Our CMD, Mr. K. K. Kapila was bestowed “IBC Life Time Achievement thAward 2015” on 06 October 2016 for his valuable contribution,
dedication and outstanding service to the Indian Buildings Congress.
The award was presented by Shri Venkaiah Naidu, Hon'ble Union
Minister of Urban Development at NDMC Convention Centre, New stDelhi during the Inaugural function of 21 Annual Convention and
National Seminar on “Towards Building Smart & Sustainable
Infrastructure in Urban Development” of Indian Buildings Congress.
Another feather to an already crowded cap of our CMD !! Our heartiest
congratulations to Mr. Kapila !!
Habibganj – Bhopal Railway Station under West Central Railway is the first railway station in India to be redeveloped
into a world class railway station with state-of-the-art facilities together with efficient passenger movement and traffic
management systems. More details in this Newsletter. Congratulations to all the ICTians involved with this project for
their dedication and perseverance in making this project a success.
Before I close, time has come for me to bid adieu. This is the last Newsletter I have edited. I have been in this hot seat for
nearly two decades and believe you me I enjoyed every moment of it !! The Newsletter has undergone many changes in
shape, size and content since it was first published in July 1998. I would like to express my heartfelt gratitude for your
support and appreciation of the Newsletter. It is now perhaps an opportunity for a fresh point of view and a new look for
the Newsletter. I am confident that my successor will take this Newsletter to newer heights.
Last but not the least, I would like to put on record my gratitude and thanks to my Secretaries and Design & Layout
experts for their help and support all through enabling me discharge this onerous but enjoyable responsibility in
publishing numerous Newsletters to my fullest satisfaction.

The objective of this Consultancy service is to assist the authority and provide requisite technical support /
advice to develop a robust institutional mechanism for Road Safety, formulate policy, undertake appraisal,
monitor and review the process / progress of various road safety related activities. The Road Safety Expert is
expected to carry out the responsibility and the authority of NHAI while discharging its function as per this
assignment on behalf of NHAI.
lConsultancy Services for Preparation of Detailed Project Report for the Construction of New
6-lane Bridge Parallel to existing 2-lane Bridge at Phaphamau / Near Allahabad in Uttar Pradesh.
Client : Ministry of Road Transport & Highways.
The main objective of the proposed consultancy assignment service is to carry out the feasibility study and DPR
for Construction of Proposed Bridge adjacent to existing 2-lane bridge. The DPR shall include detailed survey,
soil testing, traffic survey, finalization of alignment for approval of the Govt., land plans and preliminary design of
geometrics, pavement, structures, safety devices, toll plazas, project facilities, finalization of document for
environmental clearance & other statutory clearances, estimation of probable cost of Construction etc.
lConsultancy Services for Authority's Engineer for Rehabilitation and Upgradation of Jabalpur – Bhopal
Section of NH-12 from Km 10.400 to Km 130.00 to four lanes with paved shoulders with Provision of
Rigid Pavement on EPC mode under NHDP-III in the state of Madhya Pradesh. Client : Madhya Pradesh
Road Development Corporation Limited.
The objective of the study is to review the drawings, inspect & monitor construction work and assist Authority /
Steering Group issue Completion / Provisional Certificates. The Authority's Engineers shall be responsible for
supervising the designs, construction, maintenance and operation in accordance with the provisions of the EPC
Agreement and other schedules.
lIndependent Engineer for WCP-5 - Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) of
Existing State Highway Hirekerur - Ranibennur in the State of Karnataka on DBFOMT Annuity Basis.
Client : Karnataka Road Development Corporation Ltd.
The objective of the assignment is to ensure high quality construction of all works in compliance with the
Concession Agreement and develop and implement an engineering design, which conforms with applicable
standards and technical specifications.
lProvision of Consultancy Services to Undertake Road Inventory and Condition Survey for Coastal
Zone in Kenya. Client : Kenya Roads Board, Nairobi, Kenya.
The specific objectives of the study are to (i) Establish an inventory and condition of the narrow roads network in
Kenya which is currently not captured in the KRB RICS database (ii) Have these roads assigned numbers and

Commissioning on Design-Build Lump Sum Basis of Khurja-Pilkhani Section (approximately
222 Route Km of Single Line) of Eastern Dedicated Freight Corridor. Client : M/s IL&FS Engineering and
Contraction Co. Ltd.
The objective of this assignment is to study & review Tender Documents and Drawings, carryout site visits,
preparation of pre-bid Queries and work out conceptual design and performance parameters and its
compliances as per the requirement of Tender Documents.
Redevelopment of Habibganj – Bhopal Railway Station
Habibganj – Bhopal Railway station will be a five platform station. It will have six lifts, eleven escalators, three
travellators and three subways, one of which will be dedicated for parcels. It will have separate arrival and
departure areas and dedicated parking facilities for pick-ups and drop-offs. In case of fire, the passengers can
reach designated safety points in six minutes. It will also be disabled-friendly. The station will have provision for
generating solar energy on its premises.
thOn 14 July 2016 the Indian Railways revealed the first look of a world-class station expected to come up at
Habibganj in Bhopal in three years.
The concept of this unique contract that has been awarded by Indian Railway Station Development Corporation
Ltd. (IRSDC) to a Consortium of M/s Bansal Construction Works Pvt. Ltd. (Lead Member) and M/s Prakash
Asphaltings & Toll Highways (India) Ltd. (Consortium Member) is based upon using revenues generated through
leveraging of commercial development of surplus railway land and the air space above railway tracks. A team of
consultants assisting IRSDC in this effort comprised of a Consortium of GMP International GmbH, Germany and
Intercontinental Consultants and Technocrats Pvt. Ltd. India as the Architect and Technical Consultants; Ernst &
Authority's Engineer Consultancy Services for “Rehabilitation and Upgrading to 2 lanes / 2 lane with

Young LLP as the Financial Consultant & Transaction Advisor and Shardul Amarchand Mangaldas & Co. as the
Legal Consultant. thThe Development Agreement was signed on 14 July 2016 at Rail Bhavan, New Delhi under the auspices of the
Hon'ble Railway Minister, Mr. Suresh Prabhu. The other distinguished guests present on the occasion were the
MoS (Railways) - Mr. Manoj Sinha, Chairman Railway Board - Mr. A. K. Mittal, Member Engineering Railway Board
- Mr. A. K. Mittal, Member Traffic Railway Board - Mr. Mohd. Jamshed, Advisor Land & Amenities, Railway Board -
Mr. Rajeev Choudhry. Speaking on the occasion, Hon'ble Railway Minister called the ceremony a “historic
moment”. The modernization, he said, will help improve the railways' finances, since it will open up commercial
space. The two main sources of the Indian Railways' revenue, passenger fares and freight are not sufficient, he
said.
Other stations in line for redevelopment by IRSDC are Surat and Gandhinagar in Gujarat, Bijwasan and Anand
Vihar in Delhi, Shivaji Nagar in Maharashtra and Chandigarh.
Sone Railway Bridge at Dehri-On-Sone
A bridge of length 3.06 km over river Sone is under construction between Sone Nagar and Dehri-On-Sone railway
stations. Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL), M/s ATEPL-MGCPL (JV) and M/s ICT Pvt.
Ltd are the Client, Contractor and Project Management Consultant, respectively.
The project involves construction of 93 spans each of 32.926 m having 186 pre-stressed box girders. The girders
are cast at yard, transported and launched at the different locations with the help of launching girder. The cost of the th thproject is Rs. 249.84 crores and the date of start and completion are 05 December 2013 and 04 April 2017,
respectively.
The progress so far is excellent and ahead of schedule by at least 2 months. Out of 186 girders, 170 have already
been cast and 158 placed in position. The overall progress is 92% and the project is anticipated to be completed by
the end of February 2017.

CMD's visit to Mongolia th thMr. K. K. Kapila, CMD visited Mongolia from 12 to 15 August 2016. He visited and inspected the ongoing road and
bridge construction activities of Western Regional Road Corridor Investment Program (WRRCIP) project of
construction of 189.7 km road between KHOVD and ULAANBAISHINT (on border of Mongolia and Russia) in the th thWestern Mongolian Region, being constructed through four independent Contract Packages on 13 & 14 August
2016. Presently, the construction works are in progress in three Contract Packages.
CMD visited the entire road length of all the three Contract Packages and appreciated the works being carried out
by the Contractors and the Consultant's supervision teams in this treacherous terrain and harsh climate at an
altitude ranging from 1314 m above mean sea level (near Buyant River) to 2644 m above mean sea level (Buraat
Pass) with limited and restricted working period available for carrying out the works. CMD appreciated the beautiful
landscape and the natural surroundings of the area with lakes and snowy mountain peaks along the road
alignment.
CMD held review meetings with the Contractors and Consultant's Supervision teams of each Contract Package
separately. He reviewed the progress, hold-ups, obstructions and discussed ways to improve the progress. CMD
advised the Contractors to follow the procedures of FIDIC Contract Conditions and the Engineer's instructions. He
also advised the Consultant's supervision teams to guide the Contractors' staff with a view to ensure that the project
is completed within laid down time. He, however emphasized that speeding of progress should not be at the cost of
quality of works. CMD's visit has certainly given a big boost to both the Contractors and the Consultants.
