NAWHRD),

and a founding coordinator of the Alliance Against

Traffi cking in Women and Children (AATWIN).

Dr. Adhikari has served in a number of high profi le

appointments, including National Rapporteur against

traffi cking in women and children for the National

Human Rights Commission, Nepal and as adviser of the gender-based

violence unit within the Offi ce of the Prime Minister and Council of Ministers

Nepal in 2010. Most recently, she was appointed as a member of the high

level investigating committee on the key cases of violence against women

in 2013.

Akhilesh Upadhyay

He is the Chief Editor of Nepal’s leading English-

daily newspaper ‘The Kathmandu Post’. Upadhyay

has authored/edited a number of articles, reports

and books. Other than Nepal’s newspapers, he has

also written for international publications, including

The New York Times, New York Newsday, Outlook

(India) and Independent (Bangladesh). A former CNN

correspondent for Nepal, he is regularly featured in

national/regional/international newspapers/TV/radio as a commentator. A

New York University graduate, he has held several high-level positions in

the development sector.

Mandira Sharma

Mandira Sharma is pursuing PhD at the Human

Rights Centre, University of Essex, UK, researching

on transitional justice. She is the leading human rights

activist in Nepal. She is the Founder of Advocacy

Forum, Nepal. She has also received Australian

Leadership Award. She received Human Rights Watch

Defender Award, 2006. For last two decades, she has

been working to promote human rights and rule of

law in the country by monitoring and documenting cases of human rights

violations, challenging cases of human rights violations by initiating advocacy

and litigation both at national and international level. She represents the

perspective of victims of human rights violations from Nepal before the UN

Human Rights Committee and the victims who have brought cases under

universal jurisdiction, including the one in the UK.

Govinda ‘Bandi’ Sharma

Govinda leads ICJ Nepal’s work on human rights accountability and transitional justice. Before joining the ICJ in May 2007 as a legal offi cer in the Asia Pacifi c Programme, Mr. Sharma was member of a high level Detainees Investigation Task Force appointed by the Supreme Court of Nepal. He is a Fellowship recipient at Danish Institute for Human Rights, Copenhagen (Denmark) and International Service for Human Rights,

Geneva. He worked for three years with the Nepal Bar Association as a Vice President. His broad experience includes documentation of human rights violation, transitional justice, legal research, law reform, and national and international public interest litigation. Mr. Sharma received his LLM degree in Human Rights from the University of Hong Kong.

Brabim Kumar

Mr. Brabim Kumar is a writer, political activist, and

a communication specialist, currently serving as the

president of Association of Youth Organization Nepal

(AYON), a national network of youth that unites 92

youth organizations in Nepal. He has a decade of

commitment to youth-led activism in Nepal, which

includes the founding of Creative Youth Society

and a national radio show called Youth Vision, in

2004. Kumar holds a Master’s degree in Sociology and Anthropology,

and a Bachelor’s degree in Environmental Sciences, both from Tribhuwan

University.

Advocate Shankar Limbu

Mr. Shankar Limbu is an advocate. Limbu is a human

rights attorney with the Lawyers’ Association for Human

Rights of Nepalese Indigenous Peoples (LAHURNIP) and

a leader in his fi eld. LAHURNIP provides free legal aid

services and promotes the human rights of indigenous

peoples in Nepal. He is an expert on Social Inclusion.

He has worked as an expert in the National Inclusion

Commission (NIC), Commissioned by Nepal Government.

Comprehensive study on Indigenous Peoples' in state restructuring process was

prepared and submitted to the Nepal Government by NIC. He is currently a PIL

Net Fellow at Columbia Law School.

Suman Adhikari

Confl ict victim Suman Adhikari established Confl ict

Victim Orphan Society for campaign to justice.

Suman Adhikari is the Chairperson of Confl ict Victims

Common Platform (CVCP). He served as a member of

Expert Task Force formed by Nepal Government in

2014, to prepare draft of Disappearance Commission

and Truth and Reconciliation Commission as per the

Supreme Court verdict of January, 2014.

Ram Kumar Bhandari

Ram Kumar Bhandari is a human rights activist of Nepal.

He has led the struggle to secure justice for victims of

Nepal’s confl ict for over a decade. His involvement

with the victims’ movement began when his own father

disappeared in 2001. He has helped to launch the

community Radio station, national network of families of

the disappeared and missing (NEFAD), the Committee for

Social Justice, the National Victims Alliance, the Confl ict

Victims Common Platform for transitional justice and the several community

groups. He has written extensively on disappearances, victim movement,

transitional justice, human rights and nonviolent confl ict in English and Nepali,

and has a range of published and unpublished papers. He is a PhD Researcher

in transitional justice at NOVA School of Law in Lisbon and can be reached at
