2. Bids are hereby invited from eligible Agencies/Firms/Companies for Interior Furnishing Works of Faculty Room in Trainees Hostel of Indian Academy of Highway Engineers (IAHE) at Noida. Request for Proposal (RFP) is available online on Central Public Procurement Portal of Government of India i.e. https://eprocure.gov.in. The document can also be downloaded from IAHE’s website (www.iahe.org.in). Cost of the Document in the form of a Non- refundable document fee of Rs. 500 (Rupees five hundred only) in the form of Demand Draft favoring ‘Indian Academy of Highway Engineers’ and payable at Noida must be furnished in a separate envelop while submitting the proposal. Dear Sir, Subject: Interior Furnishing Works of Faculty Room in Trainees Hostel of Indian
Academy of Highway Engineers (IAHE), Noida 1. Introduction 1.1 Indian Academy of Highway Engineers (IAHE) proposes to engage eligible
Agencies/Firms/Companies for Interior Furnishing Works of Faculty Room in Trainees Hostel of Indian Academy of Highway Engineers (IAHE), Noida
1.2 The IAHE invites Bid (the “Bid”) through e-tender (on-line bid submission) for selection of Agency/Firms/Companies for Interior Furnishing Works of Faculty Room in Trainees Hostel of Indian Academy of Highway Engineers (IAHE), Noida. Agencies/Firms/Companies are hereby invited to submit Bid in the manner as prescribed in the RFP.
1.3 To obtain first-hand information on the assignment and on the local conditions,
the Agencies/Firms/Companies are encouraged to pay a visit to IAHE before submitting the Bid. They must fully inform themselves of local and site conditions and take them into account in preparing the proposal.
1.4 Financial Proposals will be opened only for the firms found to be eligible and
scoring qualifying marks in accordance with Para 5 hereof. The Work will be awarded to the bidder quoting lowest Price.
1.5 Please note that IAHE is not bound to accept any of the bids submitted and
reserve the right to reject any or all bids without assigning any reasons. 1.6 The proposals must be properly signed as detailed below: i. by the proprietor in case of a proprietary firm
ii. by the partner holding the Power of Attorney in case of a firm in partnership (A certified copy of the Power of Attorney on Rs. 100/- stamp paper shall accompany the Proposal).
iii. by a duly authorized person holding the Power of Attorney in case of a Limited Company or a corporation (A certified copy of the Power of Attorney on Rs. 100/- stamp paper shall accompany the proposal).

1.7.1 The applicant shall furnish as part of its Proposal, a Bid Security of Rs 30,000/- (Rupees thirty thousand only) in the form of Demand draft/ Banker Cheque of a scheduled bank drawn in favour of Indian Academy of Highway Engineers payable at Noida (the “Bid Security”). The bid security of bidders except lowest bidder is returnable in the form of a Cheque or online transfer to bidder’s account not later than 15 (fifteen) days from the date of Opening of the Financial proposals. Amount of Bid security submitted by the selected bidder shall be converted into performance security upon the bidder signing the contract. If the successful bidder is a MSME’s certified/empaneled Agency/Firm/Company, it is required to submit performance security of Rs. 30,000/- (Rupees thirty thousand only) in the form of Demand draft/ Banker Cheque of a scheduled bank drawn in favour of Indian Academy of Highway Engineers payable at Noida within 15 days of the issue of Letter of Acceptance (LOA) before signing the contract.
MSME’s certified/empaneled Agencies/Firms/Companies are exempted from submission of Bid Security and Tender cost. For the same they are required to submit valid certificate/empaneled letter with the proposal.
1.7.2 Any Bid not accompanied by the Bid Security as above shall be rejected by the
Authority as non-responsive.
1.7.3 The IAHE shall not be liable to pay any interest on the Bid Security and the
same shall be interest free.
1.7.4 The Bidder, by submitting its Bid pursuant to this RFP, shall be deemed to have
acknowledged that without prejudice to the IAHE’s any other right or remedy
hereunder or in law or otherwise, the Bid Security shall be forfeited and
appropriated by IAHE as the mutually agreed pre-estimated compensation and
damage payable to IAHE for, inter alia the time, cost and effort of the IAHE in
regard to RFP including the consideration and evaluation of the Proposal under
the following conditions:
(a) If a Bidder withdraws its Proposal during the period of its validity as
specified in this RFP and as extended by the Applicant from time to time;
(b) In the case of Selected Bidder fails to sign the Agreement.
1.7.5 The bidder should write full address and telephone no. on the formats for Technical & Financial Proposal. Any letter sent by Regd. Post on that address (Department) will be treated as delivered.
2 Documents 2.1 To enable the prospective Bidder to prepare a proposal, please find and use
the attached Documents listed in the Data Sheet.

2.2 At any time before the submission of proposals, IAHE may, for any reason,
modify the Documents by amendment or corrigendum. The amendment will be uploaded on CPPP apart from IAHE website. IAHE may at its discretion extend the deadline for the submission of proposals and the same shall also be uploaded on CPPP apart from IAHE website.
3. Preparation of Proposal
The proposal must be prepared in two parts viz. Part 1: Technical Proposal Part 2: Financial Proposal
3.1 Document in support of Technical Proposal: 3.1.1 The minimum essential requirement in respect of eligibility has been indicated
in the Data Sheet. The proposal found deficient in any respect of these requirements will not be considered for further evaluation. The following documents must be furnished in the formats given in Appendix-II: (i) Forwarding letter for Technical Proposal in the Form-T1. (ii) Firm’s relevant experience and performance for the last 7 years:
Project sheets in support of relevant experience as per Form-T2 supported by the experience certificates from clients in support of experience as specified in data sheet. Scope of services rendered by the firm should be clearly indicated in the certificate obtained from the client. The bidders are advised to see carefully the evaluation criteria for Technical Proposal and submit the Project Sheets accordingly.
(iii) Firm’s turnover for the last 3 years: A tabular statement as in Form T3 showing the turnover of the Bidder for the last three years beginning with the last financial year (i.e. 2018-19, 2017-18 and 2016-17) certified by a Chartered Accountant/ attachment of copy of the Audited Balance sheet including all related notes, income statements for each of last 3 financial years (i.e. 2018-19, 2017-18 and 2016-17). If financial data (Turn over etc.) for the financial year 2018-19 is not certified by the CA/ Audited Balance sheet for the year 2018-19 is not available, the Bidder can submit the turnover for proceeding last 3 financial years(i.e. 2017-18, 2016-17 and 2015-16).
(iv) Document fee: The fee for the document amounting to Rs. 500/- (Rupees five hundred only) in the form of Demand Draft / Banker Cheque of a scheduled bank drawn in favour of Indian Academy of Highway Engineers payable at Noida must be furnished in a separate envelope while submitting the proposal. MSME’s certified/empaneled Agencies/Firms/Companies are exempted from submission of Bid Security and Tender cost. For the same they are required to submit valid certificate/Empaneled letter with the proposal.

(vi) The Bidder shall furnish Power of Attorney (POA) on Rs. 100/- Stamp paper, if required, as mentioned in para 1.6 of ITB authorizing the signatory to the Bid.
(vii) The applicant is required to enclose photocopies of the following documents along with the Technical Proposal failing which their bids shall be summarily rejected and will not be considered further:- (a) PAN No. (b) GST Registration No. (c) Registration of the firm with the concerned registering authority of
the Government. (d) Address proof of having registered office / Branch Office in NCR
(Delhi/ Noida/ Ghaziabad/ Gurgaon/ Faridabad). (e) Affidavit, on Rs. 100/- Stamp paper, stating that the
Company/Firm/Agency is not/has not been black listed by Central/any State Government/PSU
(f) Enclosure-2 pertaining to Declaration about Fraud and Corrupt Practices.
3.1.2 The minimum essential requirement in respect of technical capacity has been indicated in the data sheet, the proposal found deficient in any respect of these requirements will not be considered for further evaluation.
3.1.3 The technical proposal must not include any financial information. 3.2 Financial Proposal 3.2.1 The Financial proposal should include the costs associated with the
assignment. The Financial Proposal should be prepared strictly using, the formats attached in Appendix – III. The Financial Proposal should clearly indicate the amount required by the Bidder for complete the same without any assumptions of conditions attached to such amounts. Conditional offer or the proposal not furnished in the format attached in Appendix-III shall be considered non-responsive and is liable to be rejected.
3.2.2 The financial proposal shall take into account all types of the tax liabilities specified in the Data Sheet.
3.2.3 Costs shall be expressed in Indian Rupees. 4 Submission of Proposals:- 4.1 The Bidder shall submit the Technical Proposal & Financial Proposal online
through Central Public Procurement Portal of Government of India i.e. https://eprocure.gov.in.
4.2 The Bidder shall submit the following documents physically:
(a) Document fee amounting to Rs. 500/- (Rupees Five hundred only) in the

form of Demand Draft / Banker Cheque of a scheduled bank drawn in favour of Indian Academy of Highway Engineers payable at Noida. MSME’s certified/empaneled Agencies/Firms/Companies are exempted from submission of Bid Security and Tender cost. For the same they are required to submit valid certificate/Empaneled letter with the proposal.
(b) Bid Security of Rs 30,000/- (Rupees Thirty thousand only) in the form of Demand draft/ Banker Cheque of a scheduled bank drawn in favour of Indian Academy of Highway Engineers payable at Noida. MSME’s certified/empaneled Agencies/Firms/Companies are exempted from submission of Bid Security and Tender cost. For the same they are required to submit valid certificate/Empaneled letter with the proposal.
(c) Power of Attorney (POA) on Rs. 100/- Stamp paper, if required, as mentioned in para 1.6 of ITB.
4.3 The documents listed at clause 4.2 above shall be placed in an envelope,
which shall be sealed. The envelope shall clearly bear the address and information indicated in the Data Sheet and shall be submitted to IAHE on or before the deadline for submission of bids.
4.4 The envelope shall be addressed to the following office:

4.5 If the envelope is not sealed and marked as instructed above, IAHE assumes no
responsibility for the misplacement or premature opening of the contents of the Bid submitted and consequent losses, if any, suffered by the applicant.
4.6 Bids submitted by fax, telex, telegram or e-mail shall not be entertained and
shall be summarily rejected. 4.7 The Bid must be valid for the number of days stated in the Data Sheet from the
closing date of submission of Bid.
4.8 Incomplete, irrelevant conditional bids are liable to be rejected without assigning any reason. Bids not submitted on proper prescribed form shall not be considered and are liable to be rejected without assigning any reason.
4.9 No refund of the cost of bid document/ e-Tender processing fee can be claimed for tenders not accepted or for tenders not submitted.
4.10 In quoting their rates, the bidders should take into account all fluctuations of
market construction rates of materials, as no claim shall be entertained on this account during the acceptance of the tender and the currency of the contract.

5 Proposal Evaluation 5.1 The proposals would be evaluated by a Committee constituted by Director,
IAHE. A two-stage procedure will be adopted in evaluating the proposal. In the first stage, Technical Proposal will be examined to determine whether:
i) The Proposal is accompanied by Document Fee and Bid Security ii) The Bidder has required experience
iii) The Bidder has required turnover iv)The documents are properly signed by the authorized signatory of the Bidder v) The proposal has been received on or before the dead line of submission.
vi) The proposal is accompanied by the letter of authorization confirmed by a written power of attorney, along with copy of (a) PAN No., (b) GST Registration No. (c ) Registration of the firm with the concerned registering authority of the Government.(d) Address proof of having registered office / Branch Office in NCR (Delhi/ Noida/ Ghaziabad/ Gurgaon/ Faridabad). (e) Affidavit, on Rs. 100/- Stamp paper, stating that the Company/Firm/Agency is not/has not been black listed by Central/any State Government/PSU. (f) Enclosure-II pertaining to Declaration about Fraud and Corrupt Practices.
In case answers to any of the above items is ‘No’ the bid shall be declared as non-responsive and shall not be evaluated further.
Bidders satisfying the minimum Eligibility Criteria as mentioned in the Data
sheet and who had submitted the above mentioned documents shall be declared “pass” in Technical Proposals and Financial Proposal of only those applicants shall be opened and evaluated further.
5.2 Evaluation of Financial Proposal
(i) For financial evaluation, total cost of financial proposal including all
taxes shall be considered. The firm quoting least amount in the format as
given in the Financial Bid shall be ranked L-1.The L-1 bidder shall be declared
as the successful Firm.
6 Performance Security Amount of Bid security submitted by the selected bidder shall be converted into performance security upon the bidder signing the contract. If the successful bidder is a MSME’s certified/empaneled Agency/Firm/Company, it is required to submit performance security of Rs. 30,000/- (Rupees thirty thousand only) in the form of Demand draft/ Banker Cheque of a scheduled bank drawn in favour of Indian Academy of Highway Engineers payable at Noida within 15 days of the issue of Letter of Acceptance (LOA) before signing the contract.

The performance Security shall be refunded to the contractor after the expiry of twelve months from the date of actual completion of the work in full if no imperfection become apparent in the work upto twelve months respectively.
7. Award of Contract
IAHE will award the work to the Bidder whose Proposal has been determined to be substantially responsive to the RFP and who has quoted the lowest bid price. Selected Bidder will submit its acceptance within 15 days from the date of issue of LOA by IAHE.
8 Signing of Contract Agreement
After having received the acceptance of the selected Bidder to the above of IAHE pursuant to clause 7 and performance security in the case of the successful bidder being a MSME’s certified/empaneled Agency/Firm/Company, IAHE shall invite the selected bidder for signing of Contract Agreement on a date and time convenient to both parties within 15 days of receipt of acceptance and Performance Security of required amount.
9. IAHE’s Right to Accept Any Proposal and To Reject Any or All Proposals. IAHE reserves the right to accept or reject any proposal, and to cancel the bidding process and reject all proposals, at any time prior to the award of Contract, without thereby incurring any liability to the affected Bidder or bidders or any obligation to inform the affected Bidder or bidders of the grounds for the IAHE’s action.
10. IAHE shall keep the bidders informed during the entire bidding process and shall host the following information on its website: i) Notice Inviting Tender (NIT)
ii) Request For Proposal (RFP) iii) Amendments/corrigendum to RFP iv) Name of the bidder who is awarded the Contract

Average annual financial turnover on construction works for last 3 (three) financial years (i.e. 2018-19, 2017-18 & 2016-17) should be equal to or more than Rs.6.15 lakhs (certified by the Chartered Account along with attested copy of income Tax return/ Audit accounts by CA shall be submitted in support of the turnover of the firm). If financial data (Turn over etc.) for the financial year 2018-19 is not certified by the CA/ Audited Balance sheet for the year 2018-19 is not available, the applicant can submit the turnover for proceeding last 3 financial years(i.e. 2017-18, 2016-17 and 2015-16) and Average annual turnover should be equal to or more than Rs.6.15 lakhs.
The Bidder shall fulfill all the requirements given in Table-1. 8.2 Second stage – Evaluation of Financial proposal Financial Proposals of all technically qualified bidders in accordance with clause 5.1 and 5.2 of Instructions to Bidders shall be opened. The work will be awarded to the bidder who has offered the lowest evaluated Bid Price in accordance with clause 1.4 and 5.2. 9. Commencement of Assignment: The Contractor shall commence the services
within fifteen days of the date of signing of Contract Agreement.

APPENDIX- I
General Conditions of Contract
1. The quantities given in the bill of quantity are approximate and variation up to 25% on either side on printed quantities may occur without entitling the contractor to any compensation or extra rate.
2. Before physical commencement of the work, the Contractor shall notify in writing the name of his authorized representative who will always remain available at the site of work. The Contractor shall be fully responsible for the orders / instructions received by his representatives regarding quality, progress and materials from the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing).
3. All the materials collected by the contractor during execution of work shall be properly stacked and arranged as per directions of the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing).
4. Contractor can make its own arrangement of water and electricity for construction work at site or avail the services of IAHE. However, Contractor cannot make any claim for non-awarding of services during the period. All the building material for the work shall be arranged by the Contractor at his own cost.
5. The Contractor shall be fully responsible for setting out the works and for the correctness of the positions, levels, dimensions and alignments strictly according to the plan / architectural and structural drawings and all necessary instruments, pegs poles and other material required for the purpose shall be arranged by the Contractor.
6. The Contractor shall give sufficient supervision to the work using his best skill
and attention. He shall provide necessary qualified staff to supervise the
execution of the work. The supervisory staff of the Contractor will not be
changed without the approval of the designated officer of IAHE (Deputy
Director-1 or any other officer with direction from Director, IAHE in writing).
7. The Contractor shall be responsible for the damage to any property or any injury to person whatsoever caused by him or anybody in his employment or caused in consequence of his work. He will indemnify and keep IAHE un-indemnified against all claims, demands, proceedings, charges and expenses and compensation, whatsoever, in respect of the or in relation to any such injuries or damages. The Contractor shall take all necessary precautions for the safety of his employees on the work site and shall comply with all applicable provisions of safety law and building codes to prevent accident or injuries to person on the work site.
8. The Contractor shall keep at his own, whole of the excavated area free from water, however, if excavation is filled with water the contractor shall provide

all pumping equipment temporary drain and such cuts / excavation shall be made good at the completion of work at his own cost.
9. The Contractor shall confine his equipment storage of materials separately from his works and people to the limits as directed by the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) and shall not unnecessarily spread the premises with his materials and hutment's.
10. A site order book shall be maintained at the site of the work in which instructions shall be given to the Contractor as and when necessary. These orders shall have to be signed and complied by the Contractor or in absence by his authorized representative or agent and in such case it will be presumed that same have been conveyed to him in time.
11. The Contractor shall at all time keep the premise free from accumulated waste material or rubbish caused by his employees on the work and on completion of the work he shall clear away whole site from such material and fill up the borrow pits / cuts dug by him. He will leave whole of the site and work clear in a workman like. Nothing extra shall be paid to Contractor for this clearing up. The Contractor shall maintain and keep the area in agreed sanitary condition for
the use of men engaged in the work by him and shall remove and clear all
structures etc. which may have been setup by the Contractor for
accommodating his staff / labour on the completion of work to the satisfaction
of the designated officer of IAHE (Deputy Director-1 or any other officer with
direction from Director, IAHE in writing).
12. All the material and workmanship and it’s working procedure shall be strictly as
per as described in the Contract Tender Specification at appendix IV. Other
items or part(s) of items not covered therein, CPWD or any other applicable
specification will be followed with approval of the designated officer of IAHE
(Deputy Director-1 or any other officer with direction from Director, IAHE in
writing).
13. The Contractor will have to remove any person employed on the work if so desired by the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) for any reason.
14. The Contractor shall not put hindrance to any person or to the contractor's authorized by the department to carry out the works of any nature entrusted to him in the sector, in the vicinity or itself inside the building, the works of water supply, sanitary and electric installation etc. The Contractor shall have to allow the other party to work and adjust his work accordingly and no claim shall be entertained on this account. In case of any dispute the decision of the E/I shall be final and binding upon the all parties concerned.
15. The Contractor will have to follow all existing rules and regulations of the Government & labour department or as amended from time to time regarding the labour employed by him without entitling him for any extra claim on this account.

16. The Contractor shall do his work in such a way that the work of other Contractor is not hindered.
17. Any claim during the period of contract will be submitted in writing within the currency of the contract bond failing which the claim may not be entertained.
18. The Contractor must get acquainted with the proposed site for the work and study all the specifications and conditions carefully before tendering. The work shall be executed as per programme / dates drawn by the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing). If part of the site is not available due to any reason the programme of the Contractor shall be modified to suit the availability of site and the Contractor shall have no claim for compensation on this account.
19. Samples of materials and items of work shall have to be got approved by the Contractor from the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) before execution. The approved samples of material shall be sealed under the signature of the Contractor and the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) and shall be kept in the office of the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing).
20. The Contractor shall have to supply required Non-Judicial Stamp Papers for execution of contract bond at his own cost.
21. Works to be open to inspection.
All works under or in course of execution or executed in pursuance of the contractor shall at time be opened to the inspection and supervision of the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) and the Contractor shall present at work site at all times during the inspection and usual working hours. At all other times it notice for the inspection of site by the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) is given to the Contractor, Contractor should either himself be present to receive orders and instructions of a responsible authorized agent be present for the purpose. Orders given to the Contractor's agent shall be considered to have the same force as if they had been given to the contractor himself. The Contractor shall also provide all facilities necessary for inspection of the work by the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing) for which no payment shall be made to the contractor.
22. Any recovery pointed out by the Technical inspection wing/quality surveillance team appointed or authorized by Director, IAHE shall also be effected from the Contractor's dues available with IAHE and the Contractor shall have no claim for such deduction of amount whatsoever. In case of any dispute the decision of Director, IAHE shall be final and binding on the Contractor.
23. That the variation of the quantities of work shall not be allowed to be executed

beyond the stipulated quantity in the agreement without prior approval of the designated officer of IAHE (Deputy Director-1 or any other officer with direction from Director, IAHE in writing).
24. In case it is found that the tender as submitted forced/fecitious documents along with the tenders, his offer will be cancelled and security deposit will be forfeited. Also the Contractor can be black listed for tendering for IAHE work.
25. The payment of royalty levied by State/Central/other institutions on minerals and other conditions issued time to time by the Government shall be the responsibility of the contractor. The IAHE shall be free to take appropriate action without any notice in case of non-compliance/ non submission of documents of the said payment.
26. The construction material of any kind that is stored in the site will be fully covered in all respects so that it does not disperse in the air in any form.
27. The dust emissions from the construction site should be completely controlled and all precautions taken in that behalf.
28. Every worker working on the construction site and involved in loading, unloading and carriage of construction material and construction debris shall be provided with mask to prevent inhalation of dust particles.
29. Every Project proponent shall be under obligation to provide all medical help, investigation and treatment to the workers involved in the construction of building and carry of construction material and debris relatable to dust emission.
30. The Contractor should take appropriate measures and strictly comply with by fixing sprinklers and creations of green air barriers on construction site.
31. Compulsory use of wet-jet in grinding and stone cutting.
32. Wind breaking walls around construction site and proper maintenance of greenbelt should be answered.
33. All builders shall ensure that C&D waste is transported and disposed to the C&D waste site only and due record in that behalf shall be maintained by the builders and transporters.
34. It shall be the responsibility of every builder that all the construction material and debris shall be carried in the trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get dispersed into the air or atmosphere, in any form whatsoever.
35. The vehicles carrying construction material and construction debris of any kind should be cleared before it is permitted to ply on the road after unloading of such material.
36. Project proponent should demarcate transportation routes for vehicles in a well-planned manner to avoid traffic congestion in and closed the construction site.
37. Project proponent shall ensure that periodical auto maintenance report from

the contractor to avoid vehicular pollution.
38. Fitness certification is a statutory requirement for commercial vehicles and public transport vehicles. Periodicity for certification is once in a Year.
39. Pollution under Control (PUC) certificates are required to be obtained every three months for all categories of vehicles and Life of vehicle should be inspected to avoid further air pollution.
40. Viable emission control technologies exist to reduce diesel exhaust emissions designed to control particulate matter (PM) should be installed/used such as Diesel oxidation catalysts (DOCs), Diesel particulate filters (DPFs), Exhaust gas recirculation (EGR), Selective catalytic reduction (SCR), Lean NOx catalysts (LNCs), Lean NOx traps (LNTs).
41. The Vehicles carrying garbage should be covered with polythene/Tripal otherwise contractor will be suitably penalized.
42. Garbage, dry leafs burning is a serious offence. If it is found at site, respective contractor will be suitably penalized.
43. Payment to the Contractor shall be paid as per actual quantities of various items
executed by the Contractor and certified by the designated officer of IAHE
(Deputy Director-1 or any other officer with direction from Director, IAHE in
writing) against the said work after completion of whole work in one go. No part
payment or running bills shall be passed or paid. The said work shall be
completed within a period of 2 months from the commencement of work. If the
Contractor delays the completion of the project, a penalty of Rs. 3,000/- per
day shall be imposed upto 10 days (maximum upto Rs. 30,000/-) and deducted
from their bill. If Contractor does not complete the work within a period of 2
months plus additional 10 days as mentioned above, the said Contract
agreement shall be cancelled by IAHE and his Performance Security of Rs.
30,000/- shall be forfeited by IAHE and no payment shall be released for part
work executed by the Contractor.
44. The agency shall observe the highest standard of ethics during the selection and
execution of such contracts. In pursuance of this policy, IAHE for the purpose of
this paragraph, the terms set forth below as follows:
(i) “corrupt practice” means the offering, giving, receiving, or soliciting, directly or
indirectly, of anything of value to influence the action of a public official in the selection process or in contract execution;
(ii) “fraudulent practice” means a misrepresentation or omission of facts in order to
influence a selection process or the execution of a contract.

(iii) “collusive practices” means a scheme or arrangement between two or more consultants with or without the knowledge of the Client, designed to establish prices at artificial, non competitive levels;
(iv) “coercive practices” means harming or threatening to harm, directly or
indirectly, persons or their property to influence their participation in a procurement process, or affect the execution of a contract.
(v) “undesirable practice” means (i) establishing contact with any person connected
with or employed or engaged by the client with the objective of canvassing, lobbying or in any manner influencing or attempting to influence the Selection Process; or (ii) having a Conflict of Interest; and
(vi) “restrictive practice” means forming a cartel or arriving at any understanding or
arrangement among Applicants with the objective of restricting or manipulating a full and fair competition in the Selection Process.

TECHNICAL SPECIFICATIONS
TECHNICAL SPECIFICATIONS FOR INTERIOR FURNISHING WORKS
FALSE CEILING
SUSPENDED FALSE CEILING: GYPSUM
False ceiling should be carried out with lightweight boards made of basic materials like aerated
gypsum treated with special additives, and both sides are covered with a special off white/white
color paper. The size, thickness and texture of the board or tile available is as per the
manufacturer details.
The Gypsum boards or tiles should confirm to IS 2542-1981 and IS 2095-21982 physical
properties of Gypsum board should confirm to:
Density: nominal in a dry state = 807.10 kg/m
Fire resistance: 12.5mm = ½ hour resistance. Material classified as a class 1 surface soared of
flame test as per BC476 PART –7 1971
Sound insulation: The average rate of noise reduction between frequencies of 100 Hz is 35.6 dB
for a partition 75 mm or 97 mm thickness with a 12.5mm board on each face 38.5. DB for a
partition as above but including 265 mm of mineral wool in the cavity 42.5 BD for a 100mm
partition comprising of two layers of 12.5-mm board on each side.

Gypsum board should be flexible enough to resist any crack due to limited movement of a
building.
False ceiling should present unbroken surface and desirable continuity may be varied by
treatment of joints with wood or plastic or PVC or metal or any other such material strips.
Off-loading of gypsum is only advisable on small boards and may be carried by one man but
generally two men will be required and this will reduce the risk of damage to the boards. Boards
are manually carried on edge.

When storing boards, care should be taken to keep in a dried and covered place sheltered from
rain and avoid dampness from floors. They should be supported on wooden battens, which
should not be more than 45 cm apart on a flat surface.
Deformed gypsum boards (because of poor handling or storage) are difficult to erect. It is
suggested that the board is stacked in different piles according to size and thickness so that the
work can be carried out more effectively in terms of time. Care should be taken not to stack the
piles too high. Gyp board should never be stacked on edge for a long period as this can cause
deformation.
Gypboard can easily be either longitudinally or transversely cut. A cut should be made in the
face side of the board by means of a retable knife. A line may be ruled prior to cutting or with
practice. The rule may be drawn down the board at the required distance from the edge whilst
the board is scored with a knife at the edge of the rule. The board should then be pressed with
both hands and gypsum score will break in the line with the cut in the side face. The board
should then be turned over and the side paper be cut with a knife.
Gypboard may be cut using a normal saw. A fret saw or an electric tool may also be used for the
cutting of curves. When large quantities of board are to be cut, the use of a circular hand saw is
advisable.
Electrical or manual carpenter’s tools as those employed in the cutting of wood may be used for
making cutouts in gypsum board. A drill should be used when making holes for electrical
installation thermostat boxes, etc. For holes of diameter less than 50mm high speed steel drill
should be used.
The edge of the board can be pared off using planes. A file may also be used to level off any
irregularities, which may remain after cutting. The edge of both papers, faces may be trimmed
by using fine sandpaper.
Gypboard may also be used to line curved areas. The curvature radius shall be 60cm for 9.5mm
board and 100cms for 12.5-mm board. 30 to 60 minutes before application to curved areas, both
sides of the gyp board should be sprayed with water until they are damp. The board should then
be bent very slowly and carefully, and fixed into position. Before joining the boards should be
completely dry.
The ceiling is suspended using systems made of G.l. The suspended ceiling may be heavy duty
(load bearing ceiling on which a person can walk over a ladder for maintenance purpose) or light
duty (non loading bearing). Both these systems may be either with a layer of vinyl film
laminated.
On completion of the erection of the grid work, care should be taken to see to it that the bottom
face of the grid work is on true water level or to the required gradient or profile.
Where light fittings, access panels and similar components are incorporated as a part of the
design requirements, consideration must be given to maintaining the integrity of the ceiling. The
fire and sound insulation are also important factors.
The joining treatment of two-gyp board is described below

TAPERED EDGE JOINT:
A continuous thin band of jointing compound of gyp board joining compound is applied to the
trough of the tapered edge point. The joint tape is then pressed in to the band of jointing
compound, firmly embedded and free from tapered air bubbles with sufficient jointing materials
under the tape to ensure good adhesion
Immediately after the tape has been fixed, a new layer of material is applied over it, flush with
the surface of the board. Before the material begins to stiffen the jointing sponge should be
moistened and surplus material wiped from the edge of the joint without disturbing the main
joint filling. The sponge should be rinsed occasionally to prevent material setting in it. Once the
material is dried any slight depression in the surface can be filled again and projection cut back.
When the material has dried for about 1 hour after application, a thin layer of jointing compound
is applied in a broad brand 200mm wide. The edges of this band should be immediately
feathered with a slight damp joining sponge. When the joint material has completely dried
another application is made 250mm wide and feathered out as before. It is important that the
first coat of finish is allowed to dry before the final coat is applied.
CUT EDGES: A finish similar to that achieved with the tapered edge board can be obtained
with cut edge boards or acute edges and tapered edge board. The cut edge should lightly sand to
remove any burrs. The edge of the adjoining boards is cut to make v-groove with a sharp knife.
The joints are flush with the face of the board, using gyp board jointing compound. The gap
must be filled solidly back to the framework. The coat is applied and joint tape bedded in it as
tightly as possible, leaving sufficient material behind the tape to ensure good adhesion and to
eliminate air bubble. Gyp board jointing compound is then applied with a sponge. When this has
dried a second application of 200mm wide is applied and the edges are feathered out. Wider
feathered out of the joint will overcome slight misalignment of cut ends and edge joints.
NAIL AND SCREW SPOTTINGS: This process fills any indentation left by the hammer or
screw head when fixing the board. With the layer of jointing compound which is struck off level
with the face of the board and allow drying. The operation is completed with one more similar
application.
SURFACE TREATMENT: When the jointing is dry, one coat of gyp board drywall topcoat is
applied to the entire surface using the medium pile roller, and brush or entirely by brush. All the
accessories like the ceiling section, perimeter channels, intermediate channels, clips, cleats
jointing compound jointing tape screws nails etc used in erecting the false ceiling should be
recommended by the manufacturer and under the instruction or guidance of the manufacturer
The type of board –size, texture, edge finish or the type tiles used should be strictly as per the
approved selection of the PM / Architect.
PLASTER OF PARIS PUNNING (P. O. P.)

If the plaster surface is to be finished with plaster of paris punning, the surface shall be combed
slightly with the wire brushes or nails before it is completely set to form key for plaster of Paris
punning. The surface shall be thoroughly cleaned of dust then only damped but not soaked
before the application of plaster of paris punning. The Gypsum for preparing punning shall be
approved quality. It shall be dry and free from lumps and shall be suitably packed in watertight
bags or containers. Paste shall be prepared by adding required quantum of water and it shall be
used before it sets. No dropping paste shall be used in the work. Punning shall be applied to the
prepared surface with steel trowel to a thickness required to make the surface produce perfectly
smooth and even surface working from top to bottom. It shall then be sandpapered to give a
smooth and even surface. Any unevenness shall be made good by applying putty, made of
plaster of Paris mixed with water, then sand papering the same after it is dry. Pilling in plaster
shall be made good with plaster of Paris mixed with color to be used. The surface shall then be
rubbed down again with fine grade sandpaper and made smooth. The surface shall be allowed to
dry thoroughly before the regular coat of paint is applied. The measurement shall be in square
meters.
PREMIUM TEXTURE PAINT
All textured paint to confirm to specific IS. The paints of specific make/manufacture that are
mentioned in the specifications are to be used.
The textured paints may be of exterior / interior grades as specified.
The surface is prepared free of dust/dirt/grease and other foreign matters. The scaffolding is to
be done as for the other type of painting.
Texture finish painting is a wall coating available in different readily available textures finishes
and colors and is a substitute to conventional wall finishes. These paints can be texture recessed
raised, granular smooth etc. dinettes. The glossy can be achieved by adding marble powder to
the required proportion.
As far as possible only ready mixed color/shades is used directly unless until a shade difference
is required, which is achieved using strainers of approved make and color, mixed in approved
proportion.
The thickness of granules used in the textured paint is 2.5mm. This finish can be applied on any
surface of finish like cement plaster, good surface of brick masonry and also already painted
surface. The textured finish acts as better fire retardant coat against the conventional type of
painting. This paint is also anti-fungus and anti-corrosive.
The finish needs a minimum of 3 hours to dry and shall be ready to use after 24 hours.
The application is either done with a brush or spray gun or trowel (also manual pressure on the
trowel) or roller depending on the required finish and as per the manufacturers’ instructions.
The applicator should be skilled and specially trained by the manufacturer of the particular
texture paint to do such work.
Basically the application process is

● Application of base coat either one or two depending on the required finish of the
selected texture. The color of the base coat is to be approved by the PM / Architect.
● Application of ready mixed paint is by any of the already mentioned type i.e. by brush
spay trowel, roller etc. depending on the type of finish required.
ACRYLIC EMULSION PAINT
Acrylic emulsion paint of approved brand and manufacture shall be used. The primer were used
as on new work shall be oil-based primer. These shall be of the same manufacture as the plastic
emulsion or as approved by PM. Only sufficient quantity of paint required for days work shall
be prepared.
The paint and primer shall be brought be brought by the Contractor in sealed tins in sufficient
quantities and from one single batch/consignment, and the same shall be kept in the joint
custody of the Contractor and the PM. The empty tins shall not be removed from the site of
work till this item of work has been completed and passed by the PM.
Preparation of the Surface: the scaffolding used for painting should be erected taking care not to
rest on the walls so as to avoid any damage to the wall surface. For new work the surface shall
be thoroughly cleaned of dust, old white or color washes by washing and scrubbing. The surface
shall then be allowed to dry for at least 48 hours. It shall then be sandpapered to give a smooth
and even surface. Any unevenness shall be made good by applying putty, (made of ingredients
plaster of Paris, chalk powder, primer, paint etc., mixed as specified or directed by the PM) on
the entire surface including filling up the undulation and then sand papering the same after it is
dry.
One coat of sealer and two coats of Acrylic emulsion paint are to be applied. The application is
done using good quality approved make brush. On the final application, roller is used to get a
better and acceptable finish (the roller application is done on smooth wall surface only). At
places where required, the application of paints is done on granular finished surface, in which
case no application of putty and sand papering is required. The work is to be carried out under
direct Guinness and instructions from the manufacturers whose expert advice and supervision
are to be made available in order to achieve the highgrade finish. The painters employed for this
work must be capable of producing the highest standard of workmanship required. If the finish
is of doubtful nature, the contractor shall have to rectify the entire, at his own cost, to the
satisfaction of the PM.
SYNTHETIC ENAMEL PAINT
Synthetic enamel paint shall be brought in original containers and in sealed tins. If for any
reasons a thinner is necessary, the brand and quality of the thinner recommended by the
manufacturer or as instructed by the Architect shall be used. The surface shall be prepared above
and a coat of approved primer shall be applied. After 24 hours drying approved or specified
quality paint shall be applied evenly and smoothly. A filler futty coating may be given to give

thoroughly and then lightly rubbed down with sandpaper and cleaned of dust before the next
cost it applied. The number coats shall be specified in the item and if the finish of the surface is
not uniform additional coat as required shall be applied to get good uniform finish at no extra
cost. After completion no hair mark from the brush or clothing of paint puddles in the corners of
panels, ends of the molding etc. shall be left on the work. The glass panels, floor, etc. shall be
cleaned off from stains. When the final coat is applied if directed the surface shall be rolled with
a roller or textured to a special texture finish as approved by the Architect as per sample to be
prepared before the start of work.
MELAMINE FINISHING
Melamine finishing shall be done on wooden surfaces. The finish shall be Matt, glossy, semi
glossy type which shall be as approved by the PM.
All uneven and rough surfaces shall be rubbed-using sandpaper of the required grades till a
smooth surface is obtained and the surface shall then be well dusted. The nail marks/ pores in
the wood shall be filled with wood filler and the surface shall be rubbed with the required grade
of sandpaper so that the entire surface is uniformly smooth.
After preparing the surface as specified above, application of a sealer coat shall be done.
Wherever necessary the pores in the wood shall be again filled with wood filler and the surface
shall be rubbed with the required grade of sandpaper in the presence of water so that the entire
surface is uniformly smooth. Staining as required shall be done manually, application of second
coat of sealers shall be done. Finally 3 coats of Melamine spraying, strictly under dust free
condition, shall be done, after which the surface is buffed with Wax & Oil.
The Specialists/Manufacturer's specification/instruction in using the product shall strictly be
adhered to, in preference to the specification in the contract. It is
Preferable to carry out the process under warm weather condition. The spray gun before/after
using shall be cleared thoroughly using thinner or spirit.
PLYWOOD /PLYWOOD BOARDS
Plywood boards are formed by gluing and pressing three or more layers of veneers with the
grains of adjacent veneers running at right angles to each other. The veneers shall be either
rotary cut or sliced and shall be sufficiently smooth to permit an even spread of glue. Face
veneers may be either decorative on both sides or one side commercial and the other decorative.
Plywood shall be of BWP grade or BWR grade as per IS 303.
Adhesive: Adhesive used for bonding BWP grade of plywood boards shall be BWP type
synthetic resins conforming to IS 848 .
The thickness of all veneers shall be uniform, within a tolerance of ± 5 per cent. Corresponding
veneers on either side of the centre one shall be of the same thickness and species. The
requirements of thickness and core veneers shall be as follows:

(a) In 3 ply boards upto 5 mm thick. The combined thickness of the face veneers shall not
exceed twice the thickness of centre ply.
(b) In multiply boards, the thickness of any veneer shall not be more than thrice the thickness of
any other veneer.
(c) The sum of the thickness of the veneers in one direction shall approximate to the sum of the
thickness of the veneers at right angle to them and shall not be greater than 1.5 times this sum
except for 3 ply as specified in (a).
Thickness :Plywood boards are available in thickness ranging from 3 to 25 mm. Tolerance in
thickness shall be ± 10% for boards upto and including 5 mm; ± 7% for boards from 6 to 9 mm
and ± 5% for boards above 9 mm thickness. The boards shall be of uniform thickness and the
surfaces of the boards shall be sanded to a smooth finish.
Moisture content of the plywood boards when tested in accordance with IS 1734 (Part 1) shall
not be less than 5 per cent and not more than 15 per cent.
Testing: One sample for every 100 sqm or part thereof shall be taken and testing done as per IS
303. However, testing may not be done if the total requirement of plywood boards is less than 30
sqm. All the samples tested shall meet the requirements of physical and mechanical properties of
plywood boards.
DECORATIVE THERMOSETTING SYNTHETIC RESIN BONDED
LAMINATED SHEETS
Scope: Decorative thermosetting synthetic resin bonded laminated sheets shall generally
conform to IS 2046. This material is intended for interior use and is not intended for load
bearing applications.
Terminology: For the purpose of this standard, the definition given under para 2 of IS 1998
shall apply.
Types: The material shall be of two types namely:- (a) Type 1- Having only one side bearing
decorative surface the other side being roughened or given an appropriate treatment to promote
adhesion to the base. This type shall generally be used, unless specified otherwise. (b) Type 2-
Having both sides bearing the decorative surface, the two sides may be different in colour or
pattern or both.
Requirements
(i) Appearance: The types of surface finish of decorative and reverse side, edge finish, colour
and pattern shall be as agreed to between the purchaser and the supplier. The sheets shall be
reasonably free from local deformation.
Note: Since sheets may vary slightly in colour and appearance, it is recommended that sheets for
any one scheme may be matched. CPWD SPECIFICATIONS 2009 314 (ii) Flatness : For
nominal thickness 1.5 mm – when a sheet is tested for flatness in accordance with the method
given in Appendix –C of IS 2046, the height above the flat surface at the edge of full
manufactured and trimmed width shall nowhere exceed 150 mm.

(iii) Tolerance to nominal thickness: The departure from nominal thickness of sheet at any point,
shall not exceed the value given below:

(iv) Straightness of edges of rectangular finished panels, resistance to dry heat, resistance to
boiling water, resistance to staining, gross breaking strength, packing and marking, sampling
and criteria for conformity etc. shall be as per IS 2046.
VITRIFIED TILE FLOORING
Vitrified Floor Tiles
The tiles shall be of approved make and shall generally conform to IS 15622. They shall be flat,
and true to shape and free from blisters crazing, chips, welts, crawling or other imperfections
detracting from their appearance. The tiles shall be tested as per IS 13630.
Classification and Characteristics of pressed ceramic tiles shall be as per IS 13712.
The tiles shall be square or rectangular of nominal size. Table 1,3,5, and 7 of IS 15622 give the
modular preferred sizes and table 2,4,6 and 8 give the most common non modular sizes.
Thickness shall be specified by the manufacturer. It includes the profiles on the visible face and
on the rear side. Manufacturer/supplier and party shall choose the work size of tiles in order to
allow a nominal joint width upto 2mm for non-rectified floor tiles and upto 1mm for rectified
floor tiles. The joint in case of spacer lug tile shall be as per spacer. The tiles shall conform to
table10 of IS 15622 with water absorption 3 to 6% (Group BII).
The top surface of the tiles shall be glazed. Glaze shall be either glossy or matt as specified. The
underside of the tiles shall not have glaze on more than 5% of the area in order that the tile may
adhere properly to the base. The edges of the tiles shall be preferably free from glaze. However,
any glaze if unavoidable, shall be permissible only upto 50 per cent of the surface area of the
edges.
Coloured Tiles
Only the glaze shall be coloured as specified. The sizes and specifications shall be the same as
for the white glazed tiles.
Decorative Tiles The type and size of the decorative tiles shall be as follows :
(i) Decorated white back ground tiles The size of these tiles shall be as per IS 15622. (ii)
Decorated and having coloured back-ground The sizes of the tiles shall be as per IS 15622.
Preparation of Surface and Laying
● Base concrete or the RCC slab on which the tiles are to be laid shall be cleaned, wet and
mopped. The bedding for the tile shall be with cement mortar 1:4 (1 cement : 4 coarse sand) or
as specified. The average thickness of the bedding shall be 20 mm or as specified while the
thickness under any portion of the tiles shall not be less than 10 mm.
● Mortar shall be spread, tamped and corrected to proper levels and allowed to harden
sufficiently to offer a fairly rigid cushion for the tiles to be set and to enable the mason to place

wooden plank across and squat on it.
● Over this mortar bedding neat grey cement slurry of honey like consistency shall be
spread at the rate of 3.3 kg of cement per square metre over an area upto one square metre. Tiles
shall be soaked in water washed clean and shall be fixed in this grout one after another, each tile
gently being tapped with a wooden mallet till it is properly bedded and in level with the
adjoining tiles. The joints shall be kept as thin as possible and in straight lines or to suit the
required pattern.
● The surface of the flooring during laying shall be frequently checked with a straight edge
about 2 m long, so as to obtain a true surface with the required slope. In bath, toilet W.C. kitchen
and balcony/verandah flooring, suitable tile drop or as shown in drawing will be given in
addition to required slope to avoid spread of water. Further tile drop will also be provided near
floor trap.
● Where full size tiles cannot be fixed these shall be cut (sawn) to the required size, and
their edge rubbed smooth to ensure straight and true joints. Tiles which are fixed in the floor
adjoining the wall shall enter not less than 10 mm under the plaster, skirting or dado.
● After tiles have been laid surplus cement slurry shall be cleaned off.
● Pointing and Finishing The joints shall be cleaned off the grey cement slurry with
wire/coir brush or trowel to a depth of 2 mm to 3 mm and all dust and loose mortar removed.
Joints shall then be flush pointed with white cement added with pigment if required to match the
colour of tiles. Where spacer lug tiles are provided, the half the depth of joint shall be filled with
polysulphide or as specified on top with under filling with cement grout without the lugs
remaining exposed. The floor shall then be kept wet for 7 days. After curing, the surface shall be
washed and finished clean. The finished floor shall not sound hollow when tapped with a
wooden mallet.
● Measurements Length and breadth shall be measured correct to a cm before laying
skirting, dado or wall plaster and the area calculated in square metre correct to two places of
decimal. Where coves are used at the junctions, the length and breadth shall be measured
between the lower edges of the coves. No deduction shall be made nor extra paid for voids not
exceeding 0.20 square metre. Deductions for ends of dissimilar materials or other articles
embedded shall not be made for areas not exceeding 0.10 square metre. Areas, where glazed
tiles or different types of decorative tiles are used will be measured separately.
● Rate The rate for flooring shall include the cost of all materials and labour involved in all
the operations described above, For tiles of sizes upto 0.16 sqm. unless otherwise specified in
the description of the item. Nothing extra shall be paid for the use of cut (sawn) tiles in the work.
Extra over and above the normal rate for white tiles shall be paid where coloured or any other
type of decorative tiles have been used.
DOOR SHUTTERS – FLUSH SHUTTERS :-
1. All Flush door shutters shall be 35mm thick single leaf solid core type non-decorative
Industrial made conforming to IS – 2202 and ISI certified with block board core ( confirming to
the requirements as per IS-1659), for which the manufacturer shall produce the necessary
evidence. The flush shutters shall be made with internal lipping of hardwood 25 mm thick and

panel of size 300x1200mm with itching pattern to be fixed with 18mm thick post formed
moulding. The door is to be fixed in post formed laminate finished jambs made up of 18.0mm
ply of size 50cm of matching shade. The cost of door shall include cost of door jamb, s.s. finish
nickel plated 150mm door closer, door stopper handles, latch, aldrop, s.s. finish silencer etc.
complete in all respect as per drawing and direction given by Engineer in charge.
2. Contractor shall obtain the approval for the name of the manufacturer of the flush door
shutters from the Engineer-in-charge before placing the supply order. While asking for the
approval, copy of the “Bureau of Indian Standard” letter under which manufacturer has been
authorized to mark the product with ISI marking should be attached. Engineer-in-charge, before
giving the approval shall ensure that the validity date of license has not expired.
Testing of Flush Door Shutters:-
On receipt of the shutters at site, the Engineer-in-charge shall be entitled to get the samples of
door shutters tested in any approved laboratory. From each lot of shutters, one shutter shall be
selected at random by the Engineer-in-charge. The cost of the door shutters selected as samples,
their transportation to the laboratory and cost of testing by the laboratory shall be borne by the
Contractor, and shall be deemed to be included in the quoted rates.
REBATING:
a) The shutters shall be single leaf or doubled leafed as shown in the drawings and as directed by
Engineer-in-charge. In case of double leafed shutters, the meeting of the stiles shall be rebated
by one third the thickness of the shutter.
b) On all door shutters, laminate, 1.0 mm th. shall be pasted with adhesives as specified by the
manufacturers. The laminate shall be as per approved shade & texture, of make
c) The bottom of shutters shall be 5mm above the finished floor level.
d) Vision panel, wherever needed shall be 8.0mm. th. itching pattern glass of the size as
mentioned in the drawings. The panel shall be fixed within the cut-out made from within the
door shutter. The cut edges shall be fixed with TW lipping 35 x 8mm. The lipping shall be
flushed with the outer edges of the door and the glass fixed in the center of this lipping with
quarter round beadings, 15x15 mm.
Laminates
a) Thickness of the laminate to be used shall be 1.0 mm.
b) Joints in the laminates will not be permitted until and unless the same is unavoidable or is
required as per the drawings
Hardware
Extent and intent: The intention of the contract is that that the building as shown shall be
completely equipped with required hardware. Any required item not noted or listed shall be
finished in a grade equal to and in harmony with similar item listed.
General: All hardware shall be of the best quality of its type and strictly in conformity with the
materials and finish described in schedule of hardware. If called upon to do so, the contractor
shall arrange to get hardware specially manufactured to the design, requirements and standards
laid down by the Architect.

Samples: Samples of each different item of hardware including screws or any particular item of
hardware shall be submitted to the Architect for approval.
Quality: All hardware shall be of perfect fit, uniform in finish and free from imperfections that
affect serviceability or mar the appearance.
Guarantee: The contractor shall be responsible for the proper working of all hardware, for a
period of one year from the date of completion of the interior work.
Adhesives
Adhesive shall be Phenol Formaldehyde Synthetic resin conforming to B.W.P. (Boiling Water
Proof) type specified in IS: 848-1974. Only synthetic resin adhesive shall be used for bonding
core members to one another, including core frame, and for lipping, glazing frame, Venetian
frame and other exposed parts where such binding is done.
Nails, spikes, screws and bolts
Nails, spikes and bolts shall be of the best quality mild steel or wrought and of length and
weights approved by the Architect. Nails shall comply with IS: 1959-1960 or equivalent
approved quality, samples, Bolts with I.S. or equivalent approved quality samples. Brass headed
nails are to comply with B.S. 1210. Wire staplers shall comply with B.S.1494 or equivalent.
Rough Carpentry: Materials unless otherwise called for, all framing and other concealed wood
members shall be of first class hardwood. Workmanship: All carpenter’s work shall be done by
skilled workmen using proper tools. All joints shall as far as possible, be mortised and tenoned
and glued with best quality approved waterproof glue. Where mortise tenon joints are not
possible, the joints shall be securely nailed with the longest nails that may be used without
splitting the wood. Wherever it is necessary or adequate joints cannot be formed by nailing, the
members shall be lapped or jointed by GI straps or extra wood blocks. All joints shall be done
with neatness and as approved and directed by the Architect.
GENERAL SPECIFICATIONS IN CASE OF ‘BUILT IN’ FURNITURE
TIMBER :All exposed wood work to be of first quality BTC All other timber of hardwood and
good quality such as Badam wood as moisture content of not more than 20% depending on the
climatic conditions prevailing at the site. This wood must be treated with wood preservative.
JOINT : All joints will be of standard mortise and tenon, dovetail dowel, cross halves, mitred,
tongued and grooved. Nailed or glued butt joints will not be permitted, except in exceptional
cases with the approval of Bank /Architect.
FASTENINGS : Screws, nails, bolts will generally be of iron or wire, except in the following
examples ‘Outdoor Furniture’ fastenings will be of brass or other non-corrosive metal. In
hardware, they will match the finish of the hardware item such as screw etc. will be Nettle fold.
Nails in a finished surface shall be neatly punched and the hole filled with wood filler matching
the finish. Screws in a finished surface will be round head, raised head, or sunk unless specially
detailed.

PLYWOOD : Used mainly for the body work of this furniture, shall be even or similar close
grained plywood suitable for veneering, painting or bonding laminated. It will be a phenol
bonding weatherproof brand and for Outdoor furniture standard specification. ‘Kit Gold,
Anchor ply or National, Merino brand or equivalent. Exposed edges will be finished with a
stripe of solid wood, tongued and grooved and/or glued as detailed.
HARDWARE: Hinges, locks, latches, door tracks etc. shall be as specified and as far as possible
by the manufacturer specified in any variation of this the quality of the substitute shall be equal
to or better than the original specified and sample should be submitted to the Bank /Architect for
prior approval.
METAL: Where metal legs frames sheets etc. are used these shall be welded, brazed, bolted or
riveted as required and on finished surfaces, welding, brazing and riveting shall be neatly
smoothed so that no evidence of this is apparent on the final finish on the metal, which will be
specified on drawing. On all legs, wood or metal, nylon glides or castors as indicated to be
installed.
FINISH: This will be as indicated on the drawings and colour scheme chart and materials (timer
laminates, melamine lacquer, paints etc.) must be as specified. No variation will be accepted
unless with the prior approval of the Bank /Architect. Rear ply of cabinets etc. where wall hung,
shall be treated with an approved brand of wood preservative if required.
NOTE:
1. This specification is of a general type only, must be used in conjunction with the drawing
of the particular item being made. Anything shown on the drawing but not in the specification
must be complied with and vice versa.
2. In case of any discrepancy in specification and drawings, work shall be done as directed
by the Bank /Architect.
GENERAL SPECIFICATIONS FOR “UPHOLSTERED’ FURNITURE
TIMBER: All exposed woodwork to be of 1st quality Teak wood. BTC
All other timber to be of imported Badam Wood of top quality free from knots, shakes and work
holes and with a moisture content of not more than 20% depending on the climatic condition
preventing at the site.
Timber which are completely hidden, that is when covered by upholstery material, to be treated
with wood preservative.
JOINTS: All joints shall be of standard mortise and tenon, dowel, dovetail and cross halves,
Nailed or glued but joints will not be permitted. Screws, nails etc. will be standard iron or wire
of nettle-fold make unless stated otherwise, where mortise and tenon joints are used, tenons
should fit the mortises exactly.

Where screws shown on a finished surface, these will be sunk, and the hole plunged with a wood
plug of the same wood and grain of the finished surfaces unless detailed otherwise. Nails on
finished surface will be neatly punched and the hole filled with wood filler to match the colour.
UPHOLSTERY: This will be of first class workmanship with webbing, no sag springs, coiled
springs, padding and filling as specified on drawing. Covering fabrics will be sewn, tufted and
corded as shown on the drawing and as approved by the Bank /Architect.
CUSHION VENTS: Brass or Alum ‘Cushion Vents’ should be installed at the back or underside
of seat cushions (especially those covered in leather vinyl plastic or very tightly woven fabric) to
allow air to escape easily and to prevent torn seams.
MATERIALS: Finished timber shall be of the type specified furnishing fabrics, colour, pattern,
substance to be as specified and manufactured, or supplied by the company specified, no
variation of this will be permitted unless with prior approval of the Bank /Architect.
FINISH: This will be specified on the drawing and colour scheme chart where the timber is
finished in natural colour; care must be taken to ‘match’ each separate piece of colour, before
assembly. Where timber is stained the stain or colour on each member must match.
Only first class workmanship will be accepted. All legs to furniture will be fitted with nylon
glides or castors as specified on drawings. Full size drawings or prototype samples to be
submitted to the Bank /Architect for prior approval if required.

TECHNICAL SPECIFICATIONS FOR PLUMBING WORKS
GENERAL
All fixtures shall be fixed with neat workmanship, true to line and as recommended by the
manufacturer or shown in the drawings. Care shall be taken to fix all fixtures, brackets and
accessories by proper bolts and nuts (expansion bolts).
Care shall be taken in fixing all approved chromium plated (CP) fixtures and accessories so as
not to leave any tool marks or damages on the finish. The Plumbing and Sanitary Nominated
Contractors shall be responsible for any of the rectification works. All such fixtures shall be
tightened with fixed spanners. Use of Stiltson' type pipe wrenches with toothed jaws shall not be
allowed.
All fixtures shall be thoroughly tested after connecting the drainage and water supply system.
All fixtures shall be thoroughly finished and any leakage in piping valves and waste fittings
corrected to the complete satisfaction of the Client/ PMC/ Architects/ Consultants.
Upon completion of the work, all labels, stickers, plaster, etc. shall be removed from the fixtures
and all fixtures shall be cleaned with soap and water so as to present a neat and clean toilet.

All the sanitary fixtures and CP fittings are quantified in nos. or set comprising of list of items
mentioned with the specifications. The make, color, range, finish of the fittings shall be as per
the detailed BOQ specifications.
Workmanship
All sanitary-ware shall be fixed in a neat workmanlike manner, true to level and plumb.
Manufacturer's instructions shall be followed closely regarding installation and commissioning
complete to the satisfactions of Project Manager/Architect .
Protection of Fixtures
Fixtures shall be protected throughout the progress of the work from damage. Special care shall
be taken to prevent damage and scratching of chromium plated fittings. Tool marks on
chromium fixtures, etc. shall not be accepted. All fixtures shall be fixed with chromium plated
brass screws with washers whenever necessary. Protective paper on fixtures shall be removed
with hot water only at the final completion of work.
Sanitary ware
All porcelain sanitary ware shall be of first quality, free from wraps, cracks and glazing defects.
All sanitary ware, fittings and fixtures shall be as shown in drawings and indicated in Bill of
Quantities.
Testing
When the installation has been completed to the satisfaction of the Engineer it shall be tested in
the following manner:
i) The entire system shall be slowly filled with water, allowing any trapped air to escape.
ii) When all outlets are closed the system shall be checked for water tightness.
iii) Each outlet shall then be checked for rate of flow and correct operation.
CPVC PIPE FOR HOT AND COLD WATER
Providing, fixing, testing and commissioning CPVC (Chlorinated Poly Vinyl Chloride) CTS
SDR 11 water supply pipes & fittings NSF marked as specified in the Bill of Quantities for hot
and cold water distribution conforming to ASTM 2846 using fittings i.e. Tees, Elbows,
Couplers, Unions, Reducers, Bushings etc. including transition fittings connection between
CPVC & metal pipe/G.l i.e. Brass Adaptors (Both male & Female threaded), with IPS WELD
ON CPVC solvent cement as per ASTM F-493, with fabricated and subsequently hot dip
galvanized clamps / structural steel supports as required / directed at site including cutting chase
and fitting the same with cement concrete cement mortar as required. All termination points for
installation of faucets shall have brass termination fittings. Installation shall be to the satisfaction
of the Engineer-In-Charge.

Toilet paper holder shall be of Stainless Steel. The make and model shall be as specified in the

shall be fitted with anti- cockroach grating. A minimum of 70mm depth of water seal shall be
provided in the trap.
HEALTH FAUCET
These shall be of CP / sanitary ware. The make and model shall be as specified in the BOQ.
These shall be fixed by means of stainless steel countersunk screws to wooden/ plastic cleats
firmly embedded in the wall.

MIRROR
The mirror shall be of the best quality India make of superior glass with 6mm thick hardboard
backing with primer and two coats of enamel painting and fixed to wooden cleats with CP side
clips, screws, washers, The size and shape shall be as specified and of approved design.
ANGULAR STOP COCK
A bibcock is a draw off tap with a horizontal inlet and free outlet and stopcock (stop tap) is a
valve with a suitable means of connections for insertion in a pipeline for controlling or stopping
the flow. They shall be of specified size and shall be screw down type. The closing device
should work by means of a disc carrying a renewable non-metallic washer which shuts against
water pressure on a seating at right angles to the axis of the threaded spindle which operates. The
handle shall be either crutch or butterfly type securely seated pattern. The cocks (taps) shall open
in anticlockwise direction. The bib cock and stop cock shall be polished bright (Chrome plated).

SHOWER SET

Quantities or detailed as per the drawings. Concealed stop cocks wall mixer or divertor shall be
so fixed to allow for tiled or other finishes as keeping the wall flange clear off the finished wall.
Wall embedded in the finishing shall not be accepted flanges.

(Poly vinyl chloride) insulated confirming to BIS specifications and shall be specified by the
manufacturer for working voltage up to and including 1100 volts. The total gauge of wire shall
be strictly in accordance with what has been specified in IS:694.The wires shall be FRLS ( Fire
resistant low smoke ) with appropriate and acceptable mechanical strength so that the insulation

shall be non-insulated made of tin plated copper, suitable for termination of 1.5 sqmm / 2.5
sqmm / 4 sqmm / 6 sqmm of copper wires. The lugs shall be suitable for 1100V and the min
temperature rating for these lugs shall be 150 degree Celsius. The lugs shall be pin type with pin
designed in such a fashion to prevent damage to the wire from over tightening and ensure a
reliable electrical connection. The lugs shall have good wire contact and good tensile strength.
The lugs shall ensure quick and easy wire insertion.
3. PVC conduits and accessories:
All non-metallic conduit pipes and accessories shall be of suitable material complying with IS
2509 : 1973 and IS 3419 : 1989 for rigid conduits and IS 9537 (Part 5) : 2000 for flexible
conduits. The interior of the conduits shall be free from obstructions. The rigid conduit pipes
shall be ISI marked. The conduits shall be circular in cross-section. The conduits shall be
designated by their nominal outside diameter. No non-metallic conduit less than 20 mm in
diameter shall be used. The conduit wiring system shall be complete in all respect including
accessories. Rigid conduit accessories shall be normally of grip type while flexible conduit
accessories shall be of threaded type. Bends, couplers etc. shall be solid type in recessed type of
works, and may be solid or inspection type as required, in surface type of works. Saddles for
fixing conduits shall be heavy gauge non-metallic type with base. For all sizes of conduit, the
size of clamping rod shall be 4.5 mm (7 SWG) diameter. All the conduits shall be FR (Fire
resistant) type. The minimum width and the thickness of the ordinary clips or girder clips shall
be as per Table below.

pre-galvanized GI sheet metal with a wall thickness of 1.1mm and confirming to BS:4662:2006.
All such back box shall be provided with Brass Earth terminals and adjustable lugs. The metallic
box shall be duly painted with anti-corrosive paint before erection. An earth terminal with stud
and 2 metal washers and terminal block shall be provided in each back box for termination of
protective conductors and for connection to socket outlet/metallic body of fan regulator etc. A

5. Modular Base and cover plate:
The front plate shall have smooth surface from both the side and shall be properly matching the
fixing alignment. Perfect alignment shall be maintained while fixing of the back boxes. The
color shall be as per the architect’s directives.
6. Switches:
Wall receptacle (switch) shall been closed type flush mounted made up of superior grade GE
plastic polycarbonate with high mechanical electrical and thermal properties, suitable for 240
volts ,50Hz,ac. All switches shall be fixed on metal strips which shall be screwed / welded to the
box. All switches shall be in accordance with IS 3854 :1997. The terminals and contacts shall be
bimetallic silver contacts designed to withstand high overload conditions, high quality brass and
copper contacts shall be used for fixed / moving contacts and there shall be a sufficient clearance
of minimum 5mm between fixed and moving contacts to break the arc during switch operation.
The terminals shall also be made from high quality brass. All such outlets shall be tested for an
impact test value of 1NM, through a hammer stroke from a distance of 270mm from such
outlets.
● Wiring for twin controlled light point with 1.5 sq.mm. FRLS PVC insulated copper
conductor, single core cable in surface / recessed medium class PVC conduit, 2 way

7. Ega Box
Boxes and fittings are indicated on Drawings in approximate locations unless dimensioned.
Adjust box location up to accommodate intended purpose. Floor boxes shall be totally flush with
the adjacent floor finish on all sides. The floor box shall provided with a quick-fix, metal base
box and Opening lid to an angle of 30°, with integrated cable outlets, can be installed in two
positions and can easily be removed during installation and use. The lid can be fitted with a floor
material insert. Box can be screw fitted to floor tile by using holes in mounting frame (If hole in
tile is outside maximum tolerance use self tapping screws of required thickness as per
recommendation of OEM). Base shall be detachable from mounting frame by releasing screws
which enables the base to be connected to the services and left under floor tiles for protection
until the carpet, lid and trim are fitted Cable routers can also be removed.
● Wiring of circuit / sub-main wiring along with earth wire with the following sizes of
FRLS PVC insulated copper conductor, single core cable in surface / recessed medium
class PVC conduit as required.
(a) 2 x 2.5 sq.mm. + 1 x 2.5 sq.mm. earth wire.

1. Modular GI Box:

All the back boxes used shall be concealed GI type with loop in loop out holes marked which
shall be removed at the time of jetting conduit inside the same. Size of such holes shall be
suitable to take a 32mm diameter conduits. All such back box shall be made from pre-
galvanized GI sheet metal with a wall thickness of 1.1mm and confirming to BS:4662:2006. All
such back box shall be provided with Brass Earth terminals and adjustable lugs. The metallic
box shall be duly painted with anti-corrosive paint before erection. An earth terminal with stud
and 2 metal washers and terminal block shall be provided in each back box for termination of
protective conductors and for connection to socket outlet/metallic body of fan regulator etc. A
metal strip shall be welded/screwed, to the metal box as support if tumbler type of control
switches, sockets and/or fan regulators in flush pattern. Clear depth of the box shall not be less
than 60 mm and this shall be increased suitably to accommodate mounting of fan regulators in
flush pattern.
2. Modular Base and cover plate:
The front plate shall have smooth surface from both the side and shall be properly matching the
fixing alignment. Perfect alignment shall be maintained while fixing of the back boxes. The
color shall be as per the architect’s directives.
● Supplying and fixing following modular switch / socket on existing modular plate
and switch box including connections but excluding modular plate etc as required.
1. Switch - Socket Outlets :
Wall receptacle (switch /sockets) outlets shall been closed type flush mounted made up of
superior grade GE plastic polycarbonate with high mechanical electrical and thermal properties,
suitable for 240 volts, 50Hz, ac. All switches socket outlets and fan regulators shall be fixed on
metal strips which shall be screwed / welded to the box. All switches shall be in accordance with
IS 3854:1997. The terminals and contacts shall be bimetallic silver contacts designed to
withstand high overload conditions, high quality brass and copper contacts shall be used for
fixed / moving contacts and there shall be a sufficient clearance of minimum 5mm between
fixed and moving contacts to break the arc during switch operation. The terminals shall also be
made from high quality brass. All sockets shall comply IS 1293: 2005.All receptacle outlets
shall be shuttered type. Three/Six pin Universal type sockets shall be used and these shall be
mounted inside the switch boxes on adjustable flat M S strips / plates with tapped holes and
brass machine screws, leaving ample space at the back and sides for accommodating wires. 5pin
socket outlets will not be permitted. The third pin shall be connected to earth through protective
(loop earthing) conductor. 2 pin or 5 pin sockets shall not be permitted to be used. Conductors
connecting electrical appliances with socket outlets shall be of flexible type with an earthing
conductor for connection to the earth terminal of plug and the metallic body of the electrical
appliance. All such outlets shall be tested for an impact test value of 1NM, through a hammer

stroke from a distance of 270mm from such outlets. The universal 6/16A sockets shall be
capable to take the plugs for both 6A and 16A. No adapter shall be permitted.
● Supplying and fixing 20 amp, 240 Volts, SPN industrial type, socket outlet with 2
pole and earth, metal enclosed plug top along with 20 amps "C curve", SP , MCB, in sheet
steel enclosure, on surface or in recess, with chained metal cover for socket outlet and
complete with connections , testing commissioning etc. as required.
1. Industrial Socket:
Industrial sockets shall comply to IEC : 60309.1.2002, with minimum IP rating of IP42 or
specified otherwise in tender drawings and BOQ. All such sockets shall be splash proof.
However where-ever specified in drawings these may be water sealed type sockets. The marking
and dimensions shall be as per standards. The plugs shall be provided with suitable earthing
terminal and electrical interlocking such that the lug doesn't comes out of the socket till the
supply is there in plug. Accessories with earthing contact shall be provided with an earthing
terminal. Metal-clad fixed accessories with an internal earthing terminal can, in addition, be
provided with an external earthing terminal, which, except for flush type socket outlets, shall be
visible from the outside. Earthing contacts shall be directly and reliably connected to the
earthing terminals, except that the earthing terminal of socket-outlets incorporated in the output
circuit of an isolating transformer shall not be connected. Accessible metal parts of accessories
with earthing contact, which may become live in the event of an insulation fault, shall be
reliably connected to the internal earthing terminal(s) by construction. Accessories with
enclosures of rubber or thermoplastic material, and parts of elastomeric such as sealing rings and
gaskets, shall be sufficiently resistant to ageing. The construction of such Industrial plugs shall
comply with IEC: 60309.1.2002. All such industrial plugs shall be suitable for 415V/240V,
3Phase/1Phase, 50Hz ac supply as specified in tender drawings and BOQ for the mentioned
current ratings.
2. Miniature Circuit Breaker (MCB):
MCB should be trip free, quick to make and quick break type. MCB should be suitable for
interchangeable line/ load connections. The MCB shall have minimum 10 KA breaking capacity
with (Ics=Icu=10kA), where Ics is service breaking capacity and Icu is ultimate breaking
capacity defined as per IS-13947. MCBs shall have ISI mark as per IS8828-1996
(IEC60898).The MCB shall be suitable for temperature up to 50 deg C without derating. All
outgoing feeder MCB shall be provided with clip on type auxiliary contact interface. Terminal
of MCB shall be provided with insulated separators between the phases and also on both end.
The size and design of the terminal should be adequate to accommodate aluminum/ copper cable
required for the rated current of the MCB. It should confirm to current limiting principle class –3
to ensure extremely low let through energy (I²t) under fault conditions. It should have ‘two
position’ DIN clip ensuring easy mounting and removal. It should confirm C.E. Marking

(confirmation to European standards), based upon the tripping characteristics the MCB shall be
described as B, C or D curves and the same must be mentioned in bold upon the MCB. All MCB
shall have a mention of Full load current, short circuit current, utility voltage, frequency,
tripping characteristics (B, C, and D), basic 3 line diagram. The poles of MCBs shall have
minimum self-resistance as per latest IEC standards.
3. Sheet Steel Enclosure:
The enclosure shall be made from sheet steel of 1.6 mm thickness and of required size and
dimensions to accommodate the industrial socket in required manner as directed by Engineer-in-
charge. All such enclosures shall be dust / vermin proof, corrosion resistive and as be IP rated as
specified in tender drawings / Tender BOQ. All such enclosure shall be provided with a chained
metal cover for the socket outlets.

Ninteen between the INDIAN ACADEMY OF HIGHWAY ENGINEERS, Plot No. A–5, Sector-62,
NOIDA, (hereinafter called “IAHE”) of the one part, which expression shall include his
successors and assigns and M/s ……………………………………………………. (herein after called
“The Contractor”) which expression shall include his heirs, executors, administrators and
assigns of the other part.
Whereas IAHE is desirous for Interior Furnishing Works of Faculty Room in Trainees Hostel
of Indian Academy of Highway Engineers (IAHE), Noida and has accepted a Bid of the
Contractor for the execution therein.
Now this Agreement witnesses as follows:
1. In this Agreement words and expressions shall have the same meaning as are
respectively assigned to them in the Conditions of Contract herein after referred
to.
2. The following documents shall be deemed to form and be read and construed as
part of this Agreement, viz:

4. The INDIAN ACADEMY OF HIGHWAY ENGINEERS hereby covenants to pay the
Contractor in consideration of the execution and the remedying of defects therein
the Contract Price or such other sum as may become payable at the times and in
the manner prescribed by this agreement.
5. Obligations of the Contractor – The contractor shall ensure full compliance of tax
laws of the India with regards to this agreement and shall be solely responsible for
the same. The contractor shall submit the copies of acknowledgements evidencing
filling of returns every year, receipt of all statuary obligations month wise and shall
keep the employer fully indemnified against liability of tax, interest, penalties etc.

6. The court at the Delhi/New Delhi shall be the exclusively jurisdictions for all
dispute arising out of this agreements between the parties.
