Invests between 1 and 1.5% of its GDP in R&D.Is ranked 13% in the world in number of scientific papers published. Its contribution to world science has increased from 1 to 2% in last decade.Is a global leader in biofuels, agricultural research, deep-sea oil production, remote sensing and tropical medicine.Emphasis on Innovation is a government stated policy. It has a multibillion dollar program to develop innovation in industries.

Produces 500,000 college graduates every year. 30,000 of those are engineering degrees.Awards 10,000 Doctoral degrees a year. Government official goal to multiply this number by 10 by 2020.Has a program of more 100,000 graduate fellowships offered by government.Engineering has been declared by government a high priority area for the future. Expected number of new engineers will grow faster in the next five years.

Current engineering workforce: 900k Mostly working in public jobs and medium or small business enterprises.Of this total around 200,000 are electrical engineers and there is also a large number of computer professionals85% of engineering workforce has never renewed their skills, either at university or long term training programs.

Business Plans were developed for the following activity/product lines: – Continuing Education (live and virtual
short courses, webinars), primarily focusing in industry participants and leveraging the IEEE brand. Local presenters will be used.
– Small, Focused Workshops in topics of interest to Brazilian community. (Including possibly schools which have a lot of value for the academic segment)

Certification (training for) initially for programs already being offered by Computer Society. Partnering with local organizations in aggiornamento of engineers in mid-career.S&T journals is a largely untapped market. Partnering will local organizations could be key to success (a few examples already exist).

Brazilian major university has a book series, presently with 21 titles, that has sold in excess of 100,000 copies.
