BRITISH NOBILITY AND KNIGHTHOODS TO CANADIANS
The British Nobility is headed by the Queen (or King) and her children who
are Princes and Princesses. The five grades of the British Nobility are
Dukes, Marquis, Earls, Viscounts and Barons. A Baronet is one rank below
the peerage granted by the Sovereign and confers upon the person the right
to be called Sir and to use the post-nominal letters Bt. Unless previously
knighted, a Baronet is not necessarily a Knight Bachelor. The title of
Baronet is a hereditary title, the title being passed on to the oldest son.
A Knight Bachelor ranks behind a Baronet and confers upon the person the
right to be called 'Sir' and to use the post-nominal letters Kt. There are
also six official British Orders of Chivalry: The Most Noble Order of the
Garter; The Most Ancient and Most Noble Order of the Thistle; The Most
Honourable Order of the Bath; The Most Distinguished Order of Saint Michael
and Saint George; The Royal Victorian Order, and; The Most Excellent Order
of the British Empire. Admission to the first two orders automatically
confers Knighthood (although most appointments are to those already members
of the peerage) and admission to the first two classes of the other four
orders confers knighthood (Bath GCB & KCB; St Michael and St. George GCMG &
KCMG; Royal Victorian Order GCVO & KCVO; and Order of the British Empire GBE
& KBE). Thus, the peerage has five classes; a Baronet is between the
peerage and knighthood; and, knighthood is granted to a Knight Bachelor and
to those admitted to the top two grades of the six orders of chivalry.
Before being admitted to a grade of a British Order of Chivalry, which
confers knighthood, the person is first knighted as a knight bachelor and
then receives the insignia of the order.
No person born in Canada has ever been made a Duke but His Royal Highness,
the Duke of Connaught (1911 - 1916), third son of Queen Victoria, and the
Duke of Devonshire (1916 - 1921), were Governor Generals of Canada. Five
Marquis have served as Governor General in Canada but no Canadians have been
made a Marquis. Also, no Canadians have been made an Earl although several
Earls have served as the Governor-General of Canada, the last one being Earl
Alexander of Tunis (1946- 1952).
Richard Bedford Bennett, Prime Minister of Canada from 1930 to 1935, and
born in New Brunswick, was made a Viscount. His title, conferred after he
moved to Britain in 1941 was Viscount Bennett of Mickleham, Calgary and
Hopewell. As he had no heir, the title died with him. The British
Commander of the Canadian Corps when they took Vimy Ridge was
Lieutenant-General The Honourable Sir Julian Hedworth George Byng, later
made a Field Marshal and who after serving as Canadian Governor-General
(1921 - 1926) was made the Viscount Byng of Vimy, but of course was not a
Canadian. The only other Canadian to be made a Viscount was Thomas Hamar
Greenwood, born in Whitby, Ontario and who became Viscount Greenwood in
1937. Greenwood was also a Baronet and a Baron.

The first native-born Canadian to be knighted was Daniel Jones from Upper
Canada who was made a Knight Bachelor in 1836. Prior to Confederation only
a few knighthoods were granted to Canadians or to British subjects for
services done mainly in Canada. None of the Fathers of Confederation held
titles but Queen Victoria made the first Prime Minister of Canada, Sir John
A. Macdonald, a Knight Commander of the Order of the Bath on the day the
Confederation of Canada was proclaimed, 1 July 1867. This caused Macdonald
immediate problems because his French-Canadian lieutenant, George Etienne
Cartier, and Alexander Galt, his first finance minister, both major
architects of the British North American Act, had not received a comparable
honour. The ensuing uproar over this omission led to a Baronetcy for
Cartier in 1868 and a KCMG for Galt in 1869. George Etienne Cartier,
Alexander Tilloch Galt, William Pearce Howland, William McDougall, Samuel
Leonard Tilley, and Charles Tupper were all made Civil Commanders of the
Order of the Bath (CB) on 1 July 1867. All but McDougall would receive a
Baronetcy or be knighted later.
Recommendations for knighthoods were the prerogative of the
Governor-General. Macdonald was a strong supporter of titles and during his
two terms in office pressed for more awards and for government input to
awards. Macdonald's successor, Alexander Mackenzie (1873 - 1878), a
Liberal, was hostile to honours and refused a knighthood. Mackenzie,
furious over a proposed award to a government employee (Sandford Flemming)
without the government's approval, put his case strongly to the Home
Secretary in 1877. The Home Secretary was reluctant to agree to government
input and the hostility continued resulting in few awards during this
period. Mackenzie was the only Canadian Prime Minister not knighted until
Arthur Meighen became Prime Minister in 1920.
There were few honours awarded during Mackenzie's term as Prime Minister
(1873 - 1878) but he did try to have George Brown, who played a prominent
part in the Quebec Conference of 1864 and was regarded as the power behind
the Mackenzie administration, awarded a knighthood. Brown, true to his
Liberal principals, refused the honour. In Macdonald's first list on his
return to power in 1878, two Liberals (Cartwright and Howland) plus three
Conservatives (Tilley, Tupper and Campbell) were included. The country was
clearly becoming polarized on the honours question with Conservatives
approving of them and Liberals not. Mackenzie's successor as Liberal
leader, Edward Blake, also refused a knighthood.
With Conservatives once again in power, it became the practice in 1879 to
knight the Chief Justices of the four provinces on appointment to office.
Other recipients were usually engaged in public affairs, members of the
cabinet (especially finance and militia), senior persons in banking and
railway development and Provincial Lieutenant-Governors.

Sir John A. Macdonald died in office in 1891 and three of his four
Conservative successors were knighted once in office (Abbott, Thompson, and
Bowell) while Tupper had been knighted prior to taking office.
When Wilfrid Laurier, a Liberal, became Prime Minister in 1896, he declined
a knighthood. However, when he arrived in England for the Diamond Jubilee
celebrations for Queen Victoria, he learned that his name was on the Queen's
Honour List for 1897. Although strongly opposed to accepting the award of a
GCMG, he was persuaded by his advisors to accept the award so as not to
disrupt the Jubilee ceremonies.
Laurier resisted attempts to have his ministers knighted and while public
reaction to his award was favourable, he always considered the title a
political liability. In 1902, Laurier had Parliament petition the King to
consult his Canadian Ministers in matters relating to honours to Canadians.
The Colonial Office was told "it is not in harmony with the principles of
our constitutional system that the Governor-General make recommendations
without the advice of Canadian Ministers". The Colonial Office again
refused Canadian Government input and a major controversy arose in 1911 when
Bonar Law, the only Canadian to become a British Prime Minister, secured a
Knight Bachelor for an expatriate Canadian, Max Aitken. Aitken went on to
receive a Baronetcy and later was made a Baron, Lord Beaverbrook, further
awards that angered Canadian Liberals.
Sir Robert Borden, Canadian Prime Minister (1911 - 1920) was originally
elected as a Conservative and continued the Conservative tradition of
encouraging Knighthoods. However, a Knighthood to Sam Hughes, a Baronetcy
for Joseph Flavelle and a peerage for Hugh Graham, were all pointed out as
examples of the British continuing to prevent Canadian input into the
awarding of these honours.
Borden himself was made a GCMG in 1914. During the First World War, several
honours were made to individuals involved in the war effort and to serving
Canadian officers, such as General, Sir Arthur Currie, first Canadian to
command the Canadian Corps.
As the head of the Unionist Government elected in 1917, Borden was under
considerable pressure to do away with British Honours. On 22 May 1919, the
so-called Nickel Resolution was adopted by the House of Commons asking the
British Government to exclude Canadians from receiving honours of any kind,
titular or non-titular. It is important to point out that this was not
passed as a law but only as a resolution. Thus, Canadians living in Britain
were not excluded from knighthoods (such as George Parkin, KCMG 1920) but
the Governor-General of Canada no longer recommended awards.

When Richard Bennett, a Conservative, became Prime Minister (1930 - 1935),
he lifted the ban on British honours. In the New Years Honour List of 1933
(Canada Gazette, 4 February 1933), he had Sir George Perley, Minister
without Portfolio and frequent acting-Prime Minister, elevated from a KCMG
to a GCMG. The reaction of the Canadian public was mixed so he delayed any
further honours until the New Years Honour List of 1934 although the
Imperial Service Medal was awarded generously in 1933. The 1934 New Years
Honour List saw the Chief Justice of the Supreme Court of Canada, the Right
Honourable Lyman Poore Duff made a GCMG and the Chief Justice of the
Province of Quebec, The Honourable Joseph Mathias Tellier made a Knight
Bachelor. In addition, four CMGs, seven CBEs (including Miss Charlotte
Whitton, later Mayor of Ottawa), eleven OBEs and sixteen MBEs were
announced.
In His Majesty's Birthday list of 4 June 1934, Charles Saunders was made a
Knight Bachelor and Dr. Frederick Banting was made a KBE. There were also
four CMGs, five CBEs and one OBE announced.
The King's New Years Day list of 1935 had a Knighthood for the Chief Justice
of Nova Scotia (Chisholm), a KCMG for Gooderham and a KBE for Lindsay. The
list also included a CB for Major-General Andrew McNaughton, two CMGs, one
military CBE, one military OBE and one military MBE. In the Civil Division
of the Order of the British Empire, there were five CBEs, 14 OBEs, and 16
MBEs. There was also a military and civil BEM awarded.
In the Birthday list, which also commemorated the 25th year of King George
V's Reign, a large Canadian list was included. This list dated 3 June 1935
(published in the Canada Gazette 29 June 1935) included four Knighthoods
(Chapais, Grier, MacMillan and Roberts); one KCB (MacBrien), one GCMG
(White), one KCMG (Marler), one CB (Ashton), and eleven CMGs. In the
military division of the Order of the British Empire, Lieutenant-Colonel
Henry Willis O'Connor, Aide-de-Camp to the Governor-General was made a CBE,
Major E.L.M. Burns was made an OBE and three Warrant Officers First Class
were made MBEs. From the Royal Canadian Air Force, Squadron Leader G.E.
Brooks was made an OBE and Warrant Officer First Class A.A. Rabnett an MBE.
Commander Robert Agnew, RCN was awarded an OBE and Commissioned Victualling
Officer John George Buckner Horne, RCN was awarded an MBE. In the Civil
Division of the Order, Mr. E.W. Beatty was made a GBE and Mr. A.G. Doughty
and Mr. J.C. McLennan were both made KBE. There were also nine CBEs, 21
OBEs (including Lester B. Pearson) and 39 MBEs.

In addition, the list included six awards of the Companion of the Imperial
Service Order (ISO). This order is not one of the orders of chivalry but is
awarded for meritorious services on the part of members of the
administrative and clerical branches of the Civil Service throughout the
British Commonwealth. At least 25 years of service are usually required for
this honour. There is also an Imperial Service Medal, which is given under
the same terms as the ISO but to more junior members of the civil service.
In July 1936, 61 Imperial Service Medals were awarded to Canadians.
Prime Minister Bennett had chosen those to reward very carefully and the
honours were reasonably well received by the Canadian public. However, when
his government fell in late 1935, this temporary opening of the door to
Canadians receiving British honours was slammed shut forever by the
MacKenzie King Government. Under the terms of the Nickel Resolution,
Canadian servicemen remained eligible for British Military decorations for
valour and distinguished service. It was not until 1943 that a
parliamentary committee allowed the ban to be lifted for service personnel
and civilians to receive non-titular honours for war service. A Canada
Medal had been prepared and designed in 1943 and received all necessary
approvals. The Prime Minister was then asked to approve a list of the first
recipients.
The following from 'The Mackenzie King Record' by J.W. Pickersgill outlines
what happened to this medal: "One irritating question of lesser importance
was what to do about the Canada Medal. This medal had been established some
time before without any clear conception of its purpose. E.H. Coleman, the
Under Secretary of State, had prepared a memorandum on the procedure for
awarding of the medals that Mackenzie King went over with him on October 29,
1943. He was 'exasperated' at the whole business. It was simply a case of
giving to him that hath, following a list of precedence from the
Governor-General down, including Princess Elizabeth of England. The medal
was to be one for fairly wide distribution to people who had rendered extra
special service, something beneath the decorations. I told Coleman I would
not take the responsibility of making recommendations and thought we would
be wise to withhold all awards of the medal until after the war. At the
Cabinet meeting on 3 November 1943, his colleagues agreed the Medal was
intended to be awarded 'because of extra special service, not something to
be given to all those who already have the highest positions'. When it was
suggested the Government might have to proceed to make awards because of
steps already taken (including the minting of 14 medals), Mackenzie King
observed 'this got under my skin at once and I said it was the strongest of
reasons why we should not proceed any further; that I objected altogether to
these matters being forced on the cabinet; that nothing should be done."
Thus the Canada Medal was permanently set aside and no Canadian awards given
until 1967. While Mackenzie King was opposed to honours, he still accepted
the Order of Merit from King George VI in 1946.

The ban on Canadians receiving knighthoods or appointments to the peerage
has continued since 1935. However, several Canadians have received
knighthoods for services rendered while serving the British Government and
after taking out British citizenship. Sir William Samuel Stephenson, 'A Man
called Intrepid', was knighted in 1946 for his part in the secret service
during World War Two. Sir Leonard Outerbridge was knighted in 1946 while
living in Newfoundland that was of course prior to that province joining
confederation. Air Vice-Marshal Tait (RAF), Air Marshal Livingston (RAF)
and General Charles Loewen (British Army) are all examples of Canadians who
took out British citizenship and received knighthoods for their service to
Britain through the British Armed Forces. Roy Thomson took out British
citizenship before being appointed Baron Thomson of Fleet.
I have not included in the listings the many persons living in Canada who
hold hereditary titles or who were knighted for services prior to settling
in Canada. Such persons include General Sir Neil Ritchie, GBE (1951), KCB
(1947), KBE (1945), DSO (1917), MC. (1916), CB (1944), CBE (1940) who was
born in British Guiana and moved to Canada in 1960 so cannot be considered a
Canadian Knighthood or Canadian GBE; Sir Edgar Vaughan, KBE (1963) who was
born in Wales and came to Canada in 1967 after being awarded the KBE so is
not a Canadian KBE, and; Sir David Bate, KBE (1978) who was born outside of
Canada and his services were performed mainly in Nigeria coming to Duncan,
B.C. to live after receiving the KBE. A more recent example is Mr. Trevor
Pinnock, who received a CBE in 1992 and then came to Canada. Also a
professor of mine at the University of Alberta, Dr. Greenhill, became
Viscount Greenhill when his father died.
A distinctive Canadian honour was finally established during Canada's
Centennial year, 1967 with two grades of the Order of Canada. The top grade
was Companion of the Order of Canada and the second grade was the Medal of
Service. In addition, a distinctive Canadian bravery award was created, the
Order of Canada Medal of Courage. However, just as the Canada Medal of 1943
was never awarded, this bravery medal was also not awarded as it was too
limiting to have only one level of bravery award. Thus in 1972, the Order
of Canada was expanded to three grades, Companion, Officer and Member.
Those individuals who had received the Medal of Service were made Officers
of the Order. A distinctive military order was created, The Order of
Military Merit with three grades, Commander, Officer and Member. In
addition, the Medal of Courage was dropped and the Canadian Bravery Awards
created with the Cross of Valour, Star of Courage and the Medal of Bravery
created. These awards were to replace the British Orders and the British
bravery decorations. A new grade of Canadian honours was created in 1984
with the introduction of the Meritorious Service Cross. This single
decoration was expanded into the Meritorious Service Decorations in 1991
with the introduction of the Meritorious Service Medal and the creation of a
civil division and a military division for each medal. The medals and
ribbon of the civil and military divisions are identical except for a slim
white line down the centre of the ribbon of the civil ribbons. Canadians
still receive the Royal Victorian Order as this order is the Queen's
personal order.

Three other British awards deserve a mention. The Companion of Honour is
presented to distinguished British citizens and members of the Commonwealth.
Ten Canadians have received this honour. Professor Anthony (‘Tony’) James
PAWSON, OC, OOnt, CH and General John de Chastelain, OC, CMM, CD, CH.
The Order of Merit is also presented to distinguished British citizens and
members of the Commonwealth and like the Royal Victorian Order, this award
remains the prerogative of the Queen. The Right Honourable Jean Chrétien
was made a member of the Order of Merit in 1909, only the fourth Canadian to
receive this honour. This is the Order HRH Prince Phillip normally wears
around his neck in full dress uniform or in evening dress. While not an
official honour (there are no post nominal letters or ribbon), another
highly cherished honour is the Royal Victorian Chain. This is also a
prerogative of the Queen and two Canadians have received this honour.
Canadians have continued to receive some British awards but these are
relatively rare. Lieutenant-Colonel Walter Matheson Holmes received an MBE
in August 1986 and Mr. Ronald Southern, CM, CBE, received a civil CBE in
1995.
