Index to Parliamentary Questions on Defence 1995
For many years the Parliamentary Research Service (PRS) maintained a chronological list of answers to questions asked in the Parliament on defence, national security and related matters. As this list grew, it became ever more difficult to search and so some years ago it was decided to prepare a form of indexed list.
This paper, Index to Parliumentary Questions on Defence 1995, is the seventh in a series which began in 1989 with an Index for the period 1981 - 1988 (incl). That Index contained summaries of Answers to Questions asked in both Houses of the Federal Parliament from the start of sittings in 1981 to the end of the 1988 sittings. This was followed in February 1991 by Index to Purliamentary Questions on Defence 1989 and 1990, and in 1992, 1993, 1994 and 1995 by Indexes for the 1991, 1992, 1993 and 1994 sittings. Some copies of these papers are still available from the Research Service.
This paper contains material for the 1995 sittings of both Houses. h u a l publication of hard-copy updates to the Index will keep the series as current as practicable.
It is important to note that this Index is selective and does not contain all answers provided to defence-related questions for 1995. I have culled answers which provide no information (unless a refusal to answer was of itself significant), merely repeat information already in the Index or appear to seek only to score transient political points. On the other hand, the answers included are not only from the Minister for Defence. Answers fiom Ministers with responsibilities in Foreign AfEairs, Transport and so on can have a useful defence relevance and, when they do, they have been included.
Answers are indexed under headings which, unfortunately for external users, are unique to the PRS Defence research area and conform to no external model. To get maximum use from the Index, new users are advised to study the sections entitled "How to Use This Index", "Important Notes'' and "Questions Of l i thout Notice". Parliamentary users may well find that the best use of this Index is to locate specific Answers to Questions which can then be retrieved in full using the on-line Hunsard available through the Parliamentary Database Service (PDB S), though of course hard- copy Hunsards will also serve.
It cannot be guaranteed that this Index is free of error. Nevertheless it is made available to Senators and Members in the belief that, despite any defects, it will be of use to those with an interest in national security matters.

Answers to Questions are arranged according to PRS defence file titles. Those used in this edition are listed on the Contents page.
Answers are indexed once only, under the heading most closely reflecting their principal defence- related content. Some headings have many Answers under them, others only one, still others have no Answers at all listed. This last group of headings is wholly excluded fkom the Index and may be ignored, provided that readers understand that certain headings absent fkom this edition may have appeared in earlier ones, and vice-versa.

A House Question would be shown as "R" instead of "S"; a Question On Notice would have a number in the "Q.No. I t colurnn.

The answer su~maries are for rough guidance only and should never be used independently of the Hansard texts.

ithout Notice are asked directly in the Chambers and are what can be seen on the Al3C Television "Question Time'' replays or heard live on ABC radio. OEcially, they are without notice to the Minister, but the practice has arisen of sometimes giving the p\/Iinister limited warning of the question, so that an informed answer may be given or (with the so-called "Dorothy Dixerll) so that the Minister may deliver an answer already prepared. But notice is never obligatory, and Questions Without Notice are still frequently used to surprise a political opponent.
Where replies to such questions elicit useful information, they have been included in this Index. They may be identified by the absence of any Question Number in the appropriate column.
Questions on Notice are prepared in writing and appear initially on the Notice Paper for the relevant House, where they are assigned a number that stays with them and is used when they are answered. This is the number which appears under "Question Number" in the Index. Any question with such a number was ''on notice?
Note, however:
each House maintains its own series of numbers: thus, there can be a House Question No. 123 4, and an unrelated Senate Question No. 123 4; and
the number series recommence with each new Parliament, because the Notice Paper is wiped clean at the end of a Parliament. Thus, there can be a House Question 2678 in 1988, and an unrelated House Question 2678 in, say, 1993, and similarly for the Senate.
