Implementation and Training Provide knowledge, instructions and keep the
civilian population well informed. Instruct and train the “first liners”. Provide the best equipment needed for each task (protective gear, decontamination facilities etc.). Train the organizations and professional units
according to the combined doctrine. Conduct table-top exercises, field training and
exercises with all operational elements.

Conclusions:
The goal of this presentation is to support the emergency management planning – to underscore the fact that responders are dealing with individuals = human beings, not with an "incident".
And that the public and all services must work together for the benefit of the public– than we will have protection for our State, City and Infrastructure.
