    It has come to our attention that some of

    our members are taking an online USDepartment of Agriculture ICS 300 course

    that is designed as a prep course for the

    required classroom portion. The online

    course description does not specify that it

    is a prep course for ICS 300 (it should!)

    but the opening welcome slide clearly

    states this. Some of our members are

    taking this prep course, printing the

    certificate (it says completion of ICS 300

    but there is no instructor signature and it

    does not state it is simply a prep course)and submitting it as documentation to

    meet CAP's ICS 300 training requirement.

    It shows the full ICS 300 course is 18

    hours in length and is available from

    certified State Training Officers.

    Effective 1JAN09 NIMS courses are

    required by federal mandate foremergency responders. Four courses are

    offered free, online at

    (IS

    100, 200, 700, and 800); two courses are

    inresidence (ICS 300 and ICS 400). ICS

    400 must be completed by incident staff

    NLT 31SEP09, so ICs and mission staff

    should begin to seek out this course now,

    prevent a repeat of the situation we

    find ourselves in now.

    On 1JAN09 those personnel that have

    not completed the required courses losttheir operational specialties. We went

    from over 40 GTLs to 17. We dropped to

    four ground teams to cover the entire

    wing. All because personnel did not

    complete the required courses and lost

    their qualifications. All personnel are

    urged to go to the above URL and

    complete the courses required for your

    specialty (see CAP/CC letter "National

    Incident Management System Training"),

    once this is done and the courses arevalidated byyourunitCC your

    qualifications will return. Personnel

    assigned to IN001 must send their course

    completion proof to me at

    [email protected]. Contact me for

    a mailing address if you prefer to use US

    Mail. I do not need an email from

    individual members not assigned to wing

    HQ for every course you complete. As

    members complete these courses they

    should print the certificate and take acopy to their unit for inclusion in their

    master record. They member should also

    enter their completion information in the

    SQTR for the course completed in e

    services (ops quals). AFTER the unit

    commander or unit ES officer verifies

    All of this training is valuable andrequired by the US Government for all

    responder agencies (other agencies are

    going through the same thing, just ask

    your friends on the volunteer fire

    departments). I encourage personnel to

    take all the courses; this will get it out of

    the way if they plan to move up in the

    incident command system. CAP does not

    offer or instruct the inresidence courses,

    these must be instructed by state certified

    instructors (through INDHS) and arealwaysinresidence (if you tooksomething online claiming to be ICS300,

    it does not count).

    Pietras decided to meet at a local Arbys

    for lunch immediately following their

    regular meeting. Just after finishing their

    meal, they heard glass breaking and trays

    hitting the floor. Capt Pietras turned

    around to witness a man running to the

    bathroom, leaving his two young kids

    behind at the dining table. Capt Pietras

    went to investigate and noticed blood on

    the floor and two terrified children both

    girls about 8 and 3 years old. He then

    went and checked on the father anddetermined that he had broken an

    overhead light with his head when he

    stood up from the table. He was bleeding

    profusely as he was trying to stop the

    bleeding himself by sticking his head in

    the sink with running water. Capt Pietras

    had his officers collect the kids and keep

    them occupied while he obtained latex

    gloves and a first aid kit from the Arbys

    manager.

    Using the supplied materials, Capt Pietras

    applied pressure to the injured manshead and had him positioned on a chair so

    he would not be standing. The Arbys

    manager called 911 once he explained the

    seriousness of the situation. Through the

    eldest girl, we were able to contact the

    mother via cellular phone. The

    Greenwood Fire Departments

    paramedics and ambulance arrived and

    transported him to St. Francis South for

    treatment. The paramedics assessed the

    gouge in his scalp and think that he willneed a couple of staples.

    Interestingly enough, the Arbys workers

    did not have sufficient first aid supplies to

    service such an injury, although they

    probably never expected such an event

    even though they were discussing a

    workmans comp injury where one of

    their own sliced a finger on the

    mechanical slicer requiring sutures. They

    were also oblivious to the fact thatsomeone had injured themselves, even

    with the commotion of glass and trays

    hitting the floor.

    The deadline to register for the Wing

    Color Guard Competition has passed. I

    will say this years competition looks to

    be just as exciting as last years

    competition. We have a few more teams

    to enter than we did last year. I want tothank those squadron who are

    out next week.

    competition, this means no honor guard

    Lt Col Dodson was awarded the NCC

    award recently, authorizing him to now

    ribbon with a silver star.

    The Commanders Commendation award

    can only be issued by the Wing, Region, or

    National Commanders, and is awarded to

    those members with an outstanding duty

    services are undoubtedly incomparable to

    those duties performed by members of

    similar responsibility and rank.

    On December 28th 2008 INWG had an

    ELT mission in the Warsaw area, Maj.

    Young was contacted by the IC to get in

    touch with a ground team up north. He

    as able to get a team made up ofw

    members from South Bend and Warsaw.

    This opportunity is going to be taken to

    thank the South Bend members and the

    Warsaw members who took time away

    from their families during that Holiday

    period to accomplish this mission. It is

    members like these who make INWG

    successful. The paperwork is very

    important and we want it turned in as

    quick as possible, but we should never get

    to wrapped up in it that we forget tohank those responsible for executing the

    ission. Great job everyone!

    Dieckmann the Eaker Award during

    Rivercitys annual awards banquet on 5January 2009.

    C/Lt Col Dieckmann is attending Indiana

    State University with an AFROTC

    scholarship. He has been to National Blue

    Beret and also served as a staff member.

    Daniel has attended NESA. He is an active

    Ground Team Leader and has led

    Rivercity Cadet Squadron on many actual

    ground team missions. Dieckmann has

    also served as Group XII CAC

    representative, Rivercity Squadron Cadet

    Commander, and will be Mission Iceberg

    2009 Cadet Commander.

    Also attending the awards banquet were

    Lt Col Tom Myers, Group XII Commander,

    Maj. Matthew Creed, Wing ChiefofStaff,

    and Maj. Brian Schmuck, Wing Director of

    Ferguson with the 1/163rd Field Artillery

    presented the RiverCity Cadet Squadron

    with an honorary flag that was flown over

    Mosul. The flag was presented to

    RiverCity in appreciation for the efforts

    made by RiverCity and other units of

    Indiana Wing during the Pigeon Creek

    Flood in March 2008. The flag was

    accompanied by a certificate of

    authenticity (Seen Below)

    While on his second tour of duty in Iraq,

    Sergeant Fergusons house was

    threatened by rising flood waters.

    Members of the Indiana National Guard

    contacted RiverCity and requested help

    saving the home of Sergeant Ferguson.

    RiverCity, with help from six other

    Indiana units, responded and assisted the

    Fergusons in saving their house.

    Receiving the flag for RiverCity Cadet

    Squadron were C/1stLt Kenneth Corman,

    C/1stLt Benjamin Baker, C/2d Lt Jacob

    Whitacre, and C/2d Lt Timothy Breivogel.

    All four Cadets received the Civil Air

    INWG Honor Guard

    The Indiana Wing Honor Guard

    accomplished a lot this past weekend,

    part being they voted and selected the

    Honor Guard Cadet Commander.

    The Honor Guard is an elite group of

    cadets who serve as the official

    ambassadors of Civil Air Patrol. Honor

    Guard has four elements: Rifle

    Demonstration, Colors, Funeral Bearing,

    and Drug Demand Reduction. To be part

    of the Indiana Wing Honor Guard,

    members must have high standards in

    appearance, education, conduct; an

    aptitude for ceremonial duty,

    professionalism; and the will to make a

    difference to the future of America

    Honor Guardsmen are held to a higherstandard when taking part and practicing

    in ceremonial functions. For this reason,

    any Indiana Wing Cadet interested in

    joining the Honor Guard team should

    know all standard Air Force drill as it

    should be taught at the local

    squadron. Honor Guardsmen are

    expected to remain in good standing at

    their squadrons, progress in the cadet

    program, attend honor guard practices,

    and maintain a C average or higher in

    school.

    This month I want to focus on Safety. The definition, paraphrased from

    Wikipedia is the state of being "safe" (from French sauf), the condition of

    eing protected against events which could be considered nondesirable.b

    One event which would be considered nondesirable would be an aircraft

    accident. One such accident occurred on December 25, 1998, in Angola,

    Indiana in a Civil Air Patrol corporate aircraft. The aircraft was destroyed when it crashed

    into a field. The pilot was an upstanding member of the Indiana Wing. He held a private

    pilot certificate with a singleengine rating and instrument rating...he did not survive the

    crash. I heard about this accident on the evening news. The local news had a news story

    with video of the wreckage. I just happened to notice the US Air Force Auxiliary seal on

    the tail of the aircraft and said to myself, that is a CAP aircraft. I got word the next day ofy.

    Similarly, in 2007 I attended the National Staff College and enjoyed hearing the remarks,

    and later speaking with, a former National Vice Commander, Colonel Ed Lewis. Colonel

    Lewis, a well known aviator and Civil Air Patrol leader for many years, was flying in Nevada

    with the Nevada Wing commander, Colonel Dion Decamp, just weeks after the College and

    was killed in a glass cockpit 182the proverbial level flight into rising terrain. The recent

    NTSB report noted that the terrain warning system was present in the aircraft but the

    damage was so great, there was no way to determine if it was in use.

    Any death or other mishap for that matter, in Civil Air Patrol is unacceptable. In all that wedo and the activities that we undertake we MUST put our safety and safety of others first in

    our operational planning. Major Sam Hornbuckle, our Wing Safety Officer, has been

    working hard to develop our Safety training program within the Wing and ensure that our

    training and risk management procedures are in properly managed. Each month every

    unit will have documented safety training. Similarly, before each activity, whether ES,

    flight, Cadet Programs, Professional Development, etc, there will be a safety briefing.

    While groans of, Not more paperwork may be heard from the units, understand that

    providing and documenting training is absolutely critical to our operations. Our unpaid

    professionals, and the communities which we serve, deserve a Civil Air Patrol where the

    volunteers make it home safely

    CadetSmith- I joined for the pure military aspect. I hope to get all of the Search and Rescue

    knowledge out of CAP as I can.

    CadetEvans- I joined Civil Air Patrol because I was interested in planes, and I had a cousin

    in the Air Force. I hope to obtain better leadership skills and knowledge about aircraft.

    CadetMoseby- I joined because I am interested in the Air Force and flying. I would like to

    get better leadership skills.

    Cadet Corman- I joined because it sounded fun. I also hope to get better leadership skills.

    CadetShinabarger- I was told by another cadet about Civil Air Patrol, and it seemed like it

    would be fun. I would like to be able to get my pilots license through CAP.
