Welcome to the ING Plan Sponsor Site You can access the ING Sponsor Web site at: http://www.ingretirementplans.com/sponsor If already registered, enter your User ID and Password and click Enter.

If you are not yet registered, click on the link that says “Not yet registered” or contact the ING plan’s administrator at your organization to begin the registration process. Your plan administrator must initiate the process to set you up with access to the ING Plan Sponsor Web site. To register a user, the plan administrator will provide ING the user(s) name, email address, phone number and the authorized plan-participant-payroll permission level(s). The identified user(s) will then receive 2 related registration emails. The first provides a unique registration URL and the second a unique PIN. Upon acting on these emails, the user will then be prompted through a series of steps to establish a 6 character User ID (which is not case sensitive), a security question & answer, and a secure password. (Security answers and passwords are case sensitive.) The password must be at least 8 characters in length and contain at least one each of an upper/lower case letter and number.

Security Access Based upon your role and security permissions for the Plan Sponsor Web site, you will be granted access to certain features of the Web site described in this guide. Throughout this guide you will find notations indicating the level of access and permissions required to access these features. Access Type Permission Functionality (Not all functionality may be available to your plan)

Plan Inquiry View plan level financials (assets, plan balance), usage reports,

publications, forms and other plan related information as well as set / change mail delivery preferences. Mail Delivery Preferences is not applicable to all plans.

Update Plan Inquiry functionality and in addition, the ability to update plan-specific information. Update capability may not be available for all plans.

None User does not have the ability to view and / or update plan level information.

Participant Inquiry List all participants for a plan and view their account information.

Update Approve participant loans and add / update participant’s profile information (ex: participant address, date of birth) Participant Update may not be available for all plans.

Home Page If you have one account, the first screen to display is the Sponsor Home / Plan at a Glance page.

If you have multiple accounts at ING, the first screen to display is the Select a Plan page where you can select to view your information:

• at the Total Sponsor Relationship level by clicking on the Total Sponsor Relationship link, or • at the individual Plan level by click on the Plan Name

Rollover Navigation Sponsor Information is organized by a variety of main topics. To access information in a desired topic, simply put your mouse on the links located on the left hand side to view the items in that section. As you place your mouse over the specific item, you will also see a brief description about that item appear below the left hand navigational area. Then simply click on the item you want to view /access.

Plan Level Information - Assets Security: Must Have Plan Inquiry or Plan Update Access to View Assets are available as of the previous month-end and refreshed data is generally available around the 9th business day of the following month. You can also select assets for historical month-end dates as well. Please visit the Daily Account Balance section for prior day values at the Plan and Participant level. Download allows you to download the information into a CSV file. The Print Version removes the top and left hand navigation from the report and allows you to print. Throughout the site, the fund names link to the Investment Option Description (updated quarterly) for that fund. In addition, by clicking on any of the column headings you can Sort your data any way you would like. Data can be sorted by Fund Code, Fund Name, Asset Class, or Assets in both ascending or descending order. Click on View Charts to see pie chart illustrations of your assets. Charts are available by Investment, by Risk, and by Asset Class. Note: Funds with less than 5% of your total assets are grouped together under an “Other” category in these charts.

Plan Level Information - Transaction Reports – YTD Contributions Security: Must Have Plan Inquiry or Plan Update Access to View

Year-to-Date Contributions are available as of the prior business day and are also available as of a historical month-end date. Click on the desired tab to view these Contributions by Investment or by Source of Money. Download and Print Version are available on this screen. Click on View Charts to see pie chart illustrations of your Contributions. Charts are available by Investment or By Source of Money. Note: Funds with less than 5% of your total assets are grouped together under an “Other” category in these charts.

Plan Level Information - Transaction Reports – Activity Summary Security: Must Have Plan Inquiry or Plan Update Access to View

Activity Summary is available as of the last valuation date and as of a historical month-end date which is noted in the upper right hand corner of the page. You can view summary information for All Activity, Contributions, Withdrawals, Fund Transfers, Other Activity (e.g., fees) and Loans, if applicable to the Plan. To view detailed activity information by fund and/or participant, go to Activity Detail (Plan Level Information > Transaction Reports > Activity Detail).

Plan Level Information - Transaction Reports – Activity Detail Security: Must Have Participant Inquiry or Participant Update Access to View Activity Detail allows you to view detailed transaction activity by searching on Transaction Type, Date Range, one fund or all funds. The available transaction types are Contributions by Fund, Contributions by Participant, Fund Transfers, Loan Activity (if applicable to the Plan), Other Activity and Withdrawals. Date Range begins with data that is available for that plan. Make your selections and click Display. The Activity Detail report opens in a separate browser window. For details on how to navigate this information, refer to Appendix B. Note: The categorization of activity information you view in Activity Detail on the Sponsor Web site may differ from the categorization of this information when you view your Sponsor Activity Report, participant data online through the participant website and on participant statements.

Plan Level information – Audit Information – SAS 70 Reports Security: Must Have Plan Inquiry or Plan Update Access To View

Provides on-line copies of ING's audit reports that describe both Business and Information Technology processes and our related internal controls specific to the defined contribution business offered by ING Life Insurance and Annuity Company and its insurance subsidiary. SAS 70 reports for the current year are placed on the website by April 30 of the subsequent year.

Plan Level information – Usage Reports – Investment Usage Security: Must Have Plan Inquiry or Plan Update Access to View Usage Reports will be available as of the previous month-end. You can select data for historical month-end dates. The report lists each investment in the plan and the number of participants with a balance in each investment.

Plan Level Information - Plan Specifics Security: Must Have Plan Inquiry or Plan Update Access to View Plan Highlights provides information on key plan provisions about your retirement plan. The Plan Sponsor Handbook outlines the Plan Sponsor, TPA (if applicable), and ING roles for plan administration as well as workflow information for financial transactions, distributions, and loans.

Participant Information - Participant Account Data – Point & Click Account Access Security: Must Have Participant Inquiry or Participant Update Access to View You can choose to view All Participants or Selected Participants. Please Note: The search feature can only display up to 1,000 participants. You may wish to use the Selected Participants option or the Daily Account Balance tool if your number of participants exceeds this amount.

If you choose Selected Participants, you can search by last name, first name and/ or SSN. Click Display and the results will appear. View the participant’s balance as of the previous month-end. Click on a participant’s name to access detailed account information for that participant (inquiry only). That detailed account information will include balance information as of the previous business day.

Participant Information - Participant Account Data – SSN Look-Up Security: Must Have Participant Inquiry or Participant Update Access to View

If you have a participant’s SSN, you can enter it to gain direct inquiry access to their detailed account information.

Participant Information - Participant Data Reports Security: Must Have Participant Inquiry or Participant Update Access to View This section allows you to view numerous reports related to account balances, transactions, loans, and payroll feedback.

Participant Information – Excessive Trader Report This report will allow you to view and download a listing of all participants who have had their trading privileges restricted. To view report once it has been requested please visit the section called View Requested Reports.

Processing Center – Contribution Submission Security: Must Have Payroll Access to View Visit the Processing Center for contribution submission tools that ensure your contributions are processed quickly, accurately, and efficiently. With the Internet File Transfer (IFT) application, sending your contribution data to ING is easier than ever. IFT gives you the ability to send files, in a pre-approved format, to ING with no additional software or cost. Once your account has been set up, all you need is access to the Internet, and with a few clicks of your mouse, your data will be sent securely to ING for processing. This method is suitable for any size plan. The Payroll/Administration application is an easy-to-use remittance processing tool that also allows you to add or enroll eligible participants and provide real-time updates to participant demographic information. This electronic payroll interface automatically reconciles the provided data with ING’s recordkeeping system, giving Sponsors complete control over their payroll and participant information.

Processing Center – Payroll Feedback Obtain payroll related changes made by your participants. Payroll Feedback is the way in which we provide notification back to you for Contribution Rate Changes and Loan Information. Download this in CSV format or obtain a PDF version from the Participant Data Report section.

Investment Information - Fund Performance Security: All Users Can View Provides Case specific Fund Performance reflecting the fees associated with your contract(s). For other types of performance, click the drop-down arrow and then the Display button.

Investment Information - Investment Option Descriptions Security: All Users Can View

The list of funds in your plan is viewable in two different formats, either by Asset Class or alphabetically. Also, you can view the descriptions for the investment options in your plan and for those investment options that are available to your plan. Each investment is listed with the fund number and name. The investment option descriptions (e.g., fund one-pagers) can be obtained by clicking on View Fund Details.

Investment Information - ING Fund Evaluation Scorecard Security: All Users Can View The ING Fund Evaluation Scorecard critically evaluates every fund in our various products and reports the results twice a year. The Scorecard may assist with your ongoing monitoring and review of the investment options in your plans. The Scorecard provides four links:

• Scorecard Brochure – the process

• ING Fund Evaluation Scorecard – a description of the Scorecard ratings

• Due Diligence Process – the methodology and ranking system

• Scorecard Results – scores for each fund in your plan, provides a full report per fund, and a “Watch List” indicator

In addition, the Investment Information section also provides Fixed Account information, Breaking Fund News, and a Fiduciary Investment Guide to help provide you with your fiduciary responsibilities.

Mail Delivery Preferences Security: Must Have Plan Inquiry or Plan Update Access to Assign Mail Delivery Preferences An authorized individual of the plan can set mail delivery preferences for the plan’s regulatory documents (e.g., fund prospectus, product supplements & special mailings). U.S. Mail is set as the default. To set up Online delivery:

1. Select Online 2. Select an alert preference – “Email and Web Site” or “Web Site only”.

• Email and Web Site – you will receive email notification as documents become available and a message on the Sponsor home page when you log in.

• Web Site only - you will receive a message on the Sponsor home page when you log in. 3. You must provide your current email address and re-enter it. 4. Check the box at the bottom of the page that certifies that you are authorized to sign up for this

service on behalf of the Plan. Click Continue. 5. Read the Terms and Conditions, click “I Agree” and then click “Continue.” 6. A Review page will appear. Make corrections if necessary or simply click Submit if done.

operation and administration. • Rollover & Retirement InSite - Participant-focused Web site, which provides tools and articles on the

Contact Information – Contacts at ING and Contacts at Your Organization Security: All Users Can View Contacts at ING This page provides names, phone numbers and e-mail addresses for your Sponsor Services plan manager, field service partner, and sales partner, plus other toll-free phone numbers. Contacts at Your Organization On this page, we allow you to maintain information on your organization. You can provide human resource, payroll, and other retirement partners. You need to change your address or phone number only once, and we will make all the other changes necessary. When you want to edit any of the information, click Edit. Another screen will come up where you can change the information that needs to be edited.

You can add other contacts by clicking Add a Contact at the top of the page.

Daily Account Balance Security: Must have Plan Inquiry or Plan Update Access to View Plan Information; must have Participant Inquiry or Participant Update Access to View Participant Information. The Daily Account Balance tool opens in a new browser window displaying a list of all your plans, including plan number, plan name, number of participants and balance information. Summary information about the list of plans appears at the top of the screen. Unallocated Account information is also available; click on the “+” sign next to “Unallocated Balances” to expand and view those accounts.

The Participant list page displays participant name, SSN (last 4-digits only), Age, and Balance.

You can sort on any column by clicking on the column header. Search capabilities are also available. Select the Search option from the drop down menu, enter your Search parameters and click Search. You can combine multiple Searches by clicking on Add More to add another Search window. Export the data you are viewing by clicking the icon for the desired output (PDF, Word, or Excel). Enter a Report Name and Description and click Submit. These reports take just a few moments to generate. Go to the Reports tab to retrieve your report. These reports remain available from the Reports tab for 7 days.

Click on View Plan Summary for plan details. Click on View Participants for a list of participants in the plan.

Click on View Participant Summary for more detailed participant information. Click on View Participant Web Site to access the Participant web for that participant.

On Demand Reporting Security: Must have Plan Inquiry or Plan Update Access to View Plan Information; must have Participant Inquiry or Participant Update Access to View Participant Information. The On-Demand Reporting tool is an easy-to-use, state-of-the art reporting tool to help you monitor and manage your plan. With online report-generation capabilities, you may view or download specific information about your plan with just a few clicks of the mouse and it allows you to build robust custom reports with ease through “drag and drop” capabilities. The On Demand Reporting landing page includes a link to the application, an online tutorial, and a step-by-step User Guide. Refer to this User Guide for instructions on running Standard Reports and creating Ad Hoc Reports. Click on the link titled “On Demand Reporting” to launch the application.

Web Access Authorization Security: Must be the Primary Contact or have Administrative Rights Designated by the Primary Contact If you are the Primary Contact or someone the Primary Contact has designated with administrative rights, then you have the ability to control and administer the level of access for each Sponsor Web site user. The Primary Contact is the individual typically charged with managing day-to-day site access for the Plan. As the Primary Contact, you can assign and manage access to Plan Information, Participant Information and Payroll Information based on the type of data your users need to see. You can view Active Users, Users Not Registered or Suspended Users:

• Active Users – those who have registered for the Sponsor Web site. You can edit, suspend or terminate access. When someone leaves you organization, you will need to terminate / remove their access to the Sponsor Web site.

• Users Not Registered – users who have been set up but have not registered to access the Sponsor Web site yet.

• Suspended Users – users who have been suspended from access but can be re-activated at any time.

Web Access Authorization – Add a User

To add a user, follow these 3 simple steps: 1) Enter user’s profile information. 2) Assign Administrative Rights, which allows a user to authorize / control access to the Plan Sponsor site. 3) Select the appropriate level of access for this user: Plan Info, Participant Info, and Payroll Info. Review the information you entered. Select Back to make changes. Select Submit to complete. You’ll receive a confirmation and an email notification will be sent to the user prompting him / her to register and create their own User ID & Password. Note: If you manage multiple plans, you will be asked to determine whether the user’s access should be identical for all plans under management or if access should vary by plan.

Web Access Authorization – Fee Disclosure The Fee Disclosure feature allows the Plan’s Primary Contact to opt out of displaying Fee Disclosure information to their plan participants.

Activity Detail Reports are not accessible if you use a MAC (Macintosh®) operating system.

When you log into the Sponsor site, you may receive a notice that the server wishes to set a cookie. If you say "no", you will not be able to enter the site because the system will not be able to identify you. If you say "yes", you will be allowed to enter the site and your information will appear.

Internet Explorer® 5.5 or higher: 1. Select: Tools > Internet Options > Security > Custom Level. 2. Enable: Allow cookies that are stored on your computer and Allow per-session cookies.

Netscape® 7.1 or higher:

1. Select: Edit > Preferences > > Privacy and Security. 2. Click the “Cookies” radio button to enable all cookies.

Access Problems

• Be sure you are using the new User ID that was created during sign up. • Make sure your Password is being entered correctly. It is important to note that your Password is

case-sensitive. • After three unsuccessful attempts to log into the service, you will receive a Log In Error Page. In order

to continue with the login process, you must close your browser and start a new session. • If you continue to encounter problems with Log In after verifying that your User ID and Password are

correct, the following information may prove helpful:

• Dial-up users may encounter performance issues during peak usage times. Please see your Internet Service Provider's (ISP) terms of service for more information.

• Try clearing the cache (Netscape) or temporary files (Internet Explorer) in your browser Options.

• Enable scripting within your browser. See your browser's Help function for specific instructions. • If you have multiple browser windows open when encountering your login problem, try closing

them, re-open one browser window and try to log in again. • Please note: When making any changes to your browser settings, it is recommended that you

restart your computer.

• In addition, pay special attention to any special messaging that the web site displays. (i.e. Error Messages, instructions etc.) Carefully read this information. It will assist you with proceeding through the Site.

Printing Problems Page Orientation Sometimes information can be cut off when printing. This can happen when the Web page you are viewing is too large for your browser to print with its default setting. To print the entire page, change your printer setting from Portrait to Landscape. Landscape and Portrait are orientations for printing. Landscape is a horizontal page orientation giving you a wider page and Portrait is a vertical page orientation giving you a longer page. You can change the print orientation for your browsers by changing the page setup option when you print:

1. Click the item you wish to print. (This activates the frame.) 2. On the menu bar, select: File > Print > Properties 3. Click the circle next to Landscape or Portrait to change the print orientation.

Print Preview The Print Preview feature allows you to preview a page before you actually print it. To preview a page in Netscape® or Internet Explorer®, on the menu bar, select: File > Print Preview. This feature is not available in all versions.

Appendix B: Plan Level Information - Transaction Reports – Activity Detail Withdrawal Example

The Activity Detail screen opens in a separate browser window. The first screen that appears is the Summary screen. You can use the navigation at the top of each screen to navigate within the reports.

TOC: Table of Contents - displays report tree hierarchy. First: Go to the first page of results. Prev: Go to the previous page of results. Next: Go to the next page of results. Last: Go to the last page of results. GoTo: Type the page # you wish to view into the “Page” field and press “GoTo”. Search: Search for particular field value or run a report of all fields to download into Excel. Download: Downloads the report into another format. You can download reports to:

• Adobe PDF format – use for viewing online only • Microsoft Excel

Print: Reports print in PDF format. Help: Displays help information. X: Closes the report.

Click on the Amount link on the Summary screen to view the Participant Information. Then click on the Amount link from the Participant screen to view the Fund Information.

Activity Detail Reports – Download This is only recommended if your report is less than 2 pages. For larger reports, it’s recommended that you use Search, then Download. See next page for details. You can download and save reports into a PDF file, an Excel spreadsheet or RTF format. Excel is recommended if you plan to sort and manipulate the data. Note: Excel downloads can results in blank Excel rows appearing between each page that may wish to delete. Click Download from the top navigation of the page you wish to download.

Select the desired Export format and page range. Click View Report to view the report online or click Save Report to download the Report to your computer.

Activity Detail Reports – Search This is the recommended way to download a report that is larger than 1 page. Click Search. The Search window appears on the left. Select your search parameter by clicking on that field on the right. Example: to Search by SSN, click on the SSN field on the right.

Your Search field will display. Enter a value in the Search window and click Search Now. Note: You can search on partial values by using an asterisk (*) wildcard after the value you enter.
