1. INTRODUCTIONTheGovernmentofIndiaestablishedtheNationalBoardofExaminations(NBE)in 1975with the objective of improving the quality of theMedicalEducationby establishing high and uniform standards of postgraduate examinations inmodernmedicineonanall Indiabasisandutilizingexisting infrastructure forcapacity building.

NBE at present conducts postgraduate and postdoctoral examinations inapprovedspecialtiesleadingtotheawardofDiplomateofNationalBoard.TheMedicalCouncilofIndiahaslaiddownstandardsforpostgraduateexaminationsconductedbyvariousmedicalcollegesandaffiliatedtoconcerneduniversitiesandotherinstitutions,yetthelevelsofproficiencyandstandardsofevaluationvary considerably in these institutions.

The Examinations conducted by NBE provide a common standard andmechanismofevaluationofminimumlevelofattainmentoftheknowledgeandcompetenciesofmedicalspecialties.Moreover,intracountryandinternationalcomparisonsarefacilitatedwiththeavailabilityofcommonevaluationmechanism.

RECOGNITION OF DNB QUALIFICATIONS

The Nomenclature of the qualification awarded by the National Boardof Examinations is “Diplomate of National Board”. The list of recognizedqualifications awarded by theBoard in various Broad andSuper specialtiesasapprovedby theGovernmentof Indiaand included in theFirstScheduleof IMC Act 1956 is as given in Annexure-I A.

Asper the IndianMedicalCouncilAct1956; thepower to recognizemedicalqualificationanddeterminetheirequivalencerestswiththecentralgovernment.

TheDiplomatequalificationsawardedbytheNationalBoardofExaminationsare equated with the postgraduate and post doctorate degrees awarded byother Indian Universities for all purposes including appointment to teachingpostsas lecturer/AssistantProfessorby theGovernmentof India,MinistryofHealth andFamilyWelfare; vide their notifications issued from time to time.

TheholdersofBoard’squalificationawardedafteranexaminationi.e.DNBareeligible tobeconsidered forspecialist’spost/faculty inanyhospital includinga training/teaching institutionona teachingpost/asa facultymember.

DiplomateNationalBoardqualificationsarewellrecognizedandacceptedashigh standard specialist qualifications.

2. INFORMATION FOR CANDIDATES2.1. DNB – Final is an exit examination leading to the award of DNB

qualification.2.2. A candidate holding amedical qualification (MD/MS) i.e. having

passed thefinalexamination inabroadspecialty recognizedaspertheprovisionsof IndianMedicalCouncilAct1956asamended fromtimetotimeORacandidateregisteredwithNBEasaDNBtraineeandobtainingrequisiteperiodoftrainingasprescribedbytheNBE&fulfillingothereligibilitycriteriaasstatedinthisInformationBulletinmayappearfortheDNBfinalexamination(BroadSpecialty)providedthatMD/MS degree has been awarded to MD/MS candidates on or before 30th September, 2016.

2.3. TheexaminationsareheldonlyasperthescheduleofexaminationsprescribedbyNBEfromtimetotime.

2.4 ApplicationsforadmissiontotheexaminationshoulddefinitelyreachNBEbythespecifieddate.

2.5 ThelistofspecialtiesinwhichexaminationwillbeconductedcanbeseenatAnnexureII.

2.6. Statementsmadeby the candidate in the application form shall becertifiedbytheheadoftheinstitutionattheappropriateplaceandtheapplicationshallbesupportedbytherelevantdocuments.Candidates who are not in service shall get their forms signed by Head of Institute where they have trained or where they are working.

2.7. Applications of candidates producing false or fabricated records will not beconsideredandthecandidatemaybefurtherdebarredfromappearinginanyfutureexaminations.

2.8. CandidatesshouldgothroughthisbulletincarefullyforeligibilitycriteriabeforewritingtoNBE.Queriespertainingtoeligibilityandotherissueswillonlybeentertainediftheinformationrequestedisnotgiveninthebulletin or on website www.natboard.edu.in

2.9. Incompleteapplicationsorapplicationnot in accordance with prescribed instructions will not be considered. In such cases, the examination fee shall not be refunded.

2.10. Fee shall neither be carried forward to a future date nor refunded under anycircumstances.Applicationsreceivedafter theduedateshallbereturned in original.

2.11. Candidate found to be ineligible at any stage of DNB examination, will not be permitted to appear in the examination. In an unlikely event of any ineligible candidate appearing and/or passing the DNB examination, the results/candidature of such candidate shall be cancelled and/or are deemed to be cancelled.

2.12. Instructions in the information-bulletinare liable tochangebasedondecisionstakenbytheNBEfromtimetotime.However,candidatesshallbegovernedbyInformationBulletinvidewhichtheywereregisteredfordeterminingtheeligibility.Fortheory&PracticalExamsthecandidatesshallbegovernedbyInformationBulletinbywhichtheyapplyforthetheoryExaminations.

2.13 NBE reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the DNB Examinations even though the admit card/roll number has been issued or name/roll number is displayed on NBE website.

2.14 Candidates’ eligibility is purely provisional & is subjected to the fulfillmentofmeetingeligibilitycriteriaasdefinedbyNBE.

2.15 a.NBEreservesitsabsoluterightstoaltertheexaminationschedule,pattern,policyandguidelinesatanytimeduringthecontinuationorafterthecompletionofDNBtraining(2or3years/asthecasemaybe.)Thecandidateshallhavenorightwhatsoeverforclaiming/derivinganyrightfrompastorpresentschedule,policyandguidelinesofNBE.

2.16. The existing schedule, pattern, policy and guidelines are for readyreferenceonlybut innoway theyareorareought tobe treatedasrepresentativeoracknowledgmentoffactthatNBEisboundtofollowthesameinfuture.

2.17. In caseof anyambiguity in interpretationof anyof the instructions/terms/rules/criteriaregardingthedeterminationofeligibility/conductofexaminations/registrationof candidates/information containedhereinthe interpretation of the National Board of Examinationsshallbefinaland binding in nature.

4.3 Examination (Broad Specialties) : a) Theory Examination I. The theory examination comprises of four papers,maximum

marks100each. II. Thereare10shortnotesof10markseach,ineachofthepapers.The

numberofshortnotesandtheirrespectivemarksweightagemayvaryinsomesubjects/somepapers.

III. Maximumtimepermittedis3hours. IV. Candidatemustscoreatleast50%intheaggregateof4papersto

qualifythetheoryexamination.Gracemarksofupto2%ofmaximummarksi.e.8/400shallbegivenonlytothecandidatesfallinginthezoneofconsiderationi.e.securingbetween192-199marksoutof400.Forcandidates of General Medicine, Paediatrics and Family Medicine wherein Paper 4 is MCQ based, there is no grace marks in MCQ based papers. In these disciplines, grace marks of up to a maximum of 6 marks only shall be given to the candidates falling in the zone of consideration i.e. securing between 194-199 marks out of 400.

V. Fourth paper for General Medicine, Paediatrics and Family Medicine shall be Multiple Choice Questions (MCQ) based. 10. NBE LEAVE RULES1. DNB Trainees are entitled to leave during the course of DNB training as per

theLeaveRulesprescribedbyNBE.2. ADNBcandidatecanavailamaximumof20daysofleaveinayearexcluding

regulardutyoff/Gazettedholidaysasperhospital/institutecalendar/policy.3. MATERNITY LEAVE: 3.1. Afemalecandidateispermittedamaternityleaveof90daysonce

during the entire duration of DNB course. 3.2. Theexpecteddateofdelivery(EDD)shouldfallwithinthedurationof

maternityleave. 3.3. Extensionofmaternityleaveispermissibleonlyforgenuinemedical

reasonsandafterpriorapprovalofNBE.ThesupportingmedicaldocumentshavetobecertifiedbytheHeadoftheInstitute/hospitalwhere the candidate is undergoing DNB training. NBE reserves its rightstotakeafinaldecisioninsuchmatters.

3.4. Thetrainingofthecandidateshallbeextendedaccordinglyincaseofanyextensionofmaternityleavebeinggrantedtothecandidate.

3.5. Candidateshallbepaidstipendduringtheperiodofmaternityleave.Nostipendshallbepaidfortheperiodofextensionofleave.

4. MaleDNBcandidatesareentitledforpaternityleaveofmaximumofoneweek during the entire period of DNB training.

5. NokindofstudyleaveispermissibletoDNBcandidates.However,candidatesmaybeallowedanacademicleaveasunderacrosstheentiredurationoftrainingprogramtoattendtheconferences/CMEs/Academicprograms/Examinationpurposes.

8. AnyextensionofDNBtrainingformorethan2monthsbeyondthescheduledcompletiondateoftrainingispermissibleonlyunderextra-ordinarycircumstanceswithpriorapprovalofNBE.Suchextensionisneither

automaticnorshallbegrantedasamatterofroutine.NBEshallconsidersuchrequestsonmeritprovidedtheseatisnotcarriedoverandcompromisewithtrainingofexistingtraineesintheDepartment.

9. UnauthorizedabsencefromDNBtrainingformorethan7daysmayleadto cancellation of registration and discontinuation of the DNB training and rejoiningshallnotbepermitted.

10. Medical Leave 10.1. Leaveonmedicalgroundsispermissibleonlyforgenuinemedical

reasonsandNBEshouldbeinformedbytheconcernedinstitute/hospitalaboutthesameimmediatelyafterthecandidateproceedsonleaveonmedicalgrounds.

10.2. ThesupportingmedicaldocumentshavetobecertifiedbytheHeadoftheInstitute/hospitalwherethecandidateisundergoingDNBtraining and have to be sent to NBE.

10.3. Themedicaltreatmentshouldbetakenfromtheinstitute/hospitalwherethecandidateisundergoingDNBtraining.Anydeviationfromthisshallbesupportedwithvalidgroundsanddocumentation.

10.4. Incaseofmedicaltreatmentbeingsoughtfromsomeotherinstitute/hospital,themedicaldocumentshavetobecertifiedbytheHeadoftheinstitute/hospitalwherethecandidateisundergoingDNBtraining.

10.5. NBEreservesitsrightstoverifytheauthenticityofthedocumentsfurnishedbythecandidateandtheinstitute/hospitalregardingMedicalillnessofthecandidateandtotakeafinaldecisioninsuchmatters.

11. 11(i)TotalleaveperiodwhichcanbeavailedbyDNBcandidatesis 120+28=148daysfor6yearscourse,60+14=74daysfor3yearscourseand40+10=50daysfor2yearscourse.Thisincludesallkindsofeligibleleaveincludingacademicleave.Maternity/Paternityleavecanbeavailedseparatelybyeligiblecandidates.AnykindofleaveincludingmedicalleaveexceedingtheaforementionedlimitshallleadtoextensionofDNBtraining.ItisclarifiedthatpriorapprovalofNBEisnecessaryforavailinganysuchleave.

11(ii)TheeligibilityforDNBFinalExaminationshallbedetermined strictlyinaccordancewiththecriteriaprescribedintherespective informationbulletin.

Eg:-CandidatejoiningDNB3yearcourseinJuly2016admission sessionon15thOct.2016shallbecompletinghis/herDNBtrainingon14thOct.2019undernormalcircumstanceswhereinthereisnoextensionoftraining.Ifhis/hertrainingisextendedduetoleaveonmedicalgroundsoranyotherreasonfor3monthsafteradjustingeligibleleaveavailableintheentiredurationofDNBtraining,thetrainingshallbecompletingon 14thJan.2020.IfaspertheInformationBulletinforFinalExaminationJune2019,thecutoffdateforcompletionoftrainingis31st Dec. 2019, such candidateshallnotbeeligibleforJune2019FinalExamination.

It was also provided their inthat for teachingappointments inBroadspecialities, theholderofDiplomateNBE should have at least one year teaching experience asTutor/Registrar/Demonstrator or equivalent post in a recognized medical college impartingundergraduate training to be eligible for appointment as Lecturer, and theholderofDiplomateNBEinSuper-Specialitiesisrequiredtoundergotrainingfortwoyearsinarecognizedmedicalcollegehavingrecognizedpostgraduatemedicaldegree in theconcernedspeciality tobeeligible forappointmentasLecturer.

2. TheGovernmenthasreviewedindetailtheissueoftheaboverequirementofadditionalone/twoyearsteachingexperienceforDNBdegreeholdersforappointmentasLecturerinBroadSpecialities/Super-specialities.Aftertakingintoconsiderationallfactsofthematter,theGovernmenthascometo the conclusion that for the purpose of appointment of DNB degreeholders to the teaching posts, the requirement of additional one/twoyears teachingexperienceas stipulated in theabove instructionsdated3.10.1994needstobediscontinued.Accordingly,theseinstructionsstandamended to this extent.

ItwasalsobroughttothenoticeofthisMinistrythatsomeoftheemployingorganizationsarenotconsideringthemedicalqualificationsawardedbytheNationalBoardofExaminationsasequivalenttoMD/MS,DM/M.Ch.degreesawardedbyvariousotheruniversitiesforappointmenttovariousposts.Theadvertisementsissuedforspecialist/facultypositionsbyvariousrecruitingagenciesthusdonotinvitedapplicationsfromtheholdersoftheDNBqualifications.Asclarifiedintheaboveinstructionsdated3.10.94,itisreiteratedthatthemedicalqualificationsawardedbyNBEarerecognizedqualifications included in the First Schedule to IMC Act, 1956 and are consideredatparwithMD/MS,DM/M.Chqualificationsofotheruniversities.

4. NirmanBhavan,NewDelhiDated the4th January, 2006To, TheSecretary Medical Council of India, KotlaRoad,NewDelhiSub:ConductingofDNBcoursesatmedical colleges/institutions-RegardingSir,I am directed to say that this Ministry vide letter of even number dated 17thAugust,2004communicateditsdecisionthatthemedicalinstitutionsinthecountry runningpost-graduate/super-specialitycoursespermitted/ recognizedasperMCInorms,arepermittedtorunDNBprogrammesprovidedtheyhaveadditional faculty to train DNB candidates. The position was also reiteratedvide letter dated 19th September, 2005 addressed to variousHealth/MedicalEducationSecretariesofall theStates/UTs toadmitDNB trainees invariousPG/Super-SpecialitycoursesprovidedtheyhaveadditionalfacultysinceitwasbroughttoournoticethatthemedicalcollegesarenotbeingabletostarttheDNBcourseseventhoughtheyhadadditionalfaculty.Thiswasprimarilywithaviewtoensuringoptimalutilizationofmanpowerandtheclinicalload,whichis available in variousmedical colleges for production of quality manpower.ThisletterwasbasedonMCI’sstandinthematterascontainedintheirletterno.22(1)/96-Med/14368dated17.9.1996thatitwouldnothaveanyobjectioninintroducingDNBcoursesinmedicalinstitutionsintheconcerneddepartmentsprovided the PG teachers of the respective departments admitting studentsunder them for MD/MS/DM/M.Ch. courses may not register students underthem forDNBCourses simultaneously.It has now been brought to our notice that the MCI vide their letter dated 11.11.2005 addressed to various Universities, Directors of Medical Education of all State Governments/UTs, Secretaries of health/Medical EducationDepartmentsofalltheStatesetc,interalia,informingthemthatitmaybemadesureby themnot toconductDNBandotherparallelcourses i.e.CPSetc. inanysubjectalongwithMD/MS/DM/M.Ch./PGDiplomacourseswherever theintuitions have been permitted/recognized to conductMD/MS/DM/M.Ch. andPG diploma courses. It has also been stated therein that the decision hasbeen taken by the PG Committee and the same ahs been communicatedto all concerned. This is contrary to the stand taken by thisMinistry in thisregard. In this connection,

Further,theobservationsmadebytheExecutiveCommitteeinitsmeetingheldon 14.03.2014 regarding permissibility and equivalence of DNB degree areuntenable inviewofTeachers'EligibilityRegulationsAmendmentNotificationdated11.06.2012whichwasnotifiedafterwideconsultationandapprovaloftheCompetentAuthority.
