Integrated Database Management Information System Development:
Proposed Change Initiative To Improve Performance Of The Division Of
Talisay City, Cebu

Abstract: This Action Research is a change initiative to improve the performance of the division by
achieving the performance targets set by the higher office. The Development of an Integrated
Database Management Information System (IDMIS) automates the manual storage and
consolidation of information by the different units in the Division of Talisay City. It would generate
relevant, updated, and timely reports with less time and personnel involved. It would also generate
Basic Educational Statistics that would be a basis for training, hiring, procurement, development of
instructional materials and intervention programs. Survey Questionnaire and Focused Group
Discussions would be used to determine whether the IDMS would have contributed to the
improvement of the performance of the Division. The development would be done in two stages, stage
one would be assessing the Division’s database and information management needs and stage two
would be developing the database and electronic information management system. The output, the
systems software, would generate reports that would provide the Schools Division Superintendent,
School Heads, Teachers, Students, Parents, Local Officials, National Officials, and other
stakeholders relevant, timely, and updated information needed in making interventions for the
improvement of the delivery of quality basic education. IDMS would be a powerful tool to manage
the Division’s information resources throughout their entire life cycle. Implementation would be a
complex task and would mean implementing new office practices and changing the way division staff
works. It will transform the division – the way people work and the way information assets are
managed. It is highly recommended that budget allocation be prioritize for adoption in all schools.
