Northern Netherlands has developed a rich innovation infrastructure with support systems and networks
However there has been no significant increase of innovative SMEs
Current policy instruments and initiatives are focussed largely in the city of Groningen with fragmented and usually, bilateral contacts
Other initiatives are spread through the region with limited scope and impact
SMEs are not familiar with current initiatives and, or do not have an urgent needfor existing support offered
Need for orchestrating systems change to support collaborative infrastructuresand cultures
