Innovation is the (first) application of knowledge in practical use Innovation in is not necessary at global frontier, but also new to local

context; in this case, the process steps could be labeled:

Specific measures to improve the innovation process considering potential synergies of R&D stimulation and development/economic cooperation

Policies/ instruments

Institutions Capabilities

Creating and commercialising knowledge

• Coupling of R&D funding to sectoral strategies of the respective ministries/ departments and their economic cooperation

• Promoting technology transfer and innovation in economic cooperation

• Using investment programmes for validation

• Including companies, esp. SME

• Openness for inter-ministerial/ departmental cooperation on different planning levels

• …

• Technology assessment

• Technology negotiation

• Adaptation to domestic conditions incl. financing & costs (O&M, life-cycle etc.)

- Acknowledgement of the relevant sector development plans and national/local strategies

- Exploration of the possibility to include into funded project consortia some R&D under governmental ministries or agencies managing investment in the sector

- Availability in the consortium of adequate financial/economic and institutional expertise adapted to science based “implementation facilitation” tasks

- Desirability of an “implementation facilitation plan” as part of the R&D project application and realisation work programme

- Need to develop project reports comparable to “pre-feasibility” study to guide and prepare implementation

- Desirability for continuous dialogue and information sharing with implementation decision makers

Possible implications for R&D programming

Page 15: Innovative sustainability solutions: Facilitating implementation & … · Innovative sustainability solutions: Facilitating implementation & market dissemination of R&D project results

DLR-PT.de • Chart 15 • Andreas Suthhof

Necessary phases of infrastructure related R&D

Piloting • Essentially technical

R&D to test innovative solution

• Domestic policies might be bypassed or ignored for the sake of the research objective

Demonstration • Scientific proofing of

applicability of technical solution when embedded in national policy framework

• Scientific underpinning of recommendation for policy enhancement for investment facilitation

Mainstreaming • (Promotion of) practical

and widespread dissemi-nation of R&D results application through a “mainstream” investment programme

• Not necessarily facilitated/ accompanied by R&D

Innovation takes time! Demand for sufficient project duration Mainstreaming needs to be facilitated as far as possible during the

demonstration phase

Sustainable Management of Available Water Resources with Innovative Technologies; incl. decentralised WWTP for wastewater reuse in Jordan: • Inclusion of universities & SME from both countries and of Jordanian authorities • Realisation of 3-phases concept incl. demonstration under real world conditions

and capacity building

SMART cont‘d

• Early collaboration with German development cooperation

• Introduction of DWWT to Jordan’s water strategy • Pre-feasibility study for dissemination • Introduction of possible investment to bilateral

governmental consultations • Project office in the MWI and facilitation of a National

Implementation Committee for Effective Decentralised WW Management composed of a number of senior decision makers of different related ministries & agencies

• Relevant creation of value for Jordanian SME and JV in case of dissemination

Summary

There are potential synergies between instruments of R&D (stimulation/cooperation) and development cooperation which can be used to direct R&D programmes/projects early and systematically towards implementation and diffusion of the innovative solutions to be developed

Using these synergies provides potential benefits for the improvement of the national innovation system as well as the society
