Areas”

1. SKMM pada Februari 2008 telah meluluskan garispanduan“Guidelines on the Provision of Basic Civil Works for Communications Infrastructure in New Development Areas” (Guidelines)

2. Guidelines ini bertujuan sebagai rujukan bagi pemaju dan sesiapayang terlibat dengan perancangan dan pemajuan kawasan baruuntuk perindustrian, kediaman dan/atau perniagaan

Juga membantu pemaju memenuhi keperluan pengguna bagitelekomunikasi talian tetap dengan menyediakan infrastrukturasas sivil pada peringkat awal pembangunan

3. Guidelines ini perlu dirujuk bersama dengan Akta Komunikasi danMultimedia 1998 (CMA „98), perundangan yang berkaitan, instrumen-instrumen, kod-kod dan garispanduan yang telahdikeluarkan oleh SKMM dari semasa ke semasa

Peranan SKMM Sebagai Agensi Teknikal

1. Pada peringkat semakan permohonan, ulasan teknikal ataumaklumbalas daripada agensi teknikal seperti SKMM adalahkritikal dalam menentukan samada permohonan dilulus, tangguhatau ditolak

2. Dalam carta alir OSC, SKMM sebagai agensi teknikal diperuntukkanselama 14 hari (bagi pembangunan dalam kawasantiada Rancangan Tempatan 40 hari diperuntukkan) untukmengemukakan ulasan teknikal

(SKMM boleh berurusan sendiri dengan pemohon untukmendapatkan maklumat tambahan bagi melengkapkanpermohonan)

3. Semasa pembinaan di tapak pula SKMM bertanggungjawabmemastikan syarat-syarat dan peraturan yang telah dikenakan danyang di bawah kawalan SKMM dipatuhi dan dilaksanakan

4. PBT juga boleh mengambil tindakan selaras dengan perundanganyang di bawah kawalannya seperti Akta Jalan Parit dan Bangunan,Akta Perancang Bandar, Akta 171 dan UKBS 1984

Introduction of TSIR Document Was developed and recommended by the Cabling and Infrastructure Working Group in

order to introduce Technical Codes and Standards for Fixed Network Infrastructure

(FNI).

The Technical Standard and Infrastructure Requirements (TSIR) intended as a

reference for technical codes and standards for architects, consulting engineers,

owners, Developers and others who are responsible for planning and erecting buildings.

To meet the requirement of end users on telecommunication services with minimum

disruptions to all services offered by service providers.

To provide the minimum technical specifications necessary for the Fixed Network

Infrastructure for Telephony and Multi broadband distribution system to function as

required in buildings

To recommend and provide standards for in-building infrastructure requirements

applicable in Malaysia; and

It outlines the infrastructure requirements (for the purpose of setting up a common and

integrated fixed network distribution system) to consulting engineers, Developers,

owners and other responsible parties for the provisions to be made available in the

buildings.

Technical Information – Service Provider

The entity that will provide the Fixed Network Services such as

POTS (Plain Old Telephone Service)

ISDN (Integrated Switch Digital Network)

Broadband services .. etc.

There can be more than one Service Provider giving service to the same

customer.

The Service Provider can provide the above-mentioned services via their

own network infrastructure or leasing from a Network Provider

Technical Information - Design

Design of Customer Building Infrastructure Requirement

Service / network provider duct route (man-holes and duct-ways)

system will finally be connected to the customers building via the

customers manhole and duct-ways.

The TR will house the service / network provider equipment and cable.

The cable or terminations from the equipment will be connected to

individual customer units via

the riser (vertical distribution) and

floor by floor (horizontal distribution).

1.MSAN – VDSL2 : Fibre cable is installed from the Exchange to the SDF room at the Building. MSAN is installed in the

SDF room and utilises the existing copper cable in the building for HSBB service activation

2. ETTH: Fibre cable is installed from the Exchange to the ETTH equipment in the building. CAT5 or fibre cable will be

used for last mile connection to subscriber CPE
