The Friuli Venezia Giulia Region is located in the north-east of
Italy , on the border with Austria and Slovenia.

Insiel , the FVG Region ICT Company, is in charge of Information Systems development, including GIS applications and Spatial Data Infrastructure , for regional Departments and local Authorities.

The Friuli Venezia Giulia Region put the basis of its Cartographicaland Geographical Information System about twenty years ago, with the regional Law n. 63/1991, “Order concerning regional cartography and cartographical Information System”.
Since then, by means of coordinated actions and investments aiming at public sector GIS development , the Region put the basis
for the SDI implementation.
A bit of history

Homogeneous digital Maps , covering the whole regional territory, have been produced and made available to public authorities of FVG Region:
� digital topographic Maps, 1:5.000 scale � digital topographic Maps, 1:25.000 scale
� digital Orthophotos (up to 50cm resolution)

Under the coordination of the “GIS and Cartography Office” , regional Departments have been provided with GIS solutions and services to support data production and elaboration in several fields:
� Environment
� Hydrography� Transport networks
� Spatial Planning
� Forests� Agriculture

The regional GIS, originally based on a centralized approach , has evolved over time towards a distributed architecture , consisting of several “nodes” of data users and producers connected through the intranet (RUPAR).

Customized GIS solutions, enabling the integration of geographical and administrative data at municipal level , have been realized and disseminated among local authorities , in order to support back-office as well as front-end activities.

Besides GIS solutions, public authorities have been provided, on the basis of institutional agreements, with technical support , data production protocols as well as training services .
Moreover, several thematic Projects , dealing with specific geospatial issues, have been promoted and carried out over years, involvingregional and local subjects. Among others:
� Town Plans “mosaic ”, aiming to support regional Spatial Planning strategies� DB Prior Project , concerning Topographical DB implementation
� Cadastral Project , aiming at full integration of cadastral data in local/regional GIS

At the beginning of 2000s, the scenario was characterized by:
� a leading role of regional Authority in the GIS field
� a wide diffusion of GIS among public authorities , including the smallest ones� an ever increasing number of geographical data producers at regional , intermediate and local level� a good awareness and knowledge of policy makers and public sector operators about geo information potential� an emerging demand of geospatial data sharing and integration
There were the conditions to move from a “collection of GIS” towards an “SDI”…

By taking into consideration the European scenario and the
INSPIRE initiative, the SDI implementation was identified as a
“strategic goal” by Friuli Venezia Giulia Region.
� the regional Order DPR n.063 of 7th March 2006 indicated
the main contents and milestones of the IRDAT Project , aiming at a Regional Infrastructure of Geographical and Environmental Data
� a Steering Group , including members of main regional
Departments and Insiel, was formally established in June
2006 with the goal to coordinate the SDI development

Web Community
In order to ensure an interactive, easy and fast communication among subjects involved in the SDI implementation, a Web Community , split in several thematic areas and Forums , has been implemented in the official Website.

Capacity building
Aiming at improving awareness and knowledge of public sectoroperators, technical Workshops and training sessions are regularly carried out involving local Entities and regional Departments, concerning theoretical as well as operational issues:
� GIS tools use� digital Maps management� geographical data production and elaboration� data integration and sharing � organizational aspects� SDI: European, national and regional scenario
Moreover, the regional training programs are going to be aligned with ECDL GIS Syllabus contents in the next future.

Friuli Venezia Giulia Region and Insiel are also involved in European Projects dealing with geographical data interoperability
according to INSPIRE framework. Among others:
� ISA-Map Project (INTERREG IIIB, 2003-2006), with Austria and Slovenia, aiming at data integration for cross-border Spatial Planning purposes;
� GIS4EU Project (eContentplus, 2008-2010), which goal is the provision of interoperable datasets to open GI to EU communities.
Moreover, several European Project proposals concerning geospatial data and services have been recently presented and are currently under evaluation.

Future activities
By considering regional and national framework and taking into account INSPIRE roadmap , the following activities will be carried out in the next future:
� Catalogue services improvement
� SDI basis enlargement involving local authorities and agencies in charge of geospatial data production
� data remodeling according to INSPIRE Data Specification(Administrative Units and Addresses )
� transformation services implementation
� INSPIRE-compliant data production and publication: organizational and operational aspects
� coordination with INSPIRE implementation at National level
� regional “thematic Projects” , e.g. “Mountain Paths”, as an example of SDI involving public and private sector.
