1995 - adoption of a regulation for developing the cadastral plans of the settlements

2001- Law on Cadaster and Property Register – regulation of cadastral data

Law on Territory Planning, the Water Act, etc.The legislation is repaired and updated continuously. Result: the coverage of the country territory with

harmonized geospatial data (cadastral maps) is only 18.2% comprising 30% of total number of properties in the country

2007 - Accession of Bulgaria to EU –many GIS projects

e-Government Legislation and its relation with Spatial Data Legislation 2010 - Law on access to spatial data for building the elements of the NSDI

Results in 2010 (Crompvoets et al.) the country has main problems in coordination and lack of clear

implementation rules; the strategy document for implementation on organizational and

technological level are available and a plan also exists; the main organizations that involved in this process are the

government, universities and institutes; Bulgaria has no funding policy; till 2010, coordination and cooperative activities are performed only at

national level, and the Ministry of Transport, Information Technology and Communications (MTITC) is appointed to take a leading role;

the most active organizations in the country are the environmental agencies;

internal structural changes within the organizations involved in this field have not been performed;

specific measures to improve the data and service sharing have been not taken;

a National Geo-portal is not established.

An experimental Geo-portal is elaborated;

• It provides diverse information in the form of various digital thematic maps and satellite images, attribute and text data. • It provides several thematic maps of natural disasters for the territory of the country, etc.

During the last three years the EAECNIS repeatedly published on its website the goals to implement requirements of the INSPIRE Directive

Related to Spatial data sets, Metadata and Metadata catalogues:

▪ Metadata for data and services administered by the Environment Agency are harmonized with the INSPIRE Directive requirements;

▪ There are still mixed data, from analog up to vector data and GIS datasets;

▪ With the different permission levels for access;

▪ In many formats and in many database types;

▪ Without standardized way for developing of GIS systems within the state;

▪ Developing without harmonizing and compatibility with existing databases, even within the same institutions!

Related to Spatial data services and Network services (Web):

▪ No accessibility through the web pages of institutions;

▪ No established controlling mechanism by which to monitor the quality of network services;

▪ Regulations and measures for the sharing of spatial data between administrators of spatial information are missing;

▪ There are no services implemented with spatial data requirements of the INSPIRE Directive;

▪ no specific measures were taken at national level to promote the exchange of spatial data sets and services between public organizations, etc.

Motivation for comparison: year of membership in EU; Similar or close economic and social conditions; regional location: Romania and Greece are neighbor countries of Bulgaria.

Main conclusion: In most cases State Geodetic Agency, Surveying

and Mapping Authority, Cadastral Organization or other geodetic institution Is a coordinated body of the activities related to NSDI developing.

Status of registered INSPIRE Stakeholders: Spatial Data Interest Community (SDIC) Legally Mandated Organisations (LMO)

On 21 October 2013 Bulgarian Cartographic Association (BCA) is registered as body, which has an interest (SDIC) in the spatial information themes and services referred to in the INSPIRE directive.

Page 19: INSPIRE Directive in Bulgaria until 2013 - results, problems and perspectives

• Bulgaria has achieved some results in developing an integrated NSDI

• NSDI implementation is not well coordinated and is with unclear financial support, and achievements are still insufficient

• We conclude that it is necessary to change the entire organizational structure, which has to include representatives of all stakeholder groups

• A new governance structure that fosters the collaboration and manages the INSPIRE implementation is proposed, which can ensure success of the efforts of GI-community in the country

What do we need?

• Bulgarian action plan (strategy for INSPIRE implementation)

• Policies, technology, criteria, standards and people for establishing the NSDI

• Collaborative initiatives, public-private partnerships, and the joint efforts of many organizations.

Riviera Holiday Club is a former governmental residence, situated at a distance of 17 km from the city of Varna (27 km from Varna airport), in the close proximity of Golden Sands resort.

It lies straight onto the shore, with own beaches in cosy bays and amid a lovely park of centuries-old trees. The provided peace, quietness and comfort make Riviera Holiday Club an attractive place for many international events.
