He has studied the science of flood mitigation for over
10 years, with a concentration in proper foundation flood
venting techniques to ensure resilient structures while
analyzing the role of building compliance in securing
lowering flood insurance rates and what mitigation
solutions are available through Smart Vent Products,
Inc.’s Flood Risk Evaluator (FRE) division. He has been serving the construction
industry for over 35 years through his efforts in marketing and educational seminars
for Architects, Building and Code Officials, Contractors, Engineers, Floodplain
Managers, Homeowners, Insurance Agents, Property Managers, Realtors, and
Surveyors. He is an active member of North and South Carolina Surveyors Association,
North and South Carolina Building Inspectors Associations, ICC Region 8, National
ASFPM, and Floodplain Managers Associations in both Carolinas. Paul prides himself
on contributing to the corporate mission to reduce the risk associated with flooding

STEVE AGNEW
Stephen Agnew is an equity partner at IMCI. He is an
expert on risk management issues affecting design
firms and has 10 years of industry experience. He
comes from a family of engineers with his father and
grandfather both being mechanical engineers which
give him a unique perspective on the design industry.
He received his B.S.B.A in Risk Management &
Insurance and in Economics from the University of
North Carolina at Charlotte and in 2002, he also studied International Business at the
University of Copenhagen in Denmark. He is a licensed property and casualty agent as
well as a Certified Insurance Counselor.

Kenneth W. Ashe, PE, CFM, is the Assistant
Director of the Geospatial & Technology
Management Office at the NC Department of
Public Safety. He has over 15 years of
experience in water resources engineering and
flood studies. He currently manages the NC
Floodplain Mapping Program, the NC Flood
Warning Program, the NC NFIP program, flood
study and NFIP outreach staff and engineering
staff. He has a BS in Environmental Engineering
and an MS in Water Resources Engineering from
the University of Central Florida.

Doc Asbury is the Marketing Manager for North
Carolina 811, Inc. He has been involved in damage

1989. He served on the Board of Directors for 11 years

ROBERT BAILEY Mr. Bailey studied engineering and land surveying at Southern Technical Institute then spent several years working in the construction industry before getting into sales at Lietz (now Sokkia). He has an Associate of Business Management degree from The Center for Degree Studies in Scranton, PA. He has more than 40 years of experience in both land surveying equipment sales and sales team/company management. After retiring from Carlson Software, he began helping companies institute and organize sales teams, develop sales training programs, and manage extensive sales and support staff.

Bill Beardslee is a licensed Professional Land Surveyor, Engineer and Planner with over 45 years’ experience in the field of land development. He is known for his excellent presentation and writing capabilities, along with being one of the leading technical experts on land development in the
engineering and surveying arena. He has made over 2,000 presentations on engineering and surveying projects to local and state agencies. Prior to his retirement, he was the owner and Director of Engineering for Beardslee Engineering Associates in Sparta, NJ. He has written a series of articles on “Preparation and Presentation” for the New Jersey Society of Professional Land Surveyors’ award-winning magazine “The Coordinate.” Bill is a past president of NJSPLS and that society’s 2006 “Surveyor of the Year”. He is also a regular contributor to xyHt, the magazine of the National Society of Professional Surveyors, as well as being listed in “Who’s Who in Technology” and “Who’s Who in the East.” Bill has taught numerous seminar programs at the high school, college and professional levels for over 30 years. He holds a Bachelor of Science in Civil Engineering from New Jersey Institute of Technology and a Master of Arts Degree in Corporate & Organizational Communications from Fairleigh Dickinson University. Now retired in North Carolina, he stays active in business development for Davis-Martin-Powell in High Point, NC and is an approved Continuing Education provider in his home state. Bill offers the students a professional blend of technical expertise, communication knowledge and presentation skills for discussing issues in a clear and simple format.

RICHARD M. (MIKE) BENTON
Mike was born and raised in Goldsboro, NC. He graduated
from Eastern Wayne High
School in 1976 and attended the college transfer program at
Wayne Community College from 1976-1978. He graduated
from Coastal Carolina Community College with an AAS degree
in Surveying Technology in 1982. In 1991, After Living and
working several years in Greenville, NC, Mike moved back
home to Goldsboro and established Benton & Associates Land Surveying and Mapping,
PA. Mike has been an active member of the North Carolina Society of Surveyors
(NCSS) since 1991, serving as the chairman of the Formal Education Committee from
1993-2000, President of NCSS in 2003 and the North Carolina Delegate to the Board of
Governors for the National Society of Professional Surveyors from 2008-2013. On
November 06, 2012, Mike was appointed by Governor Beverly Perdue to serve on the
Board of Examiners for Engineers and Surveyors where he currently serves as Vice
Chairman of the Board and Chairman of the Survey Committee.

Scott Black has been the GIS Manager at Burke
County since 2001. After graduating with a B.S in
Geography from UNC-Charlotte in 1993, he started
with Burke County as a GIS Specialist. He earned the

DAVID BOWERS
As the new manager of high-definition services
at Stewart, Inc., Mr. Bowers brings over 23
years of experience and knowledge from the
land surveying and heavy civil practice areas,
while working in North Carolina, Pennsylvania
and New Jersey. For the last six years, Mr.
Bowers has excelled as a Trimble certified technical trainer and consultant for survey
grade geospatial hardware and software, as well as heavy civil machine guidance
systems for the southeastern region of the United States. Mr. Bowers is a professionally
licensed land surveyor in the state of North Carolina. He received his Associates in
Engineering with a Major in Surveying Technology from Pennsylvania State University.
As an active member of the North Carolina Society of Surveyors and an alumni member
of the College of Engineering at Pennsylvania State University, Mr. Bowers enjoys
kayaking and spending time driving for charity functions at Virginia International
Raceway.

TIM BOWES
Tim Bowes earned his AAS Degree in Agriculture from NC
State in 1984 and Surveying Certificate from Wake
Technical Community College in 1988. He obtained his PLS
in NC in 1990 and is a graduate of the NCSS Institute in
1995. In 1999, he co-founded BBM Associates, Inc as a
Surveying, Engineering and Land Planning Business in the
Raleigh area where he was a Principal and Survey
Operations Manager until BBM merged with VHB
Engineering in 2016. He has been an active member in the
Triangle Chapter since 1985 and active Professional member of NCSS since 1990. He
has served NCSS on many of its committees and as an occasional instructor. He
currently serves as the NCSS Vice President.

PETER BRENNAN
Peter Brennan graduated from Wake Technical
Community College with an A.A.S. degree in
Surveying Technology, while working for NCDOT.
Always searching for a new challenge, he founded
Brennan Land Surveying in 1996 and began
providing surveying services in the Triangle area of
North Carolina and New York. In 2011 he accepted
the position of City Surveyor in Wilmington North
Carolina. Since then he has been advancing the
capabilities of the survey section and Engineering
Department. Grateful for the opportunity to live and work in North Carolina again, he has
been a strong advocate for both the North Carolina Society of Surveyors and the
Geomatics program at NC A & T. Peter is married for 26 years to Kathy, who has run
the house, the books, and drawn her share of maps, helping him in every way possible
to have very full life and career. Outside of work he can be found out on his kayak
fishing, attending professional rodeos or attending class at NC A & T.

JEFF BROWN
Jeff Brown is the Coordination Program Manager for the North Carolina Center for
Geographic Information and Analysis (CGIA) in the Government Data Analytics Center
in the Department of Information Technology. His background is in economics and
planning. In addition to coordination duties related to the NC Geographic Information
Coordinating Council, he is project manager for the NC Parcels Project.

JOE BRUNO, PLS, CFS
Joe Bruno, PLS, CFS, is the Executive Vice President
of Surveys and Emerging Technologies at ESP
Associates, PA, where he has worked since 1988. He
has served as ESP’s principle-in-charge for the North
Carolina Floodplain Mapping Program and DHS’s Risk
MAP PTS program. He was introduced to surveying in
1980 while studying mining engineering on a co-op
program at West Virginia University. He became licensed as an NC surveyor in 1991.
Bruno has managed most of ESP’s Federal and State projects and has been
instrumental in bringing innovative technologies from concepts to production.

DAN BRUBAKER
Dan Brubaker, P.E., CFM has served as the National
Flood Insurance Program Engineer for the State of North
Carolina since June 2011, and as the NFIP Coordinator
since January 2017. He assists North Carolina
municipalities with technical questions and reviews of
engineering reports, reviews engineering information
associated with North Carolina map maintenance,
provides training and community assistance visits. He
graduated from the University of South Florida in 1991
and spent time in private consulting, serving with the U S
Navy Civil Engineer Corps, and reviewing permits and
managing capital projects for the City of Raleigh.

RICK CARRAWAY
Rick Carraway served in the US Coast Guard from 1967
to 1973 with service at Cape May, NJ; Norfolk, VA;
Coronado, CA; the Republic of Vietnam; and Fort Macon
Group, NC. He received his Associate in Applied Science
degree and received his Engineering Technician
Certification in 1973. In 1974, Carraway joined the NC
Division of Marine Fisheries as an Engineering Technician

Tim Cawood is a Senior Vice President and Manager for the Geomatics Division at
McKim & Creed, a 300-person Civil Engineering & Surveying firm located throughout
the Southeastern US. Mr. Cawood is a licensed Surveyor in 6 states, is an ACSM

MILTON E. DENNY
Milton E. Denny is a registered surveyor in seven
states, and a veteran of surveying, mapping and
GIS. His special interest has always been in project
development and management of firms. He is a past
president of the Alabama Society of Professional
Land Surveyors, a Fellow in the American Congress
on Surveying and Mapping and served for many
years on the Board of Direction. Mr. Denny is the
author of many manuals dealing with surveying, mapping and GIS. He is a nationally
known speaker and lecturer on these subjects and writes a column called “The
Business Side” for a trade magazine. He was instrumental in the starting of a new
member organization in the American Congress on Surveying and Mapping called the
“Geographic and Land Information Society”. He served as the first president. Mr. Denny
recently finished publishing a book on the history of surveying measurement call
“Surveying The Land: Survey Measurement Devices 1620 to 1920”. He also is in the
final stages of writing the book “The Art of Land Surveying”.
Since retirement, he has formed the firm of Denny Enterprise, LLC to better serve the
surveying and mapping community. He is currently working at off-campus locations for
Auburn University teaching professional development classes. Also, basic and
advanced surveying for the Alabama Department of Transportation. He is currently
working on the reconstruction of the North boundary of Georgia and Alabama. He
continues to be the only maker of link survey chains in the world.

Jennifer DiBona is a long time CAD consultant and
trainer doing business as That CAD Girl. She has
a degree in Surveying Technology and has worked
in several consulting offices across North Carolina
and also in Chicago. For a couple of years, she
worked for a private developer in Eastern NC.
Then she moved to Asheville where she spent a
couple of years working with surface models. From
there, she moved back to the Raleigh area and
started working with an Autodesk and Carlson Software reseller. In 2004, she became
a full-time, independent consultant providing training, technical support, and other
various consulting services. Jennifer has taught several Autocad classes for continuing
education departments, presented at many conferences, including NCSS, and is
certified by the NC Board of Examiners for Engineers and Surveyors to provide

David joined the staff of the North Carolina Board of Examiners for Engineers and
Surveyors in 1998. As the Board’s Assistant Executive Director, he supervises
investigations of engineers, surveyors and corporations as well as non-licensed
practice. David also oversees business licensure and compliance; continuing
professional competency; license renewals; and the Board’s regular program of
enforcement and education.
David previously conducted criminal investigations in the U.S. Army as a Military Police

GENE FINE
Originally from Denton NC, Donald E. Fine, Jr. NCPLS-3697 (Gene) graduated from NC State in 1988. He entered the US Airforce for Undergraduate Pilot Training. After a medical issue ended his military flying aspirations, the most related profession he could compare to aviation was Land Surveying. In 1991, he started his employment with Pyramid Land Surveying in Davidson, NC and then after two years Gene’s employment moved to the Charlotte Utility Department where he was employed for two more years earning his Registered
Land Surveyor’s license at the start of 1995. At the end of 1995, Gene had the opportunity to enter the Army National Guard and by early 1996 he was ordered to Active Duty. For the next 18 years Gene served as a Medical Administrator with tours in Bosnia, and Iraq. During this time, he earned his master’s degree from Baylor University. From his graduate training, he gleaned a practical knowledge of Statistics as it applies to Land Surveying. In 2014, he retired from the US Army and began teaching Geomatics at Wake Technical Community College in 2015 where is now employed. His primary area of professional interest is Boundary Surveying and test prep for the NCEES exams. His personal interests are aviation and saltwater fishing. He is a Commercial Pilot pursuing is Certified Flight Instructor certification.

Bob Glennon is a private lands biologist
serving clients of the USDA, Natural
Resources Conservation Service and the
Virginia Department of Game and Inland
Fisheries in southeastern Virginia. His clients’

KEVIN HART
Kevin Hart has been the Environmental Senior Specialist in the Washington, NC
Division of Coastal Management (DCM) office for two years. As a specialist, he is
responsible for monitoring and issuing permits and monitoring and enforcement of
coastal development rules. Previously, he worked for the NC Division of Marine
Fisheries as a Fisheries Resource Specialist commenting on development impacts on
fisheries’ habitat. Kevin received his B.S. from Rutgers University in 2004 and his M.S.
From East Carolina University in 2008. He will present a CAMA AEC Overview and Site
Plan Checklist to accompany Courtney Spears.

CHAD HOWARD
Chad T. Howard, PLS, Mr. Howard is a licensed
Professional Land Surveyor in NC, SC and VA. He lives in
Holly Springs with his wife Sara, and their two daughters.
Howard has worked in the surveying field since he
graduated from Wake Technical Community College in
August 1995. In 2000, he earned his NC surveying license
and joined Taylor Wiseman & Taylor. After seven months
with the firm, he was promoted to Survey Department
Manager. Howard has been a member of NCSS since he

DR. GARY JEFFRESS, Ph.D., RPLS
Dr. Gary Jeffress is a Professor of Geographic
Information Science and Director of the Conrad Blucher
Institute for Surveying and Science at Texas A&M
University-Corpus CPDHisti. He holds a Ph.D. in
Surveying Engineering from the University of Maine,
Master of Surveying Science (Geodesy) and Bachelor of
Surveying degrees from the University of New South
Wales, Sydney, Australia. He is a past member of the
NOAA Hydrographic Services Review Panel. He is
Principal Investigator for the Texas Coastal Ocean
Observation Network and the Texas Height Modernization program. These programs
have developed unique online real-time data access and archiving systems. He is a
Registered Professional Surveyor in Texas and held surveying licenses in Maine and
Australia. He is past-president of the Texas Society of Professional Surveyors and past-
president of the Geographic and Land Information Society. Dr. Jeffress is a dual citizen
of Australia (since birth) and the USA (since 2003) and has lived in Corpus CPDHisti,

JAMES (JEFF) JEFFREYS III
Jeff grew up in the Wilmington area. He went to UNC-
Wilmington for two years and transferred to UNC-
Charlotte for engineering. He worked the next summer
at the Charlotte office of the Location & Surveys Unit of
NCDOT. He left school in January 1989 and went to
work full-time at L&S in Charlotte. In 2014 he was
promoted to Locating Engineer for a new L&S office in
Shelby and is currently working there. He became
licensed as a PLS in NC in 1996. In 2005, he received
an AAS in Surveying Technology from Central Piedmont Community College. He is
licensed as a PLS in NC & SC and as a PE in NC. He is the currently serving as the
NCSS Mecklenburg Chapter President.

GARY KENT
Gary Kent is the Integrated Services Director for
The Schneider Corporation, a land surveying, GIS
and consulting engineering firm based in
Indianapolis and with offices in Indiana, North
Carolina and Iowa. He is in his 33rd year with the
firm and his responsibilities include project and
account manager, safety, corporate culture, training,
coaching and mentoring members of the surveying
staff, and advising the GIS Department on surveying matters.
Gary is a graduate of Purdue University with a degree in Land Surveying; he is

Johnny Kerr is a Professional Surveyor, licensed in
Tennessee in 1990. He has maintained a private

Kristopher M. Kline, PLS, President of 2Point, Inc.,
graduated from Bridgewater College in 1984 and
has been involved in surveying ever since. He
became licensed in NC in1991 and graduated from
the Otis A. Jones Educational Institute in 1999.
Kline served for 3 years as Chairman of the NCSS
Education Committee. He has appeared as an
expert witness in court on numerous occasions and
has spent the last several years focusing on
boundary dispute. He has been presenting continuing
education courses in NC since 2001 on various legal aspects of land surveying, as well
as teaching in other states. Kline writes a bi-monthly column for the publication Point of
Beginning. He often spends his spare time researching material for upcoming articles
and classes. In August 2013, Kline published his first book Rooted in Stone: The

In June 2015, his second book, Riparian Boundaries and Rights of Navigation, was

Lee Lewis Leidy is the attorney and northeast regional director for North Carolina
Coastal Land Trust, a North Carolina nonprofit conservation organization, based in

JOHN LOGSDON
John Logsdon, ESQ, PLS earned his Bachelor of
Science Degree in Civil Engineering from Duke
University in 1974. He started working in the
surveying field in 1983 and received his licensure in
January 1987. He owned and operated a small
surveying firm in Wilkes County, NC until 1991
when he entered law school. By day, Logsdon
worked as a real estate paralegal in Durham while
attending the evening program at North Carolina
Central School of Law. He graduated Magna Cum

obtaining his law license, Logsdon returned to
Wilkes County and joined the McElwee Firm, PLLC.

ADAM LOVELADY
Adam’s work at the UNC School of Government is
focused on land use law and local planning. As an
Assistant Professor of Public Law and Government, he
teaches, researches, and advises on topics of zoning,
land subdivision, transportation, renewable energy,
and historic preservation, and was named Albert and
Gladys Hall Coates Distinguished Term Assistant
Professor for 2015–2017. His publications include
Land Subdivision Regulation in North Carolina (2015),
regular blog posts on Coates’ Canons: NC Local
Government Law blog, and law journal articles on
historic preservation and regional planning.
Before joining the School of Government in 2012, he practiced law with McGuireWoods
LLP in Richmond, Virginia, where he focused on land use regulation, environmental law,
and sustainable development. Adam earned a BA in history from Auburn University and

RICHARD B. MANKIN
Richard B. Mankin, originally from Jacksonville, NC,
returned home after serving 24 years as both enlisted
and a Chief Warrant Officer in the US. Coast Guard.
During his free time, he has earned his degree in
Aeronautics and has received multiple certifications up
to Commercial, Advanced Ground and FAA Certified
Flight Instructor. He has over 2400 hours of flight time

DUSTIN MANNING Dustin Manning is the Manager of Geomatics Technology at Stewart, Inc. in Charlotte,

DALE MCGOWAN
Dale is a PLS and US Marine veteran who decided to
make the State of North Carolina his home after serving
honorably, where he earned a National Defense Medal, a
Good Conduct Medal and an Honorable discharge. He
entered the surveying profession 20 years ago as a field
technician and rod man for an Engineering firm. As a
project manager at this organization, he realized that
running the rod, differential levels, the total station, the
data collector, and checking the results of his work was some of his favorite
responsibilities. He received his AAS in Surveying Technology from Wake Technical
Community College and has recently completed the core Geomatics coursework at
NCA&T State University. Currently Dale works with the DOT Location and Surveys Unit
where he does some basic accounting and bookkeeping reconciliation and spends his
time assisting with SUE and survey related matters for colleagues and friends. He has
recently volunteered time to help the staff of NCSS expand the MAPS museum space
for display and serve administratively at large events such as the annual conference

PETER MESSIER
Mr. Messier has 40 years of professional level experience in performing and managing
a wide range of surveying and civil engineering engagements. He has successfully

Kris Nixon, PLS, is Principal of Meridian 3D, Inc.
Mr. Nixon specializes in industrial measurement with
a particular focus on laser scanning and
dimensional control in heavy industry plant and
buildings. Mr. Nixon is a North Carolina PLS,
licensed since 2000 with experience in 3D laser
scanning since nearly day one of the technology.
He lived abroad from 2002 to 2010 and is a former
Director of Warner Land Surveys Ltd. in the United
Kingdom. During his career, he has completed

Like you, Jeff has surveyed through swamps, turned angles in 100-degree North Carolina heat and cut miles of survey line. After attending Wake Tech and UNC Charlotte in Civil Engineering to become a highway design engineer and route surveyor with the NCDOT, he gained experience for his PE and PLS. Soon after, he attended law school at Campbell University and moved into a private legal practice focused primarily on real estate and eminent domain. This experience led him to Progress/Duke Energy where for 10 years he led teams in transmission acquisition, real estate, project management, construction, facility management and other areas. Now, with 30 years of diverse experience in law,
surveying, engineering, construction, eminent domain and other litigation / real estate matters for clients in North Carolina, he enjoys having conversations with fellow professionals about these subjects through classes like this NCSS seminar. KEVIN REDDING
Kevin Redding attended Western Carolina University and earned a B.S. in Natural
Resource Management with a minor in Business Management. Kevin then crossed the
state to East Carolina University where he earned a Master’s in Public Administration
with a concentration in Environmental Policy. He worked for the LandTrust for Central
NC in Salisbury for 7 years as their Associate Director. In 2007, he was named the
Executive Director of Piedmont Land Conservancy.
Kevin Redding was born and raised in Faith, NC, just outside of Salisbury. He received
his Eagle Scout award just before graduating high school. His wife, Lori, is a
Waynesville native and works as an Occupational Therapist for Cone Health and

Lonnie Sears, PLS, CMS-UAS, was first licensed as a

John Story, PLS entered the surveying business
working as a young man for his father through his
high school years and then went on to earn his
Bachelor of Civil Engineering Technology in 1978.
He began his career working with a surveying firm
in Macon, GA. Thirteen years later Donaldson,
Garrett and Associates, Inc. was formed and John
was among the first to join the firm. In 1994, John
became a shareholder and was named to the
Board of Directors of Donaldson, Garrett & Associates, Inc. John has served on the
NCSS Board of Directors in several roles such as the Mecklenburg Chapter President,

Gordon S. Strout, PLS, has 34 years of
experience in the surveying industry, with a focus
on railroad rights-of-way. He has established
surveying precedents with CSX Transportation,
Norfolk Southern Railway Company and the North

CURTIS W. (CURT) SUMNER
Curtis W. (Curt) Sumner has served as the Executive
Director of the National Society of Professional
Surveyors (NSPS) since September 1998, working to
support its mission of serving the interests of
professional surveyors nationwide, and in their
relationships internationally.
He was first licensed as a Land Surveyor (LS) in
Virginia in 1980, then as a Property Line Surveyor in
Maryland in 1990. His opportunities for conducting field
work are limited as a result of his
responsibilities/obligations to NSPS. Still, he performs
surveys on a limited basis. Prior to his current role with NSPS, he was the owner of a
surveying consulting firm.
In his current role, he is a primary point of contact and liaison for the surveying
profession to numerous national and state organizations in the geospatial community,
among federal agencies, and with the U. S. Congress, often providing testimony before
Congressional hearings on topics about which the surveying profession has an interest.
He is a member of the NSPS Delegation to the International Federation of Surveyors
(FIG), and serves on the Surveying Curriculum Advisory Committee at Troy University
in Alabama.
Mr. Sumner currently serves as the NSPS Delegate to the Coalition of Geospatial
Organizations (COGO) whose purpose is to increase dialog among a variety of interest
groups, diminish discord among them on issues affecting them respectively, and speak
with one voice on issues when consensus can be achieved. He served as COGO Chair
in 2010.
As a long-time member representing NSPS on the ALTA/ACSM Land Title Survey
Requirements Committee, he has joined his fellow committee members in the
development of upgrades made to these standards, including the recently adopted 2016
version. He also assists in responding to questions/concerns expressed about the
standards and conducts workshops about them.
Prior to his appointment as NSPS (and then, ACSM) Executive Director in 1998,
Sumner was the NSPS Governor representing the Virginia Association of Surveyors for

the years 1987-1994, serving as Chair of the Board of Governors in 1992 and 1993. He
served in the officer Chairs of NSPS and was its President during the 1997-1998 term.
Mr. Sumner is an invited presenter and keynote speaker throughout the U. S., and his
articles routinely appear in many national and state publications.
Since January 2011, he has hosted the NSPS Radio Hour, a weekly, hour-long web
radio show broadcasted at www.americaswebradio.com at 11 AM Eastern on Mondays.
In 2006, he was named by Professional Surveyor Magazine to be among the Top 25
Most Influential individuals in the surveying profession during the first 25 years of that
magazine’s existence.

Doug Suttles assumed leadership of Suttles Surveying in 2016 but began his career in 1990 after obtaining an Associate Degree of Applied Science in Surveying Technology from Coastal Carolina Community College. He has been involved with surveying since 1986 and his expertise includes data management and output from AutoCAD and various software packages as well as information technology management. Doug serves as the president of the Foothills Chapter of NCSS and has Doug has served as a Council member of the North Carolina Electronic

serve as the State Geologist of NC and has
nearly 20 years of state service. He is the senior
technical specialist/advisor to the State
Emergency Response Team on earthquakes. He
has recorded aftershock sequences in NC, IL,
OH, KY and SC to calculate earthquake source
parameters, utilized seismic instruments to
monitor secondary oil/gas recovery in Texas, and
utilized geophysical methods to characterize geological problems. He earned his BS in
Geology from UNC Chapel Hill in 1979, his masters in Geology from the University of
South Carolina in 1981 and his doctorate in Geophysics from Saint Louis University in
Saint Louis, Missouri in 1991.

JEFF TODD
Jeff Todd grew up in Annapolis, Maryland and moved to Charlotte after he graduated
from high school. Jeff attended Wingate University in Wingate, NC, where he graduated
with a Bachelor of Science degree in 1994. Jeff joined IMCI in January of 1994, and
specializes in professional liability insurance for Architects and Engineers. He is a
licensed insurance property & liability insurance agent and is currently working on his
Certified Risk Management and Register Professional Liability Underwriter
designations. Jeff is a member of the Board of Directors for the Phoenix Montessori

STEVE TROWELL
Steve Trowell graduated from NC State University in
1990 with a Bachelor of Science in Biology, with a
concentration in Fisheries and Wildlife Science. From
1992 to 1998, he was a Marine Biologist with the NC
Division of Marine Fisheries in Elizabeth City, NC. He
began working for the NC Division of Coastal
Management in the Washington Regional Office in
August 1998, just as Hurricane Bonnie hit the coast. Now with 16 years in the Division,

DAVID TUTTLE
David Tuttle has served the NC Board of Examiners for Engineers and Surveyors as
Board Counsel since July 1, 1994, providing legal guidance to the Board, to staff and to
licensees.
Having graduated from North Carolina State University with a Bachelor of
Environmental Design in Architecture and having earned a Juris Doctor degree from the
University Of North Carolina School of Law and as a licensed attorney, he returned to
the engineering/architectural field with a national firm for seven years where he served
as Project Manager in all phases of the design and construction process including
contract administration. He then entered the private practice of law for eight years in
the areas of business, real property, and estate planning law prior to his present
position with the Board.
Mr. Tuttle is an associate member of the National Council of Examiners for Engineering
and Surveying (NCEES), presenting on numerous topics, having served for five years
on the Law Enforcement Committee and five years as a member of the Uniform
Procedures and Legislative Guidelines Committee. In addition, he served on the City of
Raleigh Board of Adjustment. After moving to Chapel Hill, he served on the Greenways
Commission and the Central West Focus Area Steering Committee.

A. RICHARD VANNOZZI, MS, PLS
Mr. Vannozzi is a graduate of the University of Maine
where he earned a BS in Forestry w/ High Honors with
concentrations in both Forest Management and Surveying
in 1984 and an MS in Forestry (with a surveying
emphasis) in 2006.
He is also a doctoral candidate in the Department of
Natural Resources (NRE) at the University of Connecticut. His research is focused on
GIS Applications and Education for Land Surveyors.
He is registered as a Professional Land Surveyor in Massachusetts.
From 2007-2009 he taught Geomatics and Spatial Measurement and Introduction to
Geomatics at the University of Connecticut. From 2003-2007, he taught numerous land
surveying courses at The Wentworth Institute of Technology in Boston. Before
reorienting his career to focus on surveying education in 2003, Mr. Vannozzi worked in
private practice for 19 years, specializing in ancient boundary retracement, boundary
dispute resolution and title, boundary and zoning litigation.
He is currently an Assistant Professor in the Civil Technology program at the University
of New Hampshire’s Thompson School of Applied Science where he teaches various
courses in Surveying and Mapping. He is the 2012 recipient of ACSM’s Earle J. Fennell
Award for distinguished educational contributions to ACSM and the surveying and
mapping profession. Mr. Vannozzi is a nationally recognized speaker on all topics
surveying and has provided 70+ seminars, workshops or technical presentations across
the United States.
He is a Past-President of MALSCE and was recognized as MALSCE’s Surveyor of the
year in 1998. He has received four (4) Presidential Citations from MALSCE for his work
on professional standards (1) and surveying education (3). Currently, he serves on the
National Society of Professional Surveyors (NSPS) Board of Directors representing
Massachusetts.

Mark White, PLS is a Land Surveyor by trade and a technical trainer on survey grade
GNSS and robotic total stations. He has worked with GNSS and robotics over the last
26 years with the last 12 years as a full-time trainer and technical support specialist. He
has been the training manager for Duncan-Parnell, Inc. the last 5 years. His surveying

acquired my previous company Carolina Resource
Mapping, where I was the owner and president for
over 13 years. I began my career in 1994 as a stereo
plotter operator at a small mapping company in
Wilmington. I am a licensed photogrammetric
surveyor in North and South Carolina and am
experienced in map compilation, aerial triangulation,
digital orthophoto production, LiDAR processing and CAD. My experience includes
thousands of smaller projects for private engineering and surveying clients and also
larger projects for state DOTs, multiple county digital orthophoto projects and statewide
mapping projects.
When I am not working my main interests are powerlifting and the Carolina Panthers. I
also play golf when I have the time. I have two sons, Ryan (19) and Colton (15). Ryan
is a sophomore at NC State majoring in Graphic Design and Colton is a sophomore in
high school here in Wilmington. I have been married to my wife Patty for 21 years and
she is a special education liaison for our local county school system.

John Young, PLS is Vice President of NC Survey in Asheville, NC. He has over 30
years of land surveying experience. He attended the University of North Carolina

DAVID B. ZILKOSKI
David B. Zilkoski received a B.S. degree in Forest
Engineering from the College of Environmental
Science and Forestry at Syracuse University in 1974
and a M.S. degree in geodetic science from The
Ohio State University in 1979. He was employed by
National Geodetic Survey (NGS) from 1974 to 2009.
He served as Director, National Geodetic Survey,
from October 2005 to January 2009. As Project Manager of the New
Adjustment of the North American Vertical Datum of 1988 (NAVD88) he
worked with Federal and State agencies to develop plans to transition from
NGVD 29 to NAVD 88.
Since retiring from government service in 2009, as a geodetic consultant,
he provides technical guidance on issues related to NGS’ modernization of
the National Spatial Reference System. Mr. Zilkoski is Chair of North
Carolina Geodetic Survey Advisory Committee, a member of the North
Carolina 2022 Reference Frame Working Group, and currently serves as a
GPS World Survey Scene Guest Editor.

ANDY ZOUTEWELLE
Andy Zoutewelle is a professional land surveyor in Charlotte and is the president of A.G. Zoutewelle Surveyors. His practice includes a wide range of surveying activities.
Mr. Zoutewelle currently serves as Vice Chair of the N.C. Board of Examiners for Engineers and Surveyors. He also serves on the National Council of Examiners for Engineers and Surveyors, including its Professional Surveyors Exam Development Committee (as Chair), the Examinations for Professional Surveyors (“EPS”) Committee, Finance Committee and PLSS Task Force. He also serves as President of the related Colonial States Boards of Surveyor Registration Association. He also serves on the Civil Engineering and Geomatics Advisory Committee of Central Piedmont Community College and is past Chairman. He currently serves on the North Carolina State Boundaries Commission. Mr. Zoutewelle served for 5 years on the Charlotte-Mecklenburg Planning Commission and served as its Vice Chair and as delegate to the Charlotte Regional Transportation Planning Organization. He served for 6 years on the City of Charlotte Zoning Board of Adjustment, including 4 years as Chair. He also chaired the Mecklenburg County Environmental Policy Coordinating Council. He has served as President of the Mecklenburg Surveyors Association and has been active with the North Carolina Society of Surveyors as Long-Range Committee Chairman and Director. Mr. Zoutewelle is licensed to practice land surveying in North Carolina, South Carolina, and Virginia.
Mr. Zoutewelle received a B.S. degree in Chemistry from Davidson College. After college, he joined Milliken & Company’s Chemical Division in manufacturing. He also spent eight years with his father’s land surveying practice before founding A.G. Zoutewelle Surveyors in 1994.
