FURNISHING & ELECTRICAL work at its KADIRUR Branch, KANNUR District.
Sealed tenders under two-bid systems are invited from reputed contractors having at
least minimum seven years experience in the respective fields of work and who have
executed similar types of work for Public Sector Under takings\ Banks\ Financial
Institutions\State and Central Govt departments\ autonomous bodies etc., in the
respective categories of work mentioned above and also fulfilling the following qualifying
criteria.
1. PAN number
2. Registered with Central Sales Tax\Income Tax Departments
3. Registered with the State Sales Tax Department
4. Registered with the PF Department
5. Companies\firms\individuals registered\undertaking to comply with the
State\Central Labour Laws\requirements.
6. Vat Registration No. (now GST No.)
The Bidder's should also fulfill the additional qualifying criteria:
I. CIVIL AND FURNITURE WORKS
i. The average annual turnover of the contractor during the last three years ending
31st March 2017 should not be less than Rs.100 lacs and also fulfilling any one of the
following:
(a) The contractors should have carried out a minimum of 3 works of similar nature,
each work valued at not less than Rs 2.50 lacs during the last 5 years ending as on 31st
March 2017
OR
b) 2 works of similar nature valued at an amount not less than Rs 4 lacs during the past
5 years ending as on 31st Mar 2017
OR
(c) One work of similar nature of value not less than Rs.8 lacs during the last 5 years
ending as on 31st March 2017

II. ELECTRICAL WORKS
i. The average turnover of the contractor during the past three years ending 31st
March 2017 should not be less than Rs.25 lacs and also fulfilling the following:
(a) The contractor should have carried out a minimum of 3 works of similar nature,
each work valued at not less than Rs 1.50 lacs each during the past 5 years ending as
on 31st march2017
OR
(b) Two works of similar nature valued at an amount not less than Rs 2.50 lacs during
the past 5 years ending as on 31st March 2017
OR
(c) One work of similar nature valued at an amount not less than Rs 5 lacs during the
past 5 years ending as on 31st March 2017.
In addition to above, the electrical contractor should hold valid license from the
appropriate statutory authority for carrying electrical works/AC works as per the
existing laws of the concerned electricity board/Municipal Corporation /Panchayat,
as the case may be.
Definition of Similar Work
The term similar work mentioned shall mean and imply the following:
1. The contractor should have carried out the works of same nature as mentioned in
the bill of quantities of Interior furnishing & Electrical (specifically in Banks
(Nationalised/Pvt) or Other Govt. Organization) that forms part of the tender
documents attached to this tender notice.
NOTE:
The tenderer shall l pursue carefully the tender notice, conditions of contract ,
bills of quantities, relative drawings, outline specifications and general
conditions etc. , before pricing in the quantities. All these documents shall be
returned with the tender duly signed in every page in token of acceptance of
the conditions.
The INDIAN OVERSEAS BANK does not bind itself to accept the lowest or any
tender and reserves the right to reject any tender or all the tenders if required
Bank may at its discretion will split the scope of work between two or more
contractors without assigning any reason therefore.
The tenderer must also produce along with the tender, a list of major works
carried out by them. A list of mechanical equipment the contractor would
assign for this work as also a list of Technical personnel , who would be
employed, be furnished along with the tender .
The INDIAN OVERSEAS BANK reserves the right of altering and/or amending the
drawings and scope of work by additions or alterations omissions or having a
portion of the work carried out by another agency without assigning any reason
therefore.
The Contractor shall give a list of his relatives working with the bank along with
their designations and addresses.

No Employee of the bank is allowed to work as a contractor for a period of two
years of his retirement from bank service, without the previous permission of the
bank. This contract is liable to be cancelled if either the contractor or any of hi s
employees is found at any time to be such a person who had not obtained the
permission of the bank as aforesaid before submission of the tender or
engagement in the contractor's service

favouring INDIAN OVERSEAS BANK, Regional Office, Ernakulam and payable
at Ernakulam.
II. Tender fee – Rs.750.00 by way of DD\BC favouring INDIAN OVERSEAS BANK,

Tender for Interior furnishing work & Electrical works should be submitted together.

PART B - FINANCIAL BID- ENVELOPE NO.2 (In Duplicate)
The financial bid shall consist the bill of quantities i.e. part B of the tender document
duly filled in and signed by the authorized signatory of the firm\ company and should
be submitted in a sealed envelope marked as "FINANCIAL BID – Interior /Electrical
Work/of Kadirur Branch.
Both the envelope containing Technical Bid and Financial Bid shall be submitted in
another sealed envelope super scribed as:
"TENDER FOR/ ELECTRICAL/ INTERIORS/ work of KADIRUR Branch” LATEST BY 3.00PM on
5TH DAY OF April 2018 at OUR OFFICE AS PER ADDRESS GIVEN IN THE TENDER NOTICE.
The Technical Bids of the contractors shall be opened on in the presence of the
intending bidders at our Regional Office, Ernakulam at 4.00 p.m. on 05.04.2018. The
financial bid of only those contractors who qualify technically shall be opened on the
same date.
NOTE:
THE TENDER OFFERS NOT RECEIVED STRICTLY AS PER ABOVE TERMS AND CONDITIONS
SHALL BE OUTRIGHTLY REJECTED.

CONDITIONS OF CONTRACT :
1 The tenderer is required to inspect the site and obtain for himself on his own responsibility and at his own expense all necessary information and particulars to enable him to submit a proper tender and make himself thoroughly acquainted with the local site condition, nature and requirements of work and facilities of transport, effective labour and materials, accesss and storage for materials and removal of rubbish.
2 The tenderer shall provide in their tender for cost of carriage, freight and other charges for proper execution of work as indicated in the drawings.
3 The work includes cost of fitting and fixing the several items in position to floors, walls, ceilings etc., in the building in accordance with the drawings or as may be directed and it may be necessary to make holes, chases etc., on floors, wall ceilings etc., as may be required. He must not only note of these provisions but must also allow for such as he may be required to do at the time work is taken by him and it will be deemed that his rates take into account all forceable contingencies which will include rectifying disturbed floors, walls, ceiling to their original condition.
4 The qouted prices must be firm for the entire period of currency of the contract from the quoting since no price variation or escalation shall be permitted on any account whatsoever.
5 The dimensions shown in the drawings must be verified by the contractor at the site before he takes up actual manufacture of the several items,making allowances for the actual dimensions that prevail at site.
6 The work will be done strictly in accordance with the drawings and detailing or specificatons given by the architect.
7 Laminate, plywood, pre-laminated board, aluminium etc., shall be of good company, approved quality and as per specification mentioned. Laminate sheet colour and all materials shall be produced for inspection and only after obtaining approval from the architect the work should be commenced.
8 Tenderer is advised to read the enclosed list of approved make of materials and offer brand name in the specified space. Make/Brand name on all items should be specified by the tenderer while submitting the tender. All the materials and specifications mentioned in the tender should be used without any deviation.
9 Conditional tenders or alternate proposals shall not be entertained unless prior approval in writing has been obtained. No notification, writings or deviations can be made in the tenders by the tenderer, but may at his option offer his commands or modifications in a separate sheet of paper attached to the original tender document.

10 The tenderer should note the tender is strictly on the item rate basis and their attention is drawn to the fact that rates for each item should be correct, workable and self-supporting. If called upon by the Bank/Architect detailed analysis of any or all the rates shall be submitted. The Bank/Architect shall not be bound to recognise the contractor's rate.
11 Rate should include for providing necessary cut-outs, holes for electrical conduits, switch boxes, plug points in work stations, partitions, tables etc., wherever necessary and along with the co-ordination of other agencies. The rate also should include to provide additional wooden members adjacent to the switch box, conduits etc., in order to support the switch box conduits.
12 EARNEST MONEY DEPOSIT & RETENTION AMOUNT :
The tenderer will have to deposit an amount of 2% of the Tendered Amount in the form of DD in favour of INDIAN OVERSEAS BANK, REGIONAL OFFICE, ERNAKULAM at the time of submission of tender as EMD. The employer is not liable to pay any interest on the earnest money. The Earnest money deposit of the unsuccessful tenderers will be refunded without any interest soon after the decision to award the work is taken or after the expiry of the validity period of the tender. Apart from EMD made as above, retention money 5% of the total contract amount will be kept till defects liability period.

13 CONTRACTOR TO PROVIDE EVERYTHING NECESSARY :
The contractor shall provide everything necessary for the proper execution of work according to the intent and meaning of drawings, schedule of the drawings, schedule of quantities and specifications taken together whether the same may or may not be particularly shown or described therein provided that the same can reasonably be inferred there from and if the contractor find any discrepancies therein he shall be final and binding.
14 PROGRESS REPORT :
During the period of work the contractor shall maintain proportionate progress on basis of a programme chart subimitted by the contractor immediately before the commencement of work and agreed to by the Bank/Architect. The contractor shall report to the Architect of the progress of the work at every stages.
15 REMOVAL OF IMPROPER WORK :
The Bank shall during the progress of the work have power to order in writing from time to time the removal from the work within such reasonable time or time as may be specified in the order of any materials which in the opinion of the Bank/Architect are not in accordance with specification or instructions, the substition or proper re-execution of any work executed with materials or workmanship not in accordance with the drawings and specifications or instructions. In case the contractor refuses to comply and pay other agencies to carry out the work and all expenses consequent thereon or incidental thereon as certified by the Bank/Architect shall be borne by the contractor or may be deducted from any money due to the contractor. No certificate which may be given by the Architects shall relieve the contractor from his liability in respect of unsound work or low graded materials.

16 SITE ENGINEER :
The contractor shall afford the Site engineer deputed, every facility and assistance for examining the works and materials and for checking and measuring work and materials. The Site engineer shall have no power to revoke, alter or relax any requirements of the contractor or to sanction any day work, additions, alterations, deviations or ommisions or any extra work whatsoever, except so far as such authority may be specially conferred by the Bank/Architect.
The Site Engineer will have power to give notice to the contractor or to his workers,of non-approval of any work or materials and which shall be immediately notified to the Bank/Architect. Such work shall be suspended or the use of such materials shall be discontinued untill the approval from the Bank/Architect. The work will be from time to time be examined by the Bank/Architect. But such examination shall not in any way exonerate the contractor from the obligation to remedy any defects which may be found to exist any stages of work or after the same is completed.

Tender by the Architect. No variation whatsoever from the specification of

specifications of materials, drawings etc. as per details of work specified in the tender
documents\bill of quantities.
I/we have gone through all the terms and conditions of the contract. If this tender is
accepted us\me hereby agree to abide by and fulfill all the terms and conditions of this
agreement.
In case of non concealment of any information in our prequalification criteria and or in
case if the work is awarded to us and the same is not accepted or if accepted the same
is not executed by us, we undertake to forfeit the EMD of Rs.10000/- Submitted along with
the tender documents and also to indemnify the bank towards any \all loss arising of
events as mentioned above.

SECTION-3 (INSTRUCTION TO TENDERERS)
2.1 Tenderers are expected to visit the site before quoting the rate and should satisfy
themselves as to the nature and conditions of the work and facilities available etc.
2.2 The tenderers are required to examine the enclosed general plan and tender form
and conditions mentioned in the tender.
2.3 The tenderer should quote the rates in figures and words. The amount for each item
should be worked out and the requisite totals shall be given. The total amount shall
be written both in figures and words.
2.4 The rates quoted in this tender shall be measured finished works and shall include
charges including cost of materials, transportation, Labour, freight charges ,taxes
etc. complete.
2.5 No additional clauses, alterations in specifications by the tenderer will be
accepted. If done, the Tenderer will be disqualified.
2.6 The successful tenderer shall execute an agreement with the Indian Overseas Bank,
a specimen of which is given in this tender document. EMD is refunded to the
tenderer after the issue of the certificate of actual completion of work by the
Architect.
2.7 The work is to be completed within 25 working days from the date of signing the
agreement the Bank.
2.8 The successful tenderer shall give all necessary personal attention to the work
during the progress of work and also until the expiry date of "Defects Liability Period"
which is twelve months.
2.9 The employer or Architect reserves the right to reject any portion of work or
materials which is found unsatisfactory and not up to the standard.
2.10 A retention amount of 8% will be retained from each running bill and final bill and
shall be paid to the successful tenderer after 12 months from date of completion
and duly certified by the bank and balance.
2.11 TDS as per applicable rates shall be deducted from each running bill.
2.12 The rates quoted shall be inclusive of all taxes, VAT (GST) etc. income tax TDS) will
be deducted from each running bill
2.13 The successful tenderer shall have to pay a sum of Rs.2000.00 (Rupees two thousand
only) per day of delay of work as liquidity damages for first seven days and thereafter
at Rs.3000 per day up to 10 days. In case of delay beyond 10 days the Bank reserves
the right to get the work executed by any other party and claim the cost from the
contractor.

S E C T I O N – 4
(GENERAL CONDITONS OF CONTRACT)
1. DEFINITIONS
a) The EMPLOYER shall mean The CHIEF REGIONAL MANAGER, INDIAN OVERSSEAS
BANK, REGIONAL OFFICE, M.G. ROAD, ERNAKULAM.
b) THE CONTRACT mean the notice inviting the tender, the tenderer’s acceptance
thereof and the formal agreement executed between the CHIEF REGIONAL
MANAGER, INDIAN OVERSSEAS BANK, REGIONAL OFFICE, M.G. ROAD, ERNAKULAM.
c) And the contractor together and the documents referred to there including these
conditions with appendices and any special conditions, the detail specifications
and design working drawing. All these documents taken together shall be deemed
to form one contract and shall compliment to one another.’
d) The CONTRACTOR shall mean the individual, firm or a Company whether
incorporated or not, undertaking the works and shall include legal representative
of such individual or persons composing such firms or successors of such firm or
Company as a case may be and permitted assigns of such individual of firm or
Company.
e) The SITE shall mean the site of contract work allotted by the employer for the
contractor's use.
f) The WORK shall mean the work to be executed in accordance with the contract
and shall include all extra or additional, altered or substitute works as required for
performance of the contract.
g) The ARCHITECT shall mean the consultant appointed by The Regional Manager,
Regional Office, M.G. Road, Ernakulam. who shall direct & supervise and be in-
charge of the work is M/s. SHRISHTI, ARCHITECTS & INTERIOR DESIGNERS, H3, RAS
SUBIKSHA MASCOT, TRICHY ROAD, RAMANATHAPURAM, COIMBATORE – 641 045.
NOTE: The employer and the Architect are mentioned in the agreement and shall include
their legal representative, assigners or successors. They are treated throughout the
contract document as if each were of the singular number.
2. SCOPE OF CONTRACT:
The contractor shall carry out and complete the works in every respect in
accordance with this contract and in accordance with the directions and to
the satisfaction of the employer. The employer may in his absolute
desecration from time to time issue further drawings or written instructions,
details, directions & explanations which are hereafter collectively referred to
as "Employer's Instructions".
3. DRAWINGS & SPECIFICATIONS:
One complete set of drawings & specifications shall be furnished by the employer
to the contract, and the employer shall furnish within such time he may considered
reasonable, one copy of any additional drawings which in his option may be
necessary for the execution of any part of the work. Such copies shall be kept on
the work site and the employer and his representatives shall at all reasonable time
have access to the same. This contract and signed drawings and specifications
shall remain in the custody of the employer and shall be produced as and when
required by the contractor.

4. THE CONTRACTOR TO PROVIDE EVERYTHING NECESSARY:
The contractor should provide all the items necessary for the proper execution of
work according to the specifications given. There should not be any discrepancy
therein. In all drawings figured dimensions shall be read of and followed in
preference to scaling off. The employer shall not charge the contractor for his own
unrented space or for electricity. The contractor shall supply, fix and maintain at
his own cost, all the necessary facility including lighting by night as well as day for
the proper execution of work.
5. MATERIALS & WORKMANSHIP:
All materials and workmanship of the respective clients should be in accordance
with the specifications and employer's instructions. The contractor shall at his own
cost arrange for and carryout any test of materials which the employer may
require.
6. CONTRACTOR'S SUPERVISION:
The contractor should employ a competent, qualified person approved by the
employer until the expiration of the defects liability period.
7. REMOVAL OF WORKMEN:
The contractor shall on request of the employer remove from work any person
who may in the opinion of the employer be unsuitable or incompetent.
8. ACCESS FOR EMPLOYER TO SITE:
The employer and his representative shall at all reasonable time have free access
to the site and to the factory's and for places where materials are prepared or
constructed.
9. ASSIGNMENT AND SUBLETTING:
The entire work in the contract shall be executed by the contract and shall not
transfer assign or underlet the contract or any partner without the written consent of
the employer.
10. REMOVAL OF IMPROPER WORK:
The employer shall, during the progress of work have power to order in writing the
removal of work or material which is not in accordance with the specifications and
instructions given. In case of default on part of the contractor, the employer shall
have the power and employ and pay the other person to carry out the same and
all expenses incurred by the employer shall be born by the contractor or deducted
from the contractor's amount. The employer shall have the right to remove or
change the items as mentioned in the schedule of quantity.
11. DEFECTS LIABILITY:
All the defects due to materials or workmanship should be rectified by the
contractor immediately at his own cost for a period of 12months.
12. MODE OF PAYMENT:
Payment shall be made to the contractor after certification by the Architect. Interim
bills based on the completion of work shall be raised every fortnight. 5 % will be
retained from each bill as retention and will be paid after the period of defects
liability of 12 months after completion of work.

13. FINAL BILL:
The final bill by the contractor should be submitted within 20 days of virtual
completion of work. No further claims shall be made by the contractor after the
submission of final bill. The Earnest Money Deposit shall be paid after the Defects
Liability Period.
14. PENALTY FOR TIME DELAY FOR COMPLETION:
An amount of Rs.2000/- per day from contract value will be deducted for every
additional day or part of the delay of work taken by the contractor for the
satisfactory completion of the work. If the delay occurs due to a reason beyond his
control the contractor, should immediately apply for an extension to the employer.
A limited extension of time may be given by the employer in writing after getting the
opinion of the architect.
