Inspector’s training: key point for success

Inspector’s training represents one of the mostimportant factors affecting the effectiveness of theprocess.It is important to guarantee a well-trained inspectorto offer a clear, objective and useful service to thefarmers.But not only inspector’s training is important for thesuccess of the global process.

Differences among EU MS




SPISE has proposed a full course item’s list. MS areinvited to take this proposal into account to design anddevelop training courses based on part or total list,depending on the background level of the attendants.

Training courses: main aspects

• Environmental, technical and biological motives for inspection

• Basic knowledge on sprayers• Legislation and administrative procedures• Health and safety for inspection staff• Inspection of PAE• Test equipment and calibration of test equipment• Complete practical inspection of PAE• Calibration of sprayers, adjustment, nozzle selection• Best Management Practices• Upgrading of sprayers (new technologies,…)

Ensure a harmonized, practical and suitable training processfor staff in charge of the organization of inspector’s trainingactivities in Europe.

Accomplish with the received mandate from EuropeanCommission in the sense of be ready to inspect all type ofPAE, giving a training contents of all type of PAE suitable tobe inspected.

Keep participants updated with the latest developments ordevelopments in the spray application technologies.

Propose the requested knowledge and methods so that thestaff in charge may guarantee a stand level of quality, notonly during the training activities but also during theinspection procedure itself.

Give main directions and clear processes about theimportant aspects of calibration and maintenance of PAEs.

Specific questionnaire was developed to be executed before and after the training in order to quantify the knowledge of the group (anonymous)

printed and disseminated (10000 copies) with collaboration of

European Commission. Great tool for training purposes




Some considerations after ~100% of the project

240 attendants from around 28 different MS (plus 4 invited countries) Training represents the best tool to improve the PPP use Information and practical activities have been very well accepted for

the attendants Good combination between legislation and technical actions Differences among MS are really important Official bodies must be well trained Great success among attendants and very well evaluated by EC




Probably we will have the chance to organise 12 more three-days training courses!!!




Thanks to …




Combination of practical and theoretical activities represents one of the mostappreciated aspect of the courses. The possibility to put in practice the aspectspreviously explained in lectures gave the attendants a very well appreciatedopportunity to complete the training process.

BTSF training courses allowed a good opportunity to share problems, difficultiesand experiences among different Member States, being a clear advantagespecially for those MS less experienced in the inspection procedure.

Great differences among MS were observed, both in terms of inspection’sorganization and in legal and administrative aspects. It was detected also that,even if deadline for mandatory inspection program was already overpassed, stillthere are some MS where process must still be arranged.

Conclusions




Difficulties on interpretation and application of harmonized internationalstandards were detected

Special interest was detected concerning the inspection procedure for otherminor pesticide application equipment other than boom sprayers and orchardsprayers.

Material, experience and knowledge acquired after the training courseattendance have been positively appreciated by the attendants. Also, a goodEuropean network has been started among the attendants from different EU MS.

Accurate information focused on farmers was really identified by most of theattendants, in order to convince them about the interest and benefits ofmandatory inspection. Training was selected as one of the most profitableinvestments to guarantee the success of the process.
