About SEAMEO The Southeast Asian Ministers of Education Organization (SEAMEO) is an international and intergovernmental organization established on 30 November 1965 to promote regional cooperation in education, science, and culture. Its 11 Member Countries include Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam. It includes 8 Associate Member Countries: Australia, Canada, France, Germany, Netherlands, New Zealand, Spain and United Kingdom; and 5 Affiliate Members: The International Council for Open and Distance Education (ICDE), University of Tsukuba, the British Council, China Education Association for International Exchange (CEAIE) and UNESCO Asia-Pacific Centre of Education for International Understanding (APCEIU). The SEAMEO Council, the Organization’s governing body, is composed of the 11 Ministers of Education of the SEAMEO Member Countries. The Council determines the general policies and strategic directions of the Organization. The SEAMEO Secretariat, based in Bangkok, Thailand, is the headquarters and executive arm of the council. Over the past five decades, SEAMEO has developed 26 specialist institutions in 10 of its 11 Member Countries that provide regional leadership in human resource development and the diverse expertise that they offer in learning, health and environment, and agriculture and natural resources. These SEAMEO Units are closely linked with the educational environment of the country hosting them. Each SEAMEO Regional Centre has its own governing board with a representative from each Member Country that reviews the Centres’ operation and budget and sets their policies and programmes. The Centres maintain SEAMEO’s work and aspirations to nurture human capacities and explore the fullest potentials of people in

the region through quality and equity in education, preventive health, culture and tradition, training, research, information and communications technology, languages, poverty alleviation, and agricultural natural resources. Since its inception, SEAMEO has not only become the oldest chartered intergovernmental organization serving the Southeast Asian region but also Southeast Asia’s largest, longest existing, and most dependable provider in human resource development.

The SEAMEO Secretariat is the executive arm of the SEAMEO Council and the Headquarters of the Organization. Based in Bangkok, Thailand, the Secretariat is headed by a Director who is the legal and administrative representative of the Organization. The Director is supported by a team of professional staff recruited from Member Countries and a group of general service staff from the host country, Thailand. SEAMEO Units The SEAMEO has 26 specialist institutions that undertake training and research programmes in various fields of education, science, and culture. Each Regional Centre has a Governing Board composed of high officials from each SEAMEO Member Country. The Governing Board reviews the Centres’ operations and budget and sets their policies and programmes.

Since 1968, SEAMEO BIOTROP has been contributing in identifying and recommending solutions or alternative approaches to address critical biological problems in Southeast Asia through appropriately designed research, capacity building, information exchange, and community outreach programmes in collaboration with its partner-institutions. Located in Bogor, Indonesia, SEAMEO BIOTROP envisions itself to be a leading Centre in enriching and promoting the real values of tropical biology. It is committed to provide scientific knowledge and capacity building in conserving and managing tropical biology sustainably for the well-being of communities and the environment of Southeast Asia. Under its current 10th Five-Year Development Plan (2017-2022), the Centre focuses its mandates to three programme thrusts, namely: restoration of degraded ecosystems, sustainable management of intensively used ecosystems, and conservation and sustainable use of unique ecosystems of high biodiversity. On 25 July 2017, SEAMEO CECCEP was established as the regional centre for Early Childhood Care and Education (ECCE) and Parenting. Since the establishment of CECCEP, the centre conducts research and supports advocacy and capacity building among stakeholders of ECCE and parenting. Building partnership among the SEAMEO region and enhancing the networks of policy-makers, professionals and practitioners to promote sustainable human resource development is another innovative step of the centre. The SEAMEO Regional Centre for Community Education Development is located in Vientiane Capital of the Lao PDR. The Centre aims to cater for the regional needs in promoting and provide opportunities for cooperation in the field of community education among SEAMEO Member Countries and Associate Member Countries. With the expectations of becoming the SEAMEO Regional Centre of Excellence for research and training on Community Education Development, the Centre supports to strengthen the relationship and increase mutual understanding among community leaders, educational researchers, practitioners and policy makers of the region. SEAMEO Regional Centre for Lifelong Learning (SEAMEO CELLL) was officially established following the signing ceremony of Memorandum of Agreement between SEAMEO and the Government of Vietnam on 20 March 2013 at the 47th SEAMEO Council Conference in Hanoi, Vietnam. The centre aims to cater to the regional needs in promoting lifelong learning, providing opportunities for cooperation in the field of lifelong learning among SEAMEO Member Countries, strengthening the relationship and increasing mutual understanding among educational researchers, practitioners, and policy makers of the region, in a spirit of mutual respect and partnership. The Centre functions as: 1. A training centre: conducting training courses for teachers,
curriculum developers, adult education managers in specialized area for the SEAMEO Member Countries;
2. A research centre: conducting cross-national research on lifelong learning; addressing specific issues on lifelong learning of the SEAMEO Member Countries;
3. A clearing house and resource centre: collecting and disseminating information related to lifelong learning issues, and
4. Develop, plan, implement and provide consultancy services especially in SEAMEO Member Countries.

SEAMEO RECFON was established in 1967 as SEAMEO TROPMED
RCCN (Regional Centre for Community Nutrition), and transformed
into RECFON (Regional Centre for Food and Nutrition) in 2011. The
Centre promotes education, capacity building, research and
information dissemination on food and nutrition across Southeast
Asia. As a step towards sustainable human resource development,
the Centre trains nutritionists, health professionals and personnel
from other nutrition related disciplines in planning, executing and
evaluating nutrition programmes and policies.
Currently the Centre’s activities are focused on two main
programmes namely 1) Nutrition Goes to School (NGTS), and 2)
Early Childhood Care, Nutrition, and Education (ECCNE). Some priority activities conducted:
Ensuring availability of nutrition trainings for food and nutrition professionals in Southeast Asian (SEA) region which cater the need of the SEA region through post graduate training (PGT) and other learning events using offline and online methods
Southeast Asia Nutrition Leadership Programme (SEA-NLP)
Establishment of School Based Nutrition Promotion (SBNP) working group for harmonization of school curriculum towards nutrition
Establishment of Early Childhood Care, Nutrition, and Education (ECCNE) working group to provide forum for pooling and sharing resources for people/institutions who have interest in and have implemented ECCNE interventions in the SEA

region, and to document evidences for nutrition advocacy towards promoting optimal childhood development in the region. SEAMEO Regional Centre for Technical Education Development (SEAMEO TED) was established on 25 July 2017. The mission of SEAMEO TED is to assist SEAMEO Member Countries in identifying educational problems and finding alternative solutions for sustainable human resource development through technical education. SEAMEO TED is expected to: a) become a SEAMEO Regional Centre of Excellence for research
and training on technical education development, and to serve as a regional forum for educational policy development on technical education development;
b) conduct cross-national comparative research on technical education development; to explore definitions, concepts and practices of technical education development from Asian research perspectives, particularly Asian contexts as compared to international contexts; addressing specific issues on technical education development of the SEAMEO Member Countries;
c) conduct training courses for educational personnel, trainers for teachers, and educational managers in the specialized area for the SEAMEO Member Countries;
d) act as a clearing house, information centre and think-tank for governments of the Member Countries on research-based educational reforms, especially across all sectors of post-compulsory education and training; and
e) become a focal point for strengthening linkage between Southeast Asia, Asia and Europe in promoting technical education development.

SEAMEO TROPMED Network has three regional centres in Malaysia, the Philippines and Thailand. The Network’s Central Office is hosted by the Thai government in Bangkok. Its overall role is to develop the capacity of individuals and institutions in delivering quality health care. The Central office coordinates the programmes and projects of the Regional Centres, executes regional projects and activities, and publishes the Southeast Asia Journal of Tropical Medicine and Public Health.

SEAMEO TROPMED/Thailand, hosted by the Faculty of Tropical Medicine, Mahidol University, Bangkok, offers training on endemic tropical diseases, parasitology, community and preventive medicine. It also conducts research on alternative control measures of diseases and the promotion of healthy lifestyles, including trails of new chemotherapeutic compounds and new vaccines.
