Characterizing Stakeholder Groups

• One of the main takeaways from last week’s open discussion was how multidimensional our stakeholder groups are

• It might be more effective to define stakeholder groups based on their characteristics, goals, environments, and so on

• The first thing we would ask our working groups to do at the Symposia is to prepare persona descriptions of the stakeholders they represent

• To support this, we need to identify a persona template and define the characteristics we want the delegates to describe

Task 1: Define Characteristics

• We need to have a set of characteristics for our working groups to use at the Summit

• What are these characteristics? What do we need to know about them? – Goals – Roles & Responsibilities– Technology Environment and Skills – Social Media Behavior – Personal Information – Pain Points – ?????

Task 2: Activities

• There was support for several of the activities in the proposal

• The Center and its extension agents will not be able to support all of them in the first year -- which ones do we invest in first?

• Because networking, linking, leveraging seemed to be an important support activity – it seemed that we should focus on establishing a virtual presence in Year 1

• Doug Weidner wisely reminds us that it is important to have Bulls and Squirrels – some few big efforts, but many more smaller efforts

Task 3: Engagement Models and Rolels

• Preparing a set of potential activity summaries – along the lines that Richard suggested. As a starting point, converting the activities presented in the Five Pillar view to verb-noun titles with short summaries

• These summaries could be used by the working groups to identify actual projects or activities to build into the Center’s engagement design

• The summaries will help us to plan for engagement, and they would also help us to understand the specific activities the stakeholder groups would like us to support

• We will ask the working groups to build out a prioritized list for us to work with

Task 3. Discovering Engagements

• Given a list of activities from the working groups, we should be able to determine the kind of engagement models we will need

• We discussed the need for three levels of engagements – this came from Bo’s suggestions – Those focused on research that needs to be undertaken

or expanded (knowledge sciences)– Those focused on the development of solutions to

problems that come from the community or from the research side (knowledge engineering)

– Those that address practical applications coming from the field (knowledge management)

Task 3. Knowledge Scientists, Engineers and Agents

• This categorization actually leads logically to how we support the Center– Knowledge Scientists– Knowledge Engineers– Knowledge Extension Agents

• Bo reminded us that not all agricultural extension service models worked well – there is a need to connect directly to the research component

• This brought us to the need to offer the working groups some profiles of these types of roles

Context from Joseph Stiglitz

• My favorite economist, Joseph Stiglitz, puts it this way:

– “Without intellectual property protection, incentives to engage in certain types of creative endeavors would be weakened. But there are high costs associated with intellectual property. Ideas are the most important input into research, and if intellectual property slows down the ability to use others’ ideas, then scientific and technological progress will suffer.” http://www.dailytimes.com.pk/default.asp?page=story_16-8-2005_pg5_12

• As a Knowledge Sciences Center our goal is to mobilize and promote ideas. What kinds of intellectual property models should the Center work with? How should we chose which one to work with?

Protection and Compensation Models

• For the Center to work, we need to support the interests of our stakeholders

• This probably means that we will need to have some standard agreements in place when the Center opens its virtual doors

• What should they be? And, what should be the basis for the models?

• Do we work with established copyright and patent models? Do we default to open source models (Creative Commons)? Do we need to think about new models based on different forms of compensation?
