ED sleuths had on December 21 arrested three promoters of the scam tainted Agri Gold Group and produced them before the ED’s PMLA court. They were sent to judicial custody on Wednesday. On Thursday, ED had attached assets, including 2,809 landed properties, Haailand Amusement Park of M/s Arka Leisure and Entertainments Private Limited in AP spread over 48 acres, shares of various compa- nies, plants and machinery belonging to Agri Gold Group. ED has initiated investigation under PMLA based on multiple FIRs lodged in the states of AP, Telangana and Karnataka. The scam was perpe- trated by accused Avva Venkata Rama Rao through Agri Gold Group of Companies. According to the ED, Venkata Rama Rao hatched a well planned con- spiracy and along with his seven brothers and other asso- ciates setting up more than 150 companies and started col- lecting deposits from general public with a promise of pro- viding developed plots/farm lands or withdrawal at a high rate of return on maturity/pre- term. TS seeks funds for textile, handlooms PNS n HYDERABAD The Telangana government on Thursday sought allocation of funds in the 2021-22 Union budget for development of the Kakatiya Mega Textile Park (KMTP) and sanction of Mega Powerloom Cluster at Sircilla, besides other propos- als. In a letter to Union Minister for Textiles Smriti Irani, Minister K T Rama Rao said the KMTP was being devel- oped at a total estimated pro- ject cost of Rs 1,552 croreof which the core infrastructure works would cost approxi- mately Rs 1,094 crore. "Under the proposed scheme, we understand that a total of Rs 500 crore capital support is available for a Mega Textile Park. We request that approximately Rs 300 Cr of this amount be released at the earliest to kick start major external infrastructure works urgently needed at the park," he said. KMTP can be taken up under the Mega Textile Parks scheme of the Centre, he added.     Telugu states have 826 leopardsPNS n HYDERABAD

    The leopard population in thetwo Telugu states is estimatedto be 826, according to statusof leopards in India 2018 reportreleased by the UnionEnvironment, Forest andClimate Change Ministry.

    While Andhra Pradesh isestimated to have 492 leopards,the cat population in Telanganais 334.

    The overall leopard popula-tion in Andhra Pradesh couldbe between 461 to 523, whilein Telangana this figure couldbe anywhere between 318 and350.

    In 2014, the leopard popu-lation in combined AndhraPradesh was estimated to be343. Thus there has been anincrease of 140 per cent in thecat population in the two states.

    Among seven states in thecentral and eastern ghats,Andhra Pradesh has the fifthlargest number of leopardswhile Telangana is at the sixthplace. The cat population in the

    region is estimated at 8,071against 4,456 estimated in2014.Leopard population hasbeen estimated based on pic-tures of animals capturedthrough camera-trapping andgathering other evidence, thesame method which wasadopted for the tiger census.

    According to forest officialsin both the Telugu states, thereis scope for further increase inthe number of leopards ifissues related to their habitatare addressed.

    "Leopards are widely distrib-uted species and in comparisonto other large carnivores have

    been able to survive better inan increasingly human domi-nated landscape, largely due toits adaptable behaviour anddue to protection," says thereport.

    "Despite their widespreaddistribution, leopard habitatsare being increasingly frag-

    mented, and such small frag-mented areas with low wildprey densities cannot harboura sizable population of leop-ards. This has resulted in leop-ards venturing out into humandominated landscapes andending up in conflicts."

    There have been manyinstanced of leopards strayinginto human habitations overthe last few years. Officialsattribute this to shrinkingforests and low prey.

    In October this year, a maleleopard was captured nearWater and Land ManagementTraining and Research Instituteat Rajendranagar on the out-skirts of Hyderabad. Earlier, inMay a leopard was found sit-ting near a median on a busyroad at Mailardevpally, also onthe city outskirts.

    Telangana has also seendeath of five leopard between2010 and 2019. Two leopardswere killed in road accidentswhile two others were runover by trains. One leoparddied of electrocution.

    Ever since the ruling TRSretained power in Telanganafor a second term in theDecember 2018 Assemblypolls, there has been a strongbuzz that KCR would play anenlarged role in national pol-itics, after seeing throughKTR's coronation.

    TRS leaders and cadre feelthat had the results of the lastLok Sabha election beenmixed, KCR would have doneit by now. Although that didnot happen, almost all theTRS ministers, MLAs, MLCsand other leaders stronglybelieve that KTR is in any casethe next CM candidate fromTRS. When the TRS MLAfrom Dornakal constituencyin Mahabubabad district saidopenly that KTR would occu-py the CM chair in New Year

    2021 by March, things fellinto their place again.

    Redya Naik, while address-ing a gathering, recalled thathe had sought sanction offunds for a degree college inhis constituency during KTR'slast visit and asserted that itwould materialise as "KTRwill become CM by March2021" and sanction the funds.

DCP Crimes MsRohini Priyadarshini, Cyberabadexplained the modus operandi ofthese online loan applications. These applications are developed bycompanies that have an agreement with various NBFCs and others.These entities run the application and also the call centers formaking calls to the loanee in case of default. They categorize thedefaulters into different buckets based on the number of dayslapsed from the due date and make threatening and abusive callsand also send messages not only to the loanee but also to therelatives and his/her contacts. They are also resorting to sendingfake legal notices as if it is sent from CBI in order to induce fearamong the defaulters/loanee. In this connection, RBI officials havebrought to the notice of the Police authorities, the extant RBIregulations on Digital Lending Platforms/Mobile Apps.

    ly due to novel India specificclade, named I/A3i clade. TheI/A3i clade had likely enteredIndia from other SoutheastAsian countries. The analysisby CCMB had further revealedthat, with time, the weaker A3iclade was eventually replacedby the A2a clade, which is alsothe globally prevalent strain.

    He said CCMB was the firstnon-ICMR lab to start testingsamples for the novel coron-avirus SARS-CoV-2. It alsoestablished SoPs for otherresearch institutes and uni-versities for testing. It hastrained more than 200 per-sonnel from medical hospitalsand other testing centres onthe testing protocols.

    Telangana reported 574 newCovid-19 cases on Thursday,taking the state's tally to2,83,556, health officials said.

    During the last 24 hours,two more persons succumbedto the virus, pushing the deathtoll to 1,524. The fatality rateremained 53 per cent againstthe national average of 1.4 percent. According to director ofpublic health and family wel-fare, 44.96 per cent of thedeaths occurred due to Covidwhile 55.04 per cent had co-morbidities.

    The state saw 384 recover-ies during the last 24 hours,taking the cumulative num-bers to 2,75,217. The recoveryrate stands at 97.05 per cent asagainst the national average of95.7 per cent. The number ofactive cases in the state is now6,815 including 4,487 who

    are in home or institutionalisolation.

    During the last 24 hours,Greater Hyderabad MunicipalCorporation (GHMC) report-ed 109 new cases.

    Rangareddy district saw thesecond highest number ofnew cases at 48 followed byMedchal Malkajgiri (42), War-angal Urban (34), Karimnagar(30), Khammam (25), Nalgon-da (22) and Bhadradri Kotha-gudem (22). Of the 44,516tests conducted during thelast 24 hours, government-runlaboratories accounted for40,900 while the remaining3,607 samples were tested inprivate labs.

    Samples tested per millionpopulation ratio rose furtherto 1,77,622. The daily testingtarget for the state is 5,600 perday as per the WHO bench-mark of 140 per million perday, officials said.

    The arrested persons wereidentified as Mohd Sabdar, 25,a native of Uttar Pradesh andMohd Ayub, 58, of Moinabad.Another suspect, MohdNayeem, is absconding.

    The Telangana State Road Tra-nsport Corporation (TSRTC)would be phasing out thedeluxe category buses from itsfleet and replace them withother services. Therefore, thedeluxe services will not bethere in the new buses to beacquired by the RTC.

    The demand for super lux-ury category buses, which aremostly run as non-stop ser-vices, is very high from thecommuters. Their speed isalso higher compared to otherservices. Exception to someroutes, they are being operat-ed on most of the routes asnon-stop bus services.Therefore, the commuters pre-fer them over other bus ser-vices.

    Some of the express servicesare non-stop services, whilesome others halt at importantplaces. The bus fare on theseservices is comparatively less.After the Palle Velugu bus ser-vices, comes the express ser-vices. Deluxe services are fea-tured between express servicesand super luxury services. Thedeluxe bus services have pushback services and their speedis almost equal to that of superluxury services. But, the fare isa bit less than that of the super

    luxury bus services. All theseservices are non-stop servicesand run without conductors.Therefore, the RTC has decid-ed to withdraw these services.

    The RTC decided to phaseout the deluxe services as it isalmost similar to express ser-vice. There were instances ofcommuters, who got in todeluxe services treating it asexpress buses, arguing with busdrivers stating that the bus fareis a bit high. Therefore, theRTC felt that the deluxe serviceis useless. The withdrawal ofservice would end confusionamong the commuters andimprove the RTC's income.The RTC is of the view that the

    commuters travelling by deluxebus services will patronisesuper luxury buses because ofthe push-back seats and non-stop services.

    Two decades ago, there usedto be semi-luxury bus servicerun by the RTC. Then it wasthe only top-category bus ser-vice. Later, it was converted into high-tech service. At thesame time, deluxe service waslaunched. Later the high-techservice has been changed tosuper luxury bus service. Priorto becoming deluxe bus ser-vice, it was run for some timeas super deluxe service. Now,the RTC is going to applybrakes on the deluxe service.

    Currently, the RTC has pre-mier bus services calledVennela sleeper service,Garuda plus and Garuda. Forthese services, the RTC usesbuses from Volvo and Benzcompanies. The Garuda busservice will have multi-axle busservice offering practically nobumpy ride to the travellers.

    After comes the RajadhaniA/c, super luxury, deluxe,express and palle velugu andpalle velugu mini bus services.

    The officials feel that thecommuters are being subject-ed to confusion because of themore number of categories.They decided to withdraw thedeluxe bus services.

    Relegated to the sidelines ofthe society, many of the coun-try's estimated 4.88 lakh trans-gender people are forced tomake a living through begging,dancing at celebrations likeweddings and sex work,according to rights groups.

    But ever since the outbreakof the COVID-19 pandemic,many trans community mem-bers have lost their means oflivelihood and have been strug-gling to earn.

    They say they have beensubjected to taunts, verbalabuse and domestic violence bytheir partners and family mem-bers in the last few months.

    Meera Parida, co-founder ofNGO Sakha, said, "TheCOVID-19 outbreak haspushed us back to those timeswhen we were struggling tocome to terms with our iden-tity, get heard and save our-selves from life-threateningchallenges."

    In the context of the coron-avirus pandemic, she urged the

    government to consider theconcerns of transgenders whileframing policies and strategies.

    "The trans community needsthe help and support of thesociety and the governmentmore than ever now," shenoted.

    The disabled communitybattled the impact of the dis-ease and also that of social dis-tancing.

    Soon after the implementa-tion of the nationwide lock-down in March, the Ministryof Social Justice andEmpowerment issued com-prehensive disability inclusiveguidelines to states and unionterritories for protection andsafety of persons with disabil-ities (Divyangjan) in light ofCOVID-19.

    It directed states that infor-mation about COVID-19, ser-vices offered and precautionsto be taken should be availablein simple and local language inaccessible formats i.e. in Brailleand audio tapes for persons

    with visual impairment, video-graphic material with subtitlesand sign language interpreta-tion for people with hearingimpairment and throughaccessible websites.

    It also directed that peopleresponsible for handling emer-gency response services shouldbe trained on the rights of per-sons with disabilities, and onrisks associated with addi-tional problems for personshaving specific impairments.

    The Centre launched a 24x7toll free mental rehabilitationhelpline for providing psy-chological support to peopleand a national toll free drugde-addiction helpline num-ber which provided telephon-ic counselling and also linkedcallers to de-addiction centres.

    The ministry is also plan-ning separate special helplinesto help the elderly and trans-gender community members,an official said.

    The Centre constituted theNational Council forTransgender Persons in Augustto formulate policies, pro-grammes, legislation and pro-jects regarding members of thecommunity for achievingequality and full participationby them.

    In November, the ministrylaunched a portal that allowstransgender persons to applyonline for certification of theirself-perceived gender identity.

    In September, the Transg-ender Persons (Protection ofRights) Act aimed at securingrights and mainstreaming oftransgender persons was alsoimplemented after the Centrenotified the rules.

    Amid the prevailing situa-tion due to COVID-19 pan-demic, the government organ-ised virtual camps for distrib-ution of aids and assistivedevices to the people withdisabilities.     Eleven passengers among thosewho arrived in Goa from theUK after December 9 have test-ed positive for COVID-19 sofar, state Health MinisterVishwajit Rane said onThursday, amid concerns overdetection of a new coronavirusvariant in Britain.

    Talking to PTI, Rane alsosaid that RT-PCR testing of979 passengers, who came toGoa from the UK afterDecember 9, is currentlygoing on.

    The state government hasdecided to designate the ESIHospital in South Goa districtfor the purpose of keeping allthe patients who have testedpositive for COVID-19 aftertheir arrival from the UK, hesaid.

    "As per guidelines, RT-PCR testing of 979 passengerswho came after December 9is going on. Nine passengerswere initially found positivefor COVID-19 after theirarrival from the UK, whiletwo more subsequentlyapproached after being symp-tomatic and have tested pos-itive," the minister said.

    Samples of these patients

    have been sent to the NationalInstitute of Virology in Punefor further testing, said Rane,who is in Mumbai for hishealth checkup.

    He said it is proposed tokeep these patients at the ESIhospital in Margao town ofSouth Goa, as "all those test-ed positive after arrival fromthe UK are supposed to bekept in separate institutionalisolation".

    Meanwhile, a senior Goahealth official said they wouldask the state government tosanction one lakh more RT-PCR test kits to tide over anypossible shortage.

    "The state government hasto be prepared for mass test-ing, if required," he said. Earlier, in the morning, anoff icia l f rom the stateDirectorate of Health Servicessaid they are trying to trackdown 602 people who arrivedin the state from the UK andthe UAE since December 9.

    Goa on Wednesday report-ed 125 new coronaviruscases, taking the count ofinfections in the state to50,364.

    The state has so far report-ed 727 deaths due to the dis-ease, as per official figures.

    State Health Minister K K Shailajahad congratulated the doctors,nurses and other staff of theMedical College Hospital forsaving the elderly couple.Along with the seven-memberteam of doctors who led thetreatment, 40 medical staffincluding 25 nurses had activelytaken part in various stages oftreatment of the two. The couple had contracted thevirus from their son, daughter-in-law and grandson who returnedfrom Italy in March. This was the first case of COVID-19 when the pandemic hit thesouthern state in the secondphase.

    Asymptomatic passengers won't be tested on arrival: Maha govtMumbai: Passengers arrivingfrom Europe, South Africa andthe Middle-East will not besubjected to RT- PCR test forcoronavirus immediately uponarrival, the Maharashtragovernment said in a freshcircular on Thursday.The circular amended the

    Standard Operating Protocol(SOP) issued for dealing withpassengers arriving from these

    regions on December 21following the detection of anew variant of coronavirus inthe UK.Seven-day institutionalquarantine has been mademandatory for asymptomaticpassengers arriving fromEurope, South Africa and theMiddle-East. Symptomaticpassengers are immediatelyshifted to designated

    hospitals.The circular said that no RT-PCR test will be conducted onarrival for asymptomaticpassengers. The testwill be conducted at the hotelwhere the passenger isquarantined between 5th and7th day, it said, adding thatthe cost of test will be borneby the passenger. If the report is negativethe

    passenger will be dischargedfrom institutional quarantinebut he or she will have tostay in isolation at home forfurther seven days.If the result is positive butthe patient is stillasymptomatic, he or she willstay in institutionalquarantine at the same hotelor at COVID-19 hospital for14 days, the circular said.

    He urged all citizens todownload the app, 'SwachhataAbhiyan', and through it pro-vide the authorities concerneddetails of any insanitary latrineor manual scavenger theynotice.

    This would help in rehabil-itating all manual scavengersand replace insanitary latrineswith sanitary ones, Gehlotsaid.

    "Census 2011 reported thatthere were over 26 lakh insan-itary latrines in the country.Existence of insanitary latrines

    is the main reason for manu-al scavenging," the UnionMinister said.

    Prohibition of Employmentas Manual Scavengers andtheir Rehabilitation Act, 2013,mandates survey of insanitarylatrines, their demolition andconstruction of sanitary onesin their place. The governmenthas been implementingSwachh Bharat Mission for thesame purpose.

    Under the Swachh BharatMission, more than nine croresanitary latrines have beenconstructed, Gehlot said.

    "The country has beendeclared as open-defecation-free. More than 66,000 man-ual scavengers have been iden-tified since 2013-14 throughsurveys by states and alsothrough a national survey in194 districts.”
