CHAPTER ONEObt ai ni ng a NewCr edent i alIndiana drivers licenses, permits and identifcation cards are produced using security features to help prevent identity theft, fraud, card tampering and to improve the detection of underage drinking.Te security features include embedded digital enhancements to ensure security and authenticity. Some information is detectable only with a black light, while other secured data is embedded in a barcode on the back of the card. A vertical format is provided for Hoosiers under twenty-one (21) years of age, with the dates the recipient turns age eighteen (18) and twenty-one (21) designated in yellow and red.A gold star marker appears in the upper right-hand corner to indicate a SecureID credential and refect compliance with the U.S. Department of Homeland Securitys requirements as recommended by the 9/11 Commission and federal and state laws. Drivers licenses are identifed with a rose header and a gold State of Indiana in the upper left-hand corner. Learners permits are identifed with a purple State of Indiana in the upper left-hand corner, while commercial drivers licenses will have a red State of Indiana.Identifcation cards include all of the same security features as drivers licenses with a green header and a green State of Indiana in the upper left-hand corner.SecureID drivers license: Over 21 years of ageSecureID drivers license:Under 21 years of age1 2Sec ur eI DSecureID is the Indiana BMVs efort to fully comply with the recommendations of the 9/11 Commission, and state and federal regulations in two ways:SecureID is a requirement for anyone applying for a new Indiana drivers license, permit or identifcation card. To qualify for a SecureID, applicants must prove their identity, lawful status, Social Security number and Indiana residencyAll permanent drivers licenses, permits or identifcation cards are mailed from a secure, government-run location to a customers mailing address following an extensive verifcation of documentsIf you are renewing, amending or replacing your current Indiana drivers license, permit or identifcation card and wish to upgrade to a SecureID, you are asked to bring original versions or certifed copies of certain documents to a license branch.If you have questions about collecting your documents, you can call the Indiana BMV toll-free at 888-692-6841 and speak with a customer service representative, or visit any Indiana license branch for help. For a complete list of required documents, visit myBMV.comRecei vi ng Your Cr edent i alby Mai lYour permanent credential will be mailed to you from a government-run, secure location after you apply for a new, renewed, amended or replacement drivers license, permit, or identifcation card. Your credential will arrive at your mailing address within ten (10) business days. Te process used to mail credentials is similar to that used by the fnancial services industry to mail credit and debit cards.I ndi ana Resi dency Requi r ement sYou must be a legal resident of Indiana to obtain an Indiana drivers license, learners permit or identifcation card. Evidence of residency in Indiana includes:Maintaining a legal address in the State of Indiana and not claiming residency in another stateBeing a registered voter in the State of IndianaLawful stewardship of a juvenile that is enrolled in an elementary or secondary school located in IndianaHaving more than one-half of your gross income derived from sources in IndianaFor the purposes of obtaining a drivers license, learners permit or identifcation card, the following persons living in Indiana solely for any of the following reasons and without the intent to make Indiana their permanent home, are not considered to be an Indiana resident:Students enrolled at a post-secondary educational institutionActive duty military personnel in the Armed ForcesTemporary employmentNewI ndi ana Resi dent sWhen you become a resident of Indiana, you have 60 days to obtain a new Indi-ana drivers license if you hold a valid drivers license from another state.If you have never held a valid drivers license from another state, you must hold an Indiana learners permit before you can apply for an Indiana drivers license.If your out-of-state license has been expired for not more than three (3) years, and you have held an unrevoked out-of-state license for at least one (1) year, you must pass a standard vision screening test and a knowledge test to obtain an Indiana license.If your out-of-state license has been expired for more than three (3) years, or you have held an unrevoked out-of-state license less than one (1) year, you must pass a standard vision screening test, a knowledge test and a driving skills test to obtain an Indiana license.I dent i c at i on Car dsIdentifcation cards may be issued to an Indiana resident of any age who does not have a drivers license. You cannot hold both an identifcation card and a drivers license at the same time, even if one of the credentials was issued by another state.Identifcation cards may also provide privileges to operate a Motor Driven Cycle Class B (MDC-B) as long as the holder is at least ffteen (15) years of age and passes an MDC-B knowledge test. If successful, an MDC-B endorsement will be placed on the identifcation card to signify your operational authority.3To apply for an identifcation card you must visit a license branch and present documents described in Appendix A proving your identity, Social Security number, lawful status and Indiana residency.I dent i c at i on Car d Val i di t yAn identifcation card is valid for six (6) yearsIdentifcation cards issued to lawful temporary residents may not refect standard periods of validityDr i ver s Li c ensesDrivers licenses provide driving privileges to Indiana residents who are eighteen (18) years of age or older. Probationary drivers licenses provide restricted driving privileges to Indiana residents who are younger than eighteen (18) years of age.An Indiana operators license does not allow the holder to drive for hire, transport passengers for hire or transport property for hire in any vehicle with a gross vehicle weight rating of 16,000 pounds or more. For more details, see the section on Commercial Drivers Licenses.You may apply for a drivers license at any Indiana license branch. To obtain a drivers license, you must meet the following requirements:Meet drivers license age requirements described later in this section Hold a valid Indiana learners permit for a period of time described later in this section, unless you are currently licensed by another jurisdiction Present documents described in Appendix A proving your identity, lawful status, Social Security number and Indiana residency Pass a standard vision screening test Pass a knowledge testPass a driving skills test with an Indiana BMV driver examiner, unless you qualify for a waiverDr i ver s Li c ense Age Requi r ement sIn order to apply for an Indiana drivers license:You must hold a valid (not suspended or invalidated) Indiana learners permit for 180 days to obtain a drivers license4You must be at least sixteen (16) years and 270 days old to obtain a drivers license without completion of an approved driver education program If you passed an approved driver education program, you must be at least sixteen (16) years and 180 days old to obtain a drivers license In addition, if you are applying for a drivers license, you must complete at least 50 hours of supervised driving practice with a licensed instructor or a licensed driver, with valid driving privileges, who is at least twenty-fve (25) years of age, or a spouse with valid driving privileges who is at least twenty-one (21) years of age. At least ten (10) hours of supervised driving practice must be nighttime driving.At the time of application for a drivers license, you must submit a completed BMV-approved Log of Supervised Driving Practice showing proof of the hours driven. Multiple logs must be used, if necessary, to log the required practice driving. Te log must be signed by a parent or legal guardian if the applicant is under eighteen (18) years of age.Dr i verEduc at i on Wai verIf you have a learners permit and attend an approved driver education school that participates in the Indiana BMV waiver program, you may take the driving skills test with the school after successful completion of the course. You may also choose to be given the driving skills test by an Indiana BMV driver examiner when you apply for a drivers license at a license branch.You must take the driving skills test at a license branch if any of the following situations occur:Your driver education learners permit expiresYou receive a failing grade of 79 percent or below in either classroom instruction or behind-the-wheel training at your driver education schoolYour driver education school does not participate in the Indiana BMV s driving skills test waiver programTe period of time you hold any valid (unexpired and not suspended or invalidated) Indiana learners permit counts toward the required 180-day holding period.5Dr i ver s Li c ense Val i di t y Oper at or s Li c enseAn operators license is valid for:Six (6) years if you are younger than 75 years of ageTree (3) years if you are 75 to 84 years of ageTwo (2) years if you are 85 years of age or olderCredentials may not refect the standard periods of validity for the following:Lawful temporary residentsRenewals for Operators licenses that expired in 2012Lear ner s Per mi t sLearners permits allow Indiana residents to practice driving before applying for their drivers licenses.
